CABINET NOTES:

Cabinet has NOT agreed to lift the ban on hunting of whales and is not aware of any statement which suggests otherwise.

CABINET was referring to this report in the international press:

A resolution submitted by pro-whaling countries including Antigua and Barbuda has sought to reopen a formal debate on commercial whaling.

The 40-year ban could be overturned after the proposal was submitted at the International Whaling Commission (IWC) meeting in Portorož, Slovenia.

The 88 member countries are expected to take a vote on Tuesday on the said resolution.

This comes after the country has also co-sponsored a resolution with Cambodia, Guinea and the Gambia which argues how fishing practices could contribute to food security and address poverty, said a report by the Guardian.

The report also mentions wildlife protection organisations like OceanCare and HumaneSociety have said that these resolutions threaten the progress made by the IWC.

The OceanCare director of international relations, Nicolas Entrup, has dismissed the idea of “sustainable whaling” calling it “ridiculous”.

“Instead of losing precious time with decade-old debates about fabricated scenarios like ‘sustainable whaling’ and false solutions to food security, the IWC should urgently take up the real pressing issues: climate change and plastic pollution,” said Entrup. According to the media report, commercial whaling in the 19th and 20th centuries had nearly brought the mammals to the brink of extinction.

“People assume the whaling ban, which has saved the lives of hundreds and thousands of cetaceans, is done and dusted. But the ban is in jeopardy as long as there are nations in the IWC who will vote to return to whaling,” said Wendy Higgins, director of international media at Humane Society International.

This comes four years after a similar proposal of lifting the ban on commercial whaling by Japan was rejected by the IWC. Tokyo at the time had also said how whaling could be done sustainably.

At the time, IWC reportedly reiterated its role as a conservation-focused organisation and said that the threats to whales are not just limited to hunting but also include ship strikes, climate crisis and fishing bycatch.

Subsequently, Japan left the IWC and started commercial whaling again since it was no longer bound to comply with its restrictions.

This comes amid the IWC facing financial difficulties following Japan’s exit, the Covid pandemic, and the Global economic crisis, said the report.

At least a quarter of the 88 member countries have not paid their annual dues.

On Monday, the commission also altered the rules that ban countries in arrears from voting acknowledging how the pandemic has disproportionately affected developing countries.

MURDERED: Videsh Dookran –

WHILE Salisha Seebaran is grateful police have been able to arrest a woman and her adult sons for the murder of her grandson, 15-year-old Videsh Dookran, she and her family are still distraught over his murder earlier this month.

Dookran’s body was found in an outhouse at the back of a pluck shop at Golconda between October 8 and October 9.

An anonymous female caller told police of the murder and officers found Dookran’s body stuffed into the latrine with his broken legs sticking out.

Police said the 46-year-old woman and her sons, 18 and 22, were arrested on Tuesday in relation to the murder.

The men were arrested shortly after they secured bail at the Golden Grove Remand Facility in Arouca for the possession of ammunition charges which arose out of an unrelated incident.

They were arrested and charged for the ammunition by officers of the Southern Division CID and are expected to be questioned by members of the Homicide Bureau of Investigations Region III.

Sources stressed that the woman who was arrested, is not the one who reported the incident to police, as was originally speculated.

Dookran’s funeral took place on Sunday.

Contacted for comment on Wednesday, Seebaran said the family was still deeply upset over Dookran’s murder and has not yet come to terms with the loss.

“Right now we really can’t get over that and we really aren’t feeling so good and we really can’t get over from that and when I lie down in my bed at night and close my eyes I feel like I still see him and during the daytime too I still…

‘’I can’t get over it. Neither can his mother get over it.”

Asked how she felt knowing that a mother and her sons had been arrested in relation to the murder, Seebaran said she was not sure.

‘’To tell you the truth. I can’t say about that. The fact that it’s a mother and her sons, I can’t say if I feel happy or sorrowful. I can’t say anything.”

On Saturday October 8, police said they got a tip from an anonymous female caller who said two of her sons, 14 and seven, were with Dookran.

