Les deux Corées ont procédé mercredi à des échanges de tirs de missiles: Pyongyang en a lancé plus de 10, dont l’un est tombé près des eaux territoriales sud-coréennes, ce qui a amené Séoul à riposter avec trois missiles air-sol, le président sud-coréen Yoon Suk-yeol dénonçant une “invasion territoriale de fait”.

Un missile balistique de courte portée attribué à la Corée du Nord a tout d’abord franchi la Ligne de limite du Nord, qui constitue de fait la frontière maritime entre les deux pays, provoquant une rare alerte au raid aérien demandant aux habitants de l’île sud-coréenne d’Ulleungdo de se réfugier dans des abris souterrains.

Selon l’armée de Séoul, c’est “la première fois depuis la division de la péninsule” à l’issue des combats de la guerre de Corée en 1953 qu’un missile nord-coréen est tombé si proche des eaux territoriales du Sud.

M. Yoon a “souligné que la provocation nord-coréenne est une invasion territoriale de fait par un missile qui a franchi la Ligne de limite du Nord pour la première fois depuis la division” de la péninsule, a déclaré la présidence sud-coréenne dans un communiqué.

Le missile tombé au plus proche de la Corée du Sud a amerri dans des eaux situées à seulement 57 kilomètres (35 miles) à l’est de la Corée du Sud continentale, a indiqué l’armée de Séoul, qui a qualifié de “très rare et intolérable” le tir de Pyongyang.

“Nous déclarons que notre armée répondra de manière décisive à cela”, a-t-elle ajouté.

Peu après, l’armée de Séoul a rapporté avoir tiré trois missiles air-sol près de l’endroit, au niveau de la frontière maritime, où le missile nord-coréen était tombé.

L’état-major interarmées sud-coréen avait initialement affirmé avoir identifié un tir de trois missiles balistiques de courte portée.

Mais il a par la suite annoncé que la Corée du Nord avait lancé “plus de 10 missiles de types différents vers l’Est et l’Ouest”.

Le président Yoon a convoqué une réunion du Conseil national de sécurité au sujet de ce lancement, qui, selon les analystes, est l’un des plus “agressifs et menaçants” depuis plusieurs années. Le président sud-coréen a en outre ordonné des mesures “rapides et sévères afin que les provocations de la Corée du Nord paient un prix fort”.

Le Japon a également confirmé le lancement de missiles nord-coréens, le Premier ministre japonais Fumio Kishida déclarant aux journalistes vouloir “tenir une réunion sur la sécurité nationale dès que possible”.

“Tempête vigilante”

Séoul et Washington organisent actuellement le plus grand exercice aérien conjoint de leur histoire, baptisé “Tempête vigilante” (Vigilant Storm), auquel participent des centaines d’avions de guerre des deux armées. 

Pak Jong Chon, maréchal et secrétaire du Parti des travailleurs au pouvoir en Corée du Nord, a qualifié ces exercices d’agressifs et provoquants, selon un rapport publié mercredi par la presse officielle nord-coréenne.

Selon lui, le nom de ces manoeuvres fait écho à l’opération “Tempête du désert”, nom donné aux opérations militaires de la coalition conduite par les Etats-Unis contre l’Irak en 1990 et 1991 après l’invasion du Koweït.

“Si les Etats-Unis et la Corée du Sud tentent d’utiliser leurs forces armées contre la (République populaire démocratique de Corée) sans crainte, les moyens spéciaux des forces armées de la RPDC accompliront leur mission stratégique sans délai”, a déclaré M. Pak, selon l’agence d’Etat KCNA. 

“Les Etats-Unis et la Corée du Sud devront faire face à une terrible affaire et payer le prix le plus horrible de l’histoire”, a ajouté M. Pak.

Près de la Corée du Sud

Les missiles tirés mercredi par la Corée du Nord constituent “la plus agressive et menaçante démonstration (de force) contre le Sud depuis 2010”, a déclaré à l’AFP Cheong Seong-chang, chercheur à l’institut Sejong. “Il s’agit d’une situation dangereuse et instable qui pourrait mener à des (affrontements) armés”, a-t-il ajouté.

