Au moins cent personnes, dont des enfants, ont été tuées samedi dans un double attentat à la voiture piégée revendiqué par les shebab sur une artère très fréquentée du centre de la capitale Mogadiscio.

Quelque 300 personnes ont également été blessées, a précisé le président Hassan Sheikh Mohamud, après s’être rendu sur le site des attentats, soulignant que “le nombre des morts et de blessés continuait à augmenter”. 

Deux véhicules piégés ont explosé samedi à quelques minutes d’intervalle. Les explosions, qui ont soufflé les fenêtres des bâtiments voisins, ont submergé les hôpitaux et cliniques, dans ce pays au système sanitaire ravagé par des décennies de conflit.

A la recherche de sa belle-soeur, Mohamed Ganey décrit des couloirs encombrés de victimes laissées presque sans soins. Sa joie de l’avoir trouvée a été de courte durée. “Elle est morte de ses blessures quelques minutes après”.

L’officier de police Adan Mohamed a du mal à contrôler ses émotions. Il a été l’un des premiers à arriver sur les lieux, après l’explosion du second véhicule piégé. 

“Je n’ai pas pu dormir de la nuit, à cause de l’horreur de la scène”, confie-t-il à l’AFP en se souvenant du bébé qu’il a découvert avec ses collègues au coté de sa maman morte.

“J’ai pleuré et pleuré sans arrêt après avoir vu son visage couvert du sang de sa mère. Il ne pouvait même pas pleurer tellement il était sous le choc. Il restait là, à cligner des yeux, le regard fixe”.

“Même carrefour”

L’attaque a eu lieu au même carrefour qui avait déjà été frappé par le plus grave attentat jamais commis en Somalie : 512 personnes avaient été tuées le 14 octobre 2017 par l’explosion d’un camion bourré d’explosifs.

Pour Hussein Jeeri, qui a perdu un ami au même carrefour il y a cinq ans, la tragédie a encore frappé quand sa sœur a été blessée samedi. Marcher “dans les rues de Mogadiscio c’est comme marcher sur des épées tranchantes, nous redoutons tous d’être tués ou blessés un jour”.

Le double attentat a été revendiqué par les shebab qui a déclaré  que leurs combattants avaient visé le ministère de l’Education. 

Le groupe islamiste, lié à Al-Qaïda, combat depuis 2007 le gouvernement fédéral soutenu par la communauté internationale. Il a été chassé de Mogadiscio en 2011 mais reste solidement implanté dans de vastes zones rurales, notamment dans le sud du pays et mène régulièrement des attaques dans la capitale et les grandes villes de Somalie. 

La double attaque a été notamment condamnée par l’ONU, l’UE ainsi que l’Union africaine et la mission de l’ONU en Somalie qui s’est engagée à se tenir “résolument aux côtés de tous les Somaliens contre le terrorisme”.

A Bruxelles, le chef de la diplomatie de l’UE, Josep Borrell, a condamné “fermement” ce double attentat, réaffirmant la détermination des Européens à lutter contre le terrorisme et à défaire le groupe shebab”.

Le pape François a présenté dimanche ses condoléances aux victimes de l’attentat sanglant.

Le secrétaire général de l’ONU, Antonio Guterres, “condamne fermement ces attaques haineuses et réitère la solidarité de l’ONU avec la Somalie et son engagement contre l’extrémisme violent”, a indiqué son porte-parole Stephane Dujarric.

Washington a également dénoncé une attaque “haineuse” et assuré les autorités somaliennes de leur “soutien dans le combat pour prévenir de tels attentats terroristes impitoyables”, dans un communiqué du conseiller à la Sécurité nationale de la Maison Blanche, Jake Sullivan.

“Guerre totale”

Les shebab ont revendiqué l’attaque la semaine dernière contre un hôtel dans la ville portuaire de Kismayo qui a fait neuf morts et 47 blessés.

Ces derniers mois, les shebab ont redoublé d’activité en Somalie, pays pauvre et instable de la Corne de l’Afrique, avec notamment un spectaculaire assaut, long d’une trentaine d’heures, fin août sur un hôtel de Mogadiscio. 

Après cette attaque qui avait fait au moins 21 morts et 117 blessés, le président Hassan Cheikh Mohamoud avait promis une “guerre totale” pour éliminer les shebab et appelé la population à se “tenir à l’écart” des zones contrôlées par les islamistes qui allaient être visés par de prochaines offensives.

Les forces de sécurité et des milices claniques locales ont notamment lancé des opérations militaires dans le centre du pays, qui ont permis selon les autorités de reprendre du terrain aux combattants islamistes.