She told police that one of the brothers had a gun, shot Dookran, and then dumped his body.

The victim’s cousin Curt Seebaran, in an interview with Newsday on Monday October 10, said he last saw his cousin on the afternoon of October 8, at a relative’s home, where they had a cook-out.

After the meal, Dookran said he was going to meet up with friends and drop off some food for another relative. He was never seen alive again.

Outgoing Police Commissioner Milton Desir approved Saturday’s Onyx concert at the Daren Sammy cricket stadium at Beausejour, Gros Islet, where the appearance on the stage of a police officer with an open-carry firearm created a public backlash.

“In the final analysis, the Onyx show was approved by the Commissioner of Police, Mr. Milton Desir,” Assistant Commissioner of Police George Nicholas told a news conference on Wednesday.

Nicholas, responsible for security at the show, disclosed that the Commissioner’s office approved a list of police officers.

He said he was aware of the issue regarding the officer on stage with a firearm.

But he explained that the gun-toting cop was not on the approved list signed by the Police Commissioner.

“When the matter was brought to my attention I spoke with the officer and had him to conceal himself so that he would not be seen in plain view by the patrons,” Nicholas told reporters.

However, he said by then, the damage was already done.

ACP Nicholas told the news conference that since the incident, the Police Commissioner called for an investigation which is currently ongoing, into all the circumstances relating to the incident.

In addition, he was aware of two contradictory letters in the public domain.

One of the letters did not approve Onyx concert, while the other indicated the opposite.

According to Nicholas, it is not unusual for a decision to change in such matters.

And he said the Police Commissioner gave approval, satisfied that the event met all the required conditions.

“I think the bigger issue is that the letters got circulated in the public domain and that is a matter that the office of the Commissioner of Police has promised to handle,” he revealed.

Nicholas said when an application reaches the Commissioner’s office for event approval, the promoters would have started the process long before.

In this regard, he said before reaching the Commissioner’s office the Onyx show would have had to, among other things, obtain a work permit from the Labour Department for foreign artistes, a health permit for food preparation, approval from the National Emergency Management Organisation (NEMO) for holding a mass crowd event and Fire Department permission to hold the event in respect of the safety of patrons.

Nicholas indicated that once the various agencies, including the Solid Waste Management Authority, gave their nod, the application would go before the office of the Police Commissioner for approval.

“All that would be required from the Commissioner’s Office as it relates to other documents is the attachment of the list of officers who would be providing security for the show,” he stated.

Rose Beecher, the mother of four-year-old Sariah Kowen who died in a fire at a house in Dean Pen district, near Highgate, St Mary on Tuesday, has died.

The woman, who sustained injuries during the same house fire, had been admitted in hospital in serious condition.

She died about 9:15 pm on Tuesday, acting head of the St Mary police, Deputy Superintendent (DSP) Kevin Francis, told Loop News on Wednesday afternoon.

The senior lawman said a suspect is in police custody as he investigation into the fire continues.

Reports from the St Mary police are that at about 3:30am, occupants of the house were awoken by a loud explosion and realised that the house was on fire.

The police and fire department were contacted and cooling-down operations conducted.

Efforts to rescue the child were unsuccessful. Little Sariah’s charred remains were later found.

The police are probing whether the fire was deliberately lit.

ix persons were shot, one fatally, by men travelling a Toyota Voxy motorcar in Orange Hill, Brown’s Town, St Ann on Wednesday.

The identity of the deceased man has not yet been ascertained.

Loop News was informed by a police source that the incident occurred shortly after 12pm.

Reports are that a group of persons were gathered at a section of the Orange Hill community, when the black Toyota Voxy was driven up.

Two armed men alighted from the vehicle and opened fire at the group of individuals before escaping in the waiting motorcar.

When the shooting subsided, six persons were found suffering from gunshot wounds.

They were assisted to the hospital, where one man was pronounced dead.

The conditions of the other injured persons are not known at this time.

No motive for the brazen daylight gun attack has yet been determined by investigators.

A manhunt is now ongoing by the police to locate the hoodlums who carried out the shooting.
