Une nouvelle démission surprise au gouvernement, une soirée de mélodrame au Parlement: la Première ministre britannique Liz Truss, déjà sur la sellette après six semaines au pouvoir, ne tient plus qu’à un fil à Downing Street.

“Chaos”: le mot est repris sur toutes les unes de la presse britannique jeudi matin, pour résumer la journée cauchemardesque de la veille à Westminster où un vote a tourné à la foire d’empoigne. Pour le tabloïd The Sun, “le gouvernement est en train de s’écrouler devant nous” et The Times juge Liz Truss “condamnée”.

Affaiblie au sein de sa majorité conservatrice, plus impopulaire que jamais dans l’opinion, sans programme économique après l’humiliant renoncement aux baisses d’impôts, Liz Truss a beau assurer qu’elle veut rester au pouvoir, sa situation semble de plus en plus intenable, après l’abandon de son programme économique et le départ de deux de ses principaux ministres.

Son gouvernement vit désormais d’heure en heure mais, après 12 ans au pouvoir, son parti semble jusqu’à présent tétanisé, incapable de s’entendre sur un successeur et refusant d’affronter des élections anticipées le renvoyant dans l’opposition.

“Liz Truss doit partir dès que possible”, a lâché l’ancien ministre conservateur David Frost, qui la soutenait ardemment auparavant, dans une tribune au Daily Telegraph. Comme lui, plus d’une dizaine de parlementaires tories appellent désormais la Première ministre à démissionner.

“Sa situation est intenable”, a ainsi estimé Sheryll Murray, sur Twitter. “Il est temps pour elle d’accepter (qu’elle n’est pas à la hauteur) et d’annoncer qu’elle démissionne”, a abondé Matt Chorley, un autre député de la majorité.

Pour les conservateurs, l’enjeu maintenant est de trouver un successeur capable à la fois de rassembler le parti et d’inspirer confiance dans un pays qui, au delà du chaos politique, subit une crise économique et sociale majeure avec une inflation qui a atteint en septembre 10,1%, un sommet en 40 ans.

Plusieurs noms circulent, comme ceux de Rishi Sunak, Jeremy Hunt, Penny Mordaunt –la ministre chargée des relations avec le Parlement– voire même Boris Johnson, le Premier ministre qu’elle a remplacé en septembre.

En attendant, l’opposition travailliste continue de caracoler dans les sondages et son chef, Keir Starmer, a de nouveau appelé jeudi à la tenue d’élections générales.

Les conservateurs “manquent à leur devoir patriotique de base de laisser les Britanniques en dehors de leurs querelles pathétiques”, a-t-il déclaré dans un discours devant le Congrès des syndicats (TUC), au moment où de nombreux mouvements sociaux agitent le pays face à la crise du coût de la vie.

Il a toutefois prévenu que, étant donné les “dégâts” causés par les Tories, “la situation sera vraiment difficile” même avec un gouvernement travailliste.

– “Une honte” –

Mercredi, après une séance de questions au Parlement où Liz Truss s’est dite “battante” sous les attaques et les huées de l’opposition, la journée a viré au chemin de croix pour la Première ministre.

Moins d’une semaine après le départ du ministre des Finances Kwasi Kwarteng, remplacé par Jeremy Hunt, nouvel homme fort du gouvernement, c’est la très à droite ministre de l’Intérieur Suella Braverman qui a dû quitter un navire gouvernemental à vau-l’eau, pour des divergences grandissantes avec Liz Truss sur l’immigration, selon les médias britanniques.

Elle a été remplacée par Grant Shapps, ancien ministre des Transports sous Boris Johnson, dans un nouveau geste d’ouverture à l’égard des ex-adversaires de Liz Truss dans la course à Downing Street, Shapps ayant soutenu Rishi Sunak.

La soirée a ensuite été mouvementée au Parlement où un vote –remporté par le gouvernement– à propos de la levée du moratoire sur la fracturation hydraulique, technique polluante d’exploitation du gaz de schiste, a visiblement tourné à la foire d’empoigne entre les conservateurs.

Des députés de la majorité ont refusé de voter dans le sens du gouvernement, malgré les représailles auxquelles ils s’exposent, Downing Street ayant expressément demandé de respecter la consigne de vote.

