Active COVID-19 cases at 67 with one new infection

One more person has tested positive for the novel coronavirus in the last 24-hours, according to the Ministry of Health today.

Consequently, the total number of active cases in Guyana is now 67, that is, 63 persons in home isolation and the remaining four persons in institutional isolation.

There are two other persons in institutional quarantine as well.

The country’s COVID-19 death toll remains at 1281, while the total number of persons who have recovered from the life-threatening disease has increased to 70,001.

Ladies and gentlemen, boys and girls, fellow residents, citizens, and friends, I am here today to extend special greetings in commemoration of the International Day of Older Persons. Every year, on October 1st we take the time to recognize the value and contributions of Older persons in our lives and communities. This year’s theme for International Day of Older Persons is “Resilience of Older Persons in a Changing World.” I quite like this year’s theme because it encourages us to think about how resilient and adaptive we are as Kittitians and Nevisians. As we commemorate this international observance for older persons, I’d like to acknowledge and appreciate the ten centenarians who are alive and well residing in our Federation today. Specifically, we have 6 in St. Kitts and 4 in Nevis. I think that having this number of centenarians among us is a testament to the strength and fortitude of our identity and heritage as Kittitians and Nevisians.

As an extension of this year’s theme – Resilience of Older Persons in A Changing World – the contribution and resilience of Older women is also being recognized, particularly since statistics indicate that the majority of persons 62 and older are female. This is evident even when it comes to our 10 local centenarians, whereby 70% of our oldest citizens are women. Earlier this year, in connection with International Day of Women, two local older women were recognized nationally for their work in the area of gerontology and geriatric care – Ms. Mary Ann Wigley and Mrs. Patricia Leader received awards for their contributions in the area of senior elderly care and are appreciated for their hard work and trailblazing pursuits.

Throughout the year, the Ministry of Social Development, Gender Affairs, Aging and Disabilities works to provide consistent senior enrichment programs and elderly care services that help to meet the particular needs of older persons, aged 62 and older. As minister, I take this opportunity to publicly highlight and thank the dedicated staff and home care officers who go out daily to care for and assist older persons in their homes and communities. To our home care officers, your continued work and service are valued and extremely appreciated, thank you.

Now, from today, we will be celebrating the contributions of Older Persons during the month of October. The Ministry of Social Development, Gender Affairs, Aging and Disabilities will host special activities that recognize, celebrate, and engage Older persons. To kick things off, a special thanksgiving service was held on September 30th. Other activities will include video media appreciation campaigns, fun games and cooking activities, and package distributions.

For the incalculable contributions of older persons 62 and over who have toiled unrelentingly to lay the foundation of our society and who have sustained our growth for the past two generations, I’d like to say thank you! And I encourage each of us to use this month of October to celebrate the older persons who we know and care for in our homes and communities. Luckily, we really don’t have to look too far to identify the older persons in our communities and appreciate them for their contributions. We see them every day, they are our mothers, fathers, grandparents, mentors, senior advisors, community stalwarts and neighbours who always appreciate being called on and included. We can count on older persons to offer wise counsel and to preserve our histories as storytellers so we may never forget just how far we’ve come. As we celebrate today’s observance as international day for older persons, I extend heartfelt well wishes to the older persons in my life, in my community and across the entire Federation. I am grateful for the ways you have shaped our homes, society and the nation on a whole.

In St. Kitts and Nevis, life expectancy has noticeably increased over the last three decades, thanks to Improved quality of life and a reliable social security system. As population demographics trend toward a growing older population, it is important for us to find ways to utilize generational knowledge in innovation thrusts and to uplift the quality of care and socio-economic supports provided for older persons.

This is why under this SKNLP-led administration the decision was made to intensify efforts to improve the delivery and scope of elderly services in order to ensure that older persons live a dignified and purpose-filled life as they age. Through the development and implementation of the Ministry’s Senior Enrichment Programme, there is a heightened focus on five main pillars, namely, physical well-being and healthy lifestyles, spiritual development, social and personal development, lifelong learning & skills development and advocacy and community engagement. It is envisioned that these interventions would be instrumental in promoting active aging and raise awareness of the opportunities and challenges of aging persons in today’s rapidly evolving world.