En mars 2010, un sous-marin nord-coréen avait torpillé une corvette sud-coréenne, le Cheonan, tuant 46 marins dont 16 effectuaient leur service militaire obligatoire.

En novembre de la même année, le Nord avait bombardé une île frontalière sud-coréenne, causant la mort de deux jeunes soldats.

Ce tir mercredi de missiles nord-coréens survient après une série de lancements, notamment de ce que le Nord a qualifié d’exercices nucléaires tactiques.

Washington et Séoul avertissent de manière répétée que Pyongyang pourrait effectuer un nouvel essai nucléaire, qui constituerait le 7e de son histoire.

“Aussi longtemps que je me souvienne, la Corée du Nord n’a jamais procédé à une telle provocation lorsque la Corée du Sud et les Etats-Unis menaient des manoeuvres conjointes”, a décrit à l’AFP Park Won-gon, professeur à l’université Ewha. “Pyongyang semble avoir achevé sa plus puissante (mesure de) dissuasion. C’est une grave menace. Le Nord semble également confiant dans ses capacités nucléaires.”

RC Archbishop Jason Gordon has said that while leaders serve a purpose when it comes to tackling crime in this country, “We all have a part to play.”

He was speaking at a University of TT (UTT) graduation ceremony at the National Academy for the Performing Arts (NAPA) at which he was awarded an honorary doctorate.

He said he believes TT is experiencing a “challenge of the heart” and a “spiritual crisis.

“We have a culture of disrespect. You hear it in the talk shows. We hear it in how we speak to one another…”

He said there is currently no “political engine to move us from the perils that we are facing in this state.”

Calling the murder rate – which last week passed 500 for the year – “crazy,” Gordon quoted late scientist Albert Einstein saying, “We cannot solve problems at the same level of thinking that we were at when we created those problems.”

He continued, “Just yesterday, the children of Rose Hill (RC Primary School) had to duck under their benches and their tables as gunfire was happening for a minute and a half outside, traumatising an entire school…We’ve had 15 murders in a 72-hour period recently…”

Likening the country to a boat out at sea, he said TT is “adrift” now more than ever.

“We’ve changed governments, ministers of national security, police commissioners, and the murder rate and the corruption does not change.

“In fact, when it changes, it goes up and not down.”

He recalled the 1985 visited by Dr Jess Bromley who he described as “an expert in drug use.”

He said Bromley’s conclusion was that if something was not done about drug use in TT at the time, “You will not recognise your country in 20 years.”

“I’m afraid Dr Bromley was right,” Gordon said.

He said the use of illegal drugs and guns in this country is a major contributing factor to the crime rate.

But he called on the public to look within and realise they, too, can help in the fight against crime.

“We all want someone else to solve the problem for us.

“We all want to give it to the politician, and ask them, the trade union leader, the pundit, the imam, the pastor, or the priest or the university. But the truth is, they cannot.

“They cannot solve the problem – not unless each one of us is willing to be part of that solution. We all have a part to play, we all have to make our contribution.”

He added that people of this country are straying even further owing to “the outbreak of the party, the heathenism, nakedness, pleasure and pursuit of money.

“…Because when we don’t feel good inside of ourselves, we try to solve that problem by external stimulation.

“We’ve gone to a culture of nakedness and indecency.”

He said politicians, business leaders, religious leaders and community leaders have all tried to solve this country’s problems, but they still persist.

“The golden rule says, ‘Treat others as you want them to treat you,’ and this is found in every nation, every culture, every language and every religion.

“And if we start constructing a value system in TT based on the golden rule, we can all agree at least upon that.”

He also stressed on the need for children to get an education and called on the Education Ministry to ensure children in poor communities can access same.

SEVERAL officials at the sod turning for the planned Oropune Commercial Centre and Community Centre said the former should be able to provide a source of livelihood for many of the area’s residents. The ceremony took place on Tuesday at Oropune Gardens.

