Un refus clairement affirmé lors du référendum ce dimanche 4 septembre.

Le projet de Constitution très progressiste rejeté par 62 % des suffrages exprimés prévoyait la création de nombreux droits sociaux et culturels ainsi que l’instauration de nouvelles modalités de démocratie directe, une large décentralisation et la suppression du Sénat.

Le texte avait été rédigé par une Convention constituante élue en juin 2021 à la suite du référendum d’octobre 2020 au cours duquel près de 80 % des suffrages s’étaient exprimés en faveur du « oui » au changement de Constitution.

Cette Convention constituante était dominée par les partis de gauche et des personnalités indépendantes issues de la mobilisation populaire massive d’octobre 2019 durant laquelle des millions de membres des classes moyennes et populaires avaient exigé des réformes profondes.

Le projet de nouvelle Constitution finalisé le 4 juillet dernier a fait l’objet d’intenses débats et de critiques virulentes de la part des formations politiques de droite mais aussi de larges secteurs de l’opinion publique, portant notamment sur le caractère « plurinational » de la République chilienne.

Le rejet de ce projet exprimé ce dimanche par une large majorité de Chiliens affaiblit le jeune (36 ans) président Gabriel Boric élu en novembre 2021 et entré en fonctions il y a six mois, engagé dans le mouvement social de 2019 et partisan de l’approbation de la nouvelle Constitution.

Gabriel Boric (photo de Une) souhaite engager des discussions avec les différentes forces politiques afin de définir les modalités et le calendrier d’un « nouveau processus constitutionnel », correspondant à la volonté de changement nettement exprimée lors du référendum d’octobre 2020.

Le Chili entre toutefois dans une période de grande incertitude, notamment parce que certains acteurs politiques préfèreraient conserver et réformer par voie parlementaire la Constitution actuelle promulgué en 1980 par le régime militaire d’Augusto Pinochet (1973-1990).

Le procès de l’attentat de Nice s’est ouvert lundi après-midi à Paris, un peu plus de six ans après la course meurtrière du camion conduit par Mohamed Lahouaiej-Bouhlel dans la foule venue assister au feu d’artifice du 14 juillet 2016 sur la Promenade des Anglais.

L’audience de la cour d’assises spéciale, présidée par le juge Laurent Raviot, a débuté dans une salle remplie aux trois quarts.

Très formelle, cette première audience a débuté par la vérification de l’identité des huit accusés, puis sera entièrement consacrée à l’actualisation des constitutions de partie civile. Elles étaient d’ores et déjà 865 avant le procès.

Seuls sept accusés étaient présents dans la salle d’audience. Le huitième, Brahim Tritrou, actuellement détenu en Tunisie, sera “jugé par défaut”, a indiqué M. Raviot, en précisant qu’il avait rédigé une demande d’entraide pénale internationale aux autorités judiciaires tunisiennes mais qu’il n’avait reçu aucune réponse de leur part.

Parmi les accusés, trois d’entre eux – Ramzi Arefa, Chokri Chafroud et Artan Henaj – comparaissent dans le box car détenus, dont un (Artan Henaj) dans le cadre d’une autre affaire.

Les quatre autres – Maksim Celaj, Endri Elezi, Mohamed Ghraieb et Enkeledja Zace – ont été placés sous contrôle judiciaire et se sont présentés libres devant la cour.

Alors que le président rappelait aux accusés leur droit au silence, Endri Elezi, jugé pour trafic d’armes, demande au président: “C’est quoi le mieux ? Garder le silence ou parler ?” “Voyez avec votre avocat”, lui répond le président sans s’émouvoir.

Au total, 86 personnes ont perdu la vie et plus de 450 autres ont été blessées dans l’attaque du 14 juillet 2016, revendiquée par le groupe Etat islamique (EI). Il s’agit de l’attentat le plus meurtrier commis sur le sol français après les attaques du 13 novembre 2015 contre le Stade de France, le Bataclan et les terrasses parisiennes.

L’assaillant, tué par la police le soir de l’attentat, est le grand absent du procès, retransmis en direct dans une salle du palais des congrès de Nice.

Par rapport au procès du 13-Novembre, les mesures de sécurité ont été sensiblement allégées aux abords du Palais de justice de Paris, même si les contrôles restent cependant stricts pour accéder à la salle d’audience.

A Nice, où l’audience est retransmise dans une salle spécialement aménagée, seule une poignée de parties civiles s’étaient déplacées lundi, selon un journaliste de l’AFP.

“Ca fait six ans qu’on attend, le procès pour nous va être très dur, mais c’est important de pouvoir s’exprimer sur ce qu’on a vécu dans un premier temps, que tout le monde puisse ressentir le drame qu’on a dû vivre”, a témoigné Seloua Mensi, qui a perdu sa sœur dans l’attentat.

Le procès doit se dérouler jusqu’au 16 décembre.

Les premières paroles des accusés sont attendues mardi.

