Saint Lucia increases its production capacity to overcome dependency on food imports

News Americas, Castries, St. Lucia, Weds. Nov. 09, 2022: In response to the global food crisis, Saint Lucia, a small island state in the Caribbean, has rolled out a number of government programs to increase food security, boosting its agricultural production and minimizing its reliance on imports.

And indeed, the country’s recent measures have proved timely. With inflation on the rise even within wealthy countries, it appears that the global food crisis will worsen before it improves. The conflict in Europe has also impacted inflation, having affected how commodities are produced, used and traded across the world. These changes are likely to keep food prices high until 2024, prolonging and worsening international food security. 

This state of affairs has proved particularly challenging for many Small Island Developing States (SIDS) which, already on the frontline of climate change, are facing increased food insecurity due to the rising cost of imports. In response to this, Saint Lucia has increased its food production capacities in a bid to overcome its dependency on imports. Under the direction of Alfred Prospere, Saint Lucia’s Minister for Agriculture and Food Security, the government has launched several initiatives to strengthen the country’s production. 

These efforts include the government’s Seven Crops project which aims to grow and strengthen supply chains in the fruit and vegetable sector. The Ministry of Agriculture reported that since the introduction of the project, the island has significantly increased production for a number of crops targeted by the programme – these include papaya, broccoli, cucumber, pumpkin, cauliflower, eggplant, corn, dragon fruit and sugar apples. 

The government also improved its agriculture intelligence information systems, setting up stable markets for farmers and introducing new technologies into the agricultural sector in an effort to lower Saint Lucia’s food import bill. So far, this development has led to an increase in both the quality and quantity of agricultural yields.

In addition to these measures, the government has also offered a 30% subsidy to banana crop farmers to support its export industry. In 2020, bananas were one of the country’s most profitable exports, with crops being sent to Barbados (US$302,000), Canada (US$1 412,000) and the United Kingdom ( US$2.61M). 

With the global supply chain experiencing significant disruption and many agricultural commodities facing significant breaks to their supply, the government’s actions have come at an opportune moment. For many countries, global supply chain problems have led to skyrocketing prices for food commodities, a problem exacerbated by the increasing cost of agricultural commodities.  

Saint Lucia’s government has therefore been prioritising the development and promotion of extensive farming on the island, with the goal of increasing self-reliance in the country’s food supply. By lessening its dependence on imports, Saint Lucia has sought to insulate itself from the ever-rising inflation affecting countries across the world.

Current projections from economic forecasters indicate that further rises in inflation are expected for 2023. This increase will prove particularly onerous for emerging and underdeveloped nations. According to data collected between May and August 2022, most low and middle-income countries have already experienced significantly high inflation, with 88.2% of low-income, 91.1% of lower-middle-income and 93% of upper-middle-income countries having experienced inflation rises above 5%. With domestic food price inflation very high across the world, including in the United States, Saint Lucia is standing firm against the odds.

One factor contributing to Saint Lucia’s success is the active participation of its youth in its agricultural upliftment. Across the world, there has been a decline in young workers entering the agriculture sector. With this shortage of farmers, most major food producers have reported declines in their output – with knock-on effects on food security. However, Saint Lucia’s agriculture minister noted that its youth are actively participating in the sector and that this participation has led to an improvement in the island’s food supply.

Building on this contribution from Saint Lucia’s youth, the government has introduced a number of new policies and subsidies to assist local farmers. These policies are supported by funds from the country’s Citizenship by Investment Programme (CIP).  Citizenship by Investment allows individuals to gain citizenship to a country by investing a certain amount in the country’s economy. In Saint Lucia, this investment involves contributing to the National Economic Fund Investment Option which sponsors social development.

Launched in 2016, Saint Lucia’s Citizenship by Investment Programme (CIP) is the newest CIP in the Caribbean. The programme hopes to establish itself as one of the best programmes in the world. In line with these aims, the programme is already ranked among the top three Citizenship by Investment (CBI) Programmes in the world, according to the “CBI Index 2022” published by the PWM Magazine of the Financial Times.

