HEAD of the TT Scrap Iron Dealers Association (TTSIDA) Allan Ferguson is again calling on his membership to be careful who they buy scrap iron from, after approximately $1 million worth of stolen pipes were recovered at a scrapyard.

Ferguson said the continual recovery of stolen items found at his membership’s scrapyards makes it easier for the Prime Minister to shut down the industry.

On July 2 Dr Rowley chastised cable-wire thieves and said he intends to seek advice from Attorney General Reginald Armour, SC, on banning the entire industry.

On Tuesday police discovered steel pipes at a Munroe Road scrapyard. They were later found to belong to the Ministry of Works and Transport.

Ferguson said, “I am calling on my members again to be careful of what you purchase. You must get proof of prior ownership, and even if people produce documents, don’t just purchase it, and verify it.”

Ferguson said an Indian national is assisting police with the find.

He added that Works and Transport Minister Rohan Sinanan oversaw the removal of the loot from the Munroe Road scrapyard to an undisclosed location.

He added that unregulated scrap dealers are making things hard for the entire industry, and Tuesday’s find is a “big blunder” that will drag the industry into disrepute.

Two men charged with murdering three

TWO men have been charged with murdering three others in three separate incidents.

In a media release on Wednesday, police said a Chaguanas man was charged with murdering two people and an Arouca man was charged with killing his stepfather.

The release said Clevon Housand, 32, of Enterprise, Chaguanas, was charged with killing Akeem James and Riaz Isahak. The two men were gunned down in separate incidents on April 18.

James, 27, of Chrissie Terrace, Enterprise was shot multiple times in a drive-by shooting while liming outside his home with a group of other men. He was declared dead at the Chaguanas Health Centre.

While police were investigating James’s killing, they got information about Isahak’s murder. Isahak, 32, of Chrissie Terrace, Enterprise, was shot in the abdomen at Bhagaloo Trace, Extension and died at the scene.

Housand is also charged with possession of an AR15 and several rounds of assorted ammunition. He was charged by WPC Jenelle Mohammed.

The other person charged with murder was Delson Andrews, 44, of Five Rivers, Arouca. Andrews is charged with killing his stepfather, 84-year-old Evans Henry.

Henry was beaten to death on July 2 at his home. Andrews was charged by PC Lancaster.

Según alegó el perjudicado, alguien le ocasionó daño a la ventanilla triangular de su vehículo marca Ford, modelo Transit color blanco, donde allí tuvieron acceso al mismo, apropiándose de un sobre color blanco que en su interior contenía $3,000.00.  

El agente González, adscrito al Distrito de Trujillo Alto se hizo a cargo de la investigación, refiriendo el caso a la División de Propiedad del Cuerpo de Investigaciones Criminales (CIC) de Carolina.

URGENT NOTICE TO THE PUBLIC REGARDING FALSE SOCIAL MEDIA POSTS ON FACEBOOK WITH IMAGES OF THE GOVERNOR GENERAL OF ANTIGUA AND BARBUDA

The Office of the Governor General has once again been notified that recently, false information purporting to be associated with the Governor General of Antigua and Barbuda, His Excellency Sir Rodney Williams, has been circulating on Facebook, Messenger and Instagram.

The false posts feature a photo of the Governor General of Antigua and Barbuda and in at least one case suggest that the Governor General has embarked on a ‘get rich quick scheme’ and the other that there is involvement in an undisclosed scandal.

The Office of the Governor General denounces these false claims and by way of this notice, advices the general public to be wary of any such posts and to report them immediately.

It should be noted that the valid Facebook Page for the Governor General is ‘Governor-General Antigua Barbuda’ and that no requests for funds will be made through this medium.

Members of the general public are asked to REFRAIN FROM SENDING ANY MONEY TO ANYONE PURPORTING TO BE THE GOVERNOR GENERAL UNLESS SUCH A REQUEST IS CONFIRMED BY THE OFFICE OF THE GOVERNOR GENERAL.