Udecott chairman Noel Garcia later told reporters that the community centre would cost $14 million and be ready by November 2023, while the commercial centre will cost $22 million (in phase one) and be ready by March 2024.

Gwyneth Alexander, community development director, Ministry of Sports and Community Development, said the community centre would act as a hub of activity for different generations to interact and pass on their knowledge.

She said it would include an auditorium, library, laundry, gym, computer room and kitchen. Alexander urged residents to preserve the area’s character and charm amid these changes.

Minister in the Ministry of Housing Adrian Leonce said the project was a true demonstration of the Government’s commitment to building communities and improving residents’ lives and would benefit the Oropune community and the nation at large.

He said the Government cared deeply about the people of Oropune for whom it wished to provide affordable housing in safe and modern communities.

Leonce said the commercial centre would belong to residents and would increase their property values.

“Embrace all the benefits,” Leonce urged residents. “Support the commercial offerings.”

He said Government had a laser focus on building people, small and medium enterprises, and local talent.

“It is now the time for you, the residents, to seize the opportunity to become business owners and positively impact your community.”

St Augustine MP Khadijah Ameen, who is opposition spokesman on local government, hoped the facility would be a magnet to grow the Oropune community.

“It is my hope this commercial centre will be the beginning of the true development of the community. That also extends to our school, our playground, our recreation facilities and other facilities that will lend to the social development of this community. She hailed the efforts of Oropune Police Youth Club head Kevin Greenidge (whose duet with colleague Kezia Nicholls later delighted all.)

Ameen remarked that a community facility was not just a building.

“We could have community centres and if they are not filled with warm bodies – human beings, human interactions, human relationships – then they will go to naught.”

Hoping the facility would be a hub for activity, she hoped the positive elements in the area would grow.

Ameen added, “I want to commend the HDC for its response in ensuring the embankments, the pumps, the retention ponds, and responding to us when we call to prevent what happened to us in 2018, that big flooding.”

She thanked the HDC for responding to her calls for garbage collection, and promised her continued collaboration to uplift the area.

“I trust that perhaps soon we will have another entrance and exit out of Oropune because we still have one way in an one way out, because it really is a danger.”

Housing Minister Camille Robinson-Regis said the Government aimed to develop real and sustainable communities, and to create economic opportunities for people to move away from reliance on State assistance. She said the covid19 pandemic had led to thousands of people unearthing their talents such as baking bread to sell or starting an online business. Robinson-Regis emphasised the opportunities for people to seek their own opportunities by saying a foreign entity named Delta Technologies has estimated that 85 per cent of jobs in 2030 have not yet been invented.

Saying the Oropune commercial centre will include a mini mart, pharmacy, shops, loading bays and a police post, she said it will provide residents with a safe space for entrepreneurial activities.

THE University of TT (UTT) has awarded honorary doctorates to Roman Catholic Archbishop Jason Gordon, cultural ambassador Annette Nicholson-Alfred, businessman Langston Roach and – posthumously – legendary pan arranger and educator Desmond Waithe.

The ceremony was held at the National Academy for the Performing Arts (NAPA) on Tuesday afternoon.

Gordon got an honorary doctorate of humane letters, Nicholson-Alfred is now an honorary distinguished fellow, Roach got an honorary doctorate of science and Waithe, an honorary degree of letters.

Waithe, father of Newsday’s Melanie Waithe, died on April 20.

His wife Melissa Lynch-Waithe accepted the award on his behalf.

Gordon addressed his fellow honorees and graduates of master’s degree programmes, beginning with a childhood story.

When he was 16, he and his father were on their boat – Mattabelle – and were struggling in rough seas.

He then told his father he would put the engine on a dingy they had and he would pull the boat. He recalled building the engine from “three scrap heaps” from a shop.

“Although I was doing everything I could, all I did was manage to do is slow down the rate at which we were heading backwards.

“Sometimes, that is progress.”

