A seventeen-year-old student of Kingston Technical High School has been charged with murderafter fatally stabbing another student at the school in Kingston on September 29.

The victim is 16-year-old Michion Campbell of 9 Miles, Bull Bay in St Andrew. She died from stab wounds she received during a dispute with the 17-year-old schoolgirl.

Reports from the Central police are that about 2:30pm, Campbell and another schoolgirl were involved in a dispute on the school compound. The dispute escalated, and both schoolgirls were subsequently seen with stab wounds.

They were taken to the hospital where Campbell was pronounced dead and the other treated and taken into police custody.

The teen was subsequently charged following an interview. She is a minor so her identity will not be released by the police.

She is scheduled to appear in court later this week.

The United States Assistant Secretary for Western Hemisphere Affairs Ambassador Brian A. Nichols has reaffirmed his country’s support for a peaceful resolution to the Guyana/Venezuela border controversy.

The US State Department official extended this support via Twitter today. In his post Ambassador Brian A. Nichols stated, “The 1899 arbitral award determined the land boundary between Guyana and Venezuela and should be respected unless or until otherwise determined by a competent legal body. The US supports a peaceful resolution to this issue.”

His support comes two days after Guyana Government reiterated its commitment to peaceful resolution of the controversy.

Tropical depression 12, which formed west of the Cabo Verde Islands Tuesday evening, is expected to be short-lived.

According to the US National Hurricane Centre (US NHC), at 5pm AST (2100 UTC), the centre of tropical depression 12 was located near latitude 14.9 north, longitude 30.5 west.

The depression is moving toward the north-west near 12 miles per hour (19 km/h). A fairly constant motion toward the north-west or north-northwest is expected through Thursday.

Maximum sustained winds are near 35 mph (55 km/h) with higher gusts.

Little change in strength is forecast during the next couple of days, but the depression has some potential to become a tropical storm Tuesday night or on Wednesday.

The system is expected to dissipate by Thursday night.

De sanglants affrontements se sont poursuivis mardi dans une des plus grandes prisons d’Equateur, au lendemain de violences entre détenus qui ont fait au moins 16 morts, dont un baron présumé de la drogue, et plusieurs dizaines de blessés.

Un précédent bilan faisait état de quinze morts. Le 16e mort est un détenu décédé des suites de ses blessures, a précisé l’administration pénitentiaire (SNAI).

Depuis février 2021, le système pénitentiaire équatorien a connu huit massacres entre détenus, ayant fait au total plus de 400 morts.

“Il y a de nouveaux affrontements” au sein du centre pénitentiaire de Latacunga, à une centaine de kilomètres au sud-est de Quito, a indiqué mardi la SNAI.

Onze nouveaux détenus ont été blessés au cours de la matinée, selon le gouverneur de la province de Cotopaxi, Oswaldo Coronel.

Selon l’administration pénitentiaire, des détonations ont été entendues dans l’aile de sécurité moyenne de la prison et le personnel administratif a été évacué.

Le centre pénitentiaire de Latacunga compte quelque 4.300 détenus et est l’un des plus vastes du pays.

Quinze prisonniers y ont été tués lundi et 33 autres blessés dans des affrontements à l’arme blanche et par arme à feu, avec une nouvelle fois des actes de barbarie et de mutilations sur les victimes. Selon un responsable de l’administration pénitentiaire, un chef de bande et leader des détenus, surnommé “El Patron”, figure parmi les tués.

“C’est très triste à dire, mais la majorité des cadavres ont été démembrés”, a déclaré un responsable provincial, Franklin Poveda. Selon les comptes rendus officiels, les détenus se sont surtout battus à l’arme blanche.

Quelque 600 militaires et policiers avaient été appelés en renfort lundi pour reprendre le contrôle de la prison.

Des grilles métalliques ont été installées devant le centre pénitentiaire, au milieu d’un ballet incessant d’ambulances fonçant sirènes hurlantes.

Comme à chacun des affrontements qui secouent régulièrement les prisons équatoriennes, des familles de détenus, en larmes ou paniquées, se pressaient pour avoir des nouvelles de leurs proches, a constaté l’AFP.

– Oscar! David! Byron! –

“Oscar!”, “David!”, “Byron!”… les familles éplorées s’époumonaient en criant le nom de leur frère, père ou fils emprisonnés.

La “boule au ventre”, Roberto, 43 ans, raconte une interminable attente, jusqu’au moment où il a pu enfin entendre son neveu “Chucho” lui répondre “me voilà”, depuis derrière le mur de la prison.

“Je cherche mon frère Carlos Bravo. Je suis arrivée à six heures du matin. Ils m’ont appelé pour me dire de venir chercher mon frère. Je ne sais rien, il n’y a pas de liste, personne ne m’a rien dit”, a déclaré à l’AFP une femme aux yeux gonflés par les pleurs, qui n’a pas souhaité s’identifier.

