Barbados is gearing up to scream “Welcome home!” to its most outstanding athletes for 2022.

Bajan athletes who have achieved spectacular feats over the past two months at the Pan American Championships, the Commonwealth Games and other international meets will be celebrated in grand style this week.

Barbadian cyclist Amber Joseph who struck gold and won two silvers at the Pan American Cycling Championships returned home last Thursday ahead of the pack but she will not be left out of this week’s pomp.

On September 9, for her arrival, she was greeted by General Manager of the Barbados Olympic Association Glyne Clarke, Senior Operations Officer at the Barbados Olympic Association Ryan Brathwaite, and Neil Murrell Director of Sports at the National Sports Council.

But on Wednesday, September 15, she joins with Sada Williams, Shane Brathwaite, and Jonathan Jones on a motorcade, which will be followed by a press conference and reception to celebrate them. The reception will be held at Ilaro Court on the evening of Friday, September 16.

The motorcade leaves the Grantley Adams International Airport on Wednesday around 2pm. for the Garfield Sobers Gymnasium where the press conference will also be held.

Motorcade Route

From the Grantley Adams International Airport the motorcade will travel via Coverley, Pilgrim Road, Callender’s, Thornbury Hill through Oistins, Welches, Maxwell Road, Top Rock, then turn right at the roundabout towards Graeme Hall, then turn left at the roundabout onto the ABC Highway to the Garfield Sobers Roundabout, onto Wildey Road towards the triangle, then right onto Highway R by Carters, left up “B.E.T” hill onto the roundabout at the Samuel Jackman Prescod Institute of Technology, around the roundabout, down “B.E.T” hill, left onto Upton, then turn right at the north entrance to the Gymnasium, pass the Astroturf and left to the Gymnasium’s VIP entrance.

Barbadians are invited to line the route of the motorcade on Wednesday afternoon to greet and celebrate our athletes. There will also be a 15-minute opportunity at the Gymnasium to interact with the athletes and take pictures.

NHC updates forecast for tropical waves of concern Loop Barbados

The US National Hurricane Centre (NHC) says one of the two tropical waves it is monitoring in the Atlantic Ocean is becoming better organised.

In the forecast this morning, NHC said, “conventional and low-earth orbit satellite data indicate that showers and thunderstorms associated with a tropical wave located about midway between the west coast of Africa and the Windward Islands have increased and become better organised since yesterday afternoon.”

Environmental conditions appear to be favourable for the wave to develop into a tropical depression over the next few days as it approaches the Leeward Islands on Friday.

Meanwhile, NHC said the second tropical wave, which is located near the Cabo Verde Islands, also exhibited some change in shower and thunderstorm activity.

“Environmental conditions appear only marginally favourable, and any development of this system should be slow to occur while it moves westward or west-northwestward across the eastern tropical Atlantic through the end of the week. It has a near zero chance of development in the next 48 hours and a low (20 per cent) chance in the next 5 days,” NHC said.

The public is invited to join the commemoration of the life of Queen Elizabeth II by sending condolences and floral tributes.

Condolence books are available to the public to sign and can be found in the lobbies at the Government Administration Building in Grand Cayman, the District Administration Building in Cayman Brac as well as at the District Office in Little Cayman.

A condolence book can also be signed at Parliament.

The community is also invited to sign the online condolence book here.

Floral tributes can be left on the steps of the Government Administration Building and the front gates of Government House. The public should note that once flowers wither they will be removed.

She died on September 8, 2022, at Balmoral Castle in Scotland. Since her death, millions of people around the world have been paying their respects to the monarch, who was 96 years old.

NRA policy restricts individual instructions from politicians Loop Cayman Islands

The chairman of the board of directors of the National Roads Authority (NRA) said that, in order to further improve transparency and accountability, the NRA board made a decision in May 2022 clarifying who may generally give the NRA instructions.

The resolution, passed prior to the recent judgment involving the National Conservation Council, clarifies that where an individual politician has a request, this must be routed through the Ministry of Planning and Infrastructure so that the Ministry can issue the relevant directive. Following this, the NRA can consider the directive, along with any amendments to the existing strategic operational plan.