He told the graduates: “You are graduating into one of the most dynamic moments of history.”

Chairman of UTT’s board of governors Clement Imbert hailed UTT for producing game changers in the areas of national development, sports and culture.

“There is a celebratory mood in the air as we acknowledge and applaud over 1,500 graduands on a significant academic achievement and commitment to excellence.

“Each of you displayed dauntless resolution, particularly over the last two and a half years, extolling the true character of a learner, and you are now officially a graduate of a very respected entity within the world of academia.”

Trim: Premature to shift Tobago carnival out of rainy season

TOBAGO Carnival Committee chairman Meisha Trim has acknowledged that bad weather affected patronage at some events, including last Thursday’s Tobago Music Arts and Culture concert, at the Plymouth Recreation Ground, which featured Nigerian Grammy-winning artiste Burna Boy.

But she said shifting the carnival from October to another month to minimise the likelihood of rainfall is not a consideration at this time.

“It is a bit premature. The pros and cons will come in and you have to weigh it,” Trim told Newsday on Tuesday.

“We literally have two sides of the coin and we have to draw the line and do that pros and cons analysis; see where the strengths of the festival lie and where the weaknesses were, and see if there is a middle point and if not, if it should be moved. But it is very premature to say.”

She added, “Some of the weather worked for some of us, not for all of us. So there are things that may have to be adjusted. We may have to look at some indoor-type gatherings for contingency purposes. There are a couple of things that can happen without literally moving the date. And we definitely have to sit and deliberate on that.”

Trim said she is very pleased with the outcome of the island’s inaugural carnival, given the time frame within which the committee had to prepare.

The Division of Tourism, Culture, Antiquities and Transportation announced the members of the committee in a press release in May.

At that time, the division’s line secretary, Tashia Burris, said she was hopeful that the committee would work to ensure that the island is strategically positioned for the hosting of a vibrant, innovative carnival that will become a staple on the island’s event calendar.

Its terms of reference included conceptualising the format for the carnival, fostering collaboration and innovation amongst members of the creative and cultural sectors, and highlighting and celebrating Tobago’s unique heritage, history and ways of expression. The committee officially began its work on May 30.

Trim said, “I am pretty pleased with what we were able to accomplish, and literally the proof will be in the pudding as we gather the data, do the research and finalise in our post-mortem.”

She said the committee has up to the end of the month to present its report to the THA.

“Our terms of reference spoke to the end of November so we do have a month again to put together this report before we disassemble.”

Based on initial reports, Trim said, Tobagonians benefited economically from the carnival.

“From an economic standpoint, we gained. From a tourism standpoint, we marketed.”

But she said some areas will have be revisited before next year’s event.

“Basically, I am happy that we all came through this weekend happily and safely. That is one of the things that I really want to say thanks to all involved, including the TTPS for keeping us safe and the patrons and guests that came to the island in spite of and despite whatever was in the space. They were curious enough and they contributed toward a wonderful and successful weekend.”

Her first design and piece, was worn in the United Kingdom by British personality Miquita Oliver. This happened fairly quietly considering the huge achievement in the grand scheme of things. Oliver wore the Sheena Rose design in the United Kingdom to the British Fashion Awards hosted by the British Fashion Council.

Oliver said that how she came to own the design was very much a thing of fate almost and therefore, she promised Rose that whenever she donned the dress it would be for a huge night which would garner her much attention.

And she definitely delivered on her promise.

It was no comfort to a fool.

