UPR prolonga receso de académico para algunos recintos

El presidente de la Universidad de Puerto Rico (UPR), Dr. Luis A. Ferrao, anunció que se prolonga el receso académico para los recintos de Arecibo, Ponce, Aguadilla, Humacao, Mayagüez, Utuado y Bayamón hasta el miércoles, 28 de septiembre de 2022 debido a que permanecen sin servicio eléctrico y de agua.

En cambio, los recintos de Carolina y Cayey están listos para el reinicio  de clases desde el lunes, 26 de septiembre, notificó el Dr. Ferrao.  Así también, el personal administrativo, de estos recintos, comienza labores este próximo lunes. Mientras, que el recinto de Río Piedras iniciará clases el martes, 27 de septiembre.

“Confío en que poco a poco retornaremos a la normalidad. Los rectores en unión a la comunidad universitaria trabajan mano a mano en las labores de inspección, mantenimiento y limpieza para que las áreas estén aptas para recibir a los estudiantes y empleado”, comentó el presidente.

Como se había anticipado, el recinto de Ciencias Médicas continúa con sus labores desde el pasado miércoles, 21 de septiembre de 2022.

Es importante que se mantengan atentos a los medios de comunicación y a las redes sociales de la institución y de los recintos para cualquier cambio que surja.

Southern Division police have handed over 11 of the 17 bags of money found after Monday’s deadly robbery in La Romaine.

Head of the division, acting Snr Supt Richard Smith, did not disclose the amount on Friday but promised to do so “soon.”

The detectives handed over the money to the management of Pennywise Cosmetics Ltd on Thursday.

“All 17 bags were accounted for. We handed over 11 bags yesterday and would hand over the rest soon,” Smith said on Friday.

Police arrested a total of five people, including a 24-year-old TT Regiment member from Fyzabad, in connection with the robbery. Two are from Arouca and the other two are from Pleasantville.

The police were expected to approach the Office of the Director of Public Prosecutions for instructions on the soldier’s detention. Attorneys representing the soldier filed a writ of habeas corpus on Thursday.

A photo circulating on social media of three men wearing the uniform of a prestigious school in south Trinidad is not sitting well with the Catholic Education Board of Management (CEBM). A statement from CEO Sharon Mangroo criticised the “misinformation.”

“It is with great disappointment that a photo of three past students, falsely identifying them as ‘Three of the Pennywise Bandits’ has gone viral,” she said.

Only one person in the photo is in custody in connection with the incident.

Mangroo said, “As it pertains to the other two young men, however, we categorically state that they had absolutely no involvement in this tragic event.”

She added the three were schoolmates, and the photo was taken when they were about to graduate.

One is no longer living in Trinidad and Tobago.

She called on the public to refrain from casting any aspersions on the two young men, saying it could cause irreparable damage to their reputations and future endeavours.

“It is our hope that after all investigations are completed that justice will be served according to the laws of the land,” she said.

The CEBM and the school offered condolences to the families of the two murdered security officers, Jerry Stuart and Jeffrey Peters of Allied Security Ltd.

The statement added, “We pray that God may grant you all the strength and comfort during this difficult time. We also pray for the full recovery of the injured officer, Ms Peola Baptiste, who is the mother of one of the students at St Benedict’s College.”

Baptiste, of Claxton Bay, remained in hospital up to Friday.

She and her two colleagues were transporting money in a van out of Pennywise Plaza, where gunmen shot them.

The police later killed four suspects, all from Fyzabad, during a shootout at a house not far away. The police also recovered guns, bulletproof vests and other items.

CoP Jacob: Firearms unit still functioning

Acting Police Commissioner McDonald Jacob says the police Firearms Permit Section is still operational and has welcomed citizens’ apply for their Firearms User’s Licences (FULs).

In a media release on Friday, Jacob said the police bought computer software intended to increase the efficiency of the Firearms Section since 2015, but it was not implemented by former employees, who continued to use manual processes for FUL applications.

In the release Jacob said the continued manual operations allowed for corruption to continue.

Investigations into allegations of officers accepting money from FUL applicants began in October 2021 and led to the arrests and charging of policemen Lyndon Bishop and Chris Tirbanie for soliciting money to fast-track FUL permits.

Jacob also noted that while a suggestion from a previous police commissioner to replace the FUL booklet with a card system was unlawful, efforts were being made to amend the law.

He also stressed that the Firearms Section was working to introduce the software, which would improve the pace of processing FUL applications.