While the move may sound controversial at first, it was done to address a concern raised by the Office of the Auditor General about “ad-hoc” projects i.e., activities that were undertaken by the NRA, but were not necessarily spelled out in any strategic operational plan. In addition, the Office of the Auditor General pointed out that, over the years, over 80% of the NRA’s budget was spent near election dates.

“To prevent the reoccurrence of “ad-hoc” projects and a high volume of spending during periods of “election sensitivity”, the NRA board clarified the approach i.e., all NRA work must fall within the board approved strategic operational plan and any changes must be approved by the board or come via directives from the Ministry or Cabinet,” the NRA board chairman explained.

In connection with this, the NRA board chairman also said that the NRA board established a board communication policy to clarify the nature of communications in-between board meetings, including who is authorised to follow-up on the implementation of directives in-between board meetings.

In the absence of this policy, the NRA could face an issue where multiple parties are instructing the NRA… the risk of which is undermining directives and pushing the strategic operational plan off track.

The NRA board chairman explained further.

Health ministry increases efforts to sensitive the public on monkeypox Loop Jamaica

The Southern Regional Health Authority will on Tuesday, embark on a mass public sensitisation to increase the public’s knowledge on monkeypox.

The exercise comes days after the health ministry reported the death of a monkeypox patient, whose cause of death is under investigation. Jamaica has also recorded five additional cases, bringing the total number of cases to 12.

The public health teams will distribute educational materials and engage the public in major town centres across the island.

The exercise will start in the parishes of Manchester, Clarendon and St Elizabeth. St Elizabeth, Junction town centre – (8:00 am to 10:00 am)

Santa Cruz town centre – (8:00 am to 10:00 am), Manchester, Christiana town centre- (7:00 am to 10:00 am) Mandeville town Centre- Nashville bus park, taxi stand across the market (7:00 am to 10:00 am.)

Clarendon May Pen town centre-(7:00 a.m. to 10:00 am), Chapelton town centre-(7:00 am to 10:00 am), Spalding town centre-(7:00 am to 10:00 am), Frankfield town centre- (7:00 a.m. to 10:00 am).

The Ministry of Health said the latest positive patients are four males and a female.

Of the five new cases recorded locally, two were in Kingston and St Andrew, while there was one case each from St Elizabeth, St James and Manchester.

The number of active cases currently stands at eight, while an additional recovery has brought the total number of recoveries to three.

Two of the confirmed cases of monkeypox were imported, while 10 were locally transmitted.

A total of 25 tests for the disease have been conducted locally.

Arm all law-abiding Jamaicans says Montage as gunmen run rampant Loop Jamaica

Former National Security Minister Robert Montague says it is time to arm all law-abiding Jamaicans.

“Any decent law-abiding citizen, with a clean police record, no mental (health) issues or domestic violence conviction should be able to acquire a gun permit within 45 days of applying,” insisted Montague.

He made the call in the House of Representatives last Wednesday, during the debate on the Firearms (Prohibition, Restriction and Regulation) Act. The Bill was passed without amendment.

In justifying his call for the general populace to be armed, Montague argued that over the past 10 years, only 29 firearm holders were murdered in the country. By contrast, on average, 1,300 Jamaicans are murdered each year, with illegal guns featuring in more than 80 per cent of the killings.

Montague also pointed out that over a 10-year period a total of 627 combined major crimes, including shootings, robberies and praedial larceny have been committed against firearm holders, suggesting a firearm is a deterrent to criminals.

Montague told the House that there are 45,000 licensed firearm holders in Jamaica and 167,000 guns as there are persons with multiple licences, in addition to security companies that utilise armed guards as well as gun clubs.

“There’s an average of 30,000 firearm holders over the last 10 years. Therefore, some 0.09 or one per cent of licensed firearm holders have been murdered over a 10-year period or an average of 0.01 per year.

“At 627 combined incidents of crime against firearm holders, it shows that only two per cent have been affected by crime over the last 10-year period or an average of .2 per year,” said Montague.

“The figures clearly show that if you’re armed, criminals don’t mess with you,” he declared. He noted that criminals have more advanced weapons than the police in many cases and that the police and army are held at bay for hours sometimes in a shootout (with gunmen).

