The Opposition Leader has said the PM is wrong to blame climate change for flooding disasters and extreme weather events, as there has only been a 0.5-degree change in the average temperature over the last 32 years.

Kamla Persad-Bissessar made the statement during the UNC’s Monday night Virtual Report.On Friday in Parliament, Dr Rowley said the cause of the recent flooding was excessively heavy rain which overwhelmed constructed pathways and watercourses.

Persad-Bissessar said the PNM had not done anything to address climate change for the last seven years, but was now blaming it for flooding disasters and extreme weather events.

“The data from our weather stations shows that the average temperature has increased by 0.5 degrees from 1990 to the present over 32 years. So to blame climate change is again false blaming.

“The average annual temperature was about 26.4 degrees Celsius in the years after 1990, and about 26.9 degrees Celsius in the last years before 2021. It has therefore increased only slightly by 0.5 per cent over the last 32 years.

“So the PNM may be hiding behind an excuse, as they always do.”She noted that the PM had not chosen to attend the UN climate change conference currently taking place in Egypt.

The Opposition Leader said the UNC would implement three funds to address climate change to prepare for the future: a climate trust fund; a national food security fund; and a national infrastructure fund.

The latest UN Intergovernmental Panel on Climate Change (IPCC) report, Climate Change 2021: the Physical Science Basis, released on Friday, said emissions of greenhouse gases from human activities are responsible for approximately 1.1 degrees Celsius of warming since 1850-1900, and finds that averaged over the next 20 years, global temperature is expected to reach or exceed 1.5 degrees Celsius of warming.

The UN said for 1.5 degrees C of global warming, there will be increasing heatwaves, longer warm seasons and shorter cold seasons. It said climate change has already been affecting temperatures, rainfall patterns, and sea levels, thus causing increased flooding, changes in hurricane and monsoon precipitation, flooding in inland and coastal areas, more frequent heatwaves and ocean warming, among other effects.

The Caribbean Community Climate Change Centre said as a result of climate change, the Caribbean will experience more frequent and more severe hurricanes and tropical storms; a longer dry season and a shorter rainy season, affecting agriculture and the food supply; a rise in sea levels and coastal flooding, and an increased likelihood of storm surges; intense rain and flash floods; an increase in temperatures; and environmental degradation.

Couva North MP Ravi Ratiram criticised the PM for saying the Social Development and Family Services Ministry continued to work with MPs and councillors to provide temporary food relief to those who have lost food supplies as a result of flooding, which Ratiram said was not happening.

He said the flooding could have been prevented if the government had cleaned watercourses, rivers, and outfall drains.

PM gets pre-action letter over Todd Street housing development plan

THE Prime Minister has been served with a pre-action protocol letter with a threat to file for judicial review challenging a Cabinet decision to transfer a hectare of state land at Todd Street, San Fernando, to the Housing Development Corporation to construct multi-family housing.

The Prime Minister, as the head of the Cabinet, was given until November 28 to respond to several requests and say whether Cabinet will reconsider the decision to hand over the land to the HDC.

On Monday, attorneys for a group of ten, comprising religious groups, residents and business owners of Todd Street, school officials and residents of neighbouring communities, served the letter on Dr Rowley.

They say they will be “greatly disturbed” by the decision to build 72 apartment units at the Todd Street location.

The 17-page letter, written by attorney Varin Gopaul-Gosine, quoted correspondence from the HDC, the Education Minister, the ministry’s permanent secretary and the Town and Country Planning Division (TCPD), dating back to March 23.

The correspondence, which was also provided, revealed when the Education Minister told the HDC chairman there was no objection to the corporation’s use of the land. This was on March 23.

On April 7, the TCPD’s acting director said the site formed part of land allocated as a school site and the division did not recommend its use for residential purposes, as it would not conform with its planning policies.

The acting director also asked for correspondence from the Education Ministry confirming there was no objection to a change of use of the land from a school site to residential use. The HDC was also told that before beginning development of the site, it must apply for planning permission.

The correspondence showed on July 29, the ministry’s PS advised that a site visit to the land substantiated the need to retain it for its intended purpose of providing more green space and for expanding the two secondary schools flanking it. The PS said development in the middle of the schools would add to the noise pollution and traffic congestion and change the natural aesthetic of the area, and in recognition of the ministry’s responsibility to the youth, it could not accede to the HDC’s request to use the land.

