OPPOSITION Leader Kamla Persad-Bissessar has condemned the behaviour of the Prime Minister as he berated Newsday’s Darren Bahaw at his news conference last Saturday. Persad- Bissessar questioned Rowley’s mental health.

Addressing supporters at the United National Congress (UNC) Monday night meeting, she said it was painful, “to watch Rowley go mad and meltdown” at the news conference before his departure to Suriname.

“If you all saw it, you would know that what we actually witnessed on Saturday was an embarrassing Prime Minister essentially confessing that he is powerless and incompetent to govern this country.

“After a whole month, countless scandals, storm, flood, murder spree Rowley finally resurfaced and did what, just to berate a reporter and behave like a madman.

“He berated Darren Bahaw, toting feels for about 15 years, about an alleged headline in a story written by Bahaw. I am worried about his mental health.

“Just like his AG, he may have had a memory lapse and forgot,” she said in reference to the PM’s misinformed recollection of the headline he took umbrage with.

She played the audio and video clip of the incident in which Bahaw incurred Rowley’s wrath when he sought clarification about due diligence done before appointing embattled Reginald Armour to be Attorney General.

“Look at this clip and tell me if this is any sort of behaviour of someone sitting in Whitehall.

“He cannot face tough questions and you can see how easily he melts down like a child. Imagine this man in a negotiation room and the minute things get difficult he begins to throw a tantrum.

“Mental illness is a serious issue and I am not making any jokes here. I am serious that this man’s behaviour and mental stability is a cause for concern.”

She said his misinformation about the word “appear” in relation to a court appearance and his association of criminals may have been a Freudian slip or maybe he needs a refresher course in reading and comprehension.

“I cannot say.”

She said Bahaw’s story about Rowley’s first appearance in the Landate matter was “totally legit and nothing about somebody thiefing material from a hospital in Tobago.”

“Look at how he behaved when asked about the crisis he has caused in our country by appointing the lying and disgraced Reginald Armour as AG.”

She said while Rowley buffed reporters, while saying Armour’s separation from the Miami matter was a recusal and not disqualification, Armour himself admitted he was disqualified and has appealed the ruling.

“Try as the reporter might, he could not convince Rowley that he was wrong—but madmen, dictators and unapologetic fools never admit when they’re wrong, anyway.

“But to compound his stupidity, Rowley then unleashed a stream of vicious personal attacks on reporter Darren Bahaw for an incident that took place nearly 15 years ago.”

She cautioned, “let me tell you this Rowley—no amount of ranting and disputing proper and legitimate legal terminology, be it ‘disqualified’ or ‘appear in court’ will change the fact that your lying AG has seriously compromised the sacred office of Attorney General, our Constitution, our international reputation and your failed Government, and must be fired.”

She said Rowley has reneged on his duty as Prime Minister and has admitted that he is simply incompetent and incapable of running this country.

“He is better at running out of the country than running our affairs.

“Rowley and his Government have collapsed. He must call the elections now and let the people consign him to the dustbin of our political history.”

Departamento de Hacienda inicia suspensión temporera del arbitrio a la gasolina y al ‘diésel oil’

El secretario del Departamento de Hacienda, Francisco Parés Alicea, informó que a partir de hoy y durante los próximos 45 días, estará en vigor el periodo de suspensión del cobro del arbitrio en la introducción y/o fabricación de la gasolina y del ‘diésel oil’, para importadores y fabricantes de ambos productos.

“Según establecido en la Resolución Conjunta del Senado 18-2022 (antes RC 7-2022), que ordena al Departamento suspender el cobro del arbitrio a la gasolina y al ‘diésel oil’ durante 45 días, hasta un tope de $25 millones, emitimos la Carta Circular de Rentas Internas 22-11 (CC RI 20-11), estableciendo el mecanismo para asegurar una distribución equitativa de ese tope de exención entre los importadores y/o fabricantes, además de la transferencia de la misma, hasta llegar al consumidor”, dijo el secretario.

“Cabe señalar que una vez aplicada la exención, ésta debe ser transferida a través de las distintas etapas de la cadena de distribución, hasta llegar al consumidor. Por ejemplo, si el importador introduce gasolina sujeta a la exención durante el periodo de 45 días, pero distribuye la misma posterior al periodo, ese importador no puede cobrar el arbitrio en la distribución de la gasolina, si la misma estuvo sujeta a la exención en la introducción”, explicó.

La suspensión temporera del arbitrio debe reflejarse en las estaciones de gasolina y de diésel y personal del Departamento de Asuntos del Consumidor (DACO), estará atento a que el mismo se honre.

