Acusan a septuagenario por actos lascivos y tentativa de agresión sexual contra una menor en Quebradillas

Las autoridades informaron que en la tarde de ayer, lunes, agentes del Negociado de la Policía, adscritos a la división de Delitos Sexuales y Maltrato de Menores del área policíaca de Arecibo, realizaron una investigación que culminó con la radicación de cinco cargos por actos lascivos y un cargo por tentativa de agresión sexual contra Ramón Medina Lugo, de 72 años, residente en Quebradillas. 

Según la uniformada, Medina Lugo cometió los hechos que se le imputan para el año 2016, en el mencionado municipio, contra una menor de edad.  

La prueba fue presentada ante la jueza Cynthia Irizarry Casiano, del Tribunal de Primera Instancia de Arecibo, quien luego de escuchar la prueba determinó causa para arresto y le señaló una fianza de 150 mil dólares, la cual prestó quedando en libertad bajo supervisión electrónica hasta la vista preliminar pautada para el 28 de septiembre de 2022. 

Investigó la agente Yajaira Pérez Vélez, adscrita a la División Delitos Sexuales y Maltrato de Menores de Arecibo, bajo la supervisión de la teniente Rose Mary Rosado Pérez, en unión a la fiscal Evelyn Trinidad Martell, quien instruyó la radicación de los cargos antes mencionados.

El gobernador Pedro Pierluisi informó hoy, martes, que el secretario del Departamento de Salud (DS), doctor Carlos Mellado López, anunciará hoy las nuevas guías o políticas a seguir en cuanto al coronavirus en las escuelas, incluyendo el que será opcional el uso de mascarillas en los planteles escolares. 

“Entiendo que el secretario está haciendo el anuncio en el día de hoy. Y será el secretario el que establecerá cuándo es que entra en vigor esta nueva guía o política del Departamento de Salud. Entiendo que lo que está exigiendo el Departamento de Salud es recomendarles a los padres y a los estudiantes que utilicen la mascarilla, pero no va a ser obligatorio su uso, así que va a quedar en manos de los padres y de los estudiantes […] el usar la mascarilla o no”, informó el primer ejecutivo.

Esta mañana, Salud reportó 12 muertes y 273 hospitalizaciones por contagios del virus.

The annual Spectrum conference was held at the Ritz Carlton on September 8, 2022. The full-day event, organized by FTS and Spectrum founder, Paul Byles, featured local and international financial players who not only shared insights about the current state of the financial services industry but also innovations for the future development. Parliamentary Secretary and Acting Minister for Financial Services, Commerce, Investment, Innovation, and Social Development, Mrs Katherine Ebanks-Wilks, also joined stakeholders to communicate the government’s vision.

Government’s vision

Regarding the government’s vision for the financial services industry, the Acting Minister highlighted that, although “As a jurisdiction, the Cayman Islands is moving forward responsively and proactively to ensure we are well positioned to meet both regulatory and market developments,” the execution of the jurisdiction’s strategy must be “a collaborative endeavour.” That is, a successful financial industry strategy for the jurisdiction must incorporate “input from all stakeholders both in the strategy’s formation and execution” for it to work for the benefit of the largest number of stakeholders.

Proposals

To carry through on the government’s commitment to improvements in the financial services industry, the Acting Minister shared a number of positive developments. These included the following:

Creation by the Ministry of Financial Services of a single Beneficial Ownership Act, which is expected to be presented to Parliament later this year Passing of digital ID legislation to securely deliver more personalised online services to residents without the need for individuals to repeatedly provide the same information to different government agenciesChanges to the Accountants Act to ensure clarity in legal definitions, allow additional licensing conditions for public accountants, and expand the membership categories for the Cayman Islands Institute of Professional AccountantsEnhancements to the Limited Liability Companies Act, Exempted Limited Partnerships Act and the Companies Act to streamline processes and improve our financial services industry

Other enhancements

In addition to the foregoing proposals, the Acting Minister noted that “the Cayman Islands has made strong progress toward completing our three-point action plan to address the outstanding items of the FATF’s 63 recommended actions for improving our AML/CFT regime, which was issued in February 2021.”

Regarding this, the Acting Minister emphasized that “the focus continues to be on the Cayman Islands’ removal from the Financial Action Task Force grey list and our subsequent removal from the EU’s AML list of high-risk third-country jurisdictions.”

In relation to the European Union’s anti-money laundering list, the Acting Minister said:

On the EU front, as you know, in March of this year Cayman automatically was added to the EU’s AML list, as a result of being included in the FATF list… In May of this year, during an engagement trip to Brussels whereby the Minister and I had face to face meetings with EU officials, the EU confirmed it will not require Cayman to complete any additional measures in order for Cayman to be removed from its list. As a result, Cayman’s removal from the EU list should occur shortly after the FATF action plan has been satisfied.