Furthermore, In a thrust to carve out space for the significant presence of older persons across the federation, this administration is committed to branching out and building on the elderly care services being provided as part of community development and social services. Strategic plans for this new thrust include the establishment of an Elderly and Disability Services Unit, the drafting of legislation for the prevention of elderly abuse, reinstatement of the Golden Years Club, as well as staff training and recruitment of an additional cohort of home care officers to pilot a new elderly day care program in different communities.

Since 2020, persons aged 62 and older were forecast to outnumber children under the age of 5. According to the United Nations, over the next three decades, the number of older persons worldwide is projected to more than double, reaching more than 1.5 billion persons in 2050. These statistics reflect the need for strategic thinking and investment in the future of our older citizens as they age and require care assistance and social supports. This is another reason greater focus is being placed on aging and elderly care under this government administration. Acknowledging that our older citizens and residents are key custodians and repositories of our nation’s history and culture, it is important for us to be cognizant of the value that older persons bring to our development agenda, we ought to find ways to strike a balance for their inclusive contribution and engagement that allows for transgenerational knowledge transfer as we grow together in nation building.

Today, as we honour the lives and value the meaningful contributions of older persons, I implore us all to cherish our senior loved ones. Let us involve them, let us protect them, let us respect them, and let us be benevolent towards them as we collectively work towards ensuring that we establish programs and social security systems that enable all older persons to live a more dignified and fulfilling life as they advance in years.

To conclude this special message, I express deep gratitude and sincere well wishes for our senior citizens and residents. May your contributions never be forgotten and your resilient spirits be an inspiration to all of us. May God bless and keep us all. Happy International Day of Older Persons, thank you for listening.

Basseterre, St. Kitts, October 1, 2022 (SKNIS): Minister of Information and Communication Technology (ICT), the Honourable Konris Maynard, said that the Government of St. Kitts and Nevis is committed to achieving Universal Affordable Broadband Connection to residents and citizens of the Federation before 2030.

“St. Kitts and Nevis gives the commitment to leave no one unconnected and achieve Universal affordable Broadband connection to 100% of our residents and citizens before 2030. We will continue our collaboration with the ITU and other CTU member states so that we can provide the real dream of a digital economy and full e-government services to all the people in the federation of St. Kitts and Nevis,” Minister Maynard announced during his presentation of St. Kitts and Nevis’ policy statement at the International Telecommunication Union’s (ITU) Plenipotentiary Conference taking place in Bucharest, Romania from September 26th to October 14th, 2022.

He said that the Government of St. Kitts and Nevis is about to begin its digital transformation journey which will start with the ‘Whole of Government Strategy.’

“While we have achieved individual milestones, to achieve full Digital Transformation it is now necessary to fully embrace the ‘Whole of Government’s strategy.’ However, due to all the limits associated with Small Island Developing States such as ours, the Whole of Government strategy requires us to collaborate with the best ICT industry practitioners to aid in the capacity building of our local technical talent and access to affordable and concessionary capital investment,” he said.

So far, the strategy has resulted in “About 85% mobile and internet penetration in St. Kitts and Nevis; Digital application for financial assistance during the pandemic; Online Vehicle Registration and Licensing; Creating an Immunization database; Online Immigration/Customs portal eliminating the need for paper and improving entry processing speeds,” he added.

Minister Maynard also said that the Ministry has “pledged to our local internet service providers to engage in “Partner2Connect’ initiatives to improve connectivity around the island and that “high-speed internet is provided for free to our local community centres around the island to enable unconnected citizens the opportunity to connect.”

The Ministry of Agriculture Launches Asset Management Programme to Help Create More Clean and Green Spaces Across St. Kitts

Basseterre, St. Kitts, October 01, 2022 (SKNIS): The Ministry of Agriculture as part of its ongoing Asset Management Programme continues to rehabilitate various properties and compounds across St. Kitts in an effort to boost productivity and create more clean green spaces. On September 29, 2022, Minister of Agriculture Samal Duggins and his team facilitated a clean-up of the compound of the George Moody Stewart School.