Le président équatorien, Guillermo Lasso, a envoyé lundi soir un “message de condoléances et de solidarité” aux proches des victimes.

Dans ce dernier massacre en date, la violence aurait été déclenchée par le meurtre de Leandro Norero, un trafiquant de drogue de 36 ans connu sous le nom de “El Patron”. “D’après ce que nous savons, à titre préliminaire, Leandro Norero fait partie des victimes”, a déclaré Jorge Flores, directeur adjoint de la prison.

Leandro Norero avait été arrêté en mai pour trafic de drogue et blanchiment d’argent lors d’une opération à Guayaquil, le principal port équatorien par lequel transite une grande partie de la cocaïne à destination de l’Europe et des États-Unis.

Selon le site internet GK, spécialiste de la violence dans les prisons, “El Patron” a été tué “le jour même” où il devait être accusé de trafic de drogue. Il “a un casier judiciaire chargé et a été le leader de Los Ñetas, puis a fondé Los Chone Killers avec l’alias Trompudo”, selon le site.

Des gangs tels que Los Chone Killers, Los Choneros, Los Lobos ou encore Los Tiguerones gèrent souvent le trafic de drogue depuis les centres de détention et se font la guerre à l’intérieur et à l’extérieur pour dominer le marché.

Les autorités se sont montrées jusqu’à présent incapables de juguler ces violences, souvent perpétrées à l’arme blanche et marquées par des décapitations et autres actes de barbarie.

La surpopulation carcérale en Equateur était de 30% en 2021, mais elle a été réduite grâce aux grâces présidentielles et à l’application des avantages liés au bon comportement des détenus.

L’Equateur, qui compte 18 millions d’habitants, est coincé entre la Colombie et le Pérou, les plus grands producteurs de cocaïne au monde. En 2021, le pays a saisi un volume record de 210 tonnes de drogue. La même année, le taux d’homicide a presque doublé, pour atteindre 14 meurtres pour 100.000 personnes.

Government Fully Committed to Addressing Water Concerns in St. Peter’s and Other Communities

BASSETERRE, St. Kitts, October 04, 2022 (SKNIS) – Prime Minister the Honourable Dr. Terrance Drew has said that his administration is fully committed to resolving the water situation affecting the St. Peter’s area and other communities in St. Kitts.

Prime Minister Dr. Drew was speaking following a visit to a well site in St. Peter’s where employees of the Water Services Department within the Ministry of Public Infrastructure are working around the clock to resolve the situation that caused days of water interruption for consumers in that community.

“What I would like to say to the people of the environs of St. Peter’s is that we are committed to making sure that this is resolved, and I want to say that the Honourable Konris Maynard [Minister with responsibility for Water] is not here this morning because he is away on national duty but had he been [in St. Kitts] he would have been here as well, and of course he has given his commitment, as the PS mentioned, to make sure that we resolve the water situation not just in St. Peter’s but we want to resolve it throughout the whole of St. Kitts and Nevis,” Dr. Drew said.

The prime minister said he was also pleased to know that a water truck was busy making it rounds “to make sure that the residents have access to potable water and so I want to thank everyone who has been involved and we’ll keep a close eye on the situation and we’ll keep pushing towards the restoration of water to the people of St. Peter’s.”

The honourable Prime Minister extended his personal appreciation to the hard-working staff of the Water Services Department for their prompt and efficient response to the problem.

“I want to thank the guys who are working because I think they are the real foundation in making sure that this issue is resolved. I know the guys have been working extremely hard and sometimes we don’t recognize how hard they are working. We just know that the water is there and I want us to understand that it just doesn’t automatically get there. There are people who are working hard and when it goes I think that that really brings to bear how important these guys are in making sure that we have water,” said Prime Minister Dr. Drew.

As of Tuesday (October 04) morning, water was restored to up to eight percent (80%) of consumers in the St. Peter’s community, and work was being carried out today to ensure the remaining residents could have access to potable water by the end of the day.

Police Investigating Fatal Incident in Basseterre

Basseterre, St. Kitts, October 04, 2022 (RSCNPF): The Police are investigating the death of 22-year-old Alisha Dunrod of Sprott Street who was fatally wounded during an incident along Central Street, Basseterre.

The Police responded to the scene of the incident following an emergency call that was made to 911 sometime after 3 p.m. on Monday, October 03, 2022. The information received stated that a young woman had been stabbed and needed assistance.  Investigations so far have revealed that Dunrod was injured during an altercation. She was transported to the JNF General Hospital via the Emergency Medical Service (EMS), but succumbed to her injuries. She was pronounced dead at the hospital.

Personnel from the Forensic Department processed the scene and collected items of evidential value. An individual was taken into Police custody to assist with investigations into the matter.

