Alexis arrive en Martinique à l’âge de 13-14 ans, quand sa mère décide de revenir définitivement au pays avec ses trois garçons avec lesquels elle vivait précédemment à Fréjus, à la cité de l’Agachon. Il a suivi ses classes au collège Jacques-Roumain de  Rivière-Pilote, puis au lycée Montgérald du Marin. Il a ensuite opté pour un BTS Muc (Management des unités commerciales) à l’Amep. Chaguanas maxi-taxi drivers want to meet Finance Ministry

With Finance Minister Colm Imbert announcing yet another increase in the price of fuel, one maxi taxi association is calling for the Finance Ministry to sit down with stakeholders and micro-business owners to discuss modernising systems.

In the 2023 budget presentation on Monday, Imbert said the price of diesel was to be increased by 50 cents, going to $4.41 from $3.91 per litre.

Chaguanas Maxi Taxi Association President Aaron Silcott said no measures had been introduced for micro-business owners, with the majority of measures in the budget targeted to small and medium businesses.

“The Finance Ministry should have had a stakeholder meeting with the maxi-taxi operators to see what collaboration could have been done to bring modernisation to plant and machinery which would improve the quality of service and make the service more efficient for customers and business owners.

“As a maxi operator I would have liked to see a low-interest special arrangement with a one-1.5-year moratorium on loans, where I, as a maxi-taxi operator, could upgrade from my diesel vehicle to a more fuel,efficient vehicle like a CNG vehicle.

“I didn’t hear anything in the budget about micro-businesses, but I hope that in post(-budget) discussions that is something the minister would consider, as that would help to mitigate the increased cost.”

Silcott said he currently works 12-16 hours a day to compensate for the last increase in fuel. He said a maxi taxi tank held anywhere from 50 to 80 litres, which meant operators could now be paying upward of $220 to fill their tanks. He said a discussion with the ministry would raise their morale.

He said while the association’s constitution said the rates would not be increased for another three years after a 2022 increase, this policy might have to be reconsidered if fuel prices kept going up.

Currently passengers pay $5 for a short drop, $13 from Chaguanas to San Fernando, $10 from Chaguanas to Curepe, $9 from Chaguanas to Port of Spain, and $13 from San Fernando to Port of Spain.

Rowley challenges private sector: Invest in housing, stimulate the economy

AS he turned the sod to mark the start of construction of City Heights Development in San Fernando on Tuesday, the Prime Minister challenged the private sector, which may “have millions stashed away,” to invest in housing to stimulate the economy.

Rowley said there is a demand and a ready market for the private sector if it should seize the opportunity. Such an investment, like City Heights, he said, can remedy the housing shortage, provide homes for those in the middle and upper-income brackets and leave the Housing Development Corporation (HDC) to return to its core function of providing homes for those most in need at the lower-income end.

At present, Rowley said, there are 191,000 people on the HDC’s waiting list, including first-time owners. He said even at the rate of constructing 10,000 homes annually, Government would still not be able to make a dent in the list.

He explained that owing to the vast improvements in HDC housing units, more people have come to rely on Government for their homes.But it is just not a realistic goal, he poinetd out, as at its best, construction of houses undertaken by the HDC is between 3,000 and 4,000 units.

He said many on the list are earning salaries far in excess of the requirement for HDC homes, and these are the people the private sector could target.

City Heights is an initiative of the Furness Group of Companies, which has partnered with Home Solutions and the government to construct three six-storey buildings at Mon Repos, on five acres of land which previously housed the Furness Ice Factory.

The residential, gated community, to be constructed will provide 90 apartments, consisting of two- and three-bedroom units, which will cost $1.2 million and $1.5 million respectively.

The units will go on the market in November and completion is earmarked for within 30 months. Units will be delivered in the 24th month.

Saying he is looking forward to returning to open the first door, Rowley said he had a vision of entering San Fernando from the north and seeing St Joseph Village on one hand and City Hights on the other.

Returning to the issue of private partnership arrangements, Rowley said, “We know you have some money put aside somewhere, Furness Group, and there are other groups who every 12 months make so many millions in profit. Put some of these resources into housing.