TSTT: Disrupted services have been restored

THE Telecommunications Services of Trinidad and Tobago (TSTT) has said all services that were disrupted as a result of vandalism to some of its underground cables in South Trinidad on Sunday are back to normal.

In a brief response on Wednesday to queries by Newsday about the incident, TSTT said, “All services related to Sunday’s incident have been restored.”

The company added that investigations are ongoing.

In a statement on Sunday, TSTT said preliminary investigations pointed to “a major act of vandalism” on a critical cable artery that services customers in South Trinidad.

As a result, customers’ mobile, internet and other services was severely affected.

The same statement said acting Commissioner of Police McDonald Jacob assigned a high-powered team of police to look into the incident.

On Sunday, Jacob said “This is something of a very serious nature because of the high disruption of services to all customers, especially in the southern and southwestern areas, and it also posed a security risk to the whole communication network.”

He added the police view this as a serious infringement on the communication apparatus of the country which at first glance appears to be malicious damage and larceny.

“From speaking with the technical people at TSTT, it is amounting to approximately $1 million in losses,”

TSTT’s CEO Lisa Agard thanked Jacob for his response and is hopeful the criminals will be brought to swift justice.

Udecott: National Museum to get upgrade

THE National Museum and Art Gallery, built in 1892 as the Royal Victoria Institute, will soon enjoy a much-needed renovation, according to a paid advert in Tuesday’s newspapers, as later confirmed to Newsday by Udecott CEO Noel Garcia.

In the advert, Udecott invited “suitably qualified and experienced entities to submit proposals for the provision of modified design-build services for the restoration and upgrade of the National Museum and Art Gallery,” located at the top of Frederick Street, Port of Spain.

The successful contractor will be chosen by a competitive selection process set out in the request for proposals (RFP) document, which was due to be available on Tuesday, at a cost of $2,500.

Garcia was unwilling to say too much, such as the budget or timeline, saying the project was now the subject of an active tendering process.

Newsday asked if the work pertained to aesthetically lifting the building’s façade, or was needed due to its age, some 130 years old.

Garcia replied, “If you visit the museum, you’ll realise it has not been renovated or refurbished for a number of years. So there are a number of structural issues.

“There are issues of leaking roofs, there are issues of general repair and maintenance, and also some minor expansion work.”

Asked if the works would conserve the historical aspects of the edifice, he replied that this consideration was exactly the reason Udecott was chosen as project manager.

“We do now have a lot of experience in dealing with heritage buildings. So what we will be doing is that we will be refurbishing and upgrading but still keeping the building in the form and fashion that it was in the past. So we are not demolishing the building but doing an upgrade and a refurbishment, all in keeping with the strict guidelines that we treat heritage buildings with in the past.”

Garcia recalled the long list of historical buildings in Trinidad and Tobago whose renovation Udecott had overseen.

He said, “The Heritage Library, Mille Fleurs, Stollmeyer’s Castle, President’s House, the Red House, Whitehall. We are presently (sic) doing the Bishop’s House around the savannah.

“We do have some experience.”

Garcia elaborated on the museum project.

“It is an upgrade refurbishment to ensure that the building is fit for purpose, that it carries out the function it is supposed to carry out.

“As a museum, it holds a number of our artefacts, paintings, etcetera. Therefore it is incumbent to make sure the building is structurally sound, and the air-conditioning and the plumbing are in good order, and the roof is not leaking. The building is very old and these type of repairs are necessary to preserve and maintain the building.

“It is one of those buildings that has been listed by the National Trust and like all listed buildings we need to preserve it. We need to put them into use. The museum is doing what it is supposed to be doing and this is going to extend the life of the building.”

The National Trust of Trinidad and Tobago website remarked, “This site is on the Heritage Asset Inventory which is the official list of TT’s historic sites that are worthy of notation and preservation. The register is authorised by the National Trust’s council and is by no means exhaustive.”

