Building on its’ success as a forum to bring together the key stakeholders in all aspects of the financial services industry, Spectrum, the annual financial services conference, announced it will take place on 8 September, 2022 at the Ritz-Carlton Grand Cayman. The Health Services Authority (HSA) would like to advise the public that the Paediatric Clinic at the Cayman Islands Hospital will be relocating to the Women’s Health building on the main campus starting Monday, August 15, 2022.
Patients will register at the new clinic, streamlining the previous registration process.
Commenting on the new location, Consultant Paediatrician and Deputy Clinical Head of Department, Dr Linden Swan, said:
I’m pleased that the Paediatric Clinic will now have the space to expand our service offerings as the need for additional services grow.
The larger space will afford the clinic to include on-site support services for our patients, such as nutrition consultation, speech therapy and exercise activities.
HSA said that they wish to thank their patients for their understanding as they continue to enhance their facility to deliver better experience and care. Signage will be on-site to direct patients to the new location.
As a reminder, HSA said the visitors must bring their own facemask, as masks are still required at all HSA locations.

Six Trinidad and Tobago nationals were arrested and charged on Friday in connection with an incident involving world javelin champion Anderson Peters of Grenada, which occurred on-board the Harbour Master vessel on Wednesday, in St George’s, Grenada.
This was confirmed via a press release from the Royal Grenada Police Force.
The six – Noel Cooper, 42, the captain of the vessel, John Alexander, 55, Mikhail John, 35, Lance Wiggins, 45, and 28 year old Sheon Jack – were all charged for causing harm to Kiddon Peters, the brother of Anderson Peters and stealing, while Abiola Benjamin, 40, a police officer in Trinidad was charged for assault on Anderson Peters.
All of the accused are scheduled to appear in a magistrate’s court on Monday.
The men will remain in police custody until their appearance before the magistrate.
According to official court documents sent to the Chief Immigration Officer, the Grenada Ports Authority, and Comptroller of Customs, the Harbour Master vessel should not be cleared for sailing until they individually receive instructions from the Acting Registrar of the Supreme Court.
The vessel is owned by Tall Ship (Barbados) Inc and as a result of the arrest warrant, it is officially seized as part of a civil lawsuit involving the athlete and his brother, a police officer.
Anderson Peters and his brother Kiddon Peters were on board the vessel for a special fete cruise last Wednesday night when a brawl broke out.
The assault, a video of which has since gone viral, was condemned by Grenada’s Prime Minister, Dickon Mitchel.
In a statement on Thursday, Mitchell said he had viewed the video of the altercation involving crew members of the Harbour Master and was “alarmed and troubled by what was shown”.
Police confirmed that Anderson Peters, who returned to the island on Tuesday after winning the silver medal in the men’s javelin at the 2022 Commonwealth Games in Birmingham, England, was treated for minor injuries.
The police did not give details about the incident but videos circulating on social media show crew members assaulting Anderson Peters and then throwing him into the water.
The Grenada Olympic Committee said it joined with all of Grenada in “condemning these barbaric actions and look forward to the relevant authorities taking decisive actions against all the perpetrators”.
“We stand ready to lend our support with his recovery and look forward to an expeditious resolution to the matter,” it said in a statement.
The opposition New National Party had also issued a statement calling for swift justice in the matter as it strongly denounced “all acts of violence and submit that such should not be tolerated.”

The Development Bank of Jamaica (DBJ), on Thursday, August 11, unveiled two loan facilities valued at $700 million, to benefit entertainment and transport industry stakeholders whose livelihoods have been impacted by the economic fallout from the COVID-19 pandemic.
A sum of $500 million is earmarked for micro, small and medium-sized enterprises (MSMEs) under the Entertainment Restart Loan Facility, while $200 million has been provided for public passenger vehicle (PPV) operators.
The funds will be provided through the DBJ’s microfinance institutions (MFIs) and approved financial institutions (AFIs).
Minister of Finance, Dr Nigel Clarke, who addressed the launch, said that the “dedicated loan facility to persons who operate at all levels of the entertainment industry will allow those who are not yet back on their feet to have access to financing to go on the road again”.
Already, various individuals and entities that operate in entertainment have benefited from grant support to assist their recovery.
As it relates to the loan provision for transport operators, Minister Clarke noted that “this can be used to make your business more attractive to customers”.
He said that the interventions “must be seen as the Government putting its money where its mouth is and stepping up and providing support”.
“So, the Government is responding to the people of Jamaica and leading the recovery from the pandemic in a way that is inclusive and making sure that financing, which is the oxygen of business, is available to all who have been affected,” he added.In his remarks, DBJ Managing Director, Anthony Shaw, said the provision of the loans is in keeping with the entity’s mandate to assist MSME operators in their recovery efforts.
“Our joint objective [with the Government] is to assist the smallest operators in the private sector… to bounce back from the lingering effects of the pandemic and become more sustainable,” he pointed out.
In his 2022/23 Budget Debate presentation in March, Prime Minister, the Most Hon. Andrew Holness, announced that the DBJ would be establishing the entertainment loan facility.
It will benefit micro entrepreneurs such as food vendors, bar owners, party promoters, clothes vendors, and persons who ply their wares at entertainment events, among other beneficiaries.
Small and medium-sized enterprises earmarked for assistance include caterers; d?cor, lighting, printing, and transport companies; restaurants; and clothing stores.
Minister Clarke, in his closing 2022/23 Budget Debate presentation, indicated that the Government was providing $200 million in revolving loan financing to PPV operators.