“The demand is there. The willingness is there. The skill is there and if you do that, it would not only satisfy the individuals who get their housing unit that you build, but it would drive the economy in a way that very few other activities would drive the economy…

“There are few activities that can drive an economy like a housing-construction programme, whether it is in China, Japan, Taiwan, USA, TT – because there is so much involved in constructing a housing project like this. There are so many different people involved, from the architect to the engineer, to the labourer – all kinds of skills involved, for those who work in the quarries, those who make the blocks – all of these people are involved in building a housing unit.”Once there is an active housing programme, he said, “You have economic drivers going on.”

CEO of the Furness Group of Companies William Ferreira said he was happy to be back on the site his family has occupied since 1845, moving away from making ice to building something more substantial – houses.

He said four years ago his company’s board decided to make better use of the land and create a stylish and affordable housing community, in keeping with the mandate of the Prime Minister.

“It is our love for the country that drives us with the passion to move with this project. Going forward, we have some other key developments, commercial properties, which demonstrates our commitment and confidence in the economy of TT and its leadership.”

Director of Home Solutions Luis Dini, a Venezuelan who has lived in this country for 19 years, said after leaving for a while, on his return he was delighted by the dramatic changes to San Fernando and wanted to be part of its development.

“We will build here a landmark, a special community. Everybody will talk about City Heights,” Dini said.

The San Juan Business Association says it is concerned about the projected oil price of US$92.50 used to calculate government revenues for the 2023 fiscal year. It said the government needed to be careful not to overstretch the revenue projection.

In a release, the association said it welcomed several measures announced in the budget. These included a reduction in the deficit from US$9.1 billion to US$1.51 billion, an increase in personal tax allowance by $6,000 which would aid citizens and counteract inflationary pressures, allocations for increased road rehabilitation, a 14 per cent increase in local government budgetary allocation, a seven per cent increase in the allocation to the Works and Transport Ministry, a 59 per cent increase in the Housing Ministry allocation and a boost to the construction sector through new housing projects, a tax amnesty on interest and penalties on interest and penalties, and the US$166 million deposit in the HSF.

The association said it was concerned about the two per cent increase in the National Security allocation.

“Crime is out of hand and we would have liked to see a greater commitment in the form of investment in training and CCTV infrastructure nationally. We are not particularly pleased with the increase in fuel prices at this time as we have been warned by the IMF to manage inflation. The knock-on effect of this will lead to increased prices to consumers.”

It said no commitment had been made to deal with the informal sector for the National Insurance Scheme.

“This sector of the economy is continuously being ignored. We also believe increasing the VAT threshold can be counterproductive from the point that the strategy should be to capture more of the informal sector. We need to pay attention to this issue. In an effort to bolster exports for TT, the international certification programme should go across all industries and not only food and beverage.”

Les propos tenus par le ministre des Affaires ?trang?res de la R?publique d’Ha?ti devant le Conseil de s?curit? de l’Organisation des Nations Unies ne cessent de susciter ?tonnement et d?ception dans l’opinion.

La situation est globalement sous contr?le, a dit le ministre assist? de deux anciens ministres des Affaires ?trang?res devenus ambassadeurs d’Ha?ti ? l’ONU et ? Washington.

En une photo et une phrase on a pu voir la cr?me de la diplomatie ha?tienne et conna?tre le fond de la pens?e de nos responsables.

Madame la Marquise tout va bien.

Pendant ce temps, sans aucune violence, la deuxi?me journ?e de gr?ve lanc?e par des syndicats a ?t? respect?e. Les rues ?taient vides, entreprises et administrations publiques ont gard? portes closes.

Les h?pitaux, les uns apr?s les autres, sur tout le territoire annoncent la fermeture de services ou de leurs portes.

La faim a atteint des proportions jamais vu. ? Port-au-Prince, il n’y a pas assez d’argent pour faire face. En province, la liste des produits introuvables s’allonge. Les paysans regardent pourrir leurs r?coltes. Impossible de les acheminer vers le principal march? du pays : Port-au-Prince.

Pour quelles que soient les raisons, les Ha?tiens vivent un ?tat de si?ge m?di?val. On finira par mettre les morts ? table si rien ne se passe dans les jours ? venir.

Le gouvernement et ses alli?s tiennent-ils donc les rues, si comme le dit le ministre tout est globalement sous contr?le ?

Le gouvernement laisse-t-il faire les gangs pour venir avec la solution, si tout est globalement sous contr?le ?

Le premier ministre doit reprendre la parole. Il doit des explications ? la nation. Il doit expliquer ce qu’il fait encore ? la t?te de l’Etat, si tout est globalement sous contr?le alors que rien ne va pour les Ha?tiens et les Ha?tiennes.

