A man and woman have been charged with the murder of Special Reserve Police (SRP) constable Kyle Lashley who was shot dead during a robbery in Tobago on November 12.

A police media release on Wednesday reported that Kadisha Hearn, 28, from Carenage and Akini Greig, 24, from Mt St George, Tobago were arrested and charged for Lashley’s murder.

Lashley was gunned down in a drive-by shooting in Les Coteaux, Tobago and robbed of his gold chain.

In a separate case, police charged was a 17-year-old Port of Spain teen for the murder of Raffina Khan, 61, on October 29.

The release also reported that Tevin Diaz, 30, was charged for the murder of Chaguanas taxi driver Mitra Bhola.

Bhola was shot dead outside his New Settlement, Chaguanas home on November 13.

Police also reported that 32-year-old Lennard Ramsammy, of Diego Martin, was charged with the murder of Ajala Donaldson in Pleasantville on November 25.

Police from the Cold Case Unit also charged Rajendra Rampaul, 38, for the murder of Ashma Naimool in 2015.

Naimool was last seen alive in Tacarigua but her body was never found.

In the release acting Police Commissioner McDonald Jacob commended homicide investigators noting that the charges were testament of the commitment of officers in tackling violent crimes.

He added that the police would continue to use all scientific tools to assist in the fight against crime, referring to the training of 40 crime scene investigation (CSI) officers in Blood Pattern Analysis last Thursday.

“I am confident that a former trickle will turn into a steady flow of solved murders, as we continue to invest in training and development, thereby building a cadre of technically competent detectives, who will be assisted by using scientific approaches and technology to solve homicides.

“The CSI officers are now better equipped to gather evidence that allows them to offer pertinent information and more effective collaboration with the pathologist.”

With increased ICT usage, Govt working to protect cyber assets from attacks

Black Immigrant Daily News

The Guyana Government has embarked on an initiative aimed at developing a robust cyber security system that will protect against attacks that have the potential to devastate economies and inconvenience thousands of people.

With support from the United Kingdom, representatives of various government agencies have gathered for a workshop which is intended to enhance their aptitude to strengthen and protect the nation’s cyber assets.

The workshop attracted about 100 participants who will be edified on national and transnational cyber risks and how they can contribute towards the enhancement of the security and resilience of the country’s critical national infrastructure.

Delivering remarks at the opening ceremony, General Manager of the National Data Management Authority Christopher Deen noted that coming out of the workshop, policymakers will be able to better allocate resources to appropriately manage those cyber security risks.

“As ICT becomes more intertwined in our daily lives, we cannot ignore the ensuing threats that are associated with its use,” he expressed.

Deen emphasised that no country or organisation is immune to cyber-attacks, as he outlined a few global examples that caused widespread and long-lasting impacts on economies and citizens.

As such, he contended that as the country continues its digital transformation journey, stakeholders must embrace prudent cyber security practices to ensure sustained provision of vital services and economic stability.

Prime Minister Mark Phillips, who delivered remarks at the opening of the workshop, highlighted that government will support investments aimed at strengthening its cyber security.

“We will continue to make and support investments that provide opportunities for all Guyanese especially organisations that make up our critical national infrastructure…,” he said.

“It is our aim to develop a robust cyber security posture that will not only enable the protection of Guyana’s people, digital assets…but also improve our country’s cyber resilience while fostering a culture of good online behaviour.”

A plastic-free Christmas, shall we? Let’s do it!

A selection of impressive caf?s across Jamaica has teamed up with digital maven ESIROM for the inaugural #BYOC (bring your own cup) initiative.

#BYOC is the company’s monthlong sustainable initiative for the 2022 Christmas season (starting December 1).

The #BYOC idea is a byproduct of ESIROM’s desire to reduce plastic usage (#corporatesocialresponsibility) and encourage the use of reusable containers.

How It Works

Customers of the participating restaurants will score a 10% discount off each beverage purchase, every time they, you guessed it, bring your own (reusable) cups.

“Being sustainable starts with the small steps and this is one [that] everyone – both company and individuals – can take,” shared ESIROM’s newly appointed sustainability coordinator Khalia Hall.

The popularity of reusable cup usage has grown over the last two years, which makes now a perfect time as ever to champion the cause, and further reduce plastic use.

“For those who are in need of a reusable cup,” Hall added; the majority of the caf?s on board “also have their own collection of cups that can be purchased” for re-use as well.

In a statement, Jacana Caf? & Cocktails commented on the choice to participate. “Sustainability is one of the core values behind the Jacana brand… we are proud to be part of Esirom’s BYOC campaign.”

Here are a few of the confirmed participating caf?s:

Lemongrass Tea Room

Ragamuffin Coffee Bar

Cannonball Caf?

Starbucks Coffee

Cafe Blue

Jacana Caf? & Cocktails

Cafe Dolce

The initiative is also endorsed by Nuh Dutty Up Jamaica. For more info and other sustainability efforts, head to ESIROM.