El secretario agregó que la Carta Circular también establece el procedimiento para solicitar el reintegro de los arbitrios pagados durante el periodo de exención o sobre el inventario existente y disponible al momento de la vigencia y el procedimiento de levante a través de SURI.

La suspensión temporal del arbitrio también aplicará a los artículos exentos que tengan los importadores en existencia y disponibles al 6 de julio de 2022. Mientras que el inventario localizado en una zona libre de comercio extranjero o en un almacén de adeudos, no se entenderá disponible hasta tanto sea retirado y debidamente declarado a través del Modelo SC 2970 de Declaración de Importadores. 

Para la distribución equitativa resultado de la suspensión del arbitrio, el Departamento notificará por escrito a cada importador/fabricante, la cuantía de exención máxima que podrá reclamar. La misma se determinará según las introducciones y/o unidades manufacturadas tributables promedio, realizadas durante el año 2021, según conste en los récords del Hacienda.

“Si la cuantía de exención máxima asignada a un importador/ fabricante, se cumple antes de que transcurra el término de 45 días, dicho periodo queda finalizado”, añadió Parés Alicea. 

Debido a la naturaleza temporal de la exención, el Departamento no alterará el proceso de declarar la introducción de artículos exentos durante el periodo de 45 días. Los importadores afianzados deberán completar el Modelo SC 2970 y garantizarán con su fianza el pago del arbitrio. Mientras que los que no mantengan una fianza, deberán realizar el pago del arbitrio determinado en la Declaración y posteriormente realizar una reclamación de reintegro.

El proceso para solicitar el reintegro de los artículos exentos se realizará a través de SURI, según establecido en la CC RI 22-11 (https://hacienda.pr.gov/publicaciones/carta-circular-de-rentas-internas-num-22-11).

Parés Alicea destacó que cualquier exención o reintegro del arbitrio que sea reclamado en exceso de la cuantía máxima asignada a un importador/fabricante, conforme lo dispuesto en la Carta Circular o que sea reclamado indebidamente, podrá ser tasado, conforme al procedimiento dispuesto bajo la Sección 6010.02 (g), del Código de Rentas Internas.

Caso de Harold Carrión “es más complejo que una violacion de orden de protección”

El teniente coronel Roberto Rivera confirmó en RADIO ISLA que el caso de violencia doméstica contra Harold Carrión Butter, el joven de 23 años, “es un poquito más complejo que una violación de orden de protección”.  

Según Roberto Rivera, “el personal de (la División de) Delitos Sexuales (y) Violencia Doméstica, ambos en unión, están trabajando con la situación”.

Agentes del Negociado de la Policía de Puerto Rico detuvieron en la noche del martes a Carrión Butter fue arrestado por violación a una orden de protección emitida por un juez a favor de su ex pareja. 

A pesar de que Rivera no entró en detalles sobre el caso, la fémina involucrada, manifestó que no tiene ningún interés en continuar con el caso, pero las autoridades no lo dejarán ir. No obstante, Rivera agregó que Carrión Butter tiene tres casos de violencia de doméstica, dos órdenes de protección y un caso por posesión de drogas en su expediente.

Harold Carrión Butter fue el hombre para quién se realizó una búsqueda por mar y tierra luego de que este presuntamente se lo había llevado arrastrado la corriente en la Poza del Obispo en Arecibo. Carrión Butter apareció en una estructura abandonada del municipio antes mencionado. La búsqueda de Carrión tuvo un costo aproximado de $1.2 millones de dólares.

Secondary principals to parents of 11-plus sitters: Use break wisely | Loop Barbados

Secondary school principals are appealing to the parents of students who recently sat the Barbados Secondary School’s Entrance Examination (BSSEE) to help give them a leg up when they commence the next phase of their educational journey.

Speaking to Loop after the BSSEE also known as the Common Entrance or 11-Plus Exam, two principals stressed that it was important that parents prepare their children for the secondary schools transition.

Principal of the Princess Margaret Secondary School Dr Wendy Lewis stressed that parents should encourage their children should read more during to the break.

“I think that parents should ensure that the children do some additional reading before they come back in and not just let them play for the whole vacation.

“They should get back into their books before the time,” she added.

Acting Principal of The Lodge School Robin Douglas encouraged parents to mentally prepare their children for the changes which occur from primary to secondary school, which may seem simple but for them are major.

“Secondary school differs in that they are many more subjects done by secondary school students and one of the transition difficulties that primary school students have is getting used to the movement, they’re not in one class, they often have to get up and move from place to place and to subject to subject.”

