Jamoya Browne died as a result of multiple head injuries sustained in fall from moving truck

Jamoya Browne, the 28-year-old man who fell from the back of a truck at the beginning of August, died as a result of multiple injuries he sustained in the accident, a post-mortem exam has concluded.

The examination was conducted by Government Dr. Petra Miller-Nanton, last Friday, September 9, at the Holberton Hospital Morgue.

She reported that the cause of death was intra-cerebral haemorrhage, two multiple skull fractures, and three severe head injuries.

At the conclusion of the post mortem, a death certificate was issued; this will be signed off by the coroner, paving the way for Browne’s funeral service and burial.

Browne, of Lovelace Road, Grays Farm, fell off the truck on Friday, August 5 while on his way home from work. He reportedly lost his balance as the vehicle was travelling through the Fig Tree Drive area.

The young man succumbed to his injuries exactly one week later, on August 12, after he had been put on life support in the hospital’s Intensive Care Unit.

President lauds partnership under India’s ITEC programme

President Dr Irfaan Ali pointed to the importance of the Indian Technical and Economic Cooperation (ITEC), particularly its “functionality” in the ever-changing education landscape.

The Head of State, who is an alumnus, made this assertion on Tuesday evening as he delivered remarks at the ITEC Day reception held at the Swami Vivekananda Cultural Centre, hosted by the High Commissioner of the Republic of India to the Co-operative Republic of Guyana, Dr K.J Srinivasa.

ITEC Day is commemorated on September 15 every year. This year marks the 58th year of the programme.

“I am convinced that the ITEC programme will continue to be a great platform through which global human resources are refined and developed in a functional way to participate in the development of our real world.”

President Ali also noted that a number of Guyana’s national assets were trained in India and that more Guyanese are benefitting from its array of programmes.

“So, one may say it is a large population that is agriculturally based, but they don’t produce the high intensity human resources, only in agriculture. Look at the medical field, the financial field, the field of economics, aviation, NASA, … This tells you about a system that is designed to ensure the human resource capacity is developed to the highest level to become functional in the world we live in. And that is a very important aspect of the ITEC programme—the functionality of the programme.”

HUMAN RESOURCE TRANSFORMATION

The Government and the people of India, he said, must be congratulated for the important investment they continue to make in building their human resource capacity.

He emphasised that the Government of Guyana is “very grateful for this partnership with the Government of India”, including the opportunities provided by the ITEC programme.

Guyana, the President explained, is also focused on educational development. He said that the Government aims to bolster the country’s human resource capacity to ensure that Guyanese can benefit from all levels of development opportunities.

“We are on a journey now in Guyana to build the human resource capacity for 2030 and beyond. That is why you hear me speaking about the introduction of coding in our primary schools and software development in our secondary schools. Because we are preparing our human resources, through the revenues and resources we have now, to function in a very different world from 2030. If you believe that this is the world that we’re going to face in 2030, you need to wake up and smell the coffee.”

The President envisioned that Guyana’s future will be built on innovations by a knowledge-based economy, driven by technology, supported by strong research and development, focused on AI and robotics and highly specialised areas.

“This is the country we are building. The resources from oil and gas allow us the opportunity to build this country.”

ITEC’S GLOBAL REACH

The ITEC programme, fully funded by the Government of India, has progressed over the years and now attracts participants from 161 countries in Asia, Africa, East Europe, Latin America, the Caribbean, as well as Pacific and Small Island countries.

Participants are trained in capacity building, empowerment and the upgrading of skills, among other areas.

Meanwhile, during Tuesday’s event, the India-Guyana Alumni Association was also re-launched.

Mrs Mignon Bowen-Phillips, (the wife of Prime Minister Mark Phillips); the Minister of Public Service, the Honourable Sonia Parag; Speaker of the National Assembly, the Honourable Manzoor Nadir; members of the diplomatic Corps and ITEC Alumni were also at the event.

La Oficina del Panel sobre el Fiscal Especial Independiente (OPFEI) informó que asignaron al Fiscal Especial Independiente (FEI), licenciado Emilio Arill García, al alcalde de Arecibo, Carlos Ramírez Irizarry, tras una recomendación por parte del secretario del Departamento de Justicia (DJ), Domingo Emanuelli, para investigar la contratación de personas convictas en dicho municipio.