Outre l’insurrection shebab, la Somalie est également menacée par une famine imminente, provoquée par la plus grave sécheresse observée depuis plus de 40 ans.

Au moins 130 personnes sont mortes en Inde quand un pont piétonnier de l’époque coloniale qui enjambait une rivière s’est effondré dimanche soir dans l’Etat du Gujarat (ouest), a indiqué la police locale.

Les autorités ont estimé que 500 personnes, y compris des femmes et des enfants, célébraient une fête religieuse sur le pont et aux alentours, lorsque les câbles qui le soutenaient ont cédé peu après la tombée de la nuit.

“Le bilan s’élève à présent à 130 morts”, a rapporté à l’AFP Rahul Tripathi, superintendant de la police de Morbi, ville où l’accident s’est produit, ajoutant qu’environ 15 personnes sont hospitalisées.

Le pont sur la rivière Machchhu, situé à Morbi, à environ 200 kilomètres à l’ouest d’Ahmedabad, la principale ville du Gujarat, datait de l’époque coloniale britannique et venait de rouvrir au public après des mois de travaux.

“Les gens tombaient les uns sur les autres quand le pont a rompu. Ils s’étaient amassés dessus pour des rituels à cause du festival Diwali. Il y a beaucoup de femmes et d’enfants parmi les victimes”, a raconté un témoin non identifié cité par un média local.

Le chef de la police de Morbi, P. Dekavadiya, a précisé à l’AFP que plus de 130 personnes avaient été secourues.

Plongeurs et militaires

Le pont suspendu, long de 233 mètres, avait été construit en 1880 avec des matériaux apportés d’Angleterre, selon les médias locaux.

La chaîne NDTV a affirmé qu’il avait été rouvert au public mercredi après sept mois de travaux sans qu’un certificat de sécurité ait été émis par les autorités.

Une opération de sauvetage a été lancée, impliquant des plongeurs, des embarcations et des dizaines de soldats.

Les autorités prévoyaient d’interrompre l’approvisionnement en eau de la rivière à partir du barrage de contrôle voisin et d’utiliser des pompes pour assécher le cours d’eau afin d’accélérer les opérations de recherche.

Le Premier ministre Narendra Modi, qui se trouvait au Gujarat, dont il est originaire, a demandé “la mobilisation urgente d’équipes de secours”, et la mise à disposition d’aides pour toutes les victimes, a tweeté son cabinet.

Les accidents sur des infrastructures anciennes et mal entretenues sont fréquents en Inde, notamment sur des ponts.

En 2016 la rupture d’une passerelle au-dessus d’une rue animée dans la ville de Kolkata (est) avait causé la mort d’au moins 26 personnes.

En 2011 au moins 32 personnes avaient perdu la vie dans l’effondrement d’un pont sur lequel se trouvaient une foule de participants d’un festival dans le nord-est de l’Inde, à environ 30 kilomètres de la ville de Darjeeling.

Moins d’une semaine après, environ 30 personnes trouvaient la mort dans la rupture d’une passerelle franchissant une rivière dans l’Etat d’Aruchnal Pradesh (nord-est).

En 2006, ce sont au moins 34 personnes qui avaient été tuées par l’effondrement d’un pont vieux de 150 ans sur un train de passagers dans une gare de l’Etat du Bihar (est).

Opposition Leader Mark Golding is calling on Prime Minister Andrew Holness to remove JC Hutchinson as State Minister in the Ministry of Transport and Mining, based on reported acts of nepotism on his part.

Golding, who was speaking at a People’s National Party (PNP) press conference on Friday, where he called on Health and Wellness Minister, Dr Christopher Tufton, to resign over the deaths of several babies due to an infectious bacteria, also turned the spotlight on Hutchinson.

“This also is an opportune time to mention the case of Minister JC Hutchinson, who has been found wanting yet again in relation to ministerial interference in the award of contracts within the parish of St Elizabeth by the parish council (now municipal corporation),” he said.

The Integrity Commission, in a recently tabled report, called on Holness to sanction Hutchinson after its Director of Investigation, Kevon Stephenson, concluded that Hutchinson “directly and/or ostensibly” authorised the coordinator of the Constituency Development Fund (CDC) to recommend Prostar Electrical and Construction for the award of contracts by the St Elizabeth Municipal Corporation.

That company is owned by Hutchinson’s son, Jason.

The company went on to be awarded contracts by the municipal corporation.

Hutchinson is also accused of recommending his long-time intimate partner and the mother of his son to several school boards in the parish.

Despite the calls from the Integrity Commission for Hutchinson to be sanctioned, Minister without Portfolio in the Office of the Prime Minister (OPM) with responsibility for Information, Robert Morgan, said action has already been taken in relation to the North West St Elizabeth parliamentarian.

