The Royal Cayman Islands Police Service (RCIPS) said earlier this week that officers have recovered a yellow kayak which was found by a member of the public at a location on Bodden Town Road on Monday, November 21.

The kayak is described as being a two-seater, yellow in colour, with the words “Ocean Kayak” and “Malibu Two” written on the side.

The RCIPS is inviting the owner of the kayak to contact the Bodden Town Police Station at 947-2220 to arrange for collection, and to be prepared to provide evidence of ownership.

Private sector groups urge PNP to support SOE extension Loop Jamaica

The Opposition People’s National Party (PNP) is facing a joint call from a group of leading private sector organisations to support the extension of the states of public emergency (SOEs) which were recently imposed in seven parishes across the island.

In a joint release sent by the PSOJ of Thursday, the organisations said there is data to show that the SOEs have been effective in curtailing some amount of serious crimes, especially murders, and urged the Senate to allow the extension of the present SOEs until January 14, 2023, when the debate on the matter comes up in the Upper House on Friday of this week.

In laying out its rationale for the call, the organisations referenced a number of factors and circumstances that they said warrant an extension of the emergency measures.

Below is the full text of the release:

“On November 25, 2022, the Senate will debate the extension of the states of public emergency (SOEs) until January 14, 2023, in the select parishes where SOEs were declared on November 15, 2023.

“This broad-based grouping of private sector and civil society (groups) supports the extension of the SOE and urges the Senate to pass the extension on the condition that the Government addresses outstanding key issues critical in achieving full Opposition support, until January 14, 2023, in the select parishes where SOEs were declared on November 15, 2023.

Murders have Declined Since SOEs Declared

“Since the declaration of the SOEs on November 15, we have seen murders decline significantly nationally, and in the parishes where the SOEs were declared nine days ago.

Nationally, the data shows 63 murders being recorded the weeks before the declaration of the SOEs. Data shows that 12 murders were recorded in the first week of the declaration of SOEs. This is a significant decline.

“Since yesterday (Wednesday), within the parishes and specific zones where SOEs were declared, murders have recorded a dip from 21 for the period November 7-14, to six from November 15-22.

“The data demonstrates that SOEs can help to save lives.

Appeal for Extension of SOEs through the Christmas period until January 14, 2023

“Jamaicans across the length and breadth of the country are living in a state of fear and anxiety, and consider the crime situation a chronic crisis. While the use of SOEs to contain the current surge of crime and violence is not a long-term solution, it has demonstrated its effectiveness in reducing murders.

“We recommend that these emergency measures be employed over the Christmas period, as a surge in criminal activities is the norm during this time, as criminal elements look to rob, extort and murder to increase ill-gotten gains.

JCF and JDF Recommended the SOEs

“The leadership of the JCF and JDF recommended the extension of SOEs to mitigate the loss of lives. This temporary measure, we anticipate, will ease the constant bloodletting, and enable law-abiding citizens to enjoy the holiday season.

SOEs are an Interim Measure

“We agree that SOEs should not be a routine measure in normal times, but believe that the trend in recent months suggests that we need additional measures now to disrupt criminal networks as soon as possible in order to reduce violent crimes and murder

Enhanced Security Measures

“We are aware that the Enhanced Security Measures (ESM) have been outstanding from Q-1 of 2021 as signed off in the Crime Monitoring & Oversight Committee (CMOC) consensus agreement. We acknowledge that there has been progress, but this deliverable requires finalisation.

“The Enhanced Security Measures will provide greater powers in the law to target, detain and neutralise known violence producers by providing strong intelligence to the justice system.

Collaboration of GoJ and Opposition on the Drafting and Passage of the ESM

The Opposition leader has indicated in Parliament that he has proposed a framework for the ESM and the prime minister has indicated that these measures are being drafted.

“We strongly recommend that the GoJ collaborates with the Opposition on drafting the ESM with a heightened sense of urgency to ensure that it has the smoothest possible passage through the lower and upper houses, so the measures can be utilised in the shortest possible time frame. We recommend that the draft legislation is brought to the lower house before the expiry of the SOEs on January 14, 2023.

Political Maturity required

“Jamaica is bleeding, and we are at a point of great frustration as citizens. We expect our prime minister to lead this process and engage the Opposition with humility and inclusiveness. We are hopeful that the Opposition will reciprocate.

“We strongly encourage the GoJ to consider suggested changes made by the Opposition on the clauses of the Emergency Power Regulations, once they don’t reduce the effectiveness of the SOE.

The private sector and civil society encourage a unified approach to crime-fighting, one that is without politicisation. The citizens of Jamaica deserve the right to life, and to raise their families in a society that will allow them to do so without fear.

“We must win the war.

Drunken driver fined for assaulting cop

A 28-year-old tailor of Lot 108 Best Road, West Bank Demerara, on Thursday, pleaded guilty to three charges stemming from his assault on a Policeman, which was captured on video.