“As I stand here in the compound of the George Moody Stewart School, one of the assets under the management of the Ministry of Agriculture we are standing on our commitment to managing our assets well. Also, in keeping a very clean and healthy environment free of pests and free of diseases and one that our children can feel comfortable in and play whilst developing well. Today, we are cleaning the compound and surroundings of this premises, we would have been made aware that a number of insects would have found a home in the overgrowth and so today we want to remove all of that overgrowth so that we can remove the homes developed for centipedes and other pest and insects because we have young children here at the school and we do not want any injury or adverse effects to these children”, said Minister Duggins.

On September 27, 2022, also as a part of the ongoing Asset Management Programme, the Ministry of Agriculture also held a cleanup exercise in the vicinity of the Old Road Fisheries Complex in an effort to improve the sanitary conditions at the facility. Acting Manager of the Basseterre and Old Road Fisheries Complex Mr. Lorinston Jenkins spoke about the importance of the ongoing exercise.

“We are down here trying to maintain and clean up of the Old Road Fisheries Complex because this is one of the focus areas for our department right now as we work towards getting the facility back up and running at its maximum capacity. We want to make this facility more effective and useful for the fisherfolk and residents of the surrounding area. We want to get everything done in a sustainable way to the benefit of all involved. Another reason for this major cleanup exercise is that in Old Road we catch a lot of ocean pelagic species of fish so we attract a lot of customers here and for food safety purposes we need to ensure that the area is kept in great condition,” said Mr. Jenkins.

The Ministry of Agriculture intends to rehabilitate a number of its properties across the island in an effort to improve the delivery of its services to the general public. Fisherfolk across the Federation will be assisted with the various equipment and materials necessary to boost production.

Chinese billionaire Richard Liu settles US rape allegation Loop Jamaica

MINNEAPOLIS (AP) — Chinese billionaire and JD.com founder Richard Liu agreed to settle a lawsuit filed by a former University of Minnesota student who alleged he raped her in her Minneapolis apartment after a night of dinner and drinks with wealthy Chinese executives in 2018, attorneys for both sides announced late Saturday.

A settlement amount was not disclosed.

Richard Liu, who stepped down as the CEO of Beijing-based e-commerce company JD.com this year amid increased government scrutiny of China’s technology industry, has denied raping the woman, Jingyao Liu, and prosecutors never filed criminal charges. A joint statement from attorneys for both sides called the encounter “a misunderstanding.”

“The incident between Ms. Jingyao Liu and Mr. Richard Liu in Minnesota in 2018 resulted in a misunderstanding that has consumed substantial public attention and brought profound suffering to the parties and their families,” the joint statement said. “Today, the parties agreed to set aside their differences, and settle their legal dispute in order to avoid further pain and suffering caused by the lawsuit.”

The settlement was announced just two days before the civil trial was set to begin Monday in a Minneapolis courtroom. On Friday, a jury of seven men and five women were picked to hear the case.

Richard Liu is a celebrity in China, part of a generation of entrepreneurs who created the country’s internet, e-commerce, mobile phone and other technology industries since the late 1990s. Forbes estimated his wealth at $10.9 billion on Saturday.

Jingyao Liu alleges the attack happened in 2018 while Richard Liu was in Minneapolis for a weeklong residency in the University of Minnesota’s doctor of business administration China program, geared toward high-level executives in China.

Jingyao Liu, a Chinese citizen, was at the university on a student visa and was a volunteer in the program at the time. The Associated Press does not generally name people alleging sexual assault, but Jingyao Liu has agreed to be identified publicly.

Jingyao Liu was 21 and Richard Liu was in his mid-40s at the time, the lawsuit said. They are not related.

Richard Liu, also known as Liu Qiangdong, was arrested on suspicion of felony rape in August 2018, but prosecutors said the case had “profound evidentiary problems” and declined to file criminal charges.

Jingyao Liu sued Richard Liu and JD.com in 2019, alleging sexual assault and battery, along with false imprisonment.

The case drew widespread attention at a time when the #MeToo movement was gaining traction in China. Richard Liu’s supporters and opponents waged aggressive public relations campaigns on Chinese social media; censors shut down some accounts that supported Jingyao Liu for “violating regulations.”

Jingyao Liu said in her lawsuit that she had to withdraw from classes in fall 2018 and seek counseling and treatment. Her attorney said she has since graduated but has post-traumatic stress disorder. She sought compensatory as well as punitive damages from Richard Liu.

