Some schools in St Catherine are being impacted by uncollected garbage, with allegations that students could possibly have become ill with vomiting and diarrhoea, due to the unsanitary conditions around them.

Chairman of the St Catherine Municipal Corporation’s (SCMC) Public Health and Sanitation Committee, Sydney Rose, has disclosed that some schools in the parish, such as Ewarton High School, Charlemont High and Eltham Primary, have been experiencing significant garbage pile-ups over extended periods.

The situation, he said, could have possibly resulted in some students being sick with vomiting and diarrhoea.

However, Deputy Chief Public Health Inspector for St Catherine, Denece Douglas, told a recent meeting of the municipality’s health and sanitation committee that she could not confirm any connection between the lack of garbage collection at schools and the purported illness of students.

“As it relates to garbage pile-up, public health inspectors have received complaints about garbage pile-up in schools. So, from time to time we try to contact NSWMA (National Solid Waste Management Authority) to have the matter sorted out in schools,” she told councillors.

“Regarding any reports of… an increase in diarrhoea among school children, personally, I have not gotten any report, but I could check with the surveillance team at the health department and report to you next month (November),” Douglas stated.

Still, Rose, who is also the People’s National Party (PNP) Councillor for the Treadways Division in St Catherine, said the parish needs more health inspectors to monitor the sanitary situation in schools.

He also expounded on the reports which he said have reached him of students falling ill.

“I have also received reports that a lot of the students are going down with certain illnesses where they would have been vomiting, and they would have had loose stools.

“… And when they would have gone to the doctor to get treated, it is said that (it is) because of the unsanitary spaces in which they are,” he claimed.

“So, even teachers are complaining about the fact that there are large numbers of students who are coming down with this bug,” the councillor indicated.

Earlier this month, Local Government and Rural Development Minister, Desmond McKenzie, pleaded with persons affected by the lack of adequate garbage collection locally, to exercise patience.

This is while the Government awaits 50 new garbage trucks that were purchased to help alleviate the garbage problems.

Shortly after, Prime Minister Andrew Holness posted videos of several NSWMA-labelled garbage trucks, stating that they would soon arrive in the island.

In a joint press release by Caricom and Foreign Affairs Minister Dr Amery Browne and TT ambassador to Turkey Bengü Yiğitgüden, they said the two countries “enjoy extensive co-operation on a wide range of issues.

“…Both at the bilateral level as well as within the framework of regional and international organisations including the Caricom and the Association of Caribbean States.”

They said it is on this basis that they’re fully committed to “deepening and diversifying” the relationship between the countries.

(Aljazeera) Challenger Luiz Inácio Lula da Silva has won Brazil’s election after defeating incumbent President Jair Bolsonaro in a razor-close vote on Sunday.

According to the country’s election authority, Lula secured 50.8 percent of the vote compared to 49.2 percent for Bolsonaro.

Bolsonaro had been leading throughout the first half of the vote count and, as soon as Lula overtook him, cars in the streets of downtown Sao Paulo began honking their horns.

People in the streets of Rio de Janeiro’s Ipanema neighbourhood could be heard shouting, “It turned!”

It was Brazil’s most polarising election since its return to democracy in 1985 after a military dictatorship that Lula, a former union leader, rallied against and Bolsonaro, a former army captain, invokes with nostalgia.

It remained to be seen if Bolsonaro would concede defeat. Without proof, he has described the voting system as fraud-prone, raising concern he may not concede, following the example of his ideological ally, former US President Donald Trump.

New Minister of Tourism and International Transport, Ian Gooding-Edghill has promised an “all hands on deck effort” in ensuring Barbados remains the tourist destination of choice, post-COVID-19.

It was during the hosting of a welcome reception for international media partners who were on the island to cover the Barbados Food and Rum Festival, that the minister gave these assurances while delivering his very first address since taking up the new portfolio.

“I’m thoroughly looking forward to taking up the Ministry of Tourism and International Transport at such a critical time, and it will be an all-hands-on-deck effort to ensure that Barbados remains top of mind even in a post-COVID world, as many destinations are now fighting for the attention of travellers,” he said.

The event saw a host of media from many of the island’s source markets, and Minister Gooding-Edghill indicated that Barbados was ready to welcome visitors to its shores from the United States, United Kingdom, Europe, Canada and even Latin America.

“The conceptulisation of the Barbados Food and Rum Festival as an element of our calendar of events is a significant milestone and it is something we have to continue to harness as we continue to explore our offerings, our attractions and the many events that we have to offer in Barbados,” he stated.