Trois accusés seulement (Ramzi Kevin Arefa, Chokri Chafroud et Mohamed Ghraieb) sont poursuivis pour association de malfaiteurs terroriste. En état de récidive légale, le premier encourt la réclusion criminelle à perpétuité, les deux autres une peine de vingt ans de prison.

Pour l’accusation, ils auraient “apporté leur concours à la préparation” de l’attentat commis par Mohamed Lahouaiej-Bouhlel. Ce Tunisien de 31 ans, chauffeur-livreur au caractère instable, était plus connu avant les faits pour des actes de violence, notamment contre son épouse, que pour sa proximité avec la mouvance jihadiste.

Aucun des accusés n’est poursuivi pour complicité d’assassinats ou tentative d’assassinats en bande organisée. L’enquête n’a pas permis de déterminer s’ils étaient au courant du projet d’attentat.

L’accusation a toutefois souligné leur “très grande proximité” avec Mohamed Lahouaiej-Bouhlel et estimé qu’ils étaient “pleinement conscients” de son adhésion “à l’idéologie du jihad armé” et de “sa fascination pour les passages à l’acte violents”.

Selon le dossier d’accusation, ce n’est qu’une dizaine de jours avant l’attentat que le Tunisien a montré des signes de radicalisation, même s’il “s’était inscrit dans une démarche idéologique d’inspiration jihadiste plusieurs mois avant”.

Il n’était pas fiché pour radicalisation par les services de renseignement.

Si le groupe EI a revendiqué l’attentat, l’enquête n’a pu établir aucun lien direct entre Mohamed Lahouaiej-Bouhlel et l’organisation jihadiste. Cette revendication “paraît être davantage (…) de pure opportunité”, conclut-elle.

Les cinq autres accusés sont poursuivis pour des délits de droit commun – association de malfaiteurs et infractions à la législation sur les armes – et encourent cinq à dix ans d’emprisonnement.

Comme celui du 13-Novembre, le procès de l’attentat de Nice sera filmé et enregistré pour les archives historiques.

Public Transport Board quells rumours of bus fare increase Loop Cayman Islands

The Public Transport Board (PTB) wishes to advise the public that it has not granted approval to increase the fares charged on public buses, and has confirmed that notices which have been placed on public transport were not generated or authorised by the Board.

Acting swiftly to quell rumours of a fare increase, the PTB has today notified all omnibus drivers and operators that the notices advertising unauthorised fare increases must be taken down immediately. The Board further stated in its correspondence to public transport operators that noncompliance with this directive will be promptly addressed and could have adverse consequences.

The public is advised to note that approved bus fares are as follows:

The Public Transport Board has received a request to increase public bus fares. However, given the impact that a fare increase could potentially have on the community and on the cost of living, the request is being carefully considered and no decision has been made at this time.

New Junior Minister of Youth Empowerment Imparts Impactful Words of Advice to New CFBC Students

Basseterre, St. Kitts, September 03, 2022 (SKNIS): Incoming students of the Arts, Science and General Studies (ASGS) Division of the Clarence Fitzroy Bryant College (CFBC) were encouraged to embrace the new opportunities afforded at the tertiary education institution and to have fun as they begin to pursue their careers and life goals.

Junior Minister responsible for Youth Empowerment, the Honourable Isalean Phillip, shared the advice in a motivational speech to the first-year students on Wednesday (August 31, 2022). She encouraged the young people to formulate an E.X.I.T. strategy during their tenure at CFBC.

“I encouraged them first of all to Explore. To take the opportunity to explore the different courses, the different subject areas, and also to Experience new things by engaging in extracurricular activities and different clubs. Of course, taking the opportunity to Improve themselves, and their skills, whether that’s public speaking, or communication, even just their knowledge and understanding in different areas. And finally for the ‘T’ to Take control of their lives. As young people, young adults now is the time for them to take control of determining who they want to be, to take the lead and not be afraid to ask for help especially as they try to navigate and figure out what they want to do and who they want to be as young people in this world,” Junior Minister Phillip stated.

Honourable Phillip attended the ASGS at CFBC from 2008 to 2010 and enrolled in the law programme. She joined the Literary and Debating Society and served as an executive member. She also served as a member of the History and Heritage Club. Membership in these clubs brought about travel opportunities that allowed young Isalean to experience new places and cultures.

The impactful experiences at CFBC helped Senator Phillip to discover that she no longer wanted to be a lawyer. The change in career path resulted in a Bachelor of Arts Degree in Political Science and International Development Studies from Saint Mary’s University, Canada.

“I really valued my time at CFBC for sure,” she stated. “It also was an opportunity for me to gain and transfer credits that … allowed me to spend less time in university and spend less money.”

The Junior Minister of Youth Empowerment challenged the first-year CFBC students to make suggestions to decision makers about introducing new courses that they may want to study and also to get involved with volunteer and other social initiatives.

She added that more people now have the opportunity to attend CFBC since the government recently waived the tuition fees for everyone.