“We also must remember that when matters came up very early when the statements were made in relation to questions about Minister Hutchinson, he was sanctioned,” Morgan told a post-Cabinet press briefing on Wednesday.

“Mr Hutchinson moved from one place in the executive to another place, which was lower. So, action was taken long ago,” Morgan suggested.

“At the time, the Government looked at what was happening and the prime minister, in his imprimatur, made decisions as it relates to the status of the gentleman.

“Do remember that these investigations take years, and we cannot wait on an investigation to act. So, we’ve acted previously on the matter,” Morgan further insisted.

On Friday, Golding, who is the People’s National Party’s (PNP) President, disagreed with Morgan’s explanations, labelling him as a “Minister of Propaganda”.

“The Minister of Propaganda has indicated that this is all part of something for which he (Hutchinson) has already been held accountable. That is not the case,” Golding insisted.

“He (Hutchinson) was forced to accept a demotion some time ago as a result of a totally separate incident, also egregious, showing breaches of governance in relation to the Holland Estate.

“This is a separate matter. He has been found wanting again, and the public cannot have trust and confidence in his continued presence as a member of the executive holding junior ministerial rank,” declared Golding.

“We call on the prime minister to do the right thing on this matter. We have heard nothing from him,” stated the PNP president.

Leading trainer Jason DaCosta’s MINIATURE MAN, last year’s 2000 Guineas winner, reported off a two-month break to land Sunday’s Caymanas Park feature, the Announcers’ Trophy at six and a half furlongs, with seven-pound female claiming rider Abigail Able.

Able, who had opened the weekend of racing astride DaCosta’s IANZHA LINKS on Saturday, rode a perfect race for her third win of the season.

Nudging her mount to make his bid at the half-mile market after breaking widest in the 14-horse field of overnight-allowance runners, MINIATURE MAN turned for home in chase of stablemate SUPER DUPER with champion jockey Anthony Thomas.

SUPER DUPER’s strides started shortening midway the stretch run, giving way to MINIATURE MAN, who pounced with Able to win in 1:19.1 at odds of 9-2.

UNRULY BOSS closed strongly against the rail to overhaul a weakening SUPER DUPER.

Leading rider Dane Dawkins notched a two-timer on the 10-race programme.

Dawkins, whose lead was reduced to one winner by champion jockey Anthony Thomas entering Sunday’s meet, booted home STEP IN FAITH and ONE DON in the first and fourth races, respectively.

Marabella man gunned down

Police are probing the murder of a 32-year-old Marabella man on Sunday afternoon.

Police said officers from the Southern Division Task Force received a report of a shooting at the corner of New Haven and Bayshore streets, Marabella at around 2.35 pm and went to the scene where they saw the Nicholas Gajadhar bleeding and gasping for air.

The officers took Gajadhar to the San Fernando General Hospital where he died while being treated.

Crime scene investigators visited the scene and found seven spent shells with the markings from the regiment.

Police from the Homicide Bureau of Investigations Region III are continuing enquiries.

Officers of the Port of Spain City Police were able to find and arrest a man who stole a cellphone and cash from a parked van on Sunday morning.

Police said the driver of the van drove into the Port of Spain Central Market at around 9 am to buy fruits and use the washroom.

While in the toilet, a man broke into the van and stole his cellphone and $1,700 in cash.

The man realised his van was broken into and notified city police officers assigned to the market.

The officers began a search and eventually found a 44-year-old man with the cellphone.

The police did not find the cash.

The man who is from East Dry River, Port of Spain, was charged with two counts of larceny and is expected to appear before a Port of Spain magistrate on Monday.

The exercise was led by Snr Supt Charles, Sgt McShine, acting Sgt John, PCs Sabessar, Ali, Nicholas and Cox and WPCs Morris, Pierre and Williams.

With the murders crossing 500, an Opposition MP accused the acting Commissioner of Police Mc Donald Jacob, and the Government of failing to protect people.

Dr Roodal Moonilal bashed Jacob, saying he had collapsed in office.

“I mean no disrespect at all to the office holder, Mr Jacob. I do not know him that well,” the Oropouche East MP said.

He spoke on Sunday at the press conference at the Office of the Leader of the Opposition in Port of Spain.

Moonilal said he was left amused earlier in the week when the police put out a statement giving tips on how to drive through a flood. The first tip, Moonilal said, was for people to avoid the flood.

“This is the approach of a very jokey law enforcement agency. The police should spend their time on detection on prevention,” Moonilal said.