Loop Awards: Festival of the Year Nominees Loop Jamaica

Festival of the Year

NEWYou can now listen to Loop News articles!

Festival of the Year is the fifth category for the Annual Loop Awards 2022. Throughout the Caribbean, music is much more than an art form for most. It is also a major economic driver and a significant part of our Caribbean culture and heritage.

Festivals returned with fervor this year following the last two years of lockdown due to the pandemic. Across the region, festivals, featuring the best in local, regional and international talent were held, driving crowds back outside.

Here are four festivals we have selected as nominees for Festival of the Year.

We chose these Festival of the Year nominees because of you, the patrons and the fans. Your reviews, videos, photos and the vibe you felt, determined our nominees.

Reggae Sumfest, an annual music festival held in July in Montego Bay, Jamaica, typically includes many genres of music, including reggae, ska, soca and Caribbean music, with the bulk of the concerts given to reggae and dancehall artists.

Reggae Sumfest is the largest music festival in Jamaica and the second-largest Caribbean music festival, and this year was no different. Known for its international appeal and top-quality line-up, Reggae Sumfest 2022 helped Jamaicans, Caribbean locals and citizens from across the world welcome the re-opening of the entertainment industry in Jamaica with a barrage of dancehall’s finest acts.

This festival also:

had over 30,000 attendees allowed various brands and small businesses to advertise their products and serviceshad a very deserving Dave Kelly tribute performance, which was the standout spectacle of the festival, giving a massive ovation to ’90s and ’00s dancehall hits produced by the one and only Dave Kelly.

The second Caribbean Festival on our list is the St. Lucia Carnival, which is observed in July in St. Lucia, where it is called the “St. Lucia Carnival”, and is one of the most anticipated and attended carnival festivals in the Caribbean.

In fact, in 2022, over 10,000 visitors travelled to St. Lucia specifically to attend this carnival. The festival allows patrons to participate in the parade of bands, concerts and national events. The St. Lucia Carnival belts out songs and beats of calypso, soca and more.

Along with the beautiful costumes and exuberant attendees, the festival also features:

a 10K route, with the ocean to one side and an aerial view of numerous aircrafts a view of the Castries Harbor breakfast partyan island tour

Our third selection for the Caribbean Festival of the Year is the St. Kitts Music Festival, which takes place on the island of Saint Kitts in February of each year. The festival features local and international artists who perform a wide range of musical genres, including reggae, soca, calypso, and jazz.

In addition to musical performances, the festival also includes food, crafts, art and other cultural activities. SKN Music Festival featured a wide selection of musical acts with regional and international hitmakers, including some of the biggest Soca acts like Bunji Garlin and Fayann Lyons Alvarez, Nadia Batson, Voice, Destra, Lyrikal as well as mega stars like Beres Hammond, Popcaan, Sean Paul, Maxi Priest, Ashanti, Keyshia Cole, Wale and Jada Kingdom.

Kittitian bands Small Axe Band, Nu Vybes and Grand Masters also performed.

The festival also:

had a turnout of over 10,000 attendeeshas possibly the largest attendance for a night at the festival.

Guyana, as you know, has the right to cover the CPL finals for three years and the first time was this year- 2022. The cricket carnival, which was held for the first time this year, basically saw a marriage between the CPL tournament and carnival.

There were over 40 events, which according to the tourism minister, presented the ideal platform to showcase all that Guyana has to offer.

With September being Amerindian heritage month, the timing was perfect, as there were events around throughout the month, including several major fetes, a regional food festival and many others.

The Guyana Cricket Carnival also:

increased employment and revenue by adding 300 rooms through the bed and breakfast programhosted a Baderation dancehall mega-concert, exposing locals and regional and international visitors to stars like Shaneil Muir, Skeng, Yung Bredda, Toga Party, J’ouvert, and Soca and Wine featuring local artistesaimed at unifying people and industries across the CARICOM region and in other countries.

These four festivals continue to serve as inspirations for each festival and country’s music, culture and art.

Vote for your favourite festival and keep the inspiration flowing by sharing this article with your friends and family. Remember, you vote, you decide!

RORC Nelson’s Cup Series set for Antigua

Black Immigrant Daily News

The content originally appeared on: Antigua News Room

Antigua – 13th to 24th February 2023

Deep into the winter months of the Northern Hemisphere, Antigua is blessed with warm trade winds and ocean swell.

The RORC Caribbean 600 is a bucket-list offshore event for thousands of Corinthian and professional sailors, and for 2023 and beyond, the desire for more boats to participate in a variety of races has led to the creation of the RORC Nelson’s Cup Series.

The 11-day programme features all the hallmarks of racing with the Royal Ocean Racing Club, including professional race management and memorable social events.

Between 13th & 24th February 2023, the RORC, supported by the Antigua Yacht Club will organise the inaugural RORC Nelson’s Cup Series, followed by the 14th edition of the RORC Caribbean 600.

