Water Authority – Cayman wishes to advise its valued customers of a planned temporary service interruption scheduled for Sunday, August 14, 2022, from 1:30am to 6:00am to facilitate ongoing infrastructure upgrades in the area.

Customers on the following roads will be impacted.

Hospital RoadWalkers Road, between the junction of Goring Ave and the junction of Hospital Rd/Smith Rd (four-way)Smith Road, between the junction of Anthony Dr and the junction of Hospital Rd/Walkers Rd (four-way).

The Water Authority appreciates the patience and understanding of its customers and the public as it undertakes these works and apologizes for any inconvenience this may cause.

The Maples Group announced that it has agreed a three-year partnership with the non-profit organisation, Cayman Connection.

According to the Maples Group, the partnership is part of Cayman Connection’s Corporate Supporter programme, which provides funding for programmes and services that benefit a global community of over 1,500 Caymanians, friends and associates of the Cayman Islands. Over the next three years, the Group will provide funding to assist the non-profit to continue to build its network and offerings of wellbeing, knowledge and skill-building events to its members.

Commenting on the Group’s partnership with Cayman Connection, Cayman Islands Managing Partner, Matthew Gardner, said:

Community steps up to support Academy Girls USA Cup football team Loop Cayman Islands

With the help of several corporate and other community sponsors Academy Sports Club was able to include a Girls U17 football team to compete at the recent Target USA Cup tournament in Minnesota.

The local football club started its girls program only 7 years ago and has been growing it’s girls teams over the years.

“Several new recruits recently joined the program from John Gray High School which gave our numbers a huge boost”, said Academy’s Technical Director, Virgil Seymour.

Seymour explained that when Academy’s volunteer coach and Head of Youth Development Paul Byles first met with the group of young ladies he told them that if they worked really hard the club would work equally hard to ensure they got an opportunity to compete at the international level. The girls performed really well during the season and the club kept its promise.

That promise was kept partly due to the tremendous support of a number of individuals and companies within the local community.

Grant Thornton was among them.

“We are thrilled to support the Academy Sports Club Girls U17 team on their journey to the USA Cup in Blaine Minnesota,” said Dara Keogh, Managing Partner at Grant Thornton Cayman Islands. “Their program is inclusive and promotes integration within our community”.

The club also received support for both boys and girls from numerous other good corporate citizens including DMS, the Ministry of Social Development, the Ministry of Finance and the Ministry of Sports.

“It has become much more difficult receiving support for local sports over the past few years and given the positive impact on young people it’s really encouraging to see these organisations and individuals stepping up to help,” said Byles. “Academy is much more than a football program. Ask the teachers within the schools and some social workers about the work our coaches with our youth players on a daily basis.”

Six teams from Academy Sports Club competed at this year’s Target USA Cup, the largest youth football tournament in North America. Over 1,200 youth teams from all over the world competed at the National Sports Center’s 860-acre campus in Minnesota.

Seymour says the club is very appreciative of the support they received to make the trip a success. “It took a lot of effort to make it happen this year and we are extremely grateful to everyone who stepped up to help make it happen, especially for the girls team,” he said.

Tabor: Corthwright Marshall’s replacement to be announced after General Council meeting

OBSERVER: It could be approximately two weeks before a final decision is made on who will replace United Progressive Party (UPP) candidate for St Mary’s South, Corthwright Marshall.

The party’s Public Relations Officer (PRO) Damani Tabor made the revelation while speaking about a recent letter to Marshall – which was leaked to Observer – that advised Marshall that due to his failing health, the UPP hierarchy has decided to find a replacement to contest the upcoming general elections in the St Mary’s South Constituency.

This is despite Marshall apparently insisting he was strong enough to run against the incumbent Samantha Marshall of the Antigua Barbuda Labour Party (ABLP), and Andrew Antonio, the candidate for the Democratic National Alliance (DNA).

According to Tabor, that final decision will take more than a few days to be ratified.

He explained on the Observer AM show that the UPP’s General Council will have to meet and it would be up to the members to determine what direction the party will take regarding this matter.

“Ultimately, the General Council, which is the highest decision-making body outside of the convention, is who ratifies any new candidates, or they could even go in a different direction or whatever the case may be. I cannot say definitively who all the contenders are as the political leader [Harold Lovell] is currently engaged.

“He [Lovell] is a consultative guy and wants everybody to be affirmed and involved going through the process of meetings. It’s a dynamic process and I cannot speak precisely to where we are. In terms of when the General Council [meets], that meeting is on the 21st so that’s Sunday after next. So, certainly by then after that Sunday, by the next day, we will to tell the public what’s our final position,” Tabor explained.

While the missive to Marshall did not disclose the specific condition afflicting him, it alluded to the fact he had been hospitalised at least three times and may be seeking treatment in New York or Barbados.

Tabor, however, confirmed that several meetings had been held with the St Mary’s South branch office, but was tight-lipped on whether or not the branch supported the removal of Marshall from the UPP slate.

