Over 20 guns turned in under amnesty, says Chang Loop Jamaica

Over 20 guns have been turned in under the gun amnesty that has been in force since November 5.

The disclosure was made on Tuesday by the Minister of National Security, Dr Horace Chang as he responded to questions at a Jamaica House press briefing where Prime Minister Andrew Holness declared a state of emergency for several parishes in an effort to rein in murders and gang activities.

Chang, who is also the deputy prime minister, explained that the majority of the firearms handed over so far were what he termed “legacy firearms” or those which an individual may have inherited from a relative.

“There are many individuals in Jamaica who may have inherited a firearm from their grandfather, their father; they have acquired it by some other means, usually by legacy,” said Chang. He said such firearms are usually old, with some not being licensed for several years.

“We did not want any of those categories to get caught in the net that we’re putting out there for illegal firearms and we’ve seen a number of them coming in. I think so far we’ve gone well over 20; they’re largely (coming from) individuals who may have had a firearm locked away in their safe,” the security minister explained.

He pointed to media reports of one woman who handed over a firearm which belonged to her husband and which she had not licensed in over 20 years, as well as a man in Montego Bay, St James who indicated that he was getting old and had not licensed his firearm for a number of years and so decided to turn in his weapon.

“That kind of firearm has been coming in and I’m satisfied with that because we do not wish for any of those individuals to be caught in the new net we’re setting out there for illegal firearms,” Chang emphasised.

He was referring to the new Firearms Act which took effect last month and which will see more punitive sentences ranging from 15 years to life imprisonment for persons found in possession of, trafficking, manufacturing and stockpiling firearms among other breaches of the Act.

The two-week amnesty, which ends at midnight on November 19 ensures that those who want to hand over a weapon and/or ammunition can do so without fear of prosecution. Weapons may be handed in to any sub-officer or officer in charge at any police station islandwide or persons may utilise the services of an attorney-at-law to turn over the weapon.

To avoid being arrested and charged, persons are asked to call the station ahead of turning up with the weapon, Chang said.

Government Mulls Filing Injunction Against Barbuda Council

The government says it will likely file an injunction this week which will put a stop to the Barbuda Council’s move to issuing land certificates in violation of the Privy Council’s recent ruling that all land on Barbuda is owned by the Crown.

Last week, the government issued a statement urging the Council to desist their illegal course of action.

The Council was further cautioned that anyone involved in issuing land certificates for property in Barbuda could face legal action.

What happens next will depend on the outcome of a meeting that was scheduled for Monday night between the Council and the island’s residents and whether they collectively heed the warning issued by the Attorney General and the Cabinet.

Attorney General Steadroy Benjamin said the Council’s intended move would violate the Privy Council ruling which could result in legal consequences for the perpetrators.

“We don’t want to make martyrs of anyone but the Council’s planned action flies in the face of the law.

“It was the Council that took the matter to the Privy Council in the first place and now that it has made its ruling they are the ones seeking to contravene its provisions,” Benjamin explained.

He said the government is prepared to allow those who wish to continue living on the land under the “ownership in common” arrangement proposed by the Council will be allowed to do so, but those desirous of obtaining outright ownership will have the opportunity to do so.

Prime Minister Browne described the Council’s actions as a “knee-jerk” attempt to make the land issue central to the next general elections.

“How can the Council issue land certificates when they don’t own the lands? There is something fraudulent about that.

“I think Trevor Walker is going down the wrong road. The land situation in Barbuda is a settled issue, the Privy Council has ruled, so how can the Council now say that it can issue land certificates when they never owned the lands?

“This is a situation where they are recklessly violating the laws of the land and I believe there should be personal implications for those who are involved in this process,” he said.

Prime Minister Gaston Browne has backed up this position saying while his administration would rather not have anyone face criminal charges over their involvement in the proposed plan, the government is prepared to pursue whatever action is necessary if the law is broken.

Browne urged the Council to abandon their plan to issue land certificates to Barbuda’s.

He also accused MP Walker and the Council of attempting to “create confusion” in Barbuda, particularly in light of the fact that the issue of land has for decades been intensely emotive.

Taking aim at Barbuda’s parliamentary representative, Browne asked, “How many elections do you intend to win based on scare-mongering over lands?” -POINTE XPRESS

6 covid deaths recorded in last week

THE Ministry of Health reported on Tuesday 145 new covid19 infections and six deaths between November 9 – 15.

In the previous seven-day period, there were 95 new cases and two deaths.

The seven-day average of new cases this week is 21 and the seven-day average of covid-related deaths is one.

Last week, the averages were 14 new cases and fewer than one death per day.

Active cases now stand at 187, down 44 from 231 a week ago. There are 22 patients in hospital, down from 27.

Last month, there were over 3,000 active cases, and in September, over 5,000.

The total number of covid deaths stands at 4,263.

Since the national vaccination programme began over a year ago, 717,897 people have been fully vaccinated, that is, an additional 42 over the past week.

So far, 169,172 people have had a booster shot – 41 more than last week. The percentage of the population that is fully vaccinated remained at 51.3 per cent for a fourth week.

Gasparillo woman granted $10,000 bail charged with beating husband

A 57-year-old woman from Gasparillo was granted $10,000 bail with a surety on Monday when she appeared before a San Fernando magistrate for allegedly beating her husband.

The accused faced senior magistrate Amina Deonarinesingh charged with assault by beating, assault occasioning actual bodily harm and threatening to kill him.

The court referred her to Alcoholics Anonymous and ordered that she reports to the Gasparillo police station once per week.

The case was adjourned to December 15.

Police said at around 2.15 pm on Sunday, the 63-year-old alleged victim was in the driver’s seat of a car near Bay Road Junction in Vistabella when the accused approached the vehicle.

She allegedly hit him several times on his head and face with her fists.

At around 4 pm on the same date, the man was at home with the woman when an argument ensued.

The police said she became angry and allegedly hit him several blows to his back and face. She also allegedly threatened to kill him.

A report was made to the Gasparillo police station. The police arrested and charged the woman the same day.

Acting Supt Claire Guy-Alleyne, ASP Seecharan, Insp Ramphall, and Sgt Banwarie led the investigations.

Man crushed to death in Mayo

A worker at the Mayo facility of Trinidad Cement Ltd (TCL) died before dawn on Wednesday after being crushed by a machine.

The police have identified the victim as Gary Ramoutar of Whiteland.

The incident happened at around 4 am.

Work at the plant was shut down immediately.

The police, fire and ambulance personnel responded, but Ramoutar was already dead.

There were no reports of other workers being injured or dead.

Investigations are ongoing.