Her lawsuit said she was seeking more than $50,000, a standard figure that must be listed in Minnesota if a plaintiff intends to seek any larger amount. She was expected to ask a jury to award much more.

On the night of the alleged attack, according to the lawsuit, Richard Liu and other executives went to a Japanese restaurant in Minneapolis and one of the men invited Jingyao Liu at Richard Liu’s request.

She felt coerced to drink as the powerful men toasted her, and Richard Liu said she would dishonor him if she did not join in, her lawsuit claimed.

According to text messages reviewed by The Associated Press and Jingyao Liu’s interviews with police, she said that after the dinner Richard Liu pulled her into a limousine and groped her despite her protests. She said he raped her at her apartment. At one point, she texted a friend: “I begged him don’t. But he didn’t listen.”

Her friend notified police, who went to her apartment. Jingyao Liu told one officer, “I was raped but not that kind of rape,” according to police. When asked to explain, she changed the subject and said Richard Liu was famous and she was afraid. She told the officer that the sex was “spontaneous” and she did not want police to get involved.

Police said they released Richard Liu because “it was unclear if a crime had actually taken place.” In a later interview with an investigator, Richard Liu said the sex was consensual and the woman “enjoyed the whole process very much.”

Jingyao Liu told a police sergeant that she wanted to talk with Richard Liu’s attorney and threatened to go to the media if she did not, according to police. Richard Liu’s former attorney recorded the phone call, in which Jingyao Liu said she didn’t want the case to be in the newspaper and “I just need payment money and apologise and that’s all.”

A recording of the phone call was expected to be played as evidence at trial. Surveillance videos from the restaurant, the restaurant’s exterior and the halls of the woman’s apartment complex were also expected to be played for jurors.

Woman to appear in court charged with killing daughter

Shalini Ramsaroop, the 30-year-old woman who was charged with the manslaughter of her nine-month-old daughter is expected to appear before a Princes Town magistrate on Monday.

The New Grant woman was charged on Friday evening after police received advice from the Office of the Director of Public Prosecutions.

The child, Seileen Ramsaroop, was taken to the Princes Town Health Facility on September 21. She was unresponsive. She was later transferred to the San Fernando General Hospital where she was declared dead. It is alleged the woman told police she fed the baby a mixture of Malathion, milk and cereal in an attempt to stop her uncontrollable crying.

Investigations were spearheaded by acting Supt Sean Dhillpaul, supervised by Insp Jones and included Sgts Elvin and Forbes, all of the Homicide Bureau of Investigations, Region Three.

Ramsaroop was charged by Sgt Ramdial of the Southern Division.

Cop with cancer heads to India for surgery, still needs $

EVEN as she left for India on Sunday morning for life-saving surgery, police constable Zelia Christiana Castello, 27, who is battling cancer, made a last minute appeal for help.

“Please TT, my life is in your hands. Without the funds to complete the surgery, I could die.”

Castello left TT on Sunday morning, bound for India, with a mixed sense of optimism and trepidation.

Optimism that the bone marrow transplant surgery she must undergo will be successful, but apprehension that the money needed to save her life will not be sufficient or get to her on time.

Woefully short of the $1.4 million to offset the cost of her treatment, Castello said the Apollo Hospital in India has bent backwards to take her in because her situation is dire.

The money collected through fundraisers, a First Citizens bank account: 2283611, plus US$3,000 through a GoFundMe account, is only enough to start the process.

The disease has left the mother of one unable to work as a Municipal Police officer at the Siparia Regional Corporation where she was last assigned. After she got ill, she was told her insurance policy does not cover cancer.

“I have been under some financial strain because cancer medication is expensive.”

First diagnosed in January 2021 with cancer of the lymphatic system, a part of the body’s germ-fighting immune system, Castello was being treated at the San Fernando General Hospital (SFGH).

However, her cancer progressed to stage four, requiring urgent bone marrow transplant, which is not available in TT.

“Chemo puts the cancer to sleep. It stays in the body for one month. As soon as the chemo wears off, the cancer wakes back up. My last treatment was eight weeks ago and doctors said there is nothing more they can do for me here.

“All the symptoms have returned: body pains, muscle spasms. I can’t even hold my spoon to eat. My hands shake like a leaf.