“Tras un minucioso análisis del récord remitido por el Departamento de Justicia sobre contrataciones de personas convictas en el Municipio de Arecibo, el Panel sobre el FEI determinó designar un Fiscal Especial sobre las actuaciones del alcalde Carlos Ramirez Irizarry. Los miembros del Panel acogieron la recomendación del Hon. Domingo Emanuelli Hernández, Secretario de Justicia, por entender que las actuaciones del alcalde podrían ser constitutivas de delito”, reza el comunicado.

A inicios de junio pasado, la División de Integridad Publica y Asuntos del Contralor (DIPAC) del DJ inició su investigación sobre el primer ejecutivo municipal tras un reclamo del representante novoprogresista Gabriel Rodriguez Aguilo, quien denunció los actos del alcalde a mediados de mayo.

“La querella de rigor que activó el proceso investigativo sobre el alcalde fue presentada por los representantes José ”Memo” González Mercado y Gabriel Rodríguez Aguiló. Los legisladores de referencia señalaron que Ramírez Irizarry, contrató a la exsenadora Maritere González Lopez —convicta en el plano estatal— y al Dr. Edgar Cancel Zapata, convicto en el plano federal, a sabiendas de tales convicciones. El presidente del Partido Popular Democrático (PPD), José Luis Dalmau Santiago, dijo hoy, miércoles, sentirse contento con la gran cantidad de personas en su colectividad, que al igual que él se están haciendo disponibles para aspirar a posiciones electivas

“Yo he sido siempre un soldado de fila en mi partido. Ahora me ha tocado tener dos posiciones de liderato: presidente del Senado y presidente del partido. Es un honor bien grande presidir el partido que uno milita. Siempre estaré disponible para lo que los populares entiendan que yo les debo servir. Yo no quiero anunciar ninguna candidatura de mi parte hasta que restructure el partido y lo reorganice. Posteriormente, lo haré. Pero de que estoy disponible, estoy disponible para donde los populares, en una primaria, y los puertorriqueños entiendan donde mejor les puedo servir”, dijo Dalmau Santiago a preguntas de la prensa.

“Yo no tengo duda de que el Partido Popular va a ganar las próximas elecciones. Yo no tengo duda de eso. Y yo estaré trabajando dentro del Partido Popular para que eso suceda”, añadió.

Hasta el momento, han expresado interés por la candidatura a la gobernación la alcaldesa de Morovis, Carmen Maldonado González, y el senador Juan Zaragoza Gómez, presidente de la Comisión de Hacienda de dicho cuerpo. El representante Jesús Manuel Ortíz González ya tomó una decisión sobre esa candidatura, pero no la ha hecho oficial. Otro que expresó interés, pero no ha vuelto a hablar del tema, es el alcalde de Villalba, Luis Javier Hernández Ortiz.

Las expresiones de Dalmau Santiago se dieron en una conferencia de prensa en la que acusó de incapaz y lenta a la administración del gobernador Pedro Rafael Pierluisi Urrutia sobre el uso de fondos federales disponibles para la reconstrucción, a cinco años del paso del huracán María.

Elderly man with dementia missing Loop Barbados

Police are calling on the public to help locate a missing 73-year-old man with dementia.

He is David Burrows of Storey Gap, Codrington, St Michael. According to lawmen, Burrows left home between 1:10 pm and 4 pm on Monday, September 12 and has not been seen since.

He has a habit of walking along the ABC Highway from Hothersal Turning to Clapham and returning home.

Burrows is said to be 5 feet 9 inches, slim and of dark complexion. He is balding with a receding hairline and has a salt and pepper beard and moustache. He is bow-legged – his right knee is pushed out – and walks slightly bent.

Anyone knowing the whereabouts of David Burrows is asked to contact the District ‘A’ Police Station at 430-7242 or 7246, Police Emergency at 211, Crime Stoppers at 1-800-TIPS (8477), or any Police Station.

Nominations are now open for the WATA Jamaica 60th Education Initiative through which 200 students and teachers have an opportunity to receive grants valued at $60,000 each.