Olive captioned a photo of herself in the pink ensemble at the BFAs saying:

“This dress was something SPECIAL.I discovered it in Barbados whilst filming with my mother for our new tv show that is COMING SOON!! for the BBC.The artist was called @sheenaroseinc and she had never made a dress before.I promised her I’d wear it to something Big and special and I DID. It was a complete honour to support a young caribbean woman and on the day BARBADOS GAINED INDEPENDENCE!!! and take her creation to #britishfashionawardsWe got @make_nu to do what they do and make it all nice and tight in the right places.And I worked with my babylove @charlotte__roberts on the night who managed to find emerald diamond earrings from our new friend Daryl at GRAYS ANTIQUES. Then this month, Sheena wrote her name once more on Barbados’ history pages capturing the an award for Culture at the Barbados Labour Party (BLP) 83rd Annual Conference. On October 20, she shared the big news – “The Prime Minister @mamottley and the National Council @culturebarbados nominated me for an award for Culture!!!!! Of course I accept it and I am so so sooo HONORED!!!!!!!”

Sheena walked the red carpet at the Annual Conference last weekend while wearing her own design.

On Instagram, she posted a collage photo of herself and Miquita. She captioned it: “On the right @miquitaoliver at the British Fashion Council, The Fashion Award Show and I on the right holding my award for Culture at the BLP 83rd Annual Conference!!! I am proud that I created these two dresses, teaching myself how to make clothes. I am ready to dive into the fashion world and design world. Watch me now!”

At the Annual Conference, Rose was enveloped in a big hug by Prime Minister Mia Amor Mottley and congratulated by guest, St Vincent and the Grenadines’ Prime Minister Dr Ralph Gonsalves.

Person of interest in Slickianna’s case to report to cops Thursday Loop Jamaica

The police are reporting that Rushawn ‘Chizzie’ Patterson — the man identified as a person of interest in the ongoing investigation into the killing of social media influencer Aneka ‘Slickianna’ Townsend — intends to report to them on Thursday.

The announcement was made by Deputy Commissioner of Police in charge of the crime and security portfolio, Fitz Bailey, at Tuesday’s police media briefing.

Bailey described the investigations as being at a “delicate” stage but confirmed that a lawyer has reached out to him.

“… What I will say to the public is that we are actively pursuing the matter.

“In fact, I can say this publicly that an attorney reached out to me and indicated that he will take him (Patterson) in on Thursday of this week,” the deputy commissioner advised.

Earlier at the press briefing, Police Commissioner, Major General Antony Anderson said there was no information to suggest that Patterson has left the country.

The police reported that the body of 35-year-old Townsend was fished from the sea in Reading, St James on October 21.

Investigators said her body was found in a semi-nude state with what appeared to be a wound to the head.

The woman was positively identified as the social media influencer by a relative a day after the body was found.

At the same time, the police named Patterson, a Hanover resident, as a person of interest in their probe into the death of the woman.

Despite several appeals from the cops for him to report to them, Patterson, who is from the Prosper section of the parish, has failed to show.

Several checks made by Loop News revealed that Patterson had previously been charged with offences, including murder, in 2013.

The case was reportedly dismissed after the Crown could not locate the witness.

Au bout du suspense, le bloc de gauche mené par la Première ministre sociale-démocrate Mette Frederiksen a remporté une majorité d’un seul siège aux législatives au Danemark, mais la cheffe du gouvernement a maintenu sa main tendue vers le centre.

Au bout d’une longue nuit électorale indécise jusqu’au comptage des dernières voix, la coalition de cinq partis de gauche a obtenu 87 sièges, auxquels doivent s’ajouter deux sièges du Groenland et un des îles Féroé formant une majorité de 90 sièges.

Les sociaux-démocrates restent, de loin, le premier parti du pays mais contrairement aux trois dernières années ne comptent plus former un gouvernement minoritaire, multipliant les appels du pied aussi bien au sein de leur bloc qu’au centre et à droite.

Ils ont remporté 50 mandats sur les 179 que compte le Folketing, augmentant de 1,6 point leur score de 2019 avec 27,5% des voix.

“Nous avons réalisé la meilleure élection en plus de vingt ans”, s’est félicitée Mme Frederiksen devant ses partisans, surchauffés par une victoire obtenue à l’arraché.

La coalition rassemblant la droite et l’extrême droite réunit elle 72 sièges, plus un siège aux îles Féroé.