He cited the double homicide in the Tunapuna cemetery on Saturday as well as the recent rampant cable thefts nationwide.

“It means that the society, for all intents and purposes, is unpoliced.”

Moonilal also criticised National Security Minister Fitzgerald Hinds, demanding that he presents the Government’s policies, ideas, programmes in Parliament.

He said under the Kamla Persad-Bissessar-led administration, there were regular joint patrols nationwide.

“Now is the time we need to co-ordinate between the police and the army to patrol this country to ensure that the criminal elements cannot go freely around with high-powered weapons to rob and kill people,” Moonilal said.

“The highest murder rate we have had was in 2008 with 550 murders. Clearly, we would surpass that this year.”

He called on the Prime Minister to remove Hinds as a minister “if he has the guts to do it.”

Moonilal recalled that last week, the Opposition wrote to Keith Scotland, chairman of the Joint Select Committee (JSC) on National Security, for an emergency meeting to deal with the increasing crime rate.

He said while Scotland agreed to meet, a date was not given.

“We should have met on Saturday or this morning to discuss this matter,” Moonilal said.

Moonilal also raised the issue of flooding.

Moonilal added, “In this country today, children cannot get an education because it might rain. This is not a situation where there is a natural disaster. The Education Ministry can close schools and deny our children education because it might rain.”

He also referred to a video that went viral on social media with a health-care worker taking a piggyback ride while pushing a patient in a wheelchair in flood waters.

“That has serious implications. We have flood waters in a hospital with medical equipment, millions of dollars in equipment, and sophisticated electrical installations. That is a disaster waiting to happen.”

“I congratulate Dr Lackram Bodoe, the party’s shadow minister of health, who raised his voice on this matter very quickly.”

Former Police Commissioner and leader of the National Transformation Alliance (NTA) Gary Griffith has slammed the Prime Minister, National Security Minister Fitzgerald Hinds and acting Police Commissioner McDonald Jacob over an increase in murders.

In a video shared on social media on Sunday, Griffith accused the three office holders of being out of touch with the needs and challenges of the country and called for their removal in order to see an improvement in security.

Referencing his past roles as a security advisor, National Security Minister and Commissioner of Police, Griffith said a lack of leadership and the removal of plans established during his tenure were to blame for crime.

Griffith was appointed as commissioner in 2018 and served until August 2021.

After his term came to an end, Griffith continued to serve as acting Commissioner after the Cabinet and Parliament approved a law to allow a former contract officer to act in the role.

In the video Griffith suggested that Rowley was unable to respond to rising crime as he had nothing to say.

“At a time when our country faces its darkest hour, being invaded by criminal elements and our nation seeing the highest spike in crime with the highest murder rate upcoming in our nation’s history we are not hearing a word from the leader of the country.

“He has gone silent, he has gone into hiding because he simply does not know what to do or say.

“Keith Rowley has failed and we will not win this war if he remains in this position.

“The Prime Minister placed his personal vendetta as paramount and more important than the safety and security of this nation.”

Griffith was also critical of Hinds in his management of resources and questioned whether he was suited for the role.

Referring to a recent probe in the issuance of Firearms Users Licences (FULs) during his tenure as commissioner, Griffith also questioned if there was any merit in investigating licenced gun dealers and owners instead of addressing the influx of illegal weapons.

Barbados is more than its beaches and the international media partners invited to the Food and Rum festival were encouraged to showcase the island “in a different light”.

Chief executive officer of the Barbados Tourism Marketing Inc (BTMI) Dr Jens Thraenhart made this appeal while addressing a host of media partners on Wednesday, October 26 at the Food and Rum Festival welcome reception.

“I think why this Food and Rum Festival is so important is because it shows what Barbados is, and it’s not just about the beach, it’s actually more than the beaches, and I think in the end it’s about the culture, it’s about diverse experiences and it’s also about the rum and the food behind it,” Thraenhart said.

He went on to speak on key points as to why the revived festival was significant which included 3 I-s: innovation, inclusivity and inspiration. Thraenhart highlighted the food accelerator programme which encourages innovation among small businesses and the inclusivity approach of the BTMI to ensure sustainability. He highlighted Barbados’ inclusion in a new global documentary on sustainability with the island being one of only 10 destinations in the world.

“We want to inspire the world to think of Barbados in a different light and make sure the stories that we are creating here are being told. So, these are the stories that we need to tell and you as media coming all the way from all over the world are the storytellers. So, you’re the ones that have to ignite the spark and make sure that the world sees Barbados in a different light because we came out of a very difficult period,” the BTMI head stated.

Dr Thraenhart stated that he was looking forward to seeing and reading all about Barbados and thanked the media that attended the event.