Police in St Catherine are still seeking the assistance of the public in identifying the body of a man who was killed in a motor vehicle collision on the Hellshire main road, in the parish on Thursday, August 11.
The deceased was wearing a black t-shirt and blue short pants. Reports from the Portmore police are that about 9:15 pm, a Volkswagen Jetta motor car was being driven in a northerly direction when the deceased allegedly stepped into the path of the vehicle and was hit.
He was taken to hospital where he was pronounced dead. The driver of the car was warned for prosecution, pending further investigations. Anyone who can assist the police in identifying the body is asked to contact the Portmore Police at 876-989-8422, police 119 emergency number or the nearest police station.

The current design of the National Insurance Fund is not sustainable.
As it stands, the Fund is expected to be depleted in another 12 to 20 years.
This was emphasized as an independent Actuary with the National Insurance Board, Derek Osborne, addressed the press conference chaired by Prime Minister Mia Amor Mottley at the Lloyd Erskine Sandiford Centre, August 10, 2022.
Noting that such a depletion could be “as soon as 12 years from now, in 2034 on a pessimistic outlook, but on a more optimistic outlook, it could be in 2041”, Osbourne said:
“In the next 12 to 15 years, we are looking at the Fund being really challenged in a crisis position and a Fund being depleted does not mean that NIS will no longer exist. It just means that NIS would need to find additional funds because there is no longer any savings, which you can deplete to meet immediate benefits.”
The NIS, which is a comprehensive system of social protection for Barbadians, carried out reform in 2003/04. Changes made back then saw the contribution rate increase from 14 per cent to 18 per cent. Additionally, the pension age for full pension was increased from 65 to 67 and benefits were made slightly less generous.
Osborne, who also pointed out that the last 18 years had been challenging. said some economic cycles had not been good to the NIS, and not been good to Barbados. He noted the population was now declining and starting in 2017 there had been more deaths each year than births, migration and what is deemed the natural increase of population is now negative.
“We believe that migration outward continues, and so the population is now lower than it was five years ago and lower than it was 10 years ago. Again, for economic reasons, employment levels have come down. There are about 9,000 fewer workers, before COVID started, than there were 10 years prior. So, we have declining populations, declining employment-based economy over the last 13 years. Nine of those 13 years saw a negative growth; average, real GDP growth in that period was barely positive, over that time period,” he explained.
While he stressed that COVID-19 affected the labour force in 2020, and contribution income was down, Osbourne noted, however, that no benefits on the National Insurance Fund were affected. “All of the increase in benefits were on the unemployment fund, which paid out over $150 million in the year and a half during COVID. That fund is back on good footing. Money was borrowed from National Insurance Fund to be repaid. And also government will be recapitalizing that fund over a period of three years,” he said.
Osborne addressed the current financial state of the NIS, which he said has just under $4 billion and this was why the country was addressing it at this point in time. Identifying factors responsible for this, such as the island’s ageing population, the actuary stated: “In the 60s, families became smaller and smaller. So what we have in the last 18 years from the last pension reform is a reduction in the number of people paying in versus the number who are taking out. So back in 2004, there were 3.6 people paying in for every one pensioner, now it’s 2.4 and shrinking every year. And, the outlook is that it will be 1.8 in 2040, and down to 1.7 in 2060.”
The development of Barbados’ social security scheme in 1967 had its origins in the late 19th century. The growth of national social security includes the passing of the Poor Law Relief Act in 1880 to the creation of the Maternity Grant in 1985. The NIS celebrated 55 years of existence in June of this year.

The annual Cayman Islands Healthcare Conference will take place from 20 to 22 October at the Ritz-Carlton Grand Cayman, returning to its three-day format after two years of a virtual and in-person hybrid due to the COVID-19 pandemic.
As in pre-pandemic years, there will be presentations and panels featuring both local and international healthcare professionals as well as exhibitors from healthcare related organisations and various charities.
The virtual portion of the 2021 edition had more than 8000 views on the CIGTV YouTube channel over the three days of the conference.
The theme for the 2022 conference is Your Health Promotion, Prevention & Positive Intervention and will focus on non-communicable diseases (NCD) whichare non-infectious health conditions that last for a long period of time and are also known as chronic diseases. These include hypertension, coronary artery diseases, cerebrovascular disorders, diabetes, autoimmune disorders, cancers and so on. Other areas of focus include occupational health; dental health; disorders affecting the youth; genomic sequencing; and organ transplants. In addition, one half day during the conference will be dedicated specifically to mental health.

Minister Turner also said that the government is looking forward to the opening of the long-awaited and much-needed mental health facility later this year, further evidence of the government’s commitment to ensuring that persons living with mental health conditions have access to quality community-based mental health services and that their rights and best interests are protected.