And with some guardians not putting a huge focus on Parents-Teachers Associations, especially in these post-COVID times, he explained that it takes a combined effort between teacher and parent to help the children along their journey.

“They’ll have multiple teachers, whereas in primary school they may have one main teacher and a few specialists, but in secondary school everybody is a specialist teacher, so the child may come home and talk about 12 or 13 different teachers etc and that can be a bit overwhelming sometimes for the children especially during the end of year exams.

“So what I would tell parents is to make sure that they let their children know it’s going to be quite different. They’re going to have a lot of different subjects to concentrate on and work hard at and I want to insist that parents do their utmost to work with the school that their child passes for and to form a good team with the teachers at that school, because it’s a combined effort to get the children to move on.”

Junior Monarch finalists on show from today | Loop Barbados

Ahead of the finals stage at Wildey Gymanisum, the 17 finalists for the 2022 Scotiabank Junior Monarch Competition will perform for the public for the first time today, Wednesday, July 6.

This year’s competition promised to be quite the spectacle with three crowns – calypso, soca and bashment soca – up for grabs for the first time ever. However, the public opposition and criticism to the introduction of the bashment soca genre, somewhat influenced the competitors, leading to one entry for the category – Lil Stathis with 10 Speed.

The National Cultural Foundation (NCF) then announced that only two categories – soca and calypso – will take place, with Lil Stathis’s track falling under soca.

The soca category features: Joshua B singing Loving It, Joshox with Dip and Go Low, Netanya with Make a Memory/When Last, Leeka performing Release, Y.S.R with How You Feel, the sole bashment soca from Lil Stathis, 10 Speed and Trinity Clarke with Vybzz.

The calypso category includes: Choices by Slay; Danekia performing Cries of The Youth Today; A@-lee-ah singing Cry of The Children; Lil E with Here We Grow; King K singing War Zone; Just Kari performing Dis World Needs Me; Yahandje returns to competition with It Wasn’t Easy and Majestic Miya with Mindfulness.

The Free Lunchtime Concert kicks off at 12:15 pm at the Frank Collymore Hall Terrace in the City.

Patrons are encouraged to stop and enjoy the show, which is only a teaser of what will take place on Finals night, Saturday, July 16.

SJPI student awarded prestigious scholarship | Loop Barbados

Zaryah Harewood, a student of Samuel Jackman Prescod Institute of Technology (SJPI), is among six students and professionals from Commonwealth countries who were awarded the Hamish Ogston Foundation Commonwealth Bursary for The Prince’s Foundation Summer School in July 2022.

This bursary scheme was launched by the Commonwealth Heritage Forum as part of The Queen Elizabeth II Platinum Jubilee Commonwealth Heritage Skills Training Programme, and funded by Hamish Ogston Foundation.

“When I heard about the scholarship, although a bit hesitant, as I felt many persons who had more experience than me would have applied. However, I took the chance, as I had the desire to learn new techniques and skills, which may not be available in Barbados” said Zaryah, who will pursue a Diploma in Carpentry and Joinery at SJPI on his return.

The offer letter to Zaryah signed by Dr Sydney Ayers Mercer, Training and Education Consultant, of the Commonwealth Heritage Forum, described the bursary as a very competitive award for which many applications were received.

The Hamish Ogston Foundation Commonwealth Bursaries are intended for those developing a career in the heritage and conservation sectors and with a desire to use and develop their skills to improve the historic built environment for this and future generations. The programme will particularly benefit architects, engineers, planners, builders, and those interested in heritage building crafts.

In expressing congratulations to Zaryah, Dr Mercer penned, “We were particularly impressed by your interest in furthering your knowledge and understanding in carpentry and traditional building skills.

Over three weeks, the bursary recipients will be based at the Dumfries House estate in Scotland. They will participate in lectures, drawing exercises, practical crafts workshops and field trips. The Prince’s Foundation Summer School provides participants with the opportunity to develop their knowledge of traditional architecture, design, and building techniques and demonstrate how these can be applied in the 21st century.

Zaryah said he was excited to accept the offer as it seems prestigious and of high standard. He expressed that he is looking forward to three weeks away from home. “I view the scholarship as developmental, exposing me to new techniques and skills. It is an opportunity, so I am very excited.”

“I want to be an architect; but when I applied to SJPI I was unable to gain acceptance in the Architectural Drafting programme, so I signed up for a Certificate in Carpentry and Joinery, after successful completion I will go on to pursue the Diploma in Carpentry and Joinery. “
