Transport authority engages consultant to implement new road licensing Loop Jamaica

The Transport Authority (TA) is putting measures in place to improve the public transportation landscape.

Managing Director of the Authority, Willard Hylton, told JIS News that the University of the West Indies Lecturer, Dr. K’adamawe K’nife, has been engaged as a consultant to assist with the effort, which is aimed at improving service delivery in alignment with Vision 2030.

He said that Dr. K’nife is assisting the authority to develop and implement a new road-licensing system.

“We are embracing a new way of issuing licences, which is currently done on an open-and-closed basis. We will be moving towards a market-driven situation,” he said.

“Under the new arrangement, it will not matter how many persons apply. If there are too many operators on one route, the market will fix that. If someone applies for a route, they will have 30 days to determine if it is working. If not, they can make the change,” Mr. Hylton explained.

The new measures will also see road licences for public passenger vehicles being renewed on the birthdate of the owner of the vehicle if it is registered in the owner’s name.

If the vehicle is registered in the name of a company, renewal of the licence will become due on the anniversary of the incorporation of the company.

Mr. Hylton said that the changes will address the problem of crowding at the TA during the annual licensing period, which was exacerbated during the COVID-19 experience.

The consultant will also be writing project proposals to seek funding for the capacity-building of the sector.

Mr. Hylton told JIS News that the taxi associations will be bolstered to better enable them to provide support for their members in the new licensing dispensation.

“You have route taxi associations through which our licensees make their applications. We want to strengthen the ability of those route taxi associations to prepare the drivers and operators for Vision 2030,” he noted.

He informed that the Authority will also be retrofitting its facilities to accommodate persons with disabilities and the elderly.

Mr. Hylton told JIS News that the Authority is “looking at how we can start building out something that represents world-class standards, so these changes are necessary”.

He noted that the improvements being made to the transport sector entails more than just having nice-looking buses but also ensuring proper organisation of all modes of public transportation.

This, he noted, includes making sure that the vehicles can cater to “not just able-bodied persons but also children, the elderly and the disabled”.

“Whatever we are doing, it should be comparable to what happens in developed countries, so that’s what we are focusing on right now,” he added.

Constable Noel Maitland, the boyfriend of missing social media influencer Donna-Lee Donaldson, now presumed dead, is to appear in the Kingston and St Andrew Parish Court on Friday in connection with her murder.

Maitland was charged with murder last week following a high-profile investigation into the disappearance of Donaldson, who was the host of the reality show 876Roommate.

Donaldson was last seen with Maitland on July 11. She was reported missing on July 13 and immediately, Maitland and his child’s mother, a woman district constable, became the focus.

After the massive investigation, which co-opted the INDECOM and other agencies, and which saw several demonstrations, Maitland was charged and the woman district constable cleared.

The police theorised that Donaldson was killed sometime between 4pm and 8pm on July 12 The police believe that Maitland acted alone in the killing of Donaldson, but he may have received help in disposing of the body.

Carbyne Capital duo ‘buying invoices’ and providing cash up front Loop Jamaica

Founders of Carbyne Capital Investments Rajiv Ebanks and Martin Nesbesth identified a problem and set out to solve it.

How? By “buying invoices”.

Starting out in the agriculture sector and by using their savings, Carbyne Capital Investments provided a solution for farmers who sold produce to hotels but, based on credit terms of contracts, were required to wait 45 to 60 days for payment.

Ebanks and Nesbeth, the velvet glove and iron fist of Carbyne Capital, respectively, stepped in to offer a service by purchasing invoices at a discount and giving farmers cash up front, while Carbyne waits to collect from the hotels. This non-traditional product is called factor financing.

The duo is now in several other sectors. A common question they’re asked: What’s the catch?

According to the entrepreneurs, there is no catch as a major objective of the business is supporting local businesses to scale up and meet the demands of large domestic and international supply chains.

Duke calls on CoP to act on cops who killed three

POLITICAL leader of the Progressive Democratic Party (PDP) Watson Duke on Wednesday night called on acting Police Commissioner McDonald Jacob to give an update into the police killing of three people last month.

Duke spoke in a Facebook live broadcast at a candlelight vigil at the corner of Independence Square and Chacon Street, where the killing took place.

He said he and the family were given some assurances last time they met with Jacob that to date have not materialised.

“You see these young people out here? They are concerned. I am concerned.

“I am calling upon Commissioner Jacob to do the honourable thing. Tell us, those police who committed murder, what is going on with them?”

Calls to Jacob went unanswered on Thursday.

On July 2, Leonardo Williams, Fabien Richards and Isaiah Roberts were killed by police who claimed the three shot at them.

Williams and Roberts, both 17, and Richards, 21, were among six who were chased from Diego Martin to Independence Square, Port of Spain, where they were killed in the alleged shootout.

Two survivors were arrested. A 15-year-old boy who was in the car was shot in the right arm and grazed on the abdomen.

All three were released without charge days after the incident, although police said a Smith and Wesson pistol was found in the car.

The autopsy reports on the three who were killed said Williams died from multiple gunshot wounds to the back, right buttocks and forearm; Roberts was shot in the back of the head and right lower back; and Richards was also shot in the back of the head, neck and upper limbs.

Lead investigator in the triple killing Snr Supt Neil Brandon-John told Newsday on July 21 he was awaiting documents from the Forensic Science Centre to dictate the next step in the investigations. On Thursday he reiterated that his officers were still awaiting the documents.

Three officers involved in the killing were removed from patrols and put on desk duty pending the outcome of the investigation.