NGC, bpTT sign ‘milestone’ gas contract

The National Gas Company (NGC) has signed a gas supply contract with energy giant bpTT, which secures the future of the domestic supply for the coming years.

NGC described the contract as “a milestone” in a release issued after it was signed by NGC president Mark Loquan and bpTT’s outgoing president Claire Fitzpatrick at the Hyatt Regency, Port of Spain on Friday.

Energy Minister Stuart Young and incoming bpTT president David Campbell witnessed the signing.

The contract is a renewal of the existing NGC/bpTT arrangement, and will govern the terms and conditions under which bpTT will continue to supply gas to NGC’s domestic customers.

In the statement, Loquan said negotiations began in earnest several months ago, and the signing represented a continued collaborative relationship between the two companies.

He said the spirit of the negotiation process was respectful, mature, productive and professional at all times, with both teams working to put the contract in place, given its importance to upstream investments.

The statement also quoted Fitzpatrick, who said the contract underpins bpTT’s future upstream investment decisions, which will contribute to the longevity of Trinidad and Tobago’s petrochemical industry. She spoke of the relationship bpTT and the NGC have maintained for decades and praised the negotiating teams for their diligent and efficient work.

Loquan thanked Fitzpatrick for her open communication during the process and the hard work by the bpTT team involved, with tight deadlines and timeframes involved.

He noted the TT energy sector still faces challenging times even with the contract in place, due to the continued decline of existing upstream gas fields, and other upstream investments which did not perform as planned. Energy efficiency, particularly gas used for power, continues to be a critical focus for NGC.

bpTT is the largest supplier of gas to the domestic market and the renewal of the contract allows NGC to secure a significant volume of gas to help fulfil domestic demand.

The statement said neither Loquan nor Fitzpatrick could disclose the details of the contract because of a confidentiality agreement, but said they acknowledged the timeliness of the signing, and the resounding commitment to the energy sector.

The statement quoted Young as describing the contract as “another critical milestone” in the future of TT’s energy sector and energy security. “NGC has stayed the course and it cannot be over emphasised how significant it is that we have negotiated and secured a future supply of gas from bpTT in advance of the expiry of the current arrangements,” he said.

He said the contract also signalled that there was still “significant value to be extracted from the country’s hydrocarbon resources for the benefit of all citizens.” He said the Government will continue to work closely with all stakeholders toward building the resilience and sustainability of the the energy sector.

In a separate release, the Energy Ministry said the contract was part of discussions Young and the Prime Minister had in London with bp CEO, global operations, Bernard Looney and other executives on September 15.

NGC and bpTT last signed a gas supply agreement in 2017, when bpTT proposed to invest US$5 billiion in future development to alleviate a gas-supply shortage. At the time, the agreement supported bpTT’s Angelin project, the Trinidad Offshore Compression, Juniper and Dragon field ventures.

The renewed contact comes as negotiations continue on the restructuring of the Atlantic LNG agreement, where a gas shortfall led to the suspension of Train I.

Boy grazed by bullet in La Romaine shooting still in hospital

The nine-year-old boy who was grazed by a bullet near his right eye during a confrontation with the police and armed bandits is set to remain in the hospital for an additional week.

He was injured in the crossfire in an attempted robbery in La Romaine on Monday evening

The standard three student of the Siparia RC primary school had a surgical procedure on Friday.

His father said, “There were no complications with the surgery. He is drowsy at the moment because of medication. The doctors said the eye has to remain covered for at least a week. They said he has to remain for another week for observations,”

The father asked for his name and his son’s name not to be used.

The boy has been in stable condition at the San Fernando General Hospital since Monday evening.

On his way home with his family on the Southern Main Road, he was in the back seat of a moving car while the police were chasing gunmen in a Nissan X-Trail.

There was an exchange of fire and he was hit. No one else in the car was injured.

His father said the family had earlier left a bookstore in San Fernando and were heading home.

The injured boy was taken to the La Romaine police post, then to hospital.

On Wednesday, a report in the Catholic News said the boy was in good spirits, although the family was traumatised.

“The Siparia RC school community has been praying after news of his condition was received. School officials have been in contact with his parents offering their support,” the report said. “The student support services division of the Ministry of Education was contacted, and the school’s guidance officer is on stand-by to assist the boy and his family. Students will be making cards for their schoolmate and a mass will be offered for him.”

The ordeal began when gunmen ambushed and shot three security officers as they were leaving Pennywise Plaza, La Bel Air Road, in a van. The officers, Jerry “Bat” Stuart, Jeffrey Peters and Peola Baptiste, all of Allied Security Ltd, were transporting cash.