High-net-worth individuals can invest in the National Economic Fund Investment, known as the Fund Option, to apply for alternative citizenship in Saint Lucia. The Fund Option allows investors to support the country’s socio-economic advancement as well as the expansion and development of its infrastructure. The minimum investment required is $100,000 (US).

Since the inception of the programme, Saint Lucia’s government has time and again proved its judiciousness, allocating the funds generated by its CIP to support socio-economic advancement. The programme also operates with a high degree of transparency, with the CIP providing detailed information to investors about how their funds are being used. Most recently, CIP funds have contributed to the uplift of the agriculture sector, particularly to the development of new and advanced farming techniques. The success of this support has become evident, with the country’s food production surging as it progresses towards food security.

Along with its support of Saint Lucia’s development, the CIP has proved exceptionally beneficial to investors. Given the opportunity to become global citizens, investors have thrived, with unimpeded access to the country providing an ideal framework for wealth planning, the expansion of business and access to international business markets.

Porteurs du VIH ou dépendants à la drogue, des clients d’une assurance santé australienne ont vu mercredi leurs données médicales les plus personnelles publiées sur internet après un piratage informatique d’ampleur et le refus de l’entreprise de payer une rançon.

Medibank, l’un des principaux assureurs privés de santé du pays, a déclaré à ses investisseurs qu’un “échantillon” des données de ses quelque 9,7 millions de clients avait été publié sur un “forum du dark web”. La société s’attend à de nouvelles fuites.

Des noms, numéros de passeport, dates de naissance, adresses et informations médicales figurent parmi ces données personnelles postées anonymement mercredi matin.

Les victimes ont été réparties dans une liste de “bons” et de “vilains”.

Plusieurs personnes figurant dans la liste “vilains” étaient associées à des codes numériques les reliant à une addiction à la drogue, à l’alcoolisme et au VIH.

Un dossier comportait par exemple l’indication “p_diag: F122”.

F122 est le code de la “dépendance au cannabis” selon la Classification internationale des maladies publiée par l’Organisation mondiale de la santé. 

Le Premier ministre australien Anthony Albanese, lui-même client de Medibank, a assimilé la cyberattaque à un “coup de semonce” pour les entreprises australiennes.

Les données divulguées ont été publiées sur un forum du dark web, qui ne peut être trouvé à l’aide des navigateurs classiques.

Medibank, qui propose une assurance maladie privée aux Australiens désireux de compléter le régime universel public de santé, a informé l’Australian Securities Exchange de la fuite peu avant l’ouverture de la Bourse. 

“Les fichiers semblent être un échantillon des données dont nous avons déterminé précédemment qu’elles avaient été consultées” par le hacker, a indiqué la société dans une déclaration.

“Nous nous attendons à ce que le (pirate) continue à publier des fichiers sur le dark web”, a-t-elle poursuivi.

Possibles liens russes

Les hackers ont mis leur menace à exécution, après avoir averti qu’ils publieraient les données si Medibank ne leur versait pas une rançon dont le montant n’a pas été divulgué.

“PS : Je recommande de vendre les actions de Medibank”, ont écrit les pirates informatiques sur un forum quelque 24 heures avant la publication du premier échantillon de données.

Medibank, soutenu par le gouvernement fédéral australien, a refusé mardi d’accéder à leur demande, conseillant à ses clients de rester “vigilants”.

“Sur la base des conseils approfondis que nous avons reçus d’experts en cybercriminalité, nous croyons que payer une rançon n’aurait qu’une chance limitée d’assurer le retour des données de nos clients et d’empêcher leur publication”, avait affirmé le patron de Medibank David Koczkar.

L’auteur du piratage n’a pour le moment pas été publiquement identifié. 

Justine Gough, de la police fédérale australienne, a estimé qu’il s’agissait de l’œuvre d’un “groupe criminel ou de groupes criminels” qui pourraient opérer en dehors du pays.