Tout ces événements “sont une honte”, cette “instabilité” est “injuste” pour les Britanniques en pleine crise économique, a lancé la députée travailliste Yvette Cooper qui posait jeudi matin au Parlement une question sur le départ de Mme Braverman.

Les Solistes de Guadeloupe : la musique classique à la portée de tous

Le Collectif des espaces de diffusion artistique et culturelle (CEDAC) fait sa rentrée avec « les Solistes de Guadeloupe », quatuor à corde de musique de chambre, qui sera en tournée dans plusieurs salles de Guadeloupe jusqu’au 28 Octobre. Ce jeudi c’est au Palais de la culture Félix-Proto, à 20 heures

Et c’est reparti ! Afin de saluer un début de saison culturelle et artistique déjà prometteur, le Collectif des espaces de diffusion artistique et culturelle ( CEDAC) débute sa programmation avec la tournée des « Solistes de Guadeloupe ». « Le CEDAC a pour ambition d’ouvrir son champ de diffusion sur une forme de musique dont la place dans la culture n’est plus à démontrer, écrit-on du côté de l’association présidée par Claude Kiavué. Nous avons décidé de nous associer à tous ceux qui s’efforcent de soutenir une meilleure connaissance de la musique classique à travers un répertoire qui touche tous les publics. Cela passe par le grand public, qu’il soit spécialisé et connaisseur ou simplement mélomane, le jeune public, et les aînés qui seront tous concernés par la présente tournée. Nous espérons sensibiliser la population guadeloupéenne, tout en lui permettant de vibrer et de s’émerveiller à la découverte d’un répertoire à la fois créatif, universel et incontournable. C’est celui que nous procure la musique de chambre. » 

Écouter des œuvres éternelles

Le Collectif réunit des professionnels dirigeants de salles en Guadeloupe qui ont choisi de mutualiser leurs moyens, afin de promouvoir des tournées à travers le territoire. De se mettre au service de l’art et des artistes tout en favorisant le développement à la fois de la création et de la diffusion. Au lieu d’être joué deux ou trois fois, dans deux salles au maximum, comme cela a été le cas jusqu’à ce jour un projet artistique peut désormais être présenté au public entre dix et vingt fois. Cela permet de solidifier le milieu professionnel ou semi professionnel, en assurant des cachets suffisants aux artistes et des revenus aux compagnies. 

La tournée « Les Solistes de Guadeloupe » regroupe quatre musiciens. Deux d’entre eux sont des habitués des grandes scènes internationales, quant aux deux autres, ils figurent parmi les meilleurs musiciens classiques se produisant régulièrement en Guadeloupe. Ce quatuor à cordes, réuni exceptionnellement pour l’occasion, aura pour mission de faire plonger petits et grands dans les œuvres éternelles de Puccini, Schubert, Mozart, et Webern sans oublier celles du Chevalier Saint Georges, un répertoire à la fois créatif, universel et impérissable. Autre nouveauté, le concert donné à Marie-Galante en plein air à l’invitation de l’Eco-musée de l’Habitation Murat. Une très belle tournée à découvrir en Guadeloupe dans les salles du réseau du CEDAC dès ce mercredi 19 octobre.

Pour la petite histoire, une œuvre de musique de chambre est une composition musicale dédiée à un petit ensemble de cordes, bois, cuivres ou percussions, qui traditionnellement et avant l’affirmation des concerts publics, pouvait tenir dans la grande chambre d’un palais.

Louis Mussington,  le nouveau président de la collectivité territoriale, est un homme pressé qui derrière une apparente bonhomie, veille à inscrire Saint-Martin dans le concert caribéen, tout en ménageant les liens indispensables avec le gouvernement français. Pour l’heure, cette nouvelle gouvernance s’est attelée au chantier de la reconstruction de l’île avec de nouvelles ambitions. Il nous livre sa feuille de route. 

Où en sommes nous de la question statutaire ?