Crise de carburant: de plus en plus d’h?pitaux en difficult?

Depuis deux semaines, il ne se passe pas un jour sans une note ?manant d’un h?pital visant ? tirer la sonnette d’alarme ou tout simplement ? annoncer un arr?t de travail face ? l’indisponibilit? du carburant. La derni?re en date est celle de l’h?pital Bernard Mevs qui, dans une note rendue publique ce 27 septembre 2022, annonce une r?duction du personnel et des services disponibles. “La crise de carburant qui s?vit actuellement dans le pays nous a contraint ? mettre en place un plan d’urgence avec r?duction de notre staff et des services disponibles, au d?triment de nos fid?les patients”, se d?sole l’administration de l’h?pital Bernard Mevs/project Medishare.

Cette structure hospitali?re, l’une des plus importantes du pays, avoue que “devant cette dure et triste r?alit?, nous ne saurons dire quand l’h?pital pourra reprendre son fonctionnement normal si toutefois cette p?nurie perdure.”

Cependant, l’h?pital dit esp?rer ne pas arriver ? la fermeture compl?te et profiter de cette occasion pour solliciter l’aide de tout un chacun, et plus particuli?rement des fournisseurs en carburant pour nous faciliter l’acc?s ? l’approvisionnement en Diesel qui repr?sente ? l’heure actuelle notre seule source d’?nergie.

Il y a quatre jours, c’est une autre institution tr?s importante du secteur sanitaire, Nos Petits fr?res et soeurs, qui avait annonc? que les h?pitaux Saint-Damien, Saint-Luc et le centre de physioth?rapie Sainte-Germaine sont menac?s de cessation de leurs activit?s pour cause de carburant. “153 enfants hospitalis?s, 47 femmes enceintes ? la maternit? de l’h?pital Saint-Damien, 70 adultes hospitalis?s en attente de soins urgents y compris des soins de traumatologie”, sont entre autres les vies en danger dans ces structures de soins si la situation perdure.

Une semaine avant ces annonces, des h?pitaux publics dont l’h?pital universitaire Justinien et l’h?pital universitaire la paix avaient annonc? ?tre en difficult? pour garder un fonctionnement normal, notamment pour les cas op?ratoires.

Au plus grand centre hospitalier du pays, l’h?pital de l’Universit? d’Etat d’Ha?ti, la situation n’est pas diff?rente. “Il n’ y aura pas d’?lectricit? durant la journ?e ? l’HUEH en weekend, les salles d’op?ration doivent s’y adapter”, a appris le journal.

Dans les villes de province comme Gona?ves, Grand-Go?ve, Petit-Go?ve, Cayes, Jacmel, les principaux h?pitaux annoncent une r?duction des heures de service pour certains, et un arr?t temporaire pour d’autres. ” Des vies continuent d’?tre perdues en Ha?ti, alors que des services de sant? vitaux risquent d’?tre paralys?s”, publie la branche nationale de l’Organisation panam?ricaine de la sant? (OPS), un message partag? par les diff?rentes agences des Nations unies.

“L’ins?curit? et l’instabilit? r?currentes en Ha?ti, ainsi que le blocage par des bandes arm?es criminelles du principal terminal de carburant du pays dans la capitale, Port-au-Prince, signifient que le carburant n?cessaire pour alimenter les h?pitaux n’est pas livr?. En outre, de nombreux membres du personnel de sant? sont dans l’incapacit? de se rendre au travail et de prodiguer des soins aux patients. La situation actuelle a ?galement un impact n?gatif sur le r?approvisionnement en m?dicaments et en intrants m?dicaux.”

“Des vies sont d?j? perdues en Ha?ti parce que les h?pitaux ne peuvent pas acc?der au carburant”, a d?clar? Ulrika Richardson, coordinatrice r?sidente et humanitaire des Nations unies en Ha?ti. ” Si cette situation perdure, a-t-elle ajout?, des services vitaux risquent de s’arr?ter, notamment pour les femmes enceintes, les nouveau-n?s et les enfants, ainsi que pour les personnes souffrant de traumatismes et d’autres infections potentiellement mortelles.”

Le manque d’acc?s au carburant affecte environ les trois quarts des principaux h?pitaux du pays, selon des donn?es r?cemment recueillies par l’Organisation panam?ricaine de la sant?/Organisation mondiale de la sant?/ (OPS/OMS) des Nations unies.