Sanjay Jha, scientifique en chef à l’Institut de cybersécurité de l’Université de Nouvelle-Galles du Sud, a déclaré qu’il était difficile d’attribuer une attaque à un seul groupe.

Cependant, il a déclaré à l’AFP que l’attaque présentait certaines caractéristiques associées à un groupe de pirates russes appelé REvil, qui a notamment déjà pris pour cible le géant brésilien de la viande JBS et Lady Gaga.

Un ancien site web REvil, qui a été démantelé par la Russie cette année, redirige vers le forum du dark web où les données de Medibank ont été divulguées. 

“Ordures”

Les pirates ont également mis en ligne ce qu’ils expliquent être une série d’échanges passés entre eux et des représentants de Medibank.

“Nous ferons tout ce qui est en notre pouvoir pour vous infliger autant de dommages que possible, en matière de réputation et financièrement”, indiquait un message.

Cette violation de sécurité a déjà fait perdre des centaines de millions de dollars à la valorisation boursière de Medibank. Le cours des actions de l’entreprise a plongé de 20% depuis octobre, lorsque des informations sur la fuite de données ont émergé pour la première fois.

L’assistant au Trésor australien Stephen Jones a qualifiés les pirates d’”ordures” et d’”escrocs”.

“Nous ne devrions pas céder face à ces fraudeurs”, a-t-il déclaré sur la chaîne Sky News Australia.

Tandis que Medibank s’efforçait de contenir la fuite, elle se trouvait également menacée par une action collective potentiellement coûteuse.

Deux cabinets d’avocats ont annoncé mardi avoir uni leurs forces pour savoir si Medibank a violé ses obligations de protection de la vie privée de ses clients, en vertu de la loi australienne.

The Ministry of Health, Wellness and Elderly Affairs advises the general public, particularly those affected by the recent system, that flood waters may be highly contaminated from toxic chemicals, and sewage among other pollutants. As a consequence, the following safety tips must be adhered to:

FOOD SAFETY

Do not sell or use unlabeled food products including canned products exposed to flood waters.
Animals drowned in flood waters (referred to as cold slaughter) should not be dressed and the meat should not be consumed or offered for sale.
Establishments including restaurants, bakeries, bars, grocery shops and other food establishments should be thoroughly cleaned and disinfected before resuming production and sale of food items.
Products that have thawed out as a result of equipment malfunction or power failure should not be consumed or refrozen.

 WATER SAFETY

Water must be boiled for at least 10 minutes to kill viruses, bacteria, and parasites.
The taste of boiled water can be improved by allowing it to stand for a few hours before drinking
Disinfect water with tablets that contain chlorine or iodine
Follow the manufacturer’s instructions on the label or in the package.
Chlorine dioxide tablets can be effective in reducing the chances of diarrheal diseases which may occur when contaminated water is used.
If the water is contaminated with a chemical, adding a disinfectant will not make it drinkable or potable.

CLEANING AFTER A FLOOD

Hier (mardi 8 novembre), le procès de Cédric Chaillot et Dany-Claude L. pour le meurtre de Daniel Duville a été rythmé par le rappel des faits, les témoignage du directeur d’enquête et des témoins directs de la scène. 

Cette première journée a été l’occasion de
détailler les faits qui se sont déroulés avant que le jeune Daniel
Duville ne perde la vie le 26 juillet 2019 devant l’ex-discothèque
Le Maximus au Lamentin. Tout a commencé par une altercation entre
deux femmes, à l’intérieur de l’établissement. Très vite, elles
sont expulsées par le service de sécurité de l’établissement. Mais
l’une d’entre elles ne souhaite pas en rester-là et se dispute avec
un des agents de sécurité jusqu’à en venir aux mains. C’est alors
que Daniel Duville et son frère sortent de la boîte de nuit et
tentent de calmer le jeu car ils connaissent la jeune femme. Mais
au final cette dernière se retourne contre eux. Elle s’en prend à
Daniel Duville qui se retrouve roué de coup