“Yet, we’re calling on law-abiding citizens to join the fight against crime. What must they join with, dem two long hands, and two stone and a cutlass?”

“And what they must do with those?” the former security minister asked.

Montague lamented that the long wait for a gun licence sometimes criminalises the process. He insists that we must level the playing field and give the advantage to the law-abiding person.

For those who would object to arming the general population by pointing to countries such as Australia that recently disarmed the society and “are okay”, Montague said: “Australia is not confronted by the factors that beset us. They don’t have our historic crime rate or the amount of high powered illegal weapons that are everywhere in Jamaica”.

Continuing, he said: “Disarming works for Australia. It’s fit-for-purpose for them. Let’s wish them well and get on with a fit-for-purpose solution for Jamaica’s problems”.

And the former security minister said that when a criminal is about to break into your house, he should pause and wonder, “How many guns are in that house?”

“When they’re planning to steal a farmer’s crop or animals, they have to wonder if the farmer has a gun and what are the chances of getting shot,” he added to applause from his colleagues.

“We must give back the advantage to the law-abiding citizen; right now the criminals have advantage,” said Montage.

St. Lucia’s new prime minister takes over when the nation is pregnant with potential following significant, unexpected economic recovery, says Joseph Boll, CEO of Caribbean Employment Services Inc.

The chief executive of the market-leading digital talent acquisition service notes that St.Lucia’s recovery forced even the Economic Commission for Latin America and the Caribbean (ECLAC) to go back to the drawing board as the country shattered its earlier projections regarding employment in the region in a “post-COVID” economy.

“St. Lucia’s resilience is quite impressive, given that its unemployment has dropped evenbelow pre-pandemic levels,” says Boll, “and dozens of employers are reporting employeeretention and new hires in spite of the intense economic challenges, plus increasingcompetition from foreign employers.

“Indeed, the country’s astounding economic success seems to have come from out ofnowhere. We have seen countries like Guyana, with major government hiring sprees andsuch a strong projection of growth that economists believe it will have a labour shortagebefore the end of this year. But St. Lucia has more ‘quietly’ exceeded economicexpectations.”

Early last year, the ECLAC projected that both employment and economic growth in theCaribbean at large would be somewhat stunted for 2022.

However, it has since revised its initial projections and now estimates St. Lucia “will realize the highest GDP growth among Eastern Caribbean Currency Union (ECCU) member states in 2022.”

This as St. Lucia’s most recent Labour Force survey, covering the period January to March2022, “estimated the national unemployment rate stood at 16.1 percent.”

In comparison, for the past six years before the pandemic, unemployment stood at around 20 percent consistently, marking an improvement even in significantly challenging times.

Further, Chamber of Commerce, Industry and Agriculture reported that some 83 of itsmembership retained and added more jobs during Q1 2022.

This is also significant as the Great Resignation in North America and severe labour shortages in the UK have resulted in intense recruitment of Caribbean workers particularly for the first half of this year.

Boll notes, “Where other Caribbean nations are beginning to run the risk of labour shortages as a result of competition from foreign workers, it’s incredible that St. Lucia is doing so well in terms of employment.

“The Honourable Prime Minister (Philip Pierre) has taken over at an opportune time and welook forward to continued successes in this regard.”

La secretaria del Departamento de Recursos Naturales y Ambientales (DRNA), Anaís Rodríguez, confirmó en RADIO ISLA que esa agencia archivó el caso de la construcción de un estacionamiento para el hotel Normandie debajo del parque Sixto Escobar en el área del Escambrón.

Según Rodríguez, el mismo fue custodiado el 17 de mayo luego de que el DRNA solicitó una declaración de impacto ambiental, entiéndase impactos adicionales que pueda tener esta obra. Rodríguez indicó que el contratista no contestó dicha petición.

“El caso fue archivado en la OGPe (Oficina de Gerencia y Permisos) por, precisamente eso, no recibir comentarios o contestación a los comentarios del DRNA. Eso significa que si el proponente quiere continuar con su proyecto, debe empezar el proceso de solicitud de permisos ante la OGPe”, explicó Rodríguez.