Nicholas Balkishun was brought before Magistrate Faith Mc Gusty at the Wales Magistrate’s Court where he pleaded guilty to behaving disorderly, assaulting a peace officer, and driving under the influence (DUI). He pleaded guilty and was fined a total of $27,500.

He was fined $10,000 for the disorderly behaviour charge, $10,000 for assaulting the Police officer and $7,500 on the DUI charge. According to reports, Balkishun was arrested by traffic officers for DUI on Wednesday and taken to the Vreed-en-Hoop Police Station.

While there, he, however, became involved in an altercation with about three Policemen. He was caught on video slapping one of the Policemen in the face.

“I would cuff yuh in yuh f$#%ing face,” Balkishun was heard telling another Policeman.Police Headquarters reported that Balkishun has also been charged with damage to property and using abusive language. He will appear at the Vreed-en-Hoop Magistrate’s Court on Monday.

Earlier this week, two teenagers from Angoys Avenue, New Amsterdam, Berbice, who were caught on video assaulting a Policeman, were arrested.

The incident occurred just after 08:00h on Tuesday. Quincy King, 18, and 19-year-old Christopher Abrams are expected to be charged with multiple offences, including assaulting a peace officer.

Their arrest came shortly after a video recording began circulating on social media, of the duo jointly attacking and assaulting the Police rank.

Police Headquarters reported that the Policeman was providing the teens with traffic instructions and directions, which they failed to comply with when an argument ensued.The Policeman, upon trying to caution the men, was knocked to the ground by the duo.

He was then forced to get on his feet and defend himself from an aggressive and abusive Abrams, who was seen in a video punching the cop about this body.

The President of the Saint Lucia Nurses Association (SLNA), Alicia Baptiste, has called on criminals to put down their guns in the aftermath of the fatal shooting of 38-year-old nurse Keziah Wilson.

Police said Wilson sustained a head wound at Goodlands, Castries, on Tuesday morning.

The death of the mother of an 11-year-old has shocked the healthcare fraternity.

“Put down the guns. Put down the weapons. You are hurting a nation. You are hurting an entire fraternity. You are hurting people,” the SLNA President said Tuesday regarding violent crime perpetrators.

“These are the very nurses who are at the hospital waiting when you are injured to care for you,” Baptiste said.

“We cannot continue. Our country is too small,” Baptiste told Newsspin on Power 97.9.

The SLNA President said it was a challenging time for the nursing fraternity, having lost a colleague and friend in nurse Wilson.

She described the deceased as a young nurse devoted to her profession in the prime of her life and nursing career.

“My nurses, colleagues, the family of Keziah – we are all in this together. We will give support to each other. We will get through this by the grace of God,” Baptiste asserted.

Pour ces motifs Daniel Lapidus, connu sous le pseudonyme de Gargamel, est en détention provisoire depuis le 24 juin 2022 au centre pénitentiaire de Ducos. DOHA, Qatar (AP) — Ghana coach Atto Oddo criticized the American referee who awarded the penalty that resulted in Cristiano Ronaldo’s record goal at the World Cup on Thursday, calling it “a special gift.”

Ronaldo won and converted the second-half penalty, making him the first male player to score in five World Cups. Portugal went on to beat Ghana 3-2.

“If somebody scores a goal, congratulations. But this was really a gift. Really a gift,” Addo said. “What more can I say? (It was) a special gift from the referee.”

Addo’s criticism of American referee Ismail Elfath was so direct that it could put him into trouble with FIFA.

When asked what he thought was the reason for Ghana’s narrow defeat, Addo responded: “The referee.”

Addo felt Ghana defender Mohammed Salisu didn’t foul Ronaldo for the penalty, and he complained that the officials didn’t use VAR to make sure. Salisu’s thigh appeared to make slight contact with Ronaldo’s leg before the Portugal captain went sprawling to the ground.

The 37-year-old Ronaldo, who was starting what’s expected to be his last World Cup, converted the penalty for his piece of history.

“I think it was really the wrong decision,” Addo said. “I don’t know why VAR didn’t come up. There’s no explanation for me. And then it’s difficult against a world-class team when they are leading.”

Addo is a 47-year-old former Ghana player who is in his first international coaching job and at his first World Cup. He said he even tried to meet with Elfath after the game to ask him about the incident. Addo also complained that Elfath had missed numerous fouls on his players.

“I tried,” Addo said. “I asked some people outside with FIFA if I can talk with the referee in a calm and a quiet way but they said he’s in a meeting and it’s not possible.”

Richarlison’s goals help Brazil beat Serbia 2-0 at World Cup Loop Jamaica

LUSAIL, Qatar (AP) — Richarlison scored two goals, the second with a spectacular acrobatic kick, to help Brazil beat Serbia 2-0 Thursday at the World Cup.

In the 73rd minute, the striker used one touch to get the ball up in the air and then spun around and got off the ground before knocking the ball into the net with his right foot.