However, despite the two objections to the change of use, the Cabinet, the letter said, transferred the land to the HDC on September 8.

Gopaul-Gosine said it appeared the Cabinet made a firm decision to transfer the land to the HDC for housing in defiance of objections while failing to appreciate that the TCPD was the regulatory body to determine how land should be used.

The letter accused the Cabinet of acting illegally, irrationally and in abuse of its powers while contravening the rights of residents.

The lawyer asked for Cabinet’s reasons in writing for rejecting the position of the Education Ministry and the TCPD. He also wants to know if Cabinet willreconsider its decision, and if not, he wants to know why, or if it still intended to build apartment complexes on the land.

He also wants to know, if a firm decision was not taken on how the land will be used as stated by HDC chairman Noel Garcia at a sitting of the Public Administration and Appropriations Committee of Parliament, why the HDC inspected the land; asked the Education Ministry if it had objections to the use of the land; why the minister said she had none; and why planning permission was sought in May.

The lawyer told the Prime Minister if a written response was not received by November 28, they will conclude that the Cabinet has not considered or will not consider its position, prompting the filing of a judicial review claim in the High Court.

In the letter, Gopaul-Gosine cited the dust, noise, traffic congestion and the dangers posed by the use of heavy equipment and machinery during construction.

Those affected, he wrote, “will also be greatly disturbed in their easy access to and from their homes, businesses, schools., religious venues and sporting and recreational facilities, including Skinner Park as a result of the increased road traffic, pedestrian use congestion, noise and loss of green space, when the units are fully occupied; this is in the context that Todd Street, Park Street and Farah Street are narrow and cannot be extended or expanded nor is there space for the construction of related amenities and infrastructure to support a large residential population increase.”

Gopaul-Gosine said the space was the last green space available to the public, other than Skinner Park, which is under renovation and unavailable, and regularly hosts kite-flying, football, cricket and sport and family day events.

Traffic on Todd Street, the lawyer said, was also a nightmare because of the seven schools in the area and the Southern Academy of the Performing Arts (SAPA). There were also concerns about possible flooding.

Tonisha setting goals for country and self Loop Barbados

When national netballer, Tonisha Rock-Yaw, played against St Lucia at the Americas Federation of Netball Association (AFNA) Qualifiers on October 17 in Kingston, Jamaica, it took her back to 12 years ago when she made her debut.

In 2010, a then 16-year-old Tonisha made her debut on the national senior team against her ‘mother country’ St Lucia, and unfortunately despite the valiant efforts of the Barbados Gems, they lost by one goal.

However, fast forward to 2022 – just over a decade later – the team emerged victorious. It was a momentous occasion for the 29-year-old who simultaneously celebrated her 50th international cap.

“Funnily, I’m part St Lucian as well and when I got my 50th cap, it against team St Lucia and also when I played in my first game in 2010, when I first made the national team, it was at the same netball qualifiers for the World Cup and St Lucia beat us by one goal I believe it was.

“So getting my 50th cap I started with a loss against St Lucia…and fast forward 12 years later, I’m reaching my 50th against team St Lucia and we won convincingly.

“I was so excited. I think I did a dance afterwards,” Tonisha told Loop with a chuckle.

From the time she was a ‘tot’, Tonisha was surrounded by netball, thus her love for the sport was fostered.

She played throughout primary and secondary school, representing the national team from when she was 15 years. She was a member of the Under-16 team, the Under-21 team and then the Senior team. Tonisha also received a netball scholarship to Bedes Senior School in East Sussex, England where she completed her secondary school education.

Throughout her sporting career, she has created a list of several goals for herself and achieving her 50th international cap is just another one ticked.

“I was in the sport for so many years. My goal was in the Under-16 team, 21-team and senior team and also I wanted to have at least 50 caps in my netball career. I didn’t want to end my netball career below 50 and I reached my goal,” Tonisha told Loop.