The website said the Royal Victoria Institute was built as a science and art museum to commemorate Queen Victoria’s Diamond Jubilee which fell on June 22, 1897.

“It was built in the German Renaissance style, designed by the architect D M Hahn.

“The institute was used for research exhibits of natural history and archaeology, and classes in arts and crafts.”

In 1901 the building was enlarged to include a reading room and recreation room while lawn tennis courts were developed on the grounds and by 1905 the site was a centre for social and dramatic functions. “On 19 May 1920 the interior of the building was destroyed by fire. Only the external walls remained and most of the collections were lost. The main portion of the building was rebuilt using the same plan as the old building.” It was reopened in June 1923 and used for theatrical and musical entertainment and commercial classes.

“In 1945, the colonial government decided to expand exhibitions and activities and give the institute the status of a museum.

“The National Museum of Trinidad and Tobago, as it serves the public interest, relates the history, artistic, intellectual, economic, technological, legal, social, political and physical environments.”

8 suspected monkeypox samples test negative

Health Minister Terrence Deyalsingh has said eight suspected cases locally of the monkeypox virus tested negative for the disease. He said there are no other samples waiting for testing at this time.

Speaking at the ministry’s weekly media conference on Wednesday, Deyalsingh said the development of local testing capacity was part of the ministry’s preparation for the arrival of the monkeypox virus in Trinidad and Tobago.

“We have local capacity for testing and will continue to test as far as we have suspect cases. We have sent eight samples for testing locally and all have come back negative so far.

“We continue to urge people to be vigilant on the monkeypox front, to be aware of the modes of transmission which include intimate skin to skin contact, and via the sharing of clothes, sleeping on the same bed, using the same towels. Whether it’s clothes, bedding, towels – the virus can be transmitted in those surfaces – those things are to be avoided.”

Deyalsingh said the ministry has placed an indicative order with the Pan-American Health Organisation for 2,000 doses of the monkeypox vaccine. He said there was no firm confirmation of prices or arrival date as yet.

“The vaccine is a two-dose vaccine, which means it could vaccinate approximately 1,000 people. The vaccines will be reserved for the close contacts of a confirmed case and any healthcare workers who want to be vaccinated against monkeypox.

“We anticipate a maximum of ten close contacts – relatives, work colleagues, etc, – of a confirmed case. Therefore 1,000 vaccines will vaccinate the close contacts of 100 cases. At the moment the entire Caricom region has approximately ten-15 cases in total, so while we are catering for 100 cases, the likelihood at this point in time of TT getting 100 cases is relatively low.”

Deyalsingh said if conditions warranted, more vaccines would be bought but currently there was no information available on the expiry dates or prices of the vaccines. He again called on larger nations who had access to monkeypox vaccines to make them available to smaller countries, noting that the five deaths from the disease so far have taken place on the African continent, where no vaccines were available.

The minister said no nation worldwide tests incoming travellers for the monkeypox virus. He said at TT’s ports of entry, thermal scanning remained in effect.

The monkeypox virus typically lasts two-four weeks. Asked how the issue of sick leave would be dealt with, as most employees received two weeks’ sick leave a year, Deyalsingh said that would be dealt with by other agencies.

Acting Prison Commissioner wins lawsuit over promotion

ACTING Commissioner of Prisons Deopersad Ramoutar has successfully challenged a decision of the Public Service Commission to do a competency-based interview for retroactive promotion.

When he filed the claim, Ramoutar was acting deputy commissioner. The competency-based interview was expected to be held in August 2021 and he received an injunction that month blocking the PSC from holding the interview. An application to set aside the injunction was also refused.

Justice Kevin Ramcharan also granted Ramoutar permission to seek judicial review.

In September 2021, Ramoutar filed his judicial review claim challenging the commission’s decision to “arbitrarily institute a “competency-based interview” component to determine the suitability of candidates for retroactive promotion to the position of senior Superintendent of Prisons.”

At the time, he was ranked first for promotion to the post when assessed according to the existing criteria.