He expressed gratitude to the previous Minister of Tourism, Senator Lisa Cummins and her team for their “tremendous hard work” and indicated that he was looking forward to his “engaging experience” as the new tourism minister.

“Even though it is my first day, I can assure you that my brain is going, I believe, in the right direction. As we go forward with plans and initiatives to ensure we enhance and increase our market share I look forward to the enthusiasm with the conceptualisation of similar events that the Barbados Tourism Marketing Inc will produce… that we can ensure our global partners who help us sell the Barbados brand as a product, that they can continue to be sold with new offerings,” he added.

The reception was held on Wednesday, October 26, at Timothy Oulton in the Limegrove Lifestyle Centre and throughout the evening the specially invited guests and media partners were treated to delectable delights by Chefs Damian Leach and Javon Cummins, small bites from sponsor Brydens Stokes Ltd., and unique cocktails by mixologists Alex Chandler and Philip ‘Casanova’ Antoine.

The Barbados Food and Rum Festival runs until October 27 to 30.

Face au tollé, le tout nouveau propriétaire de Twitter, Elon Musk, a supprimé dimanche un tweet véhiculant des rumeurs sur l’agression du mari de la cheffe des démocrates au Congrès Nancy Pelosi alors que sa récente acquisition de la plateforme fait craindre un regain de désinformation sur l’application. 

“Il y a une petite possibilité que les apparences soient trompeuses”, a écrit dimanche matin le milliardaire dans un tweet à ses 123 millions d’abonnés, supprimé dans l’après-midi. 

Sa publication faisait référence à l’agression de Paul Pelosi, et renvoyait à un lien d’un article du site conservateur Santa Monica Observer propageant des informations non vérifiées sur l’attaque. 

Ce média a déjà publié des théories complotistes et de fausses informations par le passé, selon le quotidien Los Angeles Times. 

Paul Pelosi a été attaqué vendredi à son domicile par un homme armé d’un marteau, qui cherchait en fait Nancy Pelosi. Il souffre notamment d’une fracture du crâne et a dû être hospitalisé. 

Elon Musk réagissait à un tweet de l’ancienne candidate démocrate à l’élection présidentielle Hillary Clinton fustigeant les théories du complot colportées par le parti républicain. 

“Le parti républicain et ses porte-parole propagent désormais régulièrement des discours haineux et des théories conspirationnistes complètement folles”, a dénoncé l’ancienne secrétaire d’Etat américaine. “C’est choquant mais pas surprenant, et la violence en est le résultat”. 

Le président américain Joe Biden a aussi dénoncé ce week-end l’agression de M. Pelosi, la liant aux conséquences de la désinformation, à dix jours des élections de mi-mandat.

Déluge d’injures

Le tweet d’Elon Musk a suscité de nombreux commentaires et critiques sur le réseau social. 

“Clinton: des théories du complot sont responsables de la mort de personnes et nous ne devrions pas leur donner de la visibilité. Propriétaire de Twitter: mais avez-vous entendu parler de cette théorie complotiste?”, a résumé Seth Masket, professeur de sciences politiques à l’université de Denver, qui a signalé le tweet d’Elon Musk comme inapproprié auprès du réseau social. 

“Le troll Elon devrait alerter du retrait (de ce tweet) le chef de Twitter Elon”, a commenté l’ancien rapporteur spécial de l’ONU pour la liberté d’expression David Kaye, ironisant sur les différentes casquettes du milliardaire. 

Sollicitée par l’AFP, Twitter n’a pas répondu dans l’immédiat.

Le fantasque patron de Tesla et SpaceX, qui s’érige en défenseur de la liberté d’expression, a affirmé à de multiples reprises vouloir faire de Twitter une sorte d’agora numérique, où toutes les opinions seraient libres de s’exprimer.

Il a pourfendu une modération selon lui trop stricte des contenus, concentrant toutefois la majorité de ses attaques contre la censure supposée des voix de droite et d’extrême-droite.

Cherchant toutefois à rassurer ses annonceurs, Elon Musk a promis après son acquisition de Twitter que le réseau social ne deviendrait pas “infernal” et qu’il le doterait d’un “conseil de modération des contenus”. 

A peine quelques jours après son rachat, le réseau à l’oiseau bleu fait déjà l’objet d’attaques coordonnées de “trolls” déversant des contenus haineux pour tester sa politique de modération, selon un responsable de l’entreprise.  

“Au cours des dernières 48h, nous avons vu un petit nombre de comptes publier un déluge de tweets contenant des injures et autres termes insultants”, a indiqué samedi Yoel Roth, en charge de l’intégrité de la plateforme. 