Achieving her 50th international cap doesn’t mean Tonisha is finished. The national player humbly reflected that she was grateful and lucky to reach this height, representing Barbados internationally, going across the continent to as far as Australia – all while injury-free. She noted that she was looking forward to playing ‘catch up’ with the likes of Barbados Gems team captain, Latonya Blackman, who has over 174 international caps.

“I still have a long way to go to get that. I don’t know if I’m going to ever reach that part of my career but it is a start for me. Hopefully, I can get a 100,” she expressed bright-eyed.

“…I’m still young and I don’t think it is time for me to finish and I want to keep pushing and striving for excellence every time I go on the court and I think that has gotten me this far. Right now, I’m at my 56th cap,” she added.

As a defender, Tonisha played a critical role in the Barbados Gems securing a spot for the 2023 Netball World Cup. Her next goal is to see the team reclaim its former glory as one of the Top 10 across the world.

“I want to see the team reach at least Top 10 again. I want to get back there again. It is a good sign for netball that we are still in the lead. We are still able to perform at high levels,” she indicated.

Barbados currently ranks 14th worldwide, and after an embarrassing defeat in the Qualifiers against Jamaica, they rebounded when they faced Antigua and Barbuda to secure their trip to South Africa.

All that is next for the ladies is to “train hard” and “keep netball alive” in Barbados.

Speaking of keeping netball alive, there have been times when Tonisha thought of quitting the sport.

As a journalist at the island’s leading radio station – Starcom Network – it was difficult to juggle being a professional player and also a media practitioner.

Both careers are occupations that call for discipline, commitment and long nights.

“As a media professional, it is hard already as it is with work. The many hours you have to put in, then having to balance and leave work many days and rush to netball training – you are already tired from work and you have to train – it was difficult and I wanted to give up,” Tonisha told Loop.

Her mother, Antonia Rock, a former netball player, kept her on the straight and narrow. When she wanted to call it quits, her mother pushed her to keep going.

“There some times in my studies and stuff that I wanted to give up because training wasn’t allowing me to study and remain focused. My mom pushed me a lot to try.”

When Tonisha isn’t chasing a story, she’s chasing a ball at the Gymnasium. But she shared nothing beats the swell of pride in her chest when she wears her national uniform and sees the Barbados flag raised at an international game or when a child says ‘Tonisha is my favourite player!’

“I do it for the love of my country and I do it for the love of my sport so putting on blue and yellow and going out there and saying I am from Barbados and I am representing Barbados, There is no incentive in netball at all, so it’s not to say I am doing it for money or anything. I am just doing it for the love of my sport. A majority of netballers are doing it because they love the country and they love the sport and there is nothing outside of that.”

“I always feel proud when my name is called. They say ‘Team Barbados’ and ‘Tonisha Rock-Yaw: Centre’ and my name is called out.

“It is so humbling and it is so relieving to see your hard work. You actually get to see it when you get on court,” she told Loop.

Chaque année se déroule la semaine de l’industrie.

Ce rendez-vous national, initié par le ministère de l’Économie et des Finances via la Direction Générale des Entreprises, a pour objectif de valoriser l’industrie française, renforcer l’attractivité du secteur auprès des jeunes en présentant les différentes opportunités professionnelles, et promouvoir la mixité des métiers, et ainsi casser les codes et les idées reçues. 

L’association “Elles bougent” prend part tous les ans à cette manifestation avec pour but de mobiliser et susciter des vocations auprès des jeunes filles notamment dans le secteur de l’industrie.

Pour cette onzième édition, 140 évènements physiques et 2 événements en digital sont prévus du 21 au 25 novembre dans 20 régions de France hexagonale et territoires ultra-marins (à l’île de La Réunion et en Guadeloupe).

Cette dernière présentera son métier ainsi que le le chantier et répondra par la suite à l’ensemble des questions des jeunes

Transport Minister Audley Shaw is to meet with representatives of the transport sector at one this afternoon, to discuss, among a number of issues, the requested traffic ticket amnesty.

As such, president of one of the country’s most powerful groups of transport operators, the Transport Operators Development Sustainable Service (TODSS), Egerton Newman, is calling on taxi and bus drivers to resume operation.

Transport operators withdrew their services Monday after the Government failed to grant them a traffic ticket amnesty so that drivers could pay off outstanding tickets.