“Les résultats des élections montrent qu’il y a à nouveau une majorité rouge au parlement”, a constaté le leader du parti libéral Jakob Ellemann-Jensen, dont le parti recule de dix points.

L’extrême droite, divisée en trois partis, cumule 14,4% des voix.

Le longtemps influent parti du Peuple danois (DF), qui caracolait au-dessus des 20% il y a quelques années encore, chute autour de 2,6%, son plus mauvais résultat depuis son entrée au Parlement en 1998.

C’est un nouveau parti fondé par l’ancienne ministre de l’Immigration, Inger Støjberg, les Démocrates du Danemark, qui rafle la mise avec 8% et 14 mandats.

Avec 16 sièges, le parti centriste des Modérés de l’ancien Premier ministre Lars Løkke Rasmussen, qui espérait jouer un rôle décisif d’arbitre, fait son entrée au Parlement.
Celui-ci s’est dit prêt à discuter d’une participation du gouvernement.

Le dirigeant libéral Jakob Ellemann–Jensen qui a raté son objectif de devenir Premier ministre, s’est lui également dit prêt à parler de collaboration, mais a fait part de son scepticisme.

Une phase de longues tractations s’annonce: Mme Frederiksen a annoncé qu’elle présenterait mercredi sa démission à la reine qui devrait lui demander de former un nouveau gouvernement.

Crise des visons

“L’élection a montré qu’il n’y a plus de majorité derrière le gouvernement dans sa forme actuelle”, a-t-elle dit. Les sociaux-démocrates étaient jusqu’ici seuls au gouvernement.

Depuis le début de la campagne, Mette Frederiksen a multiplié les appels vers le centre et la droite pour construire un gouvernement au-delà des clivages traditionnels.

Le scrutin anticipé avait été provoqué par la “crise des visons”: un parti soutien du gouvernement minoritaire avait menacé de le faire tomber s’il ne convoquait pas des élections pour s’assurer de la confiance des électeurs après la décision, ensuite déclarée illégale, d’abattre l’immense cheptel de visons du pays pour lutter contre le coronavirus.

L’inflation au plus haut depuis 40 ans, les prix élevés de l’énergie et le système de santé avaient dominé la campagne.

Dans un pays champion de la rigueur migratoire depuis plus de vingt ans, y compris au sein du parti social-démocrate de Mme Frederiksen, les questions migratoires n’ont été que peu évoquées.

Le gouvernement, dont l’objectif est de n’accueillir aucun réfugié, travaille à la mise en place au Rwanda d’un centre de gestion des demandeurs d’asile.

Dans un pays où la participation est traditionnellement élevée, 84,1% des quelque 4,2 millions d’électeurs se sont déplacés pour aller voter, une part en très léger recul.

L’ex-Premier ministre israélien Benjamin Netanyahu semblait mercredi en voie de réussir son pari de retourner au pouvoir, avec le soutien de ses alliés religieux et d’extrême droite, à l’issue de législatives dont les résultats finaux pourraient toutefois causer des surprises.

Selon les projections actualisées dans la nuit de mardi à mercredi par trois grandes chaînes israéliennes, le parti de M. Netanyahu est crédité de 30 ou 31 sièges, sur les 120 du Parlement, devant la formation Yesh Atid (“Il y a un futur”) du Premier ministre sortant Yaïr Lapid qui récolterait entre 22 et 24 sièges.

Suivent ensuite neuf partis, dont l’alliance d’extrême droite “Sionisme religieux” de Bezalel Smotrich et Itamar Ben Gvir avec 14 sièges, et le parti de centre-droit de l’ex-chef de l’armée Benny Gantz, crédité de 11 à 13 sièges.

Avec ses alliés, le Likoud de M. Netanyahu compterait 62 sièges, dont un de plus  que la majorité. Mais ces scores pourraient changer à l’annonce des résultats officiels, notamment en fonction des sièges remportés par les petits partis.

