Les représentants du gouvernement colombien et de l’ELN, dernière guérilla encore active dans le pays, se sont montré “optimistes” lors de la reprise lundi à Caracas des pourparlers de paix, promettant de “construire la paix”.

“La paix est notre rêve, les changements notre chemin. Les délégations du gouvernement et de l’Armée de libération nationale (ELN) nous nous sommes rencontrés avec optimisme (…) pour construire la paix à partir d’une démocratie juste”, selon le communiqué lu lundi, après la première prise de contact dans la matinée. 

Les négociations devraient durer “trois semaines” dans la capitale du Venezuela, un des trois pays garants du processus (avec Cuba et la Norvège). Elles réunissent une trentaine de personnes dont les délégués du premier président de gauche élu en août en Colombie Gustavo Petro et ceux de l’ELN.

Initié en 2017 à Cuba, le dialogue avait été interrompu par le président conservateur Ivan Duque (2018-2022) après une attentat à la voiture piégée en juin 2019 contre une école de police (22 morts).

“Dépasser la dynamique de la mort”

Cette volonté de “construire la paix” est réclamée par “les habitants qui souffrent de la violence et de l’exclusion”, selon le texte qui souligne la “nécessité” d’”engagements permanents et vérifiables qui sèment les graines d’une nouvelle culture de la paix (…) dépassant la violence politique et ses causes”.

“Nous considérons avec espoir le processus qui prend forme aujourd’hui. Il s’agit sans aucun doute d’un pas important vers la réalisation de la paix en Colombie”, se sont félicités les nations garantes.

Le Commissaire à la paix colombien Danilo Rueda, nommé par Petro, a estimé que la Colombie se trouvait “à un moment historique, presque unique”.

“La première réunion (…) nous donne la certitude et la conviction profonde que nous allons atteindre l’objectif qui nous unit: être filles et fils de la même patrie avec des changements et des transformations (..) qui nous amèneront à dépasser la dynamique de la mort (…) pour construire une nation où nous avons tous notre place.”

“L’heure du changement”

Le chef de la délégation de l’ELN Pablo Beltran s’est lui aussi montré optimiste, soulignant que le fait que la Colombie soit dirigée par un “gouvernement de gauche” était la “principale différence” avec les échecs des négociations antérieures. 

“L’heure du changement” est venue, a-t-il dit, “en Colombie nous devons tous changer (…) les Colombiens ne doivent pas se voir comme des ennemis.”

Il a aussi balayé les doutes émis par de nombreux observateurs qui soulignent des divisions au sein de la rébellion: “L’ELN ne signe pas ce qu’elle ne peut pas respecter et ce qu’elle signe, elle le respecte”. 

Après la suspension des pourparlers, les effectifs de l’ELN sont passés de 1.800 à 2.500 membres, selon les estimations officielles. L’organisation a une structure fédérée avec des porte-parole sur chaque front, ce qui, selon les experts, rend les négociations difficiles.

Fondée en 1964 par des syndicalistes et des étudiants sympathisants d’Ernesto “Che” Guevara et de la révolution cubaine, l’ELN reste à ce jour la dernière guérilla constituée comme telle encore active en Colombie, alors que les Forces armées révolutionnaires de Colombie (FARC) ont signé un accord de paix en 2016.

Le gouvernement et l’ELN n’ont pas convenu d’un cessez-le-feu, mais se sont entendus en octobre pour “reprendre tous les accords et les progrès réalisés depuis la signature de l’agenda” du 30 mars 2016. Ces dernières semaines, elles ont donné des “gages de confiance” à l’autre avec notamment des libérations de prisonniers ou la baisse des opérations sur le terrain.  

Présente massivement à la frontière vénézuélienne, l’ELN a moins de puissance militaire que les FARC dissoutes, mais sa base sociale, composée de miliciens, est plus large et plus diversifiée, selon les chercheurs.

M. Petro, ancien guérillero lui-même, travaille sur un plan de “paix totale” qui ambitionne de mettre fin à toutes les violences dans son pays après plus de 50 ans de guerres internes.

Il a affirmé sa volonté de négocier avec l’ELN mais aussi avec les dissidents des ex-FARC (marxistes) qui rejettent l’accord de paix de 2016, ainsi que de discuter avec les gangs de narcotrafiquants de leur reddition à la justice.

Samedi, des affrontements entre une faction dissidente des FARC et un autre groupe armé ont fait 18 morts, près de la frontière avec l’Equateur.

NEMO Urges Vigilance As Weather System Affects Saint Lucia – St. Lucia Times News

The National Emergency Management Organisation (NEMO) has advised people living in flood-prone, low-lying areas to take precautions as a trough system affects Saint Lucia.

NEMO Acting Director Maria Medard explained Monday evening that the Meteorological Services had indicated there would be more showers the following day.

“We are advising persons who live in hazard-prone areas like areas prone to landslides, flooding and flash flooding to be vigilant, to be cautious,” Medard said.

And she advised people in communities with a chance of flooding to consider moving to higher ground with a family member or friend.

“We want people to be cautious, to ensure they clear the drains around their homes to ensure the free flow of water. We have seen the damage that water-clogged drains can do over the last couple of weeks,” the NEMO official told St Lucia Times.

On November 6, a trough system triggered devastating floods in the North of Saint Lucia, resulting in millions of dollars in estimated losses and damage.

In the aftermath of the recent floods, Medard asserted that it would be better to err on caution and be prepared.

“it is better to prepare and nothing happens,” she explained.

In its 6:00 pm weather report, the Met Office said a broad area of disturbed weather associated with a trough system would continue to generate cloudiness, showers, gusty winds, and isolated thunderstorms over the Lesser Antilles during the next 24 to 48 hours.

It advised residents and motorists in areas prone to flooding and landslides to exercise caution.