Schools and a number of businesses were impacted with some of the former closing their doors early and the latter slowing down operations, causing a reported 50 per cent loss in production.

The Cabinet, after its regular meeting Monday, issued a statement dismissing the transport operators’ request.

However, Shaw, who is a Cabinet member and the transport minister, seemed to have found some grounds on which to speak.

In a nearly three-minute video released by Newman said that those who wished to return to work can do so.

AFTER 13 successful T20 seasons with top-flight franchise team Mumbai Indians, experienced all-rounder Kieron Pollard has called time on his Indian Premier League (IPL) playing career.He will, however, take up the role of the club’s batting coach.

Despite his decision to call quits on his illustrious IPL career with MI, he will still feature for the franchises’ MI Emirates team at the inaugural edition of the United Arab Emirates’ International T20 League.

Fellow TT players Dwayne Bravo and Nicholas Pooran, and Kiwi Trent Boult will also feature for the MI Emirates.

Pollard wrote, “It hasn’t been the easiest decision to make as I intend to keep on playing for a few more years., but following discussions with MI I have decided to call time on my IPL career. I understand that this incredible franchise which has achieved so much needs to transition and if I’m no longer to play for MI, then I cannot see myself playing against MI either. Once an MI, always an MI.”

With the MI, Pollard won the Champions League in 2011 and 2013 and the IPL in 2013, 2015, 2017, 2019, and 2020. Pollard has 3,412 IPL runs in 189 matches and made his MI debut in 2010.

He said he was “immensely proud, honoured and blessed to have represented the biggest and most successful team in the IPL for the past 13 seasons.”

Pollard acknowledged his global MI fans for their years of support.

“It was always an aspiration to play for this fantastic team and although I will miss the buzz of the IPL you get as a player, I take comfort in knowing that I have been fortunate enough to have played with some of the best players in the world in front of our passionate fans. I have always felt and appreciated their unconditional support both on and off the field.”

He also thanked the MI coaches, managers and backroom support staff.

Pollard also highlighted the hospitality and warmth of MI’s “Mukesh, Nita and Akash Ambani for their tremendous love, support and respect.”

He added, “I recall our first encounter when they welcomed me with open arms saying, ‘We are family’. Those were not just mere words, but demonstrated by their every action throughout my time with MI.”

On Tuesday, Prime Minister Philip J. Pierre chided technocrats at the Caribbean Development Bank (CDB) as he pointed to the bureaucracy in finalising flood relief funds for Saint Lucia.

The Island sustained millions in flood damage.

Pierre told a news conference that Saint Lucia applied to the CDB for a $US5 million loan and a $US300,000 grant.

The funds are to assist in providing relief to victims of the November 6, 2022, devastating floods that wreaked havoc in the North of the Island.

“We should be able to get these funds as soon as possible. But again, we have to deal with the bureaucracy of the bank,” Prime Minister Pierre disclosed.

“I always say, and I make no bones about it, while we are getting all that paperwork done, people are suffering,” the Castries East MP asserted.

“The technocrats must understand that while they are asking for all these papers people, real people, are suffering,” Pierre, Minister of Finance, explained.

He said he understood that overnight rains caused panic attacks among some residents of Corinth, one of the flood-devastated areas.

“And our technocrats believe they can complicate the matters, ‘Send this document. Send it back. Verify it and come back,’” Pierre told his audience.

He emphasised that he is all for transparency and accountability.

Nevertheless, Pierre spoke of the need for flexibility in cases of emergency so people of this country could get support.

“I am begging the folks at the CDB to see whether we can get these monies as soon as possible,” Pierre stated.

At the same time, the Saint Lucia Prime Minister disclosed that his government had made $200,000 available for food and sanitation packages and a grant to the flood-hit Dame Pearlette Louisy Primary School to get students back to school.

He also spoke of plans to access a grant to facilitate the replacement of household appliances damaged or lost during the flood.

In addition, he said he understood that Saint Lucia Development Bank (SLDB) has a special package for householders.

“Climate change is real and it will happen again,” Pierre warned regarding the recent flooding.

He also warned about the impact of indiscriminate garbage dumping in the island’s waterways.