Le Fonds des Nations unies pour l’enfance (UNICEF) estime que quelque 22 100 enfants de moins de cinq ans et plus de 28 000 nouveau-n?s risquent de ne pas recevoir les services de sant? essentiels au cours des quatre prochaines semaines.

“Ha?ti vit une nouvelle p?riode de <>, ou <>, depuis pr?s de deux semaines. De dangereux barrages routiers perturbent gravement les cha?nes d’approvisionnement et rendent presque impossible le d?placement des patients ou du personnel. Les barrages routiers et les troubles, combin?s ? la violence continue des gangs, ont ?galement contribu? ? de graves p?nuries de carburant et ? une panne quasi totale des communications dans de nombreuses r?gions du pays”, souligne de son c?t? l’h?pital Saint-Boniface.

Toutefois, cette organisation non gouvernementale qui travaille dans le grand sud informe que ses portes restent ouvertes, 24 heures sur 24, 7 jours sur 7, pour chaque patient dans le besoin. “Ces d?fis ont contraint de nombreux ?tablissements de soins de sant? et autres institutions critiques en Ha?ti ? suspendre leurs op?rations ces derniers jours. Gr?ce ? notre personnel h?ro?que et au soutien ind?fectible de nos partenaires et de la communaut? locale, SBH est rest? ouvert et pleinement op?rationnel tout au long de cette crise”, avance l’h?pital Saint-Boniface.

Grande cha?ne de soins priv?s op?rant en Ha?ti, le Dash informe ?galement que ses trois h?pitaux ? Petion-Ville, l’h?pital Jude-Anne ? Delmas 18 ainsi que l’h?pital Christ du Nord au Cap-Ha?tien continuent de fonctionner 24/24.

Four men held for Pennywise heist appear in court

FOUR men who were held for the deadly Pennywise Super Centre, La Romaine heist have appeared in court on gun charges.

Christopher Noreiga, 24, and Brent Walcott, 23, both of Ballantyne Street, Five Rivers, Arouca, appeared virtually before San Fernando Magistrate Amelia Deonarinesingh on Tuesday.

The two were found in some bushes in La Romaine, following the Pennywise robbery attempt.

Noreiga and Walcott faced joint charges of trafficking in firearms and possession of ammunition. The charges were laid indictably and the two were not called upon to plead. Their matters were adjourned to September 29.

Two other men who were held during a search by police of a house in Corinth Hill, have also appeared in Court.

Rennico Khan, 32, of Midas Lane, Corinth Hill Extension, Ste Madeleine and Kemo Mc Sween, 26, of Union Hall, San Fernando, both appeared in court on charges of possession of arms and ammunition.

Khan also faced another charge of resisting arrest, to which he pleaded guilty and will return to court on Wednesday for facts and sentencing. Mc Sween will also return to court on Wednesday.

Snr Supt Richard Smith told Newsday on Tuesday that notwithstanding the laying of charges, investigations are very much ongoing and more arrests could be made soon.

He said files were sent to the office of the Director of Public Prosecution and investigators are awaiting instructions.

Over the weekend, police released a soldier who was arrested after he reported his vehicle stolen by six men who used it to try and escape from police after the Pennywise heist. Four suspects were later shot dead by police.

On September 19, security officers Jeffrey Peters, 51, Jerry “Bat” Stuart, 49, and Peola Baptiste, 57, were transporting money collected from several businesses on the Pennywise compound, when they were ambushed.

Peters and Stuart died while Baptiste remains warded in critical condition at the Eric Williams Medical Sciences Complex, Mt Hope.

In the hail of gunfire, another security, Allister Harris, 47, was shot but survived. A nine-year-old boy from Siparia who was passing as police chased the bandits, was grazed by a bullet.

Police cornered the suspects at a house in La Romaine and in the ensuing gun battle, four of the suspects were killed. They have been identified as Greg Dodough, Deaundre Montrose and brothers, Kyle and Keyon Ramdhan.

Kyle was on bail at the time of the Pennywise incident, having been charged with attempted murder.

On April 25, Keyon survived a shooting incident that claimed the life of Hakeem “Skinny” Peters, 25, of Lezama Trace, South Oropouche.

Keyon was reversing a Nissan Versa car out of the family’s yard at Delhi Road, Fyzabad, when gunmen ambushed him and Peters who was a front seat passenger.