Students and teachers can apply or be nominated by anyone at www.jamaica60.com.

While the company provides scholarships to students annually, this year’s programme is much broader and more substantial than any done before. This has been made possible through a $12 million fund financed by the contribution of one dollar from the sale of each 600ml Jamaica 60th tribute branded bottle of WATA.

“To mark Jamaica 60th, we are giving much more this year financially and in the number of beneficiaries, while also for the first time, including teachers. The response to the yellow Jamaica 60th tribute-labelled WATA bottles has been great and shows that Jamaicans are fully behind this effort to give back for educational purposes,” said Francois Chalifour, Director of Marketing and Development at Wisynco.

Textbooks, school supplies, uniforms, and school fees are among the purposes for which the grant can be used.

Anyone can nominate a student who is enrolled in a tertiary or secondary school, or a teacher who is employed to any institution – early childhood through to tertiary. Candidates at the basic school level must be employed to registered early childhood institutions. All nominees and institutions must be Jamaican.

Nominations can only be made online at www.watajamaica60.com and must be submitted by September 30.

Wisynco, through its WATA and other brands, has contributed more than $60 million this year to youth initiatives in the areas of sports and education. The company is backing the Inter-Secondary Schools Association (ISSA) Schoolboy Football season which began on September 10.

Hinds not happy with law enforcement

MINISTER of National Security Fitzgerald Hinds expressed reservations over the performance of the protective services in light of a recent spate of group shootings, speaking to reporters at the Red House Rotunda on Monday after the ceremonial opening of Parliament.

Asked his views on the recent performance of acting Commissioner of Police McDonald Jacobs, Hinds replied, “I cannot say I’m ultimately optimally happy with the performance of the TT law enforcement platforms.

“We have much more work to do. We have porous borders. This includes the Customs, Immigration, Defence Force, Coast Guard, our radar system.”

He urged everyone to work harder against crime.

“There are a lot of state agencies populated by individuals that are complicit in this crime problem we are facing, either negligent in their duty or complicit.”

He said public corruption was affecting the crime situation.

Hinds gave insight into the causes of crime, saying illegal guns were mainly sourced in the US and were imported not only by the proverbial Mr Big by also by “the small man.” Somewhat blaming crime on certain corrupt activities in the public sector, he said corruption exists throughout the society including past cabinets and even the media.

Hinds proposed polygraph testing to ensure the moral integrity of key public employees including police officers.

“I have a bill before Parliament and we carried it over into this new Parliament. It has to do with integrity testing of officers of law enforcement. It includes elements of Inland Revenue, Immigration, Customs, Defence Force, Police Service, and certain sectors of the Public Service including the Registrar General’s Department.

“In the Registrar General’s Department if someone corruptly steals a birth certificate it could give rise to the importation of, and the settlement and comfort here, of a terrorist or a terrorist cell that could bring harm to all of us.”

He said the bill would need a special majority but would allow “spontaneous integrity testing” of individuals.

“It is very important because very often people who are involved in law enforcement, driving around in law enforcement vehicles, can become part of the problem. We need to be able to test them.”

He said the Government would continue to seek the Opposition’s support for the bill.

“I have also before us a Private Security Bill which also requires a special majority and we are hoping we’ll get support. That will bring about 50,000 private security officers, like happens in Israel and other countries, into the security platform in a more direct way…”

Hinds declared, “I believe that with more effort and more support from the public we can do a lot better at dealing with this problem in TT.”

GTT Fibre expected to be available to 75% of homes by 2024

Telecommunication giant, Guyana Telephone and Telegraph Company (GTT) has set a goal of making its Fibre service available for 75 per cent of Guyanese homes by 2024.

In its announcement on Tuesday, the company acknowledged that superior high-speed internet experience and growing economies are linked to the reliability of connectivity, both at home and in the office. GTT said it understands this and is focused on reliably connecting its customers by rapidly rolling out GTT Fibre to as many communities as possible.

Chief Executive Officer Damian Blackburn stated, “by 2024, on top of the 22 billion Guyanese dollars invested in Fibre in Guyana so far, we will have invested an additional 10 billion dollars to ensure three out of every four households in Guyana can choose GTT Fibre.”

