At the 83rd Annual Conference of the Barbados Labour Party (BLP), a Cabinet reshuffle effective Wednesday, October 26.

Making the announcement, Prime Minister Mia Amor Mottley gave reason behind the changes. “There will be adjustments to my Cabinet…and the adjustments are intended to strengthen the government’s hand to deal with the issues that are before us. I have confidence that we can do it and when you understand what the adjustments are you will understand the wisdom of the decisions that we are making today.”

BLP General Secretary Dr Jerome Walcott will remain the Senior Minister in charge of of the Social Sectors and Environment but he will take up the post of Minister of Health and Wellness; “Jerome has distinguished himself as a voice in the area of healthcare.” Minister Ian Gooding-Edghill was thanked for his work done in this ministerial role for the last 10 months.

Gooding-Edghill will now become the Minister of Tourism and International Transport. He spent his whole life in the tourism industry.

PM Mottley asked Senator Lisa Cummins to take responsibility for the Ministry of Energy and Business Development with responsibilities for International Business and Trade. “Many of you may not know that her training has been in Foreign Trade and Diplomacy on top of working with those businesses.”

Minister Kerrie Symmonds will remain Senior Minister of Productive Sectors, but as Cummins steps into his previous role, he will now become Minister of Foreign Affairs and Foreign Trade. “Kerrie practised the law on Foreign Trade not just in Barbados but across this Caribbean region.” Agriculture Minister Indar Weir gave him a tap of congratulations as the announcement was made.

“I have also asked the Member of Parliament for the City of Bridgetown [Corey Layne] to serve in the Office of the Attorney-General, and he will now be Minister of State with responsibility for Crime Prevention.” His constituents turned up in their numbers and could be heard loudly cheering in celebration even before the PM completed her announcement.

He was elected in November 2020 to replace former St George North MP Gline Clarke who resigned at the end of September 2020 to take up the post of High Commissioner to Canada.

Suspect linked to murder of social media influencer fails to show Loop Jamaica

The manhunt for the man identified as a person of interest in the killing of social media influencer, Aneka ‘Slickianna’ Townsend has intensified as police are reporting that the Saturday, 5:00 pm deadly line that was issued for Rudhane ‘Chizzy’ Patterson to turn himself over to the authorities has passed and the accused man is nowhere to be found.

Police report that the body of 35-year-old Townsend was fished from the sea in Reading, St James on Friday. Investigators said the body was found in a semi-nude state with what appeared to be a wound to the head.

The body was later identified by a relative on Saturday.

At the same time, police released the name of Patterson, a Hanover resident and named him as a person of interest in their probe into the death of the female.

The police said Patterson who is from the Prosper section of the parish was being asked to turn himself over at the Freeport Police Station by 5:00 pm on Saturday to assist with their investigations.

“We have Rushane Patterson of Prosper, Hanover as a person of interest in this investigation and we are asking him to turn himself into the police by 5:00 pm,” the police said.

Checks with the station at 6:00 pm and police said they were yet to hear from Patterson.

The police said a series of operations were conducted on Saturday morning in a neighbouring parish and a vehicle was also recovered.

Additionally, the high command is asking anyone who believes that they have information that can assist the investigation to call the police emergency 119, the JCF tip line at 811 or Crime Stop at 311.

PM promises more prosperity, less stressful services via technology Loop Jamaica

Prime Minister Andrew Holness says he is frustrated to see Jamaicans queued up in the sun to access government services.

He wants to use technology to change this to achieve prosperity for the country.

Speaking at the opening of the new offices of Chinese technology giant Huawei on Thursday, Holness said he is determined to transform Jamaica into a digital society and will partner with Huawei and other tech innovators in this regard.

“It is always frustrating to me to see our elderly and our citizens on various social safety net programmes lining up, sometimes in lines that are winding through the gate, in the hot sun, uncomfortable, trying to access government services and many of these services can be delivered digitally”, Holness said at the Huawei office opening on Hope Road in St Andrew.

Holness said Jamaicans were overcoming their suspicion and reluctance to do business online, as was seen by the number of persons who signed up to access the government’s grants at the height of the COVID-19 pandemic.

The prime minister said he was determined to create a digital society for the country to prosper in the 21st-century economy and “use technology to leverage our economic prosperity”.