Persons with information regarding this incident are urged to contact the Violent Crime Unit by dialing 467-1887, 467-1888, 662-3468, their nearest Police Station or the Crime Hotline at 707 where information can be given anonymously. Investigations into the matter are ongoing.

St Kitts and Nevis Participates in UN Pilot Programme to Reduce Poverty, Increase Employment and Social Protection

Basseterre, St. Kitts, October 04, 2022 (SKNIS): The United Nations (UN) is partnering with St. Kitts and Nevis and three other Eastern Caribbean countries to pilot a project aimed at reducing poverty and inequalities, increasing youth employment, and enhancing social protection systems for households.

The regional programme entitled “Resilient Caribbean: Engaging and Training Youth, Strengthening Integrated Social Protection Sector Delivery Joint Programme” was launched at the Solid Waste Management Corporation (SWMC) Conference Room in Basseterre at a ceremony on Tuesday, October 04, 2022.

Didier Trebucq, UN Resident Coordinator for Barbados and the Eastern Caribbean, attended the launch in St. Kitts and Nevis. He stated that the project is designed to help accelerate progress to achieve the Sustainable Development Goals (SDGs) 2030.

“For us at the UN, putting the emphasis on youth empowerment, on young people, is paramount,” said Mr. Trebucq. “It is paramount because we have adopted the Youth 2030 strategy under the leadership of the UN Secretary-General António Guterres and we truly …believe in youth. Give a space to youth, give a voice to youth, working with youth rather than just working for youth. It is important to make sure that youth are inserted in productive activities of societies at large.”

The challenges of the Ukraine-Russia conflict, job losses and the economic slowdown as a result of the COVID-19 pandemic, as well as the rising cost of fuel and goods, were mentioned as factors that have resulted in a reduced standard of living for millions of persons around the world.

Mr. Trebecq noted that initiatives led by the public sector, private sector, non-governmental agencies and other civil society groups will greatly benefit from this SDG Joint Programme.

“It will contribute to greater and easier access to social assistance as well as jobs and better income for those in greater need such as young people and women. As a result, we expect that the joint programme will increase the resilience of households and communities, … and also link young people to meaningful, formal sector employment or entrepreneurship activities,” the UN official said.

Innovative and evidence-based management operational tools that build up social protection resilience will be used in this joint programme.

The Resilient Caribbean: Engaging and Training Youth, Strengthening Integrated Social Protection Sector Delivery Joint Programme is being piloted in St. Kitts and Nevis, Grenada, Anguilla, and the British Virgin Islands. The opening ceremony featured an address by Senator the Honourable Isalean Phillip, Junior Minister and Minister for Youth Empowerment, Social Development et al. of St. Kitts and Nevis. Virtual addresses were delivered by Senator The Honourable David E. Andrew, Minister of Education, Youth, Sports and Culture – Grenada, The Honourable Dee-Ann Kentish Rogers, Minister of Social Development, Education, Youth, Culture and Sports – Anguilla, and the Honourable Marlon A. Penn, Minister of Health and Social Development – the British Virgin Islands.

Antigua Airways to be partly capitalized by funds from CIP passports, with Govt holding 25% shares, says PM Browne

REAL NEWS- Prime Minister Gaston Browne has revealed that Antigua Airways has been listed as a Citizenship by Investment (CIP) Project, although he has failed to say, directly, that the airline has been duly registered in Nigeria.

Asked how much money was used to capitalize Antigua Airways, Browne told the Lower House, last week, that the listing includes 10 CIP files, which – when subscribed – would allot 20 per cent of the airline’s shares to the Government.

He said the airline service would start as a charter that connects Antigua and Barbuda and the wider Caribbean to Africa – with some relationship with LIAT when the carrier becomes operational under the 2020 brand.

Asked by Barbuda MP Trevor Walker whether the investor – identified only as Marvelous Mike – has any prior experience in the airline industry, Browne said the company will be engaged in what is called a wet lease.

Accordingly, all that is required is for the investor to have the financial resources to lease the planes and pay supporting personnel, he added.  Browne also claimed that LIAT has been providing technical support to the company.

Meanwhile, although he would not say whether the company was registered in Nigeria, Browne was adamant that Antigua Airways is duly registered here.

Two weeks ago, United Progressive Party Senator Damani Tabor revealed that Antigua Airways and Marvelous Mike Press Ltd. were not registered in Nigeria.

According to Tabor, the parent company was first registered on July 24, 2006, but its status, at the time, was inactive.  Meanwhile, the airline was then under registration.

The Cabinet Notes of Wednesday, July 20, indicated that Antigua Airways was being financed by wealthy Africans and would soon be permitted to operate flights from West Africa directly to Antigua.

Reportedly the route would be between the African continent, the Caribbean and the Americas with a tagline “Connecting the Caribbean with Africa and the Americas.”