“Pour vous donner une idée de l’ampleur: plus de 50.000 tweets mentionnant une insulte en particulier provenaient de seulement 300 comptes”, a-t-il ajouté, précisant qu’il s’agissait en grande majorité de faux comptes. 

M. Roth a réitéré que les “discours haineux n’avaient pas leur place” sur Twitter, sa politique de modération n’ayant pas “changé”, et que la société prenait des mesures pour “faire cesser tout effort organisé pour faire croire le contraire”.

En garde à vue depuis samedi, la mère de l’enfant autiste retrouvé mort poignardé à Marseille, au bord du fleuve Huveaune, a reconnu les faits: c’est bien elle, dépassée par les “crises” de son fils, qui l’a tué avec un couteau de cuisine.

Après moins de 24 heures à l’Evêché, au siège de la police judiciaire marseillaise, cette femme de 39 ans a “rapidement reconnu les faits”, a expliqué dimanche soir la procureure de la République de Marseille Dominique Laurens, dans un communiqué détaillé.

“Dans un premier temps”, la mère aurait d’abord “frappé son fils dans l’appartement” familial, vendredi, le jour où elle avait signalé sa “disparition”. Puis elle l’aurait “emmené dans le +ravin+” (NDLR: au bord de l’Huveaune) où le corps sans vie allait être retrouvé samedi par le père et l’oncle de l’enfant.

C’est “sur place” qu’elle l’aurait alors tué, “à l’aide d’un couteau pris dans la cuisine”, précise la magistrate, soulignant que l’enfant était “décédé dans l’après-midi vendredi, avant même le signalement de sa disparition”.

Les explications de la mère, qui a déclaré être “revenue peu de temps après (au bord de l’Huveaune) pour se débarrasser d’affaires”, recoupent les “éléments recueillis (…) tant à son domicile que le long des berges” du fleuve, ainsi que les images des caméras de vidéo surveillance, a insisté Mme Laurens.

Avant de découvrir le corps de l’enfant, samedi à la mi-journée, en bas d’une pente raide donnant sur l’eau, dans des herbes hautes et des broussailles, son père et son oncle avaient d’abord retrouvé sa veste, à 08H30 le matin, à une centaine de mètres de distance, également au bord de l’Huveaune, dans le quartier populaire de la Capelette.

Une femme “qui aimait la vie”

La garde à vue de la mère, dès samedi soir, avait été motivée par les premiers constats de la police technique et scientifique dans l’appartement, qui laissaient apparemment peu de doute sur la thèse de l’infanticide.

Auprès des enquêteurs, la mère a évoqué “les crises” dont souffrait son fils de 11 ans, autiste, expliquant qu’”elle n’arrivait plus à gérer la situation”: “Ce jour-là”, vendredi, elle a “estimé que cela ne finirait jamais”, détaille la magistrate dans son communiqué.

Samedi, sur les lieux du drame, après la découverte du corps, la tante et l’oncle de l’enfant et des voisins avaient expliqué à l’AFP leurs recherches toute la nuit de vendredi, jusqu’à 3 heures du matin, puis encore toute la matinée de samedi jusqu’au dénouement tragique.

Selon eux, la mère leur avait expliqué vendredi que son fils lui avait échappé vers 16H00, à l’issue d’une promenade. Disparition qui avait été signalée au commissariat de police le plus proche, le jour même, dès 17H00.

“Je ne m’attendais pas à ce que ce soit ma soeur”, a réagi auprès de l’AFP la tante de l’enfant, reconnaissant “cogiter” et “faire les cent pas” depuis la veille. “Elle était très protectrice de cet enfant, elle s’est battue” pour lui, a-t-elle assuré à propos de sa soeur, rappelant “sa jeunesse de bonne vivante, une jeune femme rigolote, qui aimait la vie”.

“Toute la famille a perdu deux êtres qui nous étaient très chers”, a-t-elle insisté, oscillant entre incompréhension et volonté de comprendre ce geste.

Dès samedi, la quadragénaire avait expliqué que sa soeur, séparée de son mari, s’occupait “à plein temps” de son fils, son seul enfant, et n’exerçait pas de profession: “J’avais essayé de l’aider pour qu’elle se fasse accompagner par des institutions spécialisées mais cela avait échoué”.

La garde à vue de la mère a été prolongée et celle-ci sera présentée lundi à un juge d’instruction, en vue “d’une ouverture d’information judiciaire du chef de meurtre sur mineur de 15 ans”, a indiqué la procureure.