Acting Minister says more industry engagement necessary

In order for Cayman to stay on the right track and continue to have a “strong compliance culture” both on paper and in practice, the Acting Minister said that “Our financial services industry and regulators must work together to prevent and detect financial crimes in Cayman, as ultimately, our desire is for a strong compliance culture…”

The Acting Minister noted that government is committed to making this happen not only through planned international engagements with EU and US policy makers, but also by engaging and networking with local stakeholders.

Having a collaborative viewpoint towards the overall reputation of the Cayman Islands will put us in good stead for market opportunities and effective regulatory practices.

Verchild’s High School Celebrates 30 Years of Stellar Service

Basseterre: St. Kitts, Monday, September 12, 2022:​ Staff and students of the Verchilds High School (VHS) adorned themselves in the schools colours [maroon and white] to commemorate the celebration of the institution’s 30th Anniversary.

The celebratory ceremony for the school’s anniversary coincided with the return of students to the school on Wednesday, September 07. Addressing the gathering, Minister of Education, Hon. Dr. Geoffrey Hanley, extended congratulatory remarks to the staff and students of the institution for achieving the mile stone. 

“The message I bring to you, Verchilds High School, it doesn’t matter where you start off, and it is how you end up. Take advantage of the education that is available to you. As you celebrate 30 years, you have a track record to go by; your school has been excelling in just about all of the areas.”

Minister of Agriculture, Fisheries, Marine Resources Entrepreneurship, Cooperative and Creative Economy, Hon. Samal Duggins extended congratulatory remarks to his Alma Marter for its anniversary celebrations and thanked the first principal as well as the previous staff members for the pivotal role played in his growth and successes.

“Verchild’s High School, Bright Star in the West, you are ever worthy of our praise. We pledge to do our best as excellence through discipline becomes our watchword through, pointing us to pathways as our goals we pursue” he said repeating the opening lines to the VHS school song. “As part of the student body that were here when our motto was created- Excellence through Discipline. I want to say to you here and now, that is probably one of the most powerful statements that you will witness throughout your entire life.”

The principal of the institution, Mr. Miguel Thomas explains the significance behind this anniversary celebration.

“Well, 30 is a big deal! Verchild’s High School is a big deal! Verchilds High School has a lot of history, much of which hasn’t been advertised or noted by the community and at this juncture in the school’s history we are taking the time. We deem it necessary to ensure that people understand what Verchild’s High School is, where it came from and where we are heading, as we are trending upwards. At this 30 Anniversary, we want to celebrate in grand style; we want to ensure that the community; the entire world knows that there is a Verchilds High School and that we are doing great things,” exclaimed Mr. Thomas.

Addressing the celebratory activities, Principal Thomas noted that the activities will be included in the school’s calendar of events for the 2022-2023 academic year.

“First of all we are an institution of learning whose main goal is to educate the nation’s children. So it is quite a delicate balance that we are trying to strike with the academics and the celebratory activities for the 30th Anniversary,” he said.

Lieutenant General Rocky Meade, the former Chief of Defence Staff of the Jamaica Defence Force (JDF), has been appointed as Cabinet Secretary and Head of the Public Service, the Office of the Prime Minister (OPM) announced Tuesday.

He will take office on October 1, succeeding Ambassador Douglas Saunders. OPM said Saunders has held the post since June 2008.

“Meade’s years of experience in government will be an asset to the public service and a crucial part of our continued thrust towards efficiency and service excellence,” Prime Minister Andrew Holness said in the release.

The prime minister also thanked the outgoing cabinet secretary for his “decades of committed service to the Jamaican people”, pointing out that he demonstrated integrity, accountability and commitment to the Government of the day and the people of Jamaica.

In the meantime, the former heard of the JDF is optimistic about his new role.

“I am humbled and honoured to be considered for this critical role. I pledge to further the positive evolution of the public service for the benefit of the wider society,” Meade is quoted in the release.

He also thanked the outgoing cabinet secretary for his guidance and support as he moves into the new position.

The country is one step closer to investigating the events of the 2020 General and Regional Elections following the swearing-in of the presidential Commission of Inquiry today.

The event took place at State House in the presence of senior government officials.

Retired Justice of Appeal Stanley John of Turks and Caicos was named the Chairman of the CoI while its members are former Attorney General, High Court Judge and Acting Justice of Appeal in the Eastern Caribbean, Godfrey P Smith, SC; former Chair and Chief Elections Commissioner of India, Dr S Y Quraishi and former acting Chancellor of Guyana’s Judiciary, Carl Singh.

Dr Afari Jayan and Dr Nasim Zaidi will serve as resource personnel on the CoI, to assist the Commission with its work.

Following the prolonged elections and its attendant controversies, the Caribbean Community (Caricom) scrutinising team had recommended a political audit into the functioning of GECOM. President Dr Irfaan Ali had announced the CoI.

