News Americas, NEW YORK, NY, Weds. Nov. 16, 2022: Puerto Rico has faced many economic crises over the past few years and is struggling to restore its original status. From the COVID-19 crisis to disastrous hurricanes, Puerto Rico has endured some of the worst crises in recent memory.
But as the struggle persists, a new era of gaming could help salvage the strain to some extent.
On October 25, the House of Representatives approved legislation that targets the amendment of a couple of portions of Puerto Rico’s gaming law, the Law of Gaming Machines. It aims to raise more revenue for the Treasury and subsidize long overdue government projects.
Lawmakers voted on the bill, which surprisingly had an overwhelming majority, with 33 legislators voting in favour of it and 10 voting against it.
With More Gaming Comes More Licensing Fees
The bill, championed by House Reps José Rivera Madera and Orlando Aponte Rosario, concludes how much should be payable for certain licenses and more improved acquisition measures.
The new legislation is predicted to increase treasury funds in the wake of a tumultuous financial crisis stemming from the COVID-19 pandemic. The adverse effects of hurricanes only added more salt to injury, tearing through the Island in the past couple of years.
The newly proposed amendments will help small- and medium-sized casino businesses to sell entertainment without unfair competition from the more established brands. In addition, they could guarantee a ripple effect on another industry – a percentage of the revenues generated from these businesses will be allotted to civil service.
The Gaming Commission will receive $175 per license purchased as its operating costs, while the Puerto Rico Police Retirement compensation will retain $75. The new bill proposes $1,500 as the designated amount for physical casino gaming machine licenses. The PRPR will receive $450 per Section 8 of the law, while the commission will retain the rest for its operating costs.
In the same breath, the proposed bill legalizes the operation of gaming machines in government-approved enterprises. As a result, a maximum of 25,000 land-based gaming machines will be authorized in Puerto Rico in the first two years of the law’s validity. However, this number could increase to 45,000 should it be approved.
Enterprises will incur a $250 cost per year to purchase a new license or renew an expiring license and can only purchase a maximum of 10 machine licenses. Also, the law will regard each screen as one gaming machine, regardless of the number of screens on a gaming machine.
Slowly But Hopefully
It’s been five years since Hurricane Maria ravaged Puerto Rico. Some territories were without power supply and fresh water for over a year. This was a headache for a Puerto Rican government that recorded $72 billion in debt and $55 billion in pension liabilities. The US government had made plans to help the government, but COVID-19 hit, affecting businesses and leading to some policy changes.
However, after the pandemic subsided, the Unites Stated government extended its assistance to the Puerto Rican government, helping it begin its economic restoration journey. However, Hurricane Fiona had other plans after it hit the Island in September. As a result, the country was back again to its initial predicament, with some parts experiencing no power supply and water shortages.
Currently, about 10% of Puerto Ricans are without power, and 5% are without water, according to the Federal Emergency Management Agency reports. Unfortunately, with the US again pledging to help, Puerto Rico can only draw as much as $1.15 billion annually, as authorized by the Financial Oversight and Management Board, which is too little to solve such a wrecking crisis.
Therefore, the government must find ways to combat these shortcomings and restore its economy. It already announced its plans to pursue legalized sports wagering like NFL betting, which could net up to $87 million by 2024. Throw the current gaming machine legislation in the mix, and we could see the beginning of a new day.

SACRAMENTO, Calif. (AP) — Terence Davis scored 31 points and sparked a big second-quarter run that helped the Sacramento Kings race past Brooklyn Nets 153-121 in the NBA on Tuesday night for their fourth straight victory.
Kevin Huerter had 19 points and Domantas Sabonis added 17 as the Kings had their highest-scoring game in nearly 30 years. Sacramento have won seven of nine following an 0-4 start to coach Mike Brown’s first season.
Kevin Durant scored 27 points to lead Brooklyn, but the Nets had no answers defensively. The 153 points allowed were the most ever in a regulation game in Nets history.
The game was highly anticipated in Sacramento with the Kings getting a rare chance to play on national television. They made the most of their opportunity with a dominant performance fueled by the 27-4 second-quarter run.

NEW ORLEANS (AP) — C.J. McCollum scored 14 of his 30 points in the third quarter and New Orleans Pelicans overcome Ja Morant’s 36-point effort to beat Memphis Grizzlies.
McCollum had averaged just 9.5 points on 27% shooting in his previous four games, was 7 of 13 from long range to help make up for Zion Williamson’s scoring absence with the star forward out with a bruised right foot.
The Pelicans led 89-87 after three quarters and opened the fourth with a 15-4 run, led by five points from reserve guard Jose Alvarado, to take a 104-91 lead. The Pelicans also got 19 points each from Brandon Ingram and Larry Nance Jr., and they held Memphis to 15 fourth-quarter points.
MAVERICKS 103, CLIPPERS 101
DALLAS (AP) — Luka Doncic scored 35 points, Dorian Finney-Smith added 21 and Dallas Mavericks held off Los Angeles Clippers after blowing a 25-point lead.
Reggie Bullock broke out of a shooting slump with four 3-pointers in the fourth quarter, including two in a row to put Dallas ahead for good at 99-93 with less than two minutes remaining.
Paul George scored 23 points, playing the entire second half to try to keep the LA rally going on the second night of a Texas back-to-back after winning in Houston.
KNICKS 119, JAZZ 111
SALT LAKE CITY (AP) — Jalen Brunson had 25 points and eight assists and New York Knicks handed Utah Jazz their first home loss of the season.
Cam Reddish scored 19 points, R.J. Barrett had 18, and Julius Randle 15 for the Knicks. They shot 47% from the field in their third road win of the season.
Kelly Olynyk had 27 points and 10 rebounds for Utah.
TRAIL BLAZERS 117, SPURS 110
PORTLAND, Ore. (AP) — Jerami Grant scored 29 points and Portland Trail Blazers rallied to beat San Antonio Spurs.
Anfernee Simons added 23 points and Damian Lillard had 22.
Jakob Poeltl had a career-high 31 points for San Antonio. He was 14 of 17 from the field.