Stuart and Peters died while Baptiste was still in the hospital up to Friday in critical condition.

The police said Allister Harris, 47, of Cocoyea, who works with Phoenix Protective Services at the plaza, was also hit. He suffered minor injuries and was treated and discharged on Monday.

The police went after the gunmen. The gunmen burnt their car along the M2 Ring Road, La Romaine, and used the SUV to try to evade them. But the police caught up with them along the road, and there was a shootout.

The gunmen abandoned the SUV and ran into a property off Pond Street.

A shootout there left four suspects dead: Greg Dodough, Deaundre Montrose and brothers Kyle and Keyon Ramdhan, all of Fyzabad.

The police also held five suspects, including a soldier.

Investigations are ongoing.

GRA seizes over $20M in smuggled liquor, cigarettes

Officers attached to the Guyana Revenue Authority’s (GRA) Law Enforcement & Investigations Division (LEID) on Thursday seized in excess of 82 cases of smuggled liquor and over 62 bales of cigarettes from a property at Atlantic Garden, East Coast of Demerara (ECD).

GRA said these items are valued in excess $20M. Investigations into this incident are ongoing.

In its brief statement, the tax body emphasised that it will continues to maintain a “zero tolerance” approach against smuggling and other illegal activities, thereby allowing for a ‘level playing field’ for legitimate businesses and the collection of revenue.

As such, the GRA is encouraging persons involved in such activities to cease and desist therefrom, and bring themselves into compliance with the nation’s tax, trade and border laws.

Los $700 de ayuda de FEMA son para personas que verdaderamente está en emergencia, según portavoz

Idamis de Jesús, especialista en ayuda individual de la Agencia federal de Manejo de Emergencias (FEMA), dijo el viernes que a pesar de que los criterios para solicitar la ayuda de 700 dólares son bastante amplios, el beneficio está contemplado para personas que verdaderamente están en una situación de emergencia.

“ (La ayuda de) los 700 dólares está diseñado para aquellas personas que actualmente están fuera de su residencia primaria, tienen una necesidad inmediata y posiblemente tenga que desalojar su casa, porque no tienen servicio de agua y luz, para que puedan comenzar a compensar esas necesidades básicas y puedan comenzar la transición pertinente de lo que es refugio, gastos médicos, alimentación, agua o cualquier necesidad que tengan”, dijo De Jesús en conferencia de prensa.

“Cuando la persona se registra con FEMA, los criterios para registrarse, es que su municipio esté declarado. De ahí entonces se le pide toda la información básica personal. El sistema va a validar la identidad, para evitar situaciones de fraude. Pero el requerimiento de si vivías en la casa al momento del incidente ahora no es parte de los criterios, sino como la persona presenta su escenario y de ahí el propio sistema es quien estaría determinando quien es la persona elegible, de acuerdo a las contestaciones que esté dando el solicitante.

Al preguntarle si entonces los criterios para solicitar y la cualficación son bastante amplios, De Jesús contestó que “comparado con el huracán María, hay mayor flexibilidad. Hay mayor cantidad de dinero y se expandieron los criterios, porque anteriormente, lo que se que consideraba era si la persona vivía o no en la casa y eso no es un parámetro actualmente. Pero el programa está diseñado para las personas que están en un refugio, no estén en sus casas, aunque estén recibiendo alimentos a través del Gobierno de Puerto Rico o tienen otras necesidades como la comida o la transportación, todos esos elementos están contemplados”, expresó.

Además, los municipios están ayudando a las personas que tienen necesidad en el proceso para que reciban los 700 dólares.

Saint Lucia urged an end to the conflict in Ukraine and expressed concern over escalating tensions in the Taiwan strait at the United Nations General Assembly.

Speaking on his country’s behalf, Prime Minister Philip J. Pierre told the session that the Ukraine war had unleashed death and horrendous destruction.

He noted that the conflict had plunged the world into an economic crisis, creating runaway inflation and food shortages and worsening a global supply chain crisis triggered by the COVID-19 pandemic.

According to the Saint Lucia Prime Minister, the world could have been spared if countries and their leaders had respected and adhered to the principles of the charter of the United Nations.

He noted that the charter binds member countries to refrain from the threat or use of force and to settle disputes by peaceful means.

“We, therefore, call on all parties involved to immediately end the conflict in Ukraine by undertaking immediate negotiations to settle disputes in accordance with UN principles,” Pierre asserted.