Le ministre des outremers  de l’époque Victorin Lurel, était venu nous voir en 2014  en disant : « Faites-moi des propositions pour améliorer les dispositions de la loi organique ».  Ce que nous avons fait.  Mais la gouvernance de l’époque n’a pas su saisir cette opportunité alors que c’était l’occasion idéale pour élargir les champs de compétences. Saint-Barthélemy a su par contre s’inscrire dans cette dynamique d’évolution de leurs compétences. La population saint-martinoise interprétait le changement statutaire comme une étape permettant de tout faire, or ce n’était pas encore le cas. A Saint-Barthélémy,  ils ont obtenu des changements nécessaires. Aujourd’hui,  il nous faut aller vers plus plus de compétences, par exemple en matière d’environnement. Nous sommes compétents en matière d’urbanisme, mais sans latitude sur la question environnementale qui reste dans le pré carré de l’Etat. Dans un souci d’efficacité,  il est préférable que la même entité ait la maîtrise des deux compétences. Car pour l’heure il faut toujours solliciter l’Etat pour des chantiers qui exigent la prise en compte de l’environnement.

Les moyens correspondant aux transferts manquent-ils toujours ? 

On nous a transféré toutes les compétences, Etat, Région,  Département, les moyens n’ont pas suivi contrairement à ce que prévoyait la loi organique. On a subi aussi une perte sèche avec 12 millions d’octroi de mer en moins. Une petite commune comme Saint-Martin est devenue du jour au lendemain une collectivité territoriale et  on a tout assumé sans l’aide de l’Etat. Au niveau de la DGF (Dotation globale de fonctionnement), l’Etat n’a pas toujours été au rendez vous en tenant compte de nos nouvelles responsabilités. Lors de la rencontre avec le ministre des outremers à Paris, j’ai rappelé que la question des moyens  devraient être mise sur la table, y compris pour les contrats de convergence qui ne prévoyaient pratiquement rien au regard des besoins identifiés.

S’agissant des investissements quels sont les priorités

Il y a des priorités, les attentes sont importantes. Il faut reconstruire le territoire, il faut pratiquement repartir à zéro, nous sommes par exemple, sur le projet de reconstruction du collège pour lequel il manque 12 millions d’euros, en plus des 21 millions qui étaient déjà programmés. L’Etat devra nous accompagner. La cité administrative de la collectivité est une priorité car on dépense chaque année 1 million d’euros a cause de l’éclatement des services. Nous attendons de l’Etat une participation aux études diverses qui se chiffrent déjà à 2 millions d’euros. L’aéroport, fait partie des urgences pour le développement de l’île, les infrastructures ne sont pas suffisantes, particulièrement la piste de l’aéroport, de Grand- Case qui doit donc être allongée, soit 18 millions pour la piste et 12 millions pour les infrastructures, avec un effort particulier  pour l’aviation d’affaires. Le front de mer fait l’objet d’une réflexion pour en définir les contours précis avec un phasage sous formes d’opérations ponctuelles comme la gare maritime qui est en pleine reconstruction, mais également la marina qui fera l’objet d’une rénovation. Nous avons un gros programme d’enlèvement des BHU (bateaux hors d’usage), suite au passage d’Irma. Ce sera aussi l’occasion de procéder à un dragage des fonds de la marina.

Quelle politique du tourisme est priorisée ?

Si on veut réussir le tourisme et devenir une destination digne de ce nom,  il faut viser une clientèle haut de gamme, et améliorer la qualité de l’accueil. Ce positionnement renforcé implique aussi une montée en gamme de notre offre touristique  et de nos services en général. Le parc hôtelier  sera enrichi par de nouveaux investisseurs qui se sont manifestés sur plusieurs sites. L’île redevient crédible mais tous les investissements devront s’inscrire dans le schéma global élaboré par notre territoire.  Un schéma global a été élaboré par notre territoire pour que Saint-Martin soit une destination touristique digne de ce nom.

Militez-vous pour une forme de réunification des deux parties de l’île ?

Au-delà des contraintes institutionnelles, nous sommes avant tout des Saint-Martinois. Nous existons avec notre propre histoire et notre propre identité, on ne peut pas séparer les Saint-Martinois des deux côtés de l’île. Nous formons une communauté de destin, nous voulons l’affirmer. Les relations avec les autorités de la partie néerlandaise sont cordials et il y a une volonté de travailler ensemble, c’est un seul peuple, les décisions prises de chaque côté de l’île ont des conséquences pour les deux. Il y a une volonté affirmée  de  rejoindre les instances régionales avec notamment notre  demande pour intégrer l’Organisation des Etats de la caraïbe orientale(OECO). La partie Néerlandaise fait de son coté la même demande. Plusieurs axes de coopération sont déjà en cours dans des domaines comme :  la santé, l’éducation, le renforcement du bilinguisme, les équivalences des diplômes, la justice avec le droit de poursuite, la coopération judiciaire, les décisions sont communiquées à la partie française. Sur d’autres sujets comme la production d’eau potable (tout est en doublon) il est capital de pouvoir coopérer en cas de crise.  Avec les  autorités néerlandaise,  nous étudions la faisabilité d’une instance de travail sous la forme d’un groupement de coopération transfrontalière. Pour l’heure, seule la stabilité politique relative de la partie néerlandaise nuit au suivi des dossiers. Le mode de scrutin favorise en effet de fréquents changements de majorité.