“I can advise that meetings with the branch did take place, for example, with the political leader and a contingent of people who I don’t quite recall exactly … but I can’t speak to what was said and what the responses are. I can’t speak to the substance of the discussions of the meeting, but what I do want to speak to is the political leader’s commitment to having a process that is affirming of the perspectives of all people, a process that recognises the value of all people and that tries to ensure that, whatever the outcome, everybody will be able to participate in redeeming Antigua and Barbuda and will be able in government to serve,” he added.

Marshall unsuccessfully contested the St Mary’s South seat for the UPP when he ran against Marshall in the 2018 general election.

When contacted by Observer, Marshall said the matter was private and he would not be making a public statement on it.

NAU gets new name and facelift under new Financial Assistance Bill Loop Cayman Islands

The Government’s plan to overhaul services for the most vulnerable in the Cayman Islands has taken a leap forward with the introduction and publication of the Financial Assistance Bill, 2022 on August 12, 2022.

Features of the Bill

Based on a press release, some of the features of the Financial Assistance Bill include the following:

Defines the functions of the Department (currently the Needs Assessment Unit) and its duties, a standard feature of legislation.Confirms who is eligible for Government’s financial assistance, namely, to Caymanians, spouses of a Caymanian or guardians of a Caymanian dependent, all of whom must be resident on island during the time of the application and at least eight of the twelve months preceding the application.Adopts a more holistic approach to individuals who are receiving Government’s financial assistance, including the introduction of conditions that will be attached, in particular for households with adult members who are able to work.Builds in necessary transparency and accountability for decisions, including dealing with grievances and a new appeals tribunal, as well as the protection of personal information.

The Bill also enables Cabinet to create associated regulations for implementation of the legislation, after it is passed by Parliament. Among other criteria, these regulations are likely to cover:

The number of working days in which the Department will process complete applications;Exemptions for emergency circumstances;Consideration for transitional services (i.e. during the transitional period after employment has been obtained); andSpecific provisions with respect to varying household sizes, as well as issues related to household composition (such as older persons living with their adult children; people with disabilities) to align with the Cayman Islands Older Persons Policy and Disability Policy.

Commenting on the changes, the Minister for Investment, Innovation and Social Development, the Hon. Andr? Ebanks, said:

The landmark Financial Assistance Bill would replace the ‘Poor Persons (Relief) Act’ with a modern legislative framework which will set the stage for more effective service, public finance accountability, and a bridge to self-sufficiency for able clients.

Ms. Tamara Ebanks, Acting Chief Officer of the Ministry of Investment, Innovation and Social Development, echoed the Minister’s sentiments, and said:

If passed by Parliament, the Financial Assistance Bill will repeal an essentially two page Act, originally enacted 1964, that was last updated 25 years ago. It is a concrete demonstration of the profound commitment of the Ministry of Investment, Innovation and Social Development to re-imagining social development in the Cayman Islands.

Upon commencement of the legislation, the name of the Needs Assessment Unit will be the Department of Financial Assistance.

Tangible improvements

In concert with the Financial Assistance Bill, many transformative changes to Government’s financial assistance have been underway by the Ministry of Investment, Innovation and Social Development, and will continue.

The 2022-23 Annual Budget Statement provided for significant improvements to be made to the Department’s physical, client-facing space, as well as additional staff resources.

Several tangible improvements have been introduced in recent months to streamline processes for persons who are applying for financial assistance. In December 2021, the Needs Assessment Unit also launched an Online Application Portal which can be accessed through its website at www.nau.gov.ky. Users with an active Digicel mobile number (SIM card) are able to access and utilise the NAU’s Online Application form, even if their account does not have credit.

In July 2022, the Needs Assessment Unit changed its renewal policy for older persons and persons with disabilities which are permanent in nature to be able to complete a “Continuation Certificate” if their circumstances have not changed. This policy change is intended to reduce the burden on people who need the financial assistance.

Stakeholder consultation

Acting Deputy Chief Officer Rayle Roberts remarked on the development of the bill, saying “Notably, the new legislation came to fruition through significant and extensive consultations undertaken by the Ministry with a wide array of community partners, including health practitioners, other professionals, NGOs, philanthropic and civic organisations. This dialogue revealed the significant extent to which all of these individuals and entities play a crucial role in understanding and overcoming the barriers to advancing social development in our community. We will continue to leverage this collaborative model going forward.”

Minister Ebanks remarked that the new legislation comprises one component of an overall reform agenda to transform social development, saying “We need sweeping, wholescale changes to modernise Government’s involvement with social development in the Cayman Islands, and the Ministry will continue to pursue reforms to deliver those changes for the benefit of our people.”

People who are in a position to require Government’s financial assistance deserve to be treated with dignity and compassion. This is evident even in the title of the new legislation, which delivers a comprehensive replacement for the outdated and egregiously named ‘Poor Persons (Relief) Act’.