“My lymph nodes are swollen, my neck, everywhere is starting to swell up. I can’t hold on much longer, I really need to leave for treatment,” she said. She revealed having to cancel arrangements to leave in early September, owing to the lack of funds.

“Without the treatment, “there is every indication that I could die.”

Her Point Fortin family woke up early on Sunday to pray with her and send her off with optimism, that somehow she will receive the financial help for the surgery.

The first procedure she will need when she gets to India, she said, is high-dose salvage chemotherapy, which will be done privately.

A US$15,000 down payment had to be made for this aggressive form of chemotherapy before the transplant can be done. This involves removing the patient’s bone marrow, clearing out the cancer cells and re-implanting it.

Parika-Supenaam online Ferry Pass to reduce waiting lines, complaints

Commuters will benefit from ease of travel with the new online Ferry Pass

…similar payment system touted for Suriname route by January

After decades of operating with in-person booking for ferries, commuters for the first time will be able to secure their spot using an online booking system.

“Ferry Pass” was launched on Saturday at the Parika Stelling and will be running concurrently with current operations to make bookings easier.

Phase One of this initiative includes only the route between Parika and Supenaam, with MMG offering the payment solution. Online reservations will get first preference against those who prefer the in-person ticketing system.

The platform can support other routes but this pilot will monitor operations and usage. Phase Two will entail other payment options and provisions for differently-abled persons.

Public Works Minister Juan Edghill dubbed this introduction a big difference in the lives of people using the ferry service, with reduced loss of time since patrons can bypass having to show up hours before to secure a spot.

“A system that is transparent, accountable, accessible, where it’s not left to the discretion of an individual at any level, but is one that is open to the entire public makes travelling easier and more comfortable and saving lots and lots of time. And that is what Ferry Pass will do…This is making life easy for everybody. And it is making the system one that is fair and predictable,” Edghill underscored.

The Minister added that there have been complaints of persons abusing the system, leaving others disenfranchised. This new addition, he related, is an avenue to stop corruption.

“We have to stop the corruption. We have to stop the occasion for corruption. Oftentimes, the people who complain about the corruption are the people who participate in the corruption or when you do work for them. That’s when they complain.”

By December 1, this mechanism will be available for the Supenaam to Bartica route. Later in Jan 2023, online booking for Leguan, Wakenaam, Mabaruma, Port Kaituma and Morawhanna and Fort Island will come on steam.

The Minister also added that by Jan 2023, online booking for the MV Canawaima, which plies the Guyana to Suriname Route, should be achieved.

“We must work with our Surinamese counterpart and we must put online booking for the MV Canawaima by January 1, 2023. We must get it done. It is the same form and that is the direction we’re going, so people don’t have to drive all the way to Moleson Creek, sleep in a car waiting to get on. If we did it at Supenaam-Parika, we can do it anywhere else,” the Minister told stakeholders.

Meanwhile, General Manager at MMG, Bobita Ram shared that the Guyanese public should look forward to more technological changes to bring comfort and ease while accessing services. To date, MMG has over 100,000 users.

“When we were invited to collaborate with Transport [and] Harbours Department on creation of Ferry Pass, we immediately saw the many benefits such an initiative would bring the commuters, first of all by saving time, easing the stress of wondering whether or not their vehicle would make it on the ferry and enhancing accountability overall.”

She added, “More initiatives driven by technology and the desire to bring ease and convenience to everyday lives. Let me stress on the words ease and convenience, since these are the pillars on which MMG services are delivered since our launch nine years ago, and since then, has radically transformed the payment landscape of Guyana.”

According to her, other Government agencies that require in-person payments should consider other technological and cashless platforms.

Minister within the Public Works Ministry, Deodat Indar underscored under the Transport and Harbours Department, infrastructure has been under the microscope to ensure a smooth flow. He shared that persons can be frustrated with the current system, and it can sometimes disadvantage commuters. Even with this system, Indar said, monitoring is present for a fair process.

“It will have to be managed properly. Because if you have a parallel system working, which we’re doing now, is to have an online booking system with a manual one just to make sure there is no failure in the holes of the whole transport system. People booking sometime can frustrate people too. So, we are asking people when to the online booking, do it honestly,” Indar reassured.