On Saturday, 17 September, The Cayman Islands Government Office in the United Kingdom (CIGO-UK) will host the second annual Cayman Day in the UK, a special event in London for Caymanians and friends from across the UK and Europe.

This year’s event will take place at the Snoozebox Canary Wharf Hotel in London. With Caymanian artists and performers preparing to attend, Caymanian Chef Chad Scott preparing Cayman inspired cuisine, along with other Caribbean vendor stalls for the Cayman Day marketplace the excitement for Cayman Day is already rising in the UK.

Cayman Islands Government Representative to the UK, Dr Tasha Ebanks Garcia, commented: “We are very excited about the upcoming Cayman Day in the UK and want to ensure that our Caymanian family, friends and community have a very special time. This is an opportunity for all to come together and enjoy a slice of home, it is also a time for us to meet new students coming across for the first time and to offer them the welcome and overseas support from not only the Cayman Islands Government but of the wider Caymanian community overseas.”

Over 100 Caymanians and friends joined last year’s Cayman Day, and celebrated Caymanians in their endeavours overseas. New students and Caymanians coming to the UK for the first time were welcomed and were also able to connect with other fellow Caymanians who live in the UK. Caymanians who had not been home for many years were able to meet with old friends and enjoy the cultural festivities.

The Hair in SKN Competition offers a platform for present and aspiring hairstylists resident on St. Kitts and Nevis who wish to showcase their artistic skills and talents on male or female models.

REQUIREMENTS

Entrants must be residents of the Federation of St. Kitts & Nevis.

The texture disposition of the models hair does not matter. (permed, locs, natural, etc.)

The entire design must be made of 85% hair. (Human or synthetic hair of any color or combination of colours). 

Hair extensions are allowed but natural hair must be incorporated in the hair design.

NO full wigs will be allowed. Partial wigs are allowed as a base to attach hair pieces onto.

The hairstylist must submit three (3) headshots (front, side, back) of one model as well as one (1) showing the stylist working on the model.

Delivery specifications of photos: .png or .jpg in high resolution and in full colour.

OPEC+ cuts oil supplies to the world as prices fall Loop Jamaica

OPEC and allied oil-producing countries, including Russia, cut their supplies to the global economy by 100,000 barrels per day, underlining their unhappiness with crude prices that have sagged because of recession fears.

The decision Monday by energy ministers means the cut for October rolls back the mostly symbolic increase of the same amount in September. The move follows a statement last month from Saudi Arabia’s energy minister that the group could reduce output at any time.

Oil producers such as Saudi Arabia have resisted calls from US President Joe Biden to pump more oil to lower gasoline prices and the burden on consumers.

But worries about slumping future demand have helped send prices down from June peaks of over $120 per barrel, cutting into the windfall for the government budgets of OPEC+ countries but proving a blessing for drivers in the US as pump prices have eased.

The energy ministers said in a statement that the September increase was only for that month, and that the group could meet again at any time to address market developments.

Other factors are lurking that could influence the price of oil. For one, the Group of Seven major democracies plan to impose a price cap on imports of Russian oil and what effect that might have on the market. The price level for the cap has not yet been set.

Meanwhile, a deal between Western countries and Iran to limit Tehran’s nuclear program could ease sanctions and see more than 1 million barrels of Iranian oil return to the market in coming months. However, tensions between the US and Iran appear to have risen in recent days: Iran seized two US naval drones in the Red Sea, and US, Kuwaiti and Saudi warplanes flew over the Middle East on Sunday in a show of force.

Oil prices have gyrated in recent months: Recession fears have pushed them down, while worries of a loss of Russian oil because of sanctions over its invasion of Ukraine pushed them up.

Recently, recession fears have taken the upper hand. Economists in Europe are pencilling in a recession at the end of this year due to skyrocketing inflation fed by energy costs, while China’s severe restrictions aimed at halting the spread of the coronavirus have sapped growth in that major world economy.

Those falling oil prices have been a boon to US drivers, sending gasoline prices down to $3.82 per gallon from record highs of over $5 in June.

That month, fears that US and European sanctions would take Russian oil off the market helped push Brent to over $123. Those concerns are still out there because European sanctions aimed at Russian oil shipments won’t take effect until the end of the year.

UPDATE: Man found dead after shots scattered crowd, identified Loop Barbados

The deceased in the latest fatal shooting at Lynches, St Philip has been identified.

He is Patrick Moore, 51, of River Land, St Philip.

Police are investigating another shooting death which appears to now be the country’s 29th murder for 2022.

At Lynches, St Philip, according to police, it was reported about 8:40 pm last night, Saturday, September 3, 2022, that there were a number of people liming in an area under a street light playing dominoes, when a vehicle approached the area stopped and suddenly a number of masked men jumped out the car and started shooting.

The crowd scattered for safety. Moments later one man was found in the area lying motionless with several noticeable injuries. No one else received or complained of being injured.

The victim was pronounced dead by a medical doctor who visited the scene.

Investigations are ongoing.