In this regard, the PM observed that the billions of dollars spent in Ukraine in ‘wanton destruction and war’ could have transformed economies and lives in developing countries, had the money gone towards poverty reduction and economic transformation.

Pierre also said Saint Lucia lamented the recent escalation of tension in the Taiwan strait that threaten regional and international peace and security.

“Saint Lucia calls upon those responsible to observe the UN rules on peaceful settlement of disputes and respect for the territorial integrity and political independence of all countries,” he told his audience.

According to Pierre, the people of Taiwan freely determined their political status.

As a result, he said the Taiwanese people should be allowed to continue their chosen path to economic, social, and cultural development.

In addition, Pierre told the UN that Saint Lucia calls for the meaningful participation of Taiwan in the organs and agencies of the United Nations.

He also called for a reduction of tension and normalisation of relations with Venezuela and Cuba.

And Pierre urged the immediate removal of the ‘inhumane’ economic embargo against Cuba and the lifting of ‘painful sanctions’ against the people of Venezuela.

Alcalde de Ciales solicita acción para energizar la institución hospitalaria

El alcalde de Ciales, Alexander Burgos Otero solicitó ayuda urgente a LUMA Energy, para que tomen acción ante la falta de energía en PryMed Medical Care Inc., corporación sin fines de lucro que ofrece servicios de Salud Primaria en Ciales, localizada en la carretera PR-149, km 13.0, frente a la estación de bomberos.

Burgos Otero informó que esta facilidad es la más cercana y de no energizarse pronto, los hospitales más cercanos están ubicados en el pueblo de Manatí, que con alguna emergencia mayor sería mucho tiempo para algún paciente crítico recibir primeros auxilios.

“Pedimos ayuda urgente para llevar el servicio de energía eléctrica a esta institución hospitalaria, vital en nuestro pueblo. En el 2017 tras el paso del Huracán María, nuestro pueblo de Ciales fue el último municipio de Puerto Rico en energizarse. Esa situación NO volverá a ocurrir, como Alcalde estoy muy atento y les GARANTIZO que todos los cialeños también lo están. No voy a permitir excusas. En nuestro pueblo las líneas están arriba, no hay postes en el suelo y estamos listos para recibir el servicio”, indicó el ejecutivo municipal.

Aviso: Registro de la Propiedad enmienda términos de caducidad tras el paso del huracán Fiona

Debido a interrupciones en las operaciones causadas por el paso del huracán Fiona y el impacto de dicho fenómeno atmosférico en Puerto Rico, el secretario del Departamento de Justicia, Domingo Emanuelli Hernández, anunció que el Registro de la Propiedad dejó sin efecto la caducidad de todo documento cuyo término vencía entre las fechas del 19 de septiembre de 2022 al 31 de octubre de 2022.

“Los términos de caducidad han sido enmendados, por lo que la nueva fecha será el 31 de octubre de 2022, conforme al Art. 255 de la Ley 210-2015. Es importante resaltar que esta enmienda solamente aplica a la fecha de caducidad, no aplica a las fechas de consentida de dichos documentos”, explicó Emanuelli Hernández. La caducidad se refiere al término de vencimiento de un documento presentado en el Registro de la Propiedad y que fuera notificado por defectos por parte de un registrador.

De otra parte, el director administrativo del Registro, licenciado Joaquín del Río Rodríguez, detalló las medidas que se han tomado para asegurar la continuidad de los servicios para la presentación presencial de documentos y la solicitud de certificaciones registrales en las secciones afectadas.

“La sede metropolitana atenderá los asuntos de las secciones de Arecibo 1 y 2, Bayamón, Guayama y Humacao. Mientras, la sede oeste atenderá los asuntos de las secciones de Ponce 1 y 2 y San Germán. Los registros de Barranquitas, Fajardo, Manatí y Utuado se encuentran operando y brindando todos los servicios. Continuamos en estrecha comunicación con el secretario, ya que el Registro de la Propiedad es una dependencia adscrita al Departamento de Justicia”, precisó del Río Rodríguez.

Además, la aplicación Karibe, mediante la cual se pueden realizar los trámites del Registro de la Propiedad en línea, se encuentra operando y está disponible a través del Internet. Por lo que, en todo momento, los notarios y ciudadanos podrán realizar consultas, solicitar certificaciones registrales y presentar documentos de manera telemática. Para ello, pueden acceder a Karibe mediante la dirección https://karibe.ridpr.pr.gov/