“Our productivity will improve, our efficiencies in both the public and private sector will increase, and we will be able to deliver faster and…provide less stressful services to our citizens and customers by integrating technology”, Holness said.

Holness also said his government would ensure that services delivered through technology would be accessible to all persons regardless of age, status or income.

He said he had given “firm directives” to the Jamaica Customs Agency, the Passport, Immigration and Citizenship Agency and the Jamaica Constabulary Force, among other government entities to “increase the pace of digitisation”.

Huawei invested $300 million in the new 9,000-square-foot building, which will house the administrative, human resource, research and development and tech departments, meeting rooms and a restaurant.

The company said the new facility would allow it to further its growth in Jamaica.

Huawei, which is celebrating 15 years on the island, said it has developed robust and innovative technological infrastructure, such as wireless and fibre-to-the-home networks and digital TV services.

Having spoken about the prevalence of diabetes amongst the Barbados population ad nauseam, today again, Prime Minister Mia Amor Mottley pointedly told Bajans to take their health seriously immediately because it is too costly.

“It is the diabetes epidemic that we have, and I have been talking about it week after week after week because too many people are losing limbs, too many people are getting blin, too many people are having to go on dialysis and the country cannot afford to be able to provide the level of dialysis if it continues on its current trajectory.

“Bajans check yuh selves! All of us, we need to go and test.”

The prime minister who just this week spoke about early testing and early prognoses to save lives, at a tour of the newly-opened BioConnect Medical Centre on island, reminded the country of her own recent health scare and the reason why early testing is crucial.

Urging Bajans to get tested and know their own health status, she said the government is doing its part but the public must do theirs.

“We [government] are increasing the testing capacity significantly, across every parish. We need to change what we eat. That is why [Dr] Sonia Browne has been given the responsibility of chronic NCDs as well. Getting the sugar down that is why we increased the taxes on sweet drinks. This is not because we want to punish nobody, but if we don’t get in control of it, it is taking down too many of our people in their prime and we as a government will deal with it through both the public and the private sector but above all else, with you the people understanding that you are the first person who gets to determine if you are healthy or not. You are the first person!”

And she said that Mohammed will go to the mountain if the mountain will not come to Mohammed as well because this government is trying by many means possible to improve the health and well-being of this nation. “That is why we will also make sure that we can have in every parish opportunities for people who may not want to go to a gym and exercise, to participate in exercise because Barbados must move, not only change what we eat, but Barbados must move.”

Le président chinois Xi Jinping doit être reconduit dimanche à la tête du Parti communiste, après avoir balayé toute contestation dans le pays et dans ses rangs, s’assurant ainsi de diriger la Chine pendant au moins cinq ans de plus.

Ce troisième mandat fera de lui le dirigeant le plus puissant depuis le fondateur du régime, Mao Tsé-toung (1949-1976).

Après une semaine de délibérations à huis clos, le 20e congrès du Parti communiste chinois (PCC) s’est refermé samedi sur un large remaniement de son Comité central, sorte de parlement interne au parti.

Ce dernier a été renouvelé à 65% par rapport à 2017, selon des calculs de l’AFP.

Dimanche matin, les 205 membres – dont 11 femmes seulement – tiendront leur première réunion. Ils désigneront les 25 représentants du Bureau politique, l’instance de décision du PCC, ainsi que son Comité permanent.

Cet organe tout-puissant de sept membres actuellement détient la réalité du pouvoir en Chine et la nouvelle équipe sera présentée à la presse vers midi (04H00 GMT).

Il sera renouvelé à plus de 50% car on sait déjà que quatre des sept membres tirent leur révérence, selon la liste des membres du Comité central publiée par l’agence officielle Chine nouvelle.

Il s’agit de l’actuel Premier ministre Li Keqiang, du numéro trois chinois Li Zhanshu, du vice-Premier ministre Han Zheng et de Wang Yang, président de la Conférence consultative politique du peuple chinois, une assemblée sans pouvoir de décision.

Considéré comme l’une des voix les plus libérales du Parti, Wang Yang était l’un des favoris au poste de prochain Premier ministre.