The Met Office also urged small craft operators and sea bathers to exercise caution due to brisk winds and rough seas.

When most of Barbados’ population was indoors on lockdown abiding by curfews and safely out of harm’s way, a second batch of those who had to suit up and go out into the world of work on the frontline during the COVID pandemic, got their praise, pins and awards of acknowledgement today.

Ensuring that the country continued running in what has been recognised as one of the ‘scariest’ and ‘most nerve-wracking’ times in this Century, Loop News interviewed a few of the thousands appreciated this time around. Amongst this cohort of awardees at Kensington Oval for the ceremony were first responders, media professionals, auxiliary staff and others.

When asked to describe how they felt receiving their honours today, the most popular adjective was “humbling” and two interviewees remembered how they used to have to protect their families with their constant sanitising strategies.

UPDATE Video: 23 injured in collision involving 2 PSVs on Highway 1 Loop Barbados

Twenty-three persons were injured in today’s mass casualty accident involving two minibuses along Highway 1.

Public Information Officer Acting Inspector Rodney Inniss told Loop News that all injured persons have been accounted for and have been transported for care. Of the injured 23, he said nine were taken by ambulance to the Queen Elizabeth Hospital, ten were taken to the Branford Taitt polyclinic in Black Rock, St Michael and four chose to seek medical attention privately.

Inniss reported that the on-site triage was up and functioning by 8:10 am, and stood down at 10am.

He said the road remained closed as police continued their investigations.

The accident happened in Prospect, St James. The two public service vehicles were travelling in opposite directions when the collision occurred.

Officers of the Barbados Fire Service are on the scene of a collision between two public service vehicles (PSVs) along Highway 1 in Prospect, St James.

The time of the call to the Fire Service Control was 6:30 am, today, Monday, November 21, 2022.

The response was dispatched from Arch Hall – Leading Fire Office Sandiford and three officers with water tender five; and from the Bridgetown Fire Station – SubOfficer Nicholls and two with rescue tender one.

At the scene, the officers are all under the command of Divisional Officer Tremelle Perch.

From reports, the Jaws-of-Life apparatus has been used to free at least one commuter in the accident.

The Office of the Prime Minister has learned that a representative of the Antigua and Barbuda Workers Union (ABWU), former UPP candidate Chester Hughes, has been spreading untruthful and incredibly inaccurate claims regarding the payments to be made to former workers of the Jolly Beach Hotel.

A cheque by Government, made payable to the law firm appointed by the court, in the amount of EC$12.9 million, was handed over to the firm weeks ago, in full settlement of the payments due to former Jolly Beach workers.

The ABWU representative is further fully informed that the cheque has been paid over to the law firm, weeks ago, not last week as he has asserted, for onward payment to the former workers of Jolly Beach.

The ABWU has sought to delay the severance payment by wrongly including ineligible former workers.

The information that has been conveyed to the union representative has been confirmed by Lake & Kentish, the law firm in receipt of the $12.9 million in excess of weeks ago.

The use of outright lies and untruthful public statements is the hallmark of the United Progressive Party (UPP) and its operatives.

There is never “a silly season”; always, the re-election of a government is the most important business that a country can undertake in a democracy.

Trying to persuade citizens and electors to believe that the Head of Government is engaged in prevarications, require more than the propaganda and dissembling of the Assistant Secretary General of the ABWU.

The availability of $12.9 million for former Jolly Beach workers has been paid over for weeks; evidently, the government has discharged its responsibility to settle the severance due to the former Jolly Beach workers.

The matter is now solely within the domain of ABWU and their agent.

Met Office issues yellow-level riverine flood alert

Riverine Flood Alert in Effect

THE Met Office has issued a yellow-level ravine flood alert on Monday as river levels continued to rise from heavy rain over the last three days.

The alert is expected to last until 8 pm on Tuesday.

A release sent out at 4 pm said after rain overnight Sunday and on Monday, water levels in the Caroni River were near 90 per cent and continuing to rise.

With occasional periods of heavy showers still likely over the next 24 hours, this additional rainfall can keep the river levels elevated, so there remains a moderate risk to public safety, livelihood and property, it added.

The Met Office advised the public to monitor weather conditions and river/water levels carefully and plan safety measures in the event of an emergency.

2 more die from COVID-19, 4 new cases recorded

Two more persons who tested positive for the novel coronavirus have died, according to the Health Ministry.

These latest fatalities are two males, ages 43 and 96, both of Region Six (East Berbice-Corentyne). They died on Sunday, November 20, 2022.

Consequently, the total number of deaths from the pandemic has now increased to 1283.

Meanwhile, another four new COVID-19 cases were detected in the last 24 hours.

Active cases in the country now stand at 90, which includes four patients in the COVID-19 Intensive Care Unit and the remaining persons in isolation, that is, five in institutional isolation and the other 81 in home isolation.

To date, some 70,172 persons have recovered from the life-threatening virus in Guyana.

Taiwan Provides Financial Support To Saint Lucia Relief Efforts – St. Lucia Times News

The government of Taiwan on Monday provided financial support to three Saint Lucia initiatives providing relief to citizens.

The National Emergency Management Organisation (NEMO) received a cheque of $267,000 to assist with the relief efforts of the November 6th Trough.

The trough triggered devastating floods in the North of the Island.

Aside from the contribution to NEMO, the reinstated Distress Fund received $1 million from the Taiwanese.

And the Saint Lucia Social Development Fund received $2.67 million, which will go towards a stimulus programme throughout the country.

Prime Minister Philip J. Pierre expressed his gratitude for the funding.

“We thank the Government and the People of Taiwan and will ensure that these funds are spent to bring relief to the people of Saint Lucia during these challenging global economic times,” Pierre wrote on his Facebook page.