Ramoutar claimed the commission moved to introduce the requirement after he topped the list of candidates for promotion based on criteria set in 2014, and was awaiting retroactive promotion.

When Ramoutar first learned of the change in October 2020, he wrote to the commission seeking clarification but only received confirmation of receipt of his correspondence.

Ramoutar and his attorneys then wrote several letters asking for further information on what was being assessed in the proposed interview and the basis for it. On the month the interview was to be held, Ramoutar received correspondence from the PSC but his attorneys complained that the information provided showed that their client and his colleagues were being assessed on far more areas of competency than used during the previous promotion exercise, which Ramoutar topped.

The new areas being assessed were financial management, procurement, public-sector accounting practices, project management, and intimate knowledge of several pieces of legislation.

The attorneys argued that Ramoutar would be prejudiced if he was interviewed on criteria that were unlawful or which were introduced without sufficient notice, consultation, and unfairly. They said he would not have had sufficient time to prepare for the change of policy.

On Wednesday, Justice Ramcharan quashed the commission’s decision to hold the competency-based interview to assess Ramoutar’s competency for the position of senior superintendent for 2014-2017. He declared the move “irrational and unreasonable.”

At the time of the hearing of the application to set aside the injunction, the commission had argued that then-commissioner Dennis Pulchan was set to retire soon and the process of selecting a successor was affected by the injunction.

The commission submitted it would not be in the public’s interest to have the entire first division holding acting positions and 15 others affected by it, as the promotion process had been in train for a long time. It also argued Ramoutar had received training for areas in the competency-based interview.

Ramoutar sought a declaration that the new assessment was unlawful. He is expected to provide full reasons for his decision at a later date.

Ramoutar became acting Commissioner of Prisons on February 23 this year.

At the time, a release from the prison service said he had over 33 years of knowledge and committed service geared towards the mandates of the service, having served in all departments, with significant input in the welfare department.

Ramoutar was represented by Dinesh Rambally, Kiel Taklalsingh, Stefan Ramkissoon and Rhea Khan.

After days of agonising wait, all members of the Indian and West Indies teams have been officially cleared to travel to the United States of America. They will be playing two T20I games in Florida this weekend.

Thanks to the intervention of the Guyana government, the US Visas for some players and support staff of the two sides could be obtained, albeit at the eleventh hour. Cricbuzz can confirm that it required the efforts of Irfan Ali, the President of Guyana, to get the travel approvals. “It was a timely and influential diplomatic effort by His Excellency,” said Ricky Skerritt, the president of Cricket West Indies (CWI), thanking the head of the Guyana government.

As earlier reported, those without the visas were flown to Georgetown in Guyana after the third T20I in St Kitts on Tuesday (August 2) night for interviews at the US Embassy. Among those who attended the interviews were India skipper Rohit Sharma and head coach Rahul Dravid. There were, in fact, 14 of them from the Indian touring party who did not have the travel approvals.

Others, including Ravindra Jadeja, R Ashwin, Dinesh Karthik, Ravi Bishnoi, Suryakumar Yadav and Kuldeep Yadav, have reached Miami meanwhile. They will be joined by the rest of the teammates on Thursday night.

“They can fly only tomorrow afternoon. All Visa applications have been approved but passports are not to be returned until this afternoon,” Skerritt said, revealing the reason for the delayed travel. “All that the CWI could do has been done. Last night’s charter to Miami, for those previously with visas, was at greater financial risk to delay it than to operate it as previously planned,” Skerritt further said.

Meanwhile, it has been learnt that Rohit will be available for the last two games on Saturday and Sunday. The India skipper retired hurt during the team’s chase against West Indies in the 3rd T20I in Warner Park, Basseterre, St Kitts, on Tuesday. He had scored 11 off five balls when he had to leave the field. The Board of Control for Cricket in India (BCCI) said the skipper suffered a back spasm. He is now learnt to have recovered. India went on to win the game to take a 2-1 lead in the five-match series. (cricbuzz)