La visite du ministre des outremers, en début de semaine n’a pas été de tout repos, compte tenu du lourd cahier de doléances des îles du nord. A saint-Martin,  il était attendu sur le dossier de la reconstruction de l’île  toujours en chantier après Irma. Les dotations de l’Etat sont jugées insuffisantes face aux besoins. Symboliquement c’est sur le site de la marina d’Oyster que le ministre a pris acte de la demande pressante des élus pour la reconstruction de cet indispensable outil. La question frontalière étant réglée – le site est situé  à la jonction avec la partie néerlandaise- les moyens doivent être mis pour sa renaissance. Au menu de la visite,  il y a eu la rénovation urbaine avec une demande de validation en comité interministériel d’une opération d’intérêt national  dès février 2023.  Une demande forte de la collectivité concerne l’environnement puisque la collectivité souhaite un  transfert de la compétence « Environnement » au plus tard début 2027  avec en amont l’envoi  à Saint-Martin d’une Mission interministérielle pour préfigurer  les transferts de charge. Mais le tourisme demeure au cœur des négociations avec l’État avec notamment une aide fiscale pour l’investissement hôtelier. D’autres appels de fonds concernent la sécurité des biens et des personnes avec l’augmentation des crédits dévolus pour les forces de l’ordre. Concernant la commande publique,  il est question de l’adaptation, d’ici début 2024 de la réglementation relative à la commande publique. Enfin la fiscalité est toujours sur la table avec une demande de révision de la convention de gestion qui lie la collectivité et l’État.  Il s’agit là encore de soutenir les services de la collectivité et de rendre cohérents les applicatifs avec la fiscalité propre à Saint-Martin. L’objectif restant de rendre effective l’autonomie fiscale de de l’île. Le total des demandes de la collectivité s’établit à 257 millions d’euros.

CABINET NOTES of Wednesday 19 October 2022

HURST REPORTS ON CABINET of Wednesday 19 October 2022

The Cabinet was called-to-order at about 10:30 am and concluded its work at 5:30 pm. Three members were absent and a fourth joined by virtual means. The Attorney General, serving as Prime Minister, chaired the Cabinet.

1. The Cabinet invited the INET and Electricity Managers and the General Manager of APUA to its meeting to answer questions related to their portfolios.The Cabinet inquired of the Electricity Manager about lighting dark areas on Airport Road, Friars Hill Road, parts of the City of St. John’s, and several villages including Liberta and Golden Grove. Dark areas in several public schools throughout the country are also to be lighted. The Electricity Manager reported that seven hundred lights are available for deployment; and, in some instances, APUA has arranged to have holes dug to accommodate the forms on which the lights will be erected. 200 lights are solar powered and 500 will have to be connected to the electricity supply. The APUA has also ordered 1,000 additional lights that will arrive in Antigua before the end of the year; many of these will be deployed early in the New Year. The Electricity Manager asserted that electricity rates are the lowest in the Caribbean, save for Trinidad and Tobago—an oil-producing country where the cost of energy is exceedingly low. The General Manager also indicated that a water supply schedule is published daily and that APUA personnel report on the provision of water to districts on radio, each weekday.
ii.The commercial center of St. John’s will be decorated with coloured lights for Christmas. They are being ordered now to make their erection possible in time for the Christmas Holidays.

iii. The APUA INET Manager indicated that prices at APUA are competitive and that it is exceedingly difficult for APUA to retrieve its expenses were it to lower cost any further. APUA continues to make an investment in Broadband services; and, fiber will soon be available in the South of the island, where the conduits are being laid as the roadways are being resurfaced.