L’Otan ne dispose “d’aucune indication” permettant d’attribuer l’explosion mortelle en Pologne à “une attaque délibérée” contre ce pays, a estimé mercredi le secrétaire général de l’Alliance, Jens Stoltenberg.
“Notre analyse préliminaire suggère que l’incident a été probablement causé par un missile de système ukrainien de défense anti-aérienne tiré pour défendre le territoire ukrainien contre les missiles de croisière russes”, a déclaré M. Stoltenberg lors d’une conférence de presse.
L’Ukraine, cible mardi de bombardements massifs sur l’ensemble de son territoire, avait accusé la Russie d’avoir visé la Pologne avec un tir de missile.
“Une enquête sur cet incident est en cours et nous devons attendre ses résultats”, a souligné Jens Stoltenberg, à l’issue d’une réunion des ambassadeurs de l’Otan au siège de l’organisation à Bruxelles.
“Soyons clairs. Ce n’est pas la faute de l’Ukraine”, a affirmé le chef de l’Alliance atlantique.
“La Russie porte la responsabilité ultime alors qu’elle poursuit sa guerre illégale contre l’Ukraine. La Russie doit cesser cette guerre insensée”, a-t-il martelé, en réitérant le soutien de l’Otan à Kiev dans son “droit à l’auto-défense” et sa pleine solidarité avec la Pologne.

Deux personnes ont perdu la vie à la suite d’un accident de bateau proche de l’arrivée de la Route du Rhum. Un bateau suiveur s’est renversé.
Un drame s’est produit pendant l’arrivée de la Route du Rhum.
Selon nos informations, peu après 5 heures ce matin (16 novembre), un bateau suiveur de Charles Caudrelier, s’est retourné avec à son bord douez passagers, à un mille de la ligne d’arrivée.
Tous les membres de l’embarcation ont été repêchés par les secours mais deux personnes se sont trouvées en arrêt cardio-respiratoire et n’ont pu être réanimées.
Une enquête a été ouverte afin de déterminer les circonstances de cet accident.
Une information judiciaire a été ouverte pour homicides involontaires, a indiqué le parquet.

The Laborie Boys’ Primary School is the recipient of a multimedia smart classroom, compliments of the Embassy of the Republic of China (Taiwan) in Saint Lucia.
On Wednesday, November 9, 2022, His Excellency Peter Chia-yen Chen, Taiwan’s Ambassador to Saint Lucia, joined Hon. Alva Baptiste, Member of Parliament for Laborie, at the school for the official handover of the newly-refurbished classroom.
The classroom now boasts two 65-inch smart screens and cameras, which teachers and students can use to make learning more interactive and fun. With access to various useful apps and platforms, students who are absent from school can now participate in classroom lessons virtually.
In his remarks, Ambassador Chen said Taiwan and Saint Lucia will continue to work together to provide a more inclusive and technologically-driven education environment for the present and future generations of students.

“Technology has made our new generation smarter and more accessible to greater extents of information, and has transformed the way they perceive our world,” said Ambassador Chen. “That is why the Taiwan Government has intended and implemented the smart classroom in Saint Lucia. Thanks to the support from Minister Baptiste, we made it happen at the Laborie Boys’ Primary School. I admire Hon. Minister Baptiste’s leadership of always putting community at the forefront.”
Ambassador Chen also thanked the Ministry of Education, and staff of the Laborie Boys’ Primary School, Sir Arthur Lewis Community College (SALCC), and Taiwan Technical Mission (TTM) for their joint efforts in making the project a reality.
For his part, Hon. Alva Baptiste, who is also Minister for External Affairs, International Trade, Civil Aviation and Diaspora Affairs, thanked the Taiwanese Embassy’s hardworking staff for their dedication in ensuring that Saint Lucian students are given the best learning opportunities. He said Laborians have always held their deep embrace of education in high esteem, and the smart classroom will build on that rich legacy.
“The smart classroom, with a computer, interactive whiteboard and projector, has changed the process of learning, and made it more exciting,” Hon. Baptiste said. “Through technology, it transports students to another place. There will still be the need for teachers because teachers must accompany the students on that journey of discovery and learning….It keeps students engaged, and the teachers can now experiment and have the flexibility with a lot of different aspects.”
Meanwhile, school principal, Julian Darcheville, was beaming with excitement as he thanked the Government of Taiwan and others who made the donation possible. He said the students will indeed benefit immensely from the new gift.
“I want to thank everyone who made this project possible, including the Government of Taiwan,” Darcheville said. “I would like to assure you that we will put this classroom to good use. It will go a long way to assist us in preparing our students with the requisite skills for navigating the 21st century.”
As part of its mandate to assist the socio-development of Saint Lucia, the Government of Taiwan has pledged to equip primary and secondary schools in Saint Lucia with smart technology.