Brazil had struggled to get past the Serbian defense until Richarlison scored from close range in the 62nd in a buildup that started with Neymar.

Vin?cius J?nior assisted on both goals.

Neymar, seeking his first major title with Brazil, stayed at 75 goals for the national team, two shy of Pel?’s scoring record.

Brazil coach Tite started with an attack-minded squad that included four forwards — Neymar, Vin?cius J?nior, Raphinha and Richarlison. Attacking midfielder Lucas Paquet? played alongside Casemiro, the lone defensive midfielder.

But Serbia had several players back and were able to keep Brazil from creating many significant opportunities. Neymar tried to control the pace but struggled to find space up front. He, Vin?cius J?nior and Raphinha all squandered chances early on.

Brazil’s best chance before Richarlison’s opening goal had been a low long-range shot by Alex Sandro that hit the post in the 60th. Neymar had his best opportunities with a free kick in the 50th and a shot from near the penalty spot in the 55th.

The 30-year-old Neymar arrived to his third World Cup as Brazil’s main attraction. He helped the “Sele??o” win the 2013 Confederations Cup and their first Olympic gold medal at the 2016 Rio de Janeiro Games, but has yet to win a major title with the national team.

Brazil, trying to win their first World Cup in two decades, are unbeaten in their last 20 opening games, with 17 victories. They finished first in their group in the last 10 World Cups.

In the other Group G match, Switzerland defeated Cameroon 1-0.

Brazil and Serbia also played in the group stage in 2018, with Brazil also winning 2-0 to reach the next stage at Serbia’s expense.

Since competing as Serbia in 2010, the the country has not advanced to the knockout rounds of the World Cup.

ODPM reports impassable roads, landslides, flooding

THE Office of Disaster and Preparedness Management (ODPM) reported impassable roads, landslides and flooding on Thursday afternoon.

In its impact summary, the ODPM reported there was a medium (40 – 60 per cent) chance of isolated heavy showers or thunderstorms on Thursday afternoon, which it said were supposed to settle by Thursday evening.

There was a low chance (30 per cent) of odd isolated thunderstorms Thursday night into Friday that could result in flash flooding and gusty winds.

As a result of bad weather this week, the ODPM said, there was street flooding at Trantrill Road, St Augustine, making the road impassable. On Thursday afternoon, the Caroni River was at 81 per cent capacity, the North Oropouche River at 68 per cent and the South Oropouche River at 60 per cent capacity .

There were two landslides in the South/Central areas. At Mayo, Corosal Road, Gran Couva there was a landslide resulting in only small vehicles being able to pass. The second landslide was at Sahadath Road, Princes Town earlier this week.

In north Trinidad, there were reports of landslides along the Toco Main Road, Salybia. The Sangre Grande Regional Corporation was addressing that, the ODPM said. The regional corporation also responded to flooding at Guy Trace, North Oropouche Road, Sangre Grande.

Fishing Pond Road, near Seecharan Road and Gordon Miller land settlement, also had street flooding and was impassable to small and low vehicles. Valencia Road leading to the Toco Main Road was also flooded, as well as Vega de Oropouche off the Toco Main Road, near the North Oropouche River.

In central and surrounding areas, the ODPM said there was flooding at El Socorro South. The Ministry of Works and Transport was notified and brought water pumps to address the issue. Madras Road and St Helena were also flooded.

Flooding was reported in east Trinidad as well along the Manzanilla-Mayaro Road, which the ODPM said was impassable to small and low vehicles, as part of the road had collapsed. The Sangre Grande Regional Corporation’s technical department assisted the Ministry of Works and Transport with a backhoe to clear a path for the water to run off.

The Sangre Grande Regional Corporation also had to respond to three reports of fallen trees at Fishing Pond, Toco Main Road and Paria Road, near Grande Riviere, which also had a landslide.

Private Sector needs to “rise up” – Hamilton on workers’ salaries, benefits

Labour Minister Joseph Hamilton says the private sector needs to now step up in terms of the salaries and benefits offered to workers as the Guyana Government pushes to make the lives of every citizens better.

“A year ago, two years ago, five years ago, people were leaving public sector to go work with private sector. Today, we have a reserve situation,” Hamilton pointed out during an interview with this publication.

His comments come as President Dr Irfaan Ali announce major salary adjustments for members of the Joint Services. This is on the heels of an 8% retroactive salary increase for all public servants.

Moreover, only recently the national minimum wage was increased to $60,000, though the public sector minimum wage is much higher.

The Labour Minister advised private sector players that “change and transformation is upon us” and he encouraged them to recognise the importance of their human resources.

“They [companies] have to recognise that it’s a new day and new time…workers now, potential employees, they have options,” he posited.

He insisted that there is enough opportunity for companies to “rise up” from where they are and position themselves to pay comfortable salaries and offer better benefits for workers.

Minister Hamilton also assured that the Guyana Government is doing everything possible to help private sector companies navigate these new circumstances.