The Cabinet invited the managers of both Leeward Islands Cricket and Cricket West Indies to its meeting.
The Manager of Leeward Island Cricket pointed out that the USVI, BVI and St. Marteen are integral members of Leeward Island Cricket andthe entity is made up of eight (8) territories. The headquarters are now in St. Kitts. The company is a Limited Liability Company (LLC) with a president, CEO and board members. Leeward Island Cricket LLC is now attempting to form a closer alliance with Cricket West Indies and may likely move its headquarters to Antigua. The manager reported that a “Gold-Jacket” award will start this year, and the ceremony will be held in the BVI. Its purpose is to confer honours on both past and present Leewards cricketers who have had a distinguished presence on the team.
The ExecutiveDirector of Cricket West Indies indicated that ownership of the Coolidge Cricket Grounds is to be finally settled. The Cricket West Indies has partnered with the Ministry of Sports and will repair and replace all the non-working lights at the Sir Vivian Richards Stadium, in preparation for hosting the Super 50 matches. On November 1st commencing at 1:00 pm, the Sir Vivian Richards Stadium will host a match between the Leewards and Jamaica. That Match will be broadcast live around the world. Entry to this match will be at no cost on Independence Day, while the Annual Food Fair will also be taking place. On December 9th, V.C. Bird Day, Sir Vivian Richards Stadium will host another match. Same conditions will apply where there is no cost. That match will be between West Indies Women and England Women. Cricket West Indies is still working with APUA using its MPLS network; however, it still needs dark fiber from the Stadium to operate its media headquarters at Coolidge. The Cabinet members expressed their appreciation for having Cricket West Indies present in Antigua and Barbuda.

3.i. The Minister of National Security announced that a Mental Health Specialist / Counselling Psychologist has been appended to the Royal Police Force of Antigua and Barbuda. The Commissioner of Police expresses his thanks to the Cabinet for making this professional available to the police given the stresses of their job.

ii.Given the isolation and disconnect which the students and the teachers experienced, during the Covid-19 Pandemic, which were so very significant,the Minister of Education also requested that four (4) additional School Counselors be deployed in the education system. The Cabinet agreed with the Minister and has mandated that this intervention is addressed immediately.
The Minister of Health informed the Cabinet that 20 steel toilets have been ordered for the Clarevue Mental Hospital at $1,500 USDeach (before shipping). A total cost of USD $31,011 will be provided by the Cabinet.

5.i. The Governor General’s Academic Award ceremony will be conducted on Thursday 20th October at 9:00 am at the Government House. The highest performing students in the past year will be applauded and provided with medals.

ii.The Parliament of Antigua and Barbuda, scheduled to meet tomorrow(Thursday), has been postponed until Monday 24th October at 10:30am.  The Government of Antigua and Barbuda will join with many supporters to celebrate the ground-breaking of the £4,000,000 Pounds Sterling redevelopment of the current Antigua and Barbuda Institute of Continuing Education (ABICE) with the construction to commence on Monday 24th The contract has been awarded to a local contractor (Mr. Colin Harrigan). There will be a formal groundbreaking ceremony commencing at 9:00 am on Thursday morning.

iii. Cabinet has NOT agreed to lift the ban on hunting of whales and is not aware of any statement which suggests otherwise.

3.i. The Minister of National Security announced that a Mental Health Specialist / Counselling Psychologist has been appended to the Royal Police Force of Antigua and Barbuda. The Commissioner of Police expresses his thanks to the Cabinet for making this professional available to the police given the stresses of their job.

ii.Given the isolation and disconnect which the students and the teachers experienced, during the Covid-19 Pandemic, which were so very significant,the Minister of Education also requested that four (4) additional School Counselors be deployed in the education system. The Cabinet agreed with the Minister and has mandated that this intervention is addressed immediately.

ii.The Parliament of Antigua and Barbuda, scheduled to meet tomorrow(Thursday), has been postponed until Monday 24th October at 10:30am.  The Government of Antigua and Barbuda will join with many supporters to celebrate the ground-breaking of the £4,000,000 Pounds Sterling redevelopment of the current Antigua and Barbuda Institute of Continuing Education (ABICE) with the construction to commence on Monday 24th The contract has been awarded to a local contractor (Mr. Colin Harrigan). There will be a formal groundbreaking ceremony commencing at 9:00 am on Thursday morning.

CABINET NOTES:

Cabinet has NOT agreed to lift the ban on hunting of whales and is not aware of any statement which suggests otherwise.