At the vigil, Williams’s father Leo Williams called on Jacob to suspend the officers without pay instead.

“I want to ask the Commissioner of Police why he take these police officers out of the hot sun and put them in an airconditioned office behind a desk, I watch that as a promotion. So I want to know why Mc Donald Jacob protecting these murderers for?”

Recalling the charging of eight police officers for murder in a two-year-old shooting in Morvant, Duke said the officers involved in last month’s killing should also be charged with murder.

“Justice must not just be justice, it must appear to be…it must look a particular way. Don’t take too long. It is a growing concern that has not left our eyes. People are still feeling pain. We will not allow the matter to die and will not see this swept under the carpet.

“No murderer should be in the police service, they should be in jail.”

Moruga man beaten, robbed, cops shoot suspect

Southern Division police shot and wounded a bandit on Tuesday night in Princes Town, hours after he and other accomplices beat a man and robbed him of his car at gunpoint in Moruga.

Up to Thursday, the suspect was still at the San Fernando General Hospital (SFGH) under police guard.

A report said at about 8 pm on Wednesday, three men entered the home of a family at La Lune Village, Moruga. They beat the male homeowner, but a relative heard the commotion and called the police.

The gunmen fled with the family’s Toyota Corolla.

The victim sought medical care and was later discharged.

Moruga police responded and alerted other police in the division.

Three hours later, at around 11 pm, police spotted the stolen car at Realize Road in Princes Town and intercepted it. But two male occupants got out, ran into a bushy area, and escaped, leaving their accomplice in the car.

There was a confrontation with the accomplice, who was holding a gun. Police reports say they repeatedly ordered him to drop it, but instead, he raised it, and the police shot him and seized the gun.

He was taken to the Princes Town District Health Facility and later transferred to the SFGH.

Moruga and Barrackpore police are investigating.

Youth Development Ministry marks Youth Day

The National Academy for the Performing Arts (Napa) in Port of Spain.

In commemoration of International Youth Day on August 12, the Ministry of Youth Development and National Service has been hosting a three-day Youth Week celebration featuring an entrepreneurship village and career fair at both NAPA and SAPA.

The career fair at NAPA was held on August 10, and the entrepreneurship village is being hosted on August 11. Both events will take place simultaneously at SAPA on August 11.

In a release issued on Tuesday, the ministry said the intended purpose of these events was to promote and attract young people. It said over 30 youth entrepreneurs will showcase their products and services at the village, and a similar number of organisations in the private and public sectors will be on hand to provide career and financial guidance and employment opportunities to young people in both traditional and non-traditional career markets.

The career fair at NAPA on Wednesday was attended by students from the Military-Led Academic Training Programme (MILAT) and the Civilian Conservation Corps Programme (CCC) and featured a wide variety of booths, including some hosted by the police, fire services, the military, Caribbean Airlines and Republic Bank.

A student from MILAT who preferred to go unnamed told Newsday he thinks the initiative is an excellent one, as it provides a source of inspiration, saying, “I honestly have not thought much about what I want to do after school. And I know that I’m not the only one in that boat – a few of my friends can say the same. Something like this not only causes us to begin seriously considering our futures, it can cause a lightbulb moment.”

Asked if that epiphany had hit as yet, he replied, “Well, I’ve always wanted to travel the world, so that makes CAL a good option since I’ll get to go all over. But honestly, I still haven’t settled on just one thing yet. There are a few things I’m interested in that I think will complement my skills well.”

He added that even though he is still uncertain, not knowing what he wants to do out of a variety of appealing options is much better than not considering the future at all.

Drug dealer gets 4 years, fined $2.3M, co-accused released on bail

A man who confessed to trafficking a quantity of cocaine was jailed for four years and fined $2.3 million on a drug trafficking charge.

Akeem Lashley, 26, appeared before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts on Thursday.

He admitted to having 1.5 kilograms of cocaine in his possession on August 8 at Norton Street, Georgetown for the purpose of trafficking. The drug has an estimated street value of GY$1.5M.

His co-accused, 43-year-old Andre Clarke, who is paralyzed and confined to a wheelchair, pleaded not guilty to the charge and was released on $150,000 bail and he will return to court on September 5.

Customs Anti-Narcotics Unit (CANU) Attorney-at-Law Thalia Thompson related that Lashley and Clarke were arrested after ranks searched Clarke’s home and found four parcels of cocaine.

Lashley pleaded guilty, stating: “Everything is me own…I does do drugs.”

During the raid, three other individuals were arrested. They are Police Sergeant Dion Bascom, 33; 54-year-old Rodwell George; and Serena Mentus, 19. They were arrested at Clarke’s home.

CANU has stated that Clarke is no stranger to law enforcement officers. In 2011, he was arrested on a drug trafficking charge after 590 grammes of cocaine was found buried in his yard.

Since then, he has been a person of interest to the Customs Anti Narcotic Unit, and several investigations into his operations have led to his recent arrest.

Además, Espinal fue el abanderado de la delegación boricua en los Juegos Olímpicos Río 2016.

Vers 10h ce jeudi, deux véhicules légers ont percuté un bus transportant 18 enfants.

Ce jeudi 11 août 2022, vers 10h, deux véhicules légers ont percuté un bus sur la route de Soudon au Lamentin. Le bus est sorti de sa route alors que 20 personnes se trouvaient à son bord, dont 18 enfants.

Dans cet accident, 5 enfants ont été légèrement blessés et acheminés vers la MFME. Le conducteur du bus, également légèrement blessé, a été transporté vers le CHU Pierre Zobda Quitman.