Six Races are scheduled, with a full social programme ashore. Racing under IRC, MOCRA and One-Design Rules, competitors can take part in all or part of the Series.

For boats competing in the RORC Caribbean 600 Race, there is no additional entry fee for the RORC Nelson’s Cup Series.

Teams wishing to compete in just the inshore racing will have a nominal entry fee.

Some of the most successful teams in recent years have already entered the RORC Nelson’s Cup Series, and about 80 boats are expected for the 600-mile offshore race.

Early entries for the six-race series include proven winners on the world stage of offshore racing, including RORC Vice Commodore Eric de Turckheim’s NMYD54 Teasing Machine (FRA), Niklas Zennström’s CF-520 Rán 8 (SWE), Ker 46 Daguet 3 – Corum (FRA), skippered by Frederic Puzin, and RORC Commodore James Neville’s HH42 Ino XXX (GBR).

The Series will have a variety of racecourses tailored to give all entrants an equal chance of winning after IRC time correction.

The smallest of the early entries is Pogo 12.50 Kai (GBR), which will be raced Two-Handed by Tim Knight & Tony Harris.

A significant number of local Antiguan boats are expected to take-up the challenge of racing against some of the world’s most accomplished teams.

All travel restrictions have now been removed for Antigua & Barbuda for many months, resulting in an international fleet set for a spectacular regatta.

Realistically the 2023 RORC Nelson’s Cup Series is unlikely to have a huge entry.

However, the RORC are committed to growing the Series and there is only one inaugural regatta.

The Notice of Race for the RORC Nelson’s Cup Series has been published and on-line entry is open. More details and downloads at: http://caribbean600.rorc.org/

There was contrasting evidence in the Paria Commission of Enquiry as lawyers sought to determine whether procedure was followed during the changing of a faulty riser which resulted in the death of four divers on February 25.

Gilbert Peterson, SC, who represents Paria and the Heritage Petroleum Company, showed surviving diver Christopher Boodram an account by Paria’s HSE officer of the toolbox meeting which took place on the morning of the incident.

Peterson said, “In that list of 16 steps, there is no mention of any activity involving the removing of the barriers, the mechanical plug, or the inflatable plug.”

CoE Chairman Jerome Lynch, KC, took Boodram through the Land and Marine Construction Services Ltd (LMCS) method statement, which was attached to the work permit governing the job. “I can’t recall seeing this document but you have to remember I wasn’t there every day. I have no recollection of seeing this document at all.”

Lynch read through sections of the document.

“Paragraph 56 said to manually remove the migration barrier from the line – that’s the plug, the metal one with the bolts on; and paragraph 57 said manually deflate line plug and remove from the line. Paragraph 58 said manually install the blind flange on riser by positioning end flange on newly installed slip-on flange and securing with fasteners. Paragraph 59 said the chamber crew to demobilize and return to exterior, 60 said disengage air supply and allow chamber to flood, and 61 said unbolt the 50-inch flange at the top of the chamber stove-pipe.”

He asked Boodram whether this was his recollection of what was to happen on that day.

“Yes sir, this is what I was told. This is the topic we had on that day, excluding the flood, well we had to flood the chamber when we were leaving, including the flooding of the chamber, but the removal of the chamber and thing would have been done, providing the 25th went smoothly, on the 26th.”

Lynch asked, “Did anyone say to you that under no circumstances must that plug was to be removed, from LMCS or from Paria, at any stage.”

Boodram replied, “No Sir, on the contrary, that was the plan, to remove the plug.”

Lynch said Boodram had testified that it took an hour to two hours for that process to occur.

“During that two-hour period, did anyone from Paria or LMCS say, do not remove that plug?”

To which Boodram replied “No Sir.”

Lynch said the work permit document also had attached a lift document and job safety analysis (JSA) document, which were together in a series of documents supplied by Paria.

“Do you remember if this document at all was shown to you on the day you were going to carry out this work?”

Boodram said he could not remember seeing the document attached to the work permit, but it was read to him by LMCS’ safety officer.

Peterson asked Boodram if he knew , between the method statement and the PTW for the day, which one actually dictates what workers were supposed to do on the day.

Boodram replied, “the method statement is, in my view, the one you would work with and go to, because the method statement is what you would use to obtain the contract.”

When Peterson asked if Boodram accepted that the PTW took precedence over the method statement, Boodram said, “Which part in the PTW say that you could not take out the plugs? There was nowhere stating you should not have done it.

“If there was a ‘must not’ do something, it would have been bold, as it is here – bold in writing that all steps below shall be carried out to full compliance with Paria PTW system. When Paria at any time found that the job was going out of their PTW, they would have stopped the job, that’s what they had officials there for.”

In response to questioning from Seaman and Waterfront Workers’ Trade Union counsel Nyree Alfonso, Boodram said when he used a tank to get air from while escaping the pipe, it was not lodged anywhere in the pipe, as he was able to swim over it. He said he did not believe camera footage which showed the pipe was blocked.

The CoE was adjourned until Thursday at 10 am.