“Victoire” pour Xi

La composition du nouveau Comité permanent, qui fait généralement l’objet en coulisses d’âpres négociations pendant le congrès, est déjà actée et confirmera la mainmise de Xi Jinping sur la formation politique, selon des analystes.

“Ce sera une victoire presque totale pour Xi Jinping” qui pourra placer une majorité de ses soutiens, pronostique Willy Lam, spécialiste du PCC à l’Université chinoise de Hong Kong.

“Il y aura une domination anormalement asymétrique d’une seule faction: celle de Xi Jinping”, indique M. Lam à l’AFP.

Loin de son apparence homogène, le PCC est divisé en interne et plusieurs courants rivaux cohabitent, estiment des sinologues.

Jusqu’à présent, des compromis existaient pour la répartition des postes dont Xi Jinping est un illustre exemple.

A défaut de s’entendre sur leur candidat respectif, les différentes factions du PCC avaient finalement placé au pouvoir un candidat de consensus en 2012.

Mais Xi Jinping avait ensuite surpris tout le monde en éliminant ses rivaux pour concentrer peu à peu tous les pouvoirs à la tête du parti et de la Chine, tout en menant une répression sévère contre toute dissidence.

Conformément à la coutume, les membres du Comité permanent seront annoncés par ordre d’importance, le numéro un étant le secrétaire général.

A priori le numéro deux ou le numéro trois sera le prochain Premier ministre qui succèdera à Li Keqiang.

Parmi les noms évoqués pour le remplacer: l’actuel vice-Premier ministre Hu Chunhua ou Li Qiang, chef du parti à Shanghai, en dépit d’une gestion chaotique du confinement au printemps.

L’incident Hu Jintao

En obtenant un troisième mandat comme secrétaire général du parti, Xi Jinping est quasiment assuré d’un troisième mandat présidentiel en mars prochain.

Pour se maintenir au pouvoir, l’homme fort de Pékin a obtenu en 2018 un amendement de la Constitution qui limitait ce poste à deux mandats et d’une durée totale de 10 ans.

Chef du Parti, chef des armées, chef de l’Etat… le dirigeant a plaidé pour la continuité de ses politiques lors du discours d’ouverture du congrès.

Le Parti communiste chinois a de son côté réaffirmé samedi le “rôle central” de Xi Jinping.

Seul incident marquant durant une cérémonie de clôture pourtant très chorégraphiée, l’ancien président Hu Jintao a été escorté vers la sortie, ont constaté des journalistes de l’AFP.

Visiblement contre son gré, l’homme de 79 ans, qui a présidé la Chine de 2003 à 2013, a été incité par des employés à se lever de son siège, situé à côté de Xi Jinping.

Cette scène très inhabituelle n’a été ni expliquée ni rapportée par les médias d’Etat accessibles en Chine. Les autorités n’ont quant à elles donné aucune suite aux sollicitations de l’AFP. 

De son côté, l’agence Chine nouvelle a affirmé en anglais que Hu Jintao “ne se sentait pas bien”. Il va “beaucoup mieux” désormais, a-t-elle écrit sur Twitter, réseau social bloqué en Chine.

Dimanche, aucun média dans le pays n’avait republié ce commentaire.

Hu Jintao, qui a paru affaibli physiquement durant le congrès, est le prédécesseur de Xi Jinping et considéré comme un réformateur.

L’Espagnol a devancé son coéquipier Charles Leclerc, mais le Monégasque, pénalisé après l’installation de nouvelles pièces sur son unité de puissance, s’élancera dix rangs plus bas à la 12e place, selon la grille provisoire communiquée par les organisateurs.

Du coup, c’est le double champion du monde Max Verstappen (Red Bull), auteur du 3e chrono, qui partira en première ligne juste derrière Sainz.

“C’était très amusant, très délicat avec les rafales de vent. J’ai réussi à faire un bon tour sans faire d’erreur. Mais Red Bull reste le favori car ils ont généralement le meilleur rythme de course”, a commenté à chaud Sainz Jr, qui offre à la Scuderia sa toute première pole à Austin.

Affecté par la mort de Dietrich Mateschitz, Verstappen a convenu avoir traversé une fin de journée délicate. “C’est une nouvelle difficile pour tout le monde, pour Red Bull et pour le sport, et pour moi en général”, a-t-il dit.