Since last year, Ali had indicated that his Government was “committed” to identifying the individuals responsible in the rigging attempts and pinpointing possible areas of weakness that can be used to guide the required strengthening of Guyana’s electoral system. This would be achieved through the Inquiry, to which stakeholder consultations were facilitated to select appropriate persons.

Since the election fiasco unfolded, several persons that served within the apparatus of GECOM have already been charged with electoral fraud. They include former Chief Elections Officer (CEO) Keith Lowenfield; former Deputy CEO Roxanne Myers, former Region Four (Demerara-Mahaica) Returning Officer Clairmont Mingo among others.

Health Ministry to sign charter aimed at promoting healthier living

The Health Ministry in Collaboration with the Pan-American Health Organisation (PAHO) will host a health and wellness fair at the Arthur Chung Conference Centre on Friday.

Minister, Dr Frank Anthony, said several booths promoting healthy living and offering health services will be available to the public.

Caribbean Wellness Day (CWD) is a regional response to the threat posed by non-communicable diseases (NCDs), according to the Caribbean Public Health Agency.

“It’s not just about looking at exhibits, it’s also interacting with the people who would be able to explain how to embrace a healthy lifestyle, so there will be lots to learn and I’m sure people will be surprised that you can make small and simple that can result in a big difference in terms of longevity and a healthy lifestyle,” Minister Anthony said during his COVID-19 update on Monday.

On Friday, the Ministry will also sign a charter with several agencies, aimed at promoting healthier living in Guyana.

“What we are trying to do is to get more companies, more agencies, more entities understanding the concept of wellness and to get their workforce to stay well. What that means is that we want to do more of the preventative aspect, trying to prevent people from getting sick and the way that we can do that is for people to embrace a different type of lifestyle,” Dr Anthony said.

He stressed the importance of a healthy diet and reducing risk factors such as smoking, alcohol consumption, and the use of harmful drugs.

Exercise is also being encouraged, as this would help to keep the cardiovascular system active.

“There are several bad habits that we have, they include consumption of alcohol, consumption of cigarettes, we [don’t] eat the right foods, we have moved away from fresh healthy foods like vegetables and so forth, we eat a lot of fast food, we drink a lot of sugar-sweetened beverages, these contribute to diabetes and so forth so, these things we have to change them,” Dr Anthony said.

The annual event is geared at increasing awareness and promoting activities to address non-communicable diseases, as well as mental ill health.

Govt has ‘good start’ to case challenging legality of NRF Act – AG

Attorney General and Legal Affairs Minister Anil Nandlall, SC, says the government has a good start to the case challenging the legality of the Natural Resources Fund (NRF) Act.

The trial for the case which was brought by Opposition Chief Whip Christopher Jones and Trade Unionist Norris Witter began on September 12 in the High Court before Justice Navindra Singh.

Opposition Member of Parliament Khemraj Ramjattan appeared as the first witness and was extensively cross-examined by the Attorney General.

The Attorney General said based on what transpired in the court, it was a favourable start to the trial.

“I think we had a very good day and I believe the case is going well,” the Attorney General stated.

The Opposition is challenging the legality of the NRF Act stating there was no consultation for the formulation of the Act and that the parliamentary mace must be in place for the law to be validly passed in the National Assembly.

The Attorney General said as he questioned the witness, it was confirmed that the grounds on which the case is being challenged do not hold merit.

“Significantly he answered many of the questions that I asked of him confirming many things. One, that there is no requirement either in the standing order or in the constitution for a mace to be in place in the exercise of parliament’s legislative power. Secondly, that many bills have been passed in the National Assembly without consultation,” the Attorney General related.

However, he said that during the questioning of Ramjattan, it was confirmed that the PPP/C government did have extensive consultations on the formulation of the NRF Act.

The Attorney General also disclosed that Ramjattan also agreed to the conduct of his colleagues while the NRF Bill was being debated.

“He also had to agree with my suggestions and questions of how disorderly his members behaved in the parliament, that they defied rulings of the speaker, that they were cited several times by the speaker for this defiance, they blew the whistle, march and made noise in the National Assembly, that they descended into the well of the National Assembly without the permission of the speakers, that as a result of their ruckus conduct that the assembly had to be adjourned, that they broke themace and that they assaulted members of staff of the parliament,” he stated.

However, at the close of the day, Justice Singh set November 8 and 9 for the next trial dates where Jones and Witter will be cross-examined.

The NRF Bill was legally passed in the National Assembly on December 29, 2021. The Act ensures that there is security, transparency and accountability surrounding revenues the country gains from oil and gas.

It also outlines a structure of how the monies from oil and gas will be used and provide for continuous public disclosures, audits and parliamentary approvals. The Act also has stiff penalties for breach of any part of the Act. [Extracted from DPI]