“J’ai de l’expérience, j’ai fait quelques élections, nous devons attendre les résultats définitifs mais notre chemin, celui du Likoud, a prouvé qu’il était le bon, nous sommes près d’une grande victoire”, a lancé M. Netanyahu, jugé pour corruption, à ses partisans réunis à Jérusalem.

“Si les résultats sont conformes aux sondages de ce soir, je formerai un gouvernement national pour tous les citoyens d’Israël”, a ajouté M. Netanyahu, plus pérenne des chefs de gouvernement de l’histoire du pays qui avait perdu le pouvoir en juin 2021 au profit d’une coalition hétéroclite aujourd’hui menée par le centriste Yaïr Lapid. 

“Tant que le dernier bulletin de vote n’est pas compté, rien n’est joué. Nous attendrons patiemment, même si nous n’avons pas de patience, les résultats finaux”, a lancé ce dernier à ses partisans réunis dans la métropole de Tel-Aviv.

“Montée de l’extrémisme”

Mais déjà, un ancien du Likoud, l’actuel ministre de la Justice Gideon Saar, a prévenu du risque de voir Israël se diriger vers une “coalition d’extrémistes” menée par M. Netanyahu et ses alliés.

“Les gens veulent marcher en sécurité dans les rues, que nos soldats et policiers ne soient pas pieds et poings liés”, a déclaré de son côté M. Ben Gvir, réitérant ainsi son appel à user de la force, notamment contre les Palestiniens à Jérusalem-Est et en Cisjordanie occupée. 

Le Premier ministre palestinien Mohammed Shtayyeh a dénoncé pour sa part une “progression des partis religieux d’extrême droite” lors de ces élections, témoignant selon lui “de la montée de l’extrémisme et du racisme dans la société israélienne” dont le peuple palestinien “souffre depuis des années”. 

“Les résultats montrent que Netanyahu a le plus de chance de former un gouvernement avec des fascistes à ses côtés. Et cela nous préoccupe grandement (…) car cela témoigne de la direction que prend ce pays et ce qui attend les Palestiniens vivant dans ce pays”, a déclaré à l’AFP Aïda Touma-Suleiman, députée de la formation arabe israélienne Hadash-Taal.

Le seuil de 3,25%

Pour ces cinquièmes législatives en l’espace de trois ans et demi, la classe politique craignait une “fatigue” des électeurs des 6,8 millions d’électeurs inscrits. C’est le contraire qui s’est produit, avec un taux de participation de 71,3%, le plus élevé depuis 2015, selon la commission électorale.

Dans le système proportionnel israélien, une liste électorale doit obtenir au moins 3,25% des voix pour entrer au Parlement avec ainsi un minimum de quatre sièges, une situation particulièrement critique pour les partis de la minorité arabe israélienne.

En 2020, les partis arabes, hostiles au bloc de droite de M. Netanyahu, avaient récolté un record de 15 sièges après une campagne sous une seule bannière. Mais cette fois, ils se sont présentés en ordre dispersé sous trois listes: Raam, Hadash-Taal (laïc) et Balad (nationaliste).

Selon les sondages à la sortie des urnes, les partis Raam et Hadash-Taal devraient passer les 3,25%, tandis que la formation Balad flirte avec ce minima. Si elle ne l’atteignait pas, les chances de M. Netanyahu de revenir aux affaires seraient plus importantes.

“Aujourd’hui nous ramenons Netanyahu au pouvoir, nous lui offrons ce cadeau, car nous avons été passifs”, a déploré Mansour Abbas, chef du parti Raam, peu confiant de voir le vote arabe faire barrage au bloc de droite de M. Netanyahu. 

Mais pour Yohanan Plesner, directeur de l’Institut démocratique d’Israël, un centre d’analyse à Jérusalem, la prudence est de mise, notant qu’il y avait eu “des décalages” entre les sondages et “les résultats réels lors des derniers cycles électoraux”.

Et si les chiffres bougeaient au point de faire perdre à M. Netanyahu et ses alliés la majorité escomptée, Israël pourrait se diriger vers de nouvelles élections… les sixièmes en quatre ans.