CABINET was referring to this report in the international press:

A resolution submitted by pro-whaling countries including Antigua and Barbuda has sought to reopen a formal debate on commercial whaling.

The 40-year ban could be overturned after the proposal was submitted at the International Whaling Commission (IWC) meeting in Portorož, Slovenia.

The 88 member countries are expected to take a vote on Tuesday on the said resolution.

This comes after the country has also co-sponsored a resolution with Cambodia, Guinea and the Gambia which argues how fishing practices could contribute to food security and address poverty, said a report by the Guardian.

The report also mentions wildlife protection organisations like OceanCare and HumaneSociety have said that these resolutions threaten the progress made by the IWC.

The OceanCare director of international relations, Nicolas Entrup, has dismissed the idea of “sustainable whaling” calling it “ridiculous”.

“Instead of losing precious time with decade-old debates about fabricated scenarios like ‘sustainable whaling’ and false solutions to food security, the IWC should urgently take up the real pressing issues: climate change and plastic pollution,” said Entrup. According to the media report, commercial whaling in the 19th and 20th centuries had nearly brought the mammals to the brink of extinction.

“People assume the whaling ban, which has saved the lives of hundreds and thousands of cetaceans, is done and dusted. But the ban is in jeopardy as long as there are nations in the IWC who will vote to return to whaling,” said Wendy Higgins, director of international media at Humane Society International.

This comes four years after a similar proposal of lifting the ban on commercial whaling by Japan was rejected by the IWC. Tokyo at the time had also said how whaling could be done sustainably.

At the time, IWC reportedly reiterated its role as a conservation-focused organisation and said that the threats to whales are not just limited to hunting but also include ship strikes, climate crisis and fishing bycatch.

Subsequently, Japan left the IWC and started commercial whaling again since it was no longer bound to comply with its restrictions.

This comes amid the IWC facing financial difficulties following Japan’s exit, the Covid pandemic, and the Global economic crisis, said the report.

At least a quarter of the 88 member countries have not paid their annual dues.

On Monday, the commission also altered the rules that ban countries in arrears from voting acknowledging how the pandemic has disproportionately affected developing countries.

11 days after teen killed, stuffed in outhouse: Mom, sons held for murder

MURDERED: Videsh Dookran –

WHILE Salisha Seebaran is grateful police have been able to arrest a woman and her adult sons for the murder of her grandson, 15-year-old Videsh Dookran, she and her family are still distraught over his murder earlier this month.

Dookran’s body was found in an outhouse at the back of a pluck shop at Golconda between October 8 and October 9.

An anonymous female caller told police of the murder and officers found Dookran’s body stuffed into the latrine with his broken legs sticking out.

Police said the 46-year-old woman and her sons, 18 and 22, were arrested on Tuesday in relation to the murder.

The men were arrested shortly after they secured bail at the Golden Grove Remand Facility in Arouca for the possession of ammunition charges which arose out of an unrelated incident.

They were arrested and charged for the ammunition by officers of the Southern Division CID and are expected to be questioned by members of the Homicide Bureau of Investigations Region III.

Sources stressed that the woman who was arrested, is not the one who reported the incident to police, as was originally speculated.

Dookran’s funeral took place on Sunday.

Contacted for comment on Wednesday, Seebaran said the family was still deeply upset over Dookran’s murder and has not yet come to terms with the loss.

“Right now we really can’t get over that and we really aren’t feeling so good and we really can’t get over from that and when I lie down in my bed at night and close my eyes I feel like I still see him and during the daytime too I still…

‘’I can’t get over it. Neither can his mother get over it.”

Asked how she felt knowing that a mother and her sons had been arrested in relation to the murder, Seebaran said she was not sure.

‘’To tell you the truth. I can’t say about that. The fact that it’s a mother and her sons, I can’t say if I feel happy or sorrowful. I can’t say anything.”

On Saturday October 8, police said they got a tip from an anonymous female caller who said two of her sons, 14 and seven, were with Dookran.

She told police that one of the brothers had a gun, shot Dookran, and then dumped his body.

The victim’s cousin Curt Seebaran, in an interview with Newsday on Monday October 10, said he last saw his cousin on the afternoon of October 8, at a relative’s home, where they had a cook-out.

After the meal, Dookran said he was going to meet up with friends and drop off some food for another relative. He was never seen alive again.