Chief Operating Officer of GTT’s Home Solutions and Fixed Network, Eshwar Thakurdin also positioned, “Fibre is no longer the future; it is the now.”

Since the launch of GTT Fibre in September 2021, the company has made it available to over 25,000 new homes in 36 communities. Over 45 per cent of Guyanese homes can now choose to experience Fibre, a feat many operators and countries in North America and Europe have failed to achieve.

Communities equipped with GTT Fibre in the last year include Amelia’s Ward, Tucber Park, Adelphi Settlement, Best Village, Vreed-en-Hoop, Plantain Walk, Non-Pareil, Supply Village, Helena No 1, Bygeval, Good Hope, Diamond, Grove, Vigilance, Friendship, Strathspey, Bladen Hall, Buxton, Melanie, Annandale, Bachelors Adventure, Section C Enterprise, Coldingen, Enterprise Gardens, Enterprise Hymac Scheme, Leonora, Cornelia Ida, Anna Catherina, Edinburgh, Groenveldt, Stewartville, Uitvlugt, Versailles, Pouderoyen, Malgre Tout and Good Fortuin. All of this adds up to over 95,000 homes being passed in Guyana with GTT Fibre by the end of August.

The company expects to pass the 100,000-mark shortly and promises in September to bring the GTT Fibre experience to the county of Berbice in New Amsterdam & Rose Hall communities.

Thakurdin continued, “We are very proud that GTT Fibre is being built by Guyanese for the Guyanese. More than 90 per cent or 150 of our highly trained Fibre technicians and engineers are Guyanese. This will increase in the future as we launched a 20-strong apprentice programme this year and we agreed with the GPTWU union to retrain all our current team with Fibre skills.”

Only 12.5% of population took booster shots

Only 12.5 per cent of the population have returned for their COVID booster doses, as many persons are yet to take the jab.

Statistics revealed on Tuesday by Health Minister, Dr Frank Anthony provided an update on the country’s vaccination campaign, which showed that only 73,375 or 12.5 per cent of persons took their booster shots.

“I think, people ought to get boosted because I think a large group of our population would have received at least a first and second dose. So, the thing now is to ensure that people are boosted. A lot of people who are eligible for boosters have not come back to be boosted,” he underscored.

“If you’re going into gatherings where there is a lot of people, the chances are you might be sitting next to someone who might be infected and you wouldn’t know. It is better for you to ensure that you’re boosted. Vaccines are available for boosters,” the Minister added.So far, 446,418 or 87 per cent of adults have taken a first dose, while some 346,244 or 67.5 per cent of persons are fully vaccinated.

For adolescents between the ages of 12 and 17, 35,687 first doses or 48.9 per cent and 26,181 or 35.9 per cent second doses have been administered.

Vaccination for children in the five to 11 category shows 8125 first doses or eight per cent. Only 3841 or 3.8 per cent have returned for their second shot.

Recently, the Health Ministry piloted its late-night vaccine campaign in Region Four, which has generated a sizeable response. Throughout the first week, some 1490 doses were administered while by the second week, 1603 doses were recorded. The plan is to rollout this initiative next in Region Six.

Late night vaccine is something we have started recently and we have been seeing more people coming out in the evenings to get their vaccination…Because we are seeing a positive uptake in the later hours, we are going to extend this programme from Region Four to Region Six and see whether we have similar results.

New cases

As of Tuesday, the Health Ministry updated its dashboard to reflect 71,209 confirmed cases to date, after 17 more persons were infected.

Seven patients are hospitalised, including five at the Infectious Diseases Hospital. The country’s death toll remains at 1279 and there are zero patients in the Intensive Care Unit.Meanwhile, seven persons are in institutional isolation, 153 in home isolation and two in institutional quarantine. To date, 69,770 positive cases have recovered while the country has tested 691,491 persons.

Symptoms of the coronavirus include fever, cough, tiredness, diarrhoea, pains, sore throat and loss of taste or smell. The more serious symptoms are difficulty breathing or shortness of breath, chest pain and loss of speech or movement.