Le sélectionneur de l’équipe de France sur route et consultant pour France Télévisons a assisté jeudi, à Paris, à la présentation officielle du Tour de France 2023. L’ancien double champion de France professionnel sur route, surnommé familièrement « Ti Blan » lors de ses débuts en Martinique a livré son analyse sur le tracé de la grande boucle tout en évoquant les difficultés du cyclisme antillais. 

Vous avez assisté à la présentation officielle
du Tour de France 2023 tant pour les hommes que pour les femmes. En
tant qu’expert, quelles sont vos impressions ? 

Cette édition fera la part belle aux coureurs
qui sont à l’aise en montagne. Il n’y aura pas de round
d’observation car l’entrée en matière sera très sélective dès les
premières étapes au départ de Bilbao (Pays Basque). À la lecture du
tracé montagneux, on note quelques grands noms de massifs qui ont
marqué l’histoire du Tour par exemple le Tourmalet, les Cols de
Soudet, de Marie-Blanque, de La Ramaze, de Joux Plane, le Grand
Colombier, bref de redoutables difficultés à escalader. Il y aura
un mini-contre-la-montre (22 km) l’unique, tout aussi sélectif. On
devrait assister à un beau spectacle.

compter sur une solide équipe, capable de contrôler la course tous

Education minister defends MPs recommending school board members Loop Jamaica

Education and Youth Minister, Fayal Williams, has declared that the ministry has to continue using the services of Members of Parliament (MP) to recommend persons to be appointed to school boards, as not enough persons are generally willing to serve in that capacity.

“Not a lot people want to come forward and serve on boards. It is tough to get people to serve on school boards,” said Williams at a post-Cabinet press briefing last week.

In recent years, questions have been raised about the appointment of certain individuals who are connected to the politicians, to school boards.

Such questions have again surfaced after the Integrity Commission (IC), in a report published last week, flagged North West St Elizabeth MP, JC Hutchinson, for recommending his partner of 32 years, Lola Marshall Williams, for appointment to five Government-run schools in his constituency on several occasions since 2008.

The commission has recommended, among other things, that the Education Ministry or the National Council on Education implement and promote a merit-based system by which a qualified person may apply for and be appointed to serve on school boards.

On Wednesday, Williams called for more persons to come forward to serve as school board members.

Until that time, she said parliamentarians have to be used to recommend suitable persons.

“Our school boards make important decisions about hiring and firing of teachers, and so on, (and) not a lot of people want to step forward,” Williams pointed out.

“We have to utilise our Members of Parliament who know the people in the communities, who can encourage the people to go on boards,” she added.

In referencing the IC report which flagged Hutchinson recommending his partner for several board appointments, Williams admitted that, “Sure, the incident that surfaced had to do with one person being on multiple boards in a particular area.

“We would love to see different people step forward to serve on school boards, but, again, we understand the imperative for the modernisation of how we select persons on boards, and we are committed to moving in that direction,” the minister indicated.

Meanwhile, she assured that the Education and Youth Ministry has been ensuring that school board members are properly trained.

“Since I have been there, we have ensured our boards are more properly trained.

“Over the last two years, we had more sessions with boards, to bring them up to speed in terms of their responsibilities, (and) the regulations under which they operate,” she informed.

“We have (also) ensured that all our school boards are constituted on time, with the requisite persons,” stated Williams.

She said the legislation governing the appointment of school boards could possibly be overhauled, to factor new changes, such as term limits for board members.

Al-Rawi proud of Local Government Ministry’s response to bad weather

MINISTER of Rural Development and Local Government Faris Al-Rawi says this country had “never seen this type of co-ordination” from the ministry when it comes to disaster preparedness and recovery efforts until now.

He was responding to questions from Newsday after an inter-faith service at Success Laventille Secondary School on Sunday morning.

In the past week, TT has been under yellow-level and orange-level adverse weather alerts and yellow-level and orange-level riverine flooding alerts.

Heavy rains caused flooding in many areas of the country, landslides and even caused trees to fall.

Al-Rawi said he and his team, along with other related authorities, are tired but grateful that all adverse-weather alerts have ended.

“Thank the Lord God (that he) spared us from worse.”

When it comes to his ministry’s efforts, he told Newsday, “I’m sure you will agree that you’ve never seen this type of co-ordination on a national level and, more particularly, from this ministry.

“Taking front position in this has been a critical issue that we take very seriously.”

TT is under a yellow-level riverine flood alert, which the Met office said will end on Tuesday at 10am.

It said river levels across major and small rivers across the country were spilling or close to doing so.

“Runoff from heavy rainfall earlier today is still causing levels to slowly rise and periods of rainfall are still likely over the next 24 – 48 hours.”

There is moderate risk to public safety, it added.