“I want to make a plea to Saint Lucians – please stop disposing of garbage in the rivers and waterways of the country. Please!” Pierre stated.

Marine police officers arrested five Saint Lucians and four non-nationals for possessing drugs and other contraband over the past few days.

The non-nationals included boat owners and captains from Martinique, Dominica and Saint Vincent and the Grenadines.

Officers arrested them and the locals for possession of marijuana and having conch without a permit.

In one case, the Marine Police seized a local vessel for evading customs duties and other offences as law enforcement officials crack down on illegal activities at sea.

Kiev et d’autres villes ukrainiennes ont été touchées mardi par de nouvelles frappes russes massives – environ cent missiles – contre les réseaux énergétiques qui ont rendu la situation “critique” et fait au moins un mort.

Ces frappes sont survenues quelques jours après une humiliante retraite des forces russes dans le sud du pays et en plein sommet du G20 en Indonésie.

“Les terroristes russes ont mené une nouvelle attaque planifiée contre des infrastructures énergétiques. La situation est critique”, a indiqué sur Telegram le chef adjoint de la présidence, Kyrylo Tymochenko. 

A Kiev, où deux immeubles résidentiels ont été touchés, “les secours ont retrouvé le corps d’une personne décédée”, et les opérations de secours étaient toujours en cours, a indiqué de son côté le maire de la capitale Vitaly Klitschko.

“Dans la capitale, au moins la moitié des (habitants) sont sans électricité”, a-t-il indiqué sur Telegram. L’opérateur national “a déclenché des coupures de courant d’urgence dans toute l’Ukraine”, notamment à Kiev, “pour équilibrer le réseau”, a-t-il ajouté.

Les sirènes d’alerte de la défense antiaérienne avaient retenti dans toute l’Ukraine peu avant 15H30 (13H30 GMT). Quelques minutes plus tard, des explosions étaient entendues notamment à Kiev, Lviv (ouest) et Kharkiv (nord-est).

“Environ cent missiles ont été tirés (…) depuis la mer Caspienne, la région (russe) de Rostov”, et aussi “depuis la mer Noire”, a indiqué Iouri Ignat, un porte-parole de l’armée de l’air ukrainienne, à la télévision..

“Plusieurs missiles ont été abattus par la défense aérienne” au-dessus de la capitale, a indiqué le maire de Kiev.

Immeuble en flammes

Un responsable de l’administration présidentielle ukrainienne a publié une vidéo montrant un immeuble de cinq étages en flammes.

D’autres villes ont été visées ailleurs dans le pays.

Dans le nord-est, “attaque au missile contre le district d’Industrialniï à Kharkiv”, a indiqué sur Telegram Igor Terekhov, maire de la deuxième ville d’Ukraine. Et dans l’ouest, “des explosions se font entendre à Lviv. Restez tous à l’abri !”, a exhorté sur Telegram son homologue de Lviv, Andriï Sadovy, qui a précisé qu’”une partie de la ville (était) sans électricité” et que le métro était à l’arrêt.

A Rivné (ouest), le maire, Oleksandre Tretyak a rapporté sur les réseaux sociaux “une frappe sur un site essentiel”, sans donner plus de détails. “La ville est en partie sans électricité”, a-t-il déploré.

Même situation dans la ville de Krementchouk, dans le centre de l’Ukraine, où la mairie a déploré “une frappe sur une infrastructure critique près de (la ville)”.

Khmelnytskiï, dans le centre, a aussi été touché par “deux frappes”, a annoncé le gouverneur régional, Serguï Gamaliï.

Les précédentes frappes ayant visé la capitale ukrainienne remontaient aux 10 et 17 octobre, et avaient avant tout visé, comme ailleurs dans le pays, les infrastructures énergétiques ukrainiennes, afin de priver la population d’électricité à l’approche de l’hiver.

Ces frappes ont visé Kiev quatre jours après l’humiliant retrait des forces russes d’une partie de la région de Kherson, dont la ville du même nom, dans le sud, après près de neuf mois d’occupation. 

Nouveau repli russe

Le Kremlin a du s’y résoudre du fait d’une contre-offensive ukrainienne galvanisée par les armes livrées par les Occidentaux. Il avait déjà dû se replier du nord du pays au printemps, puis du nord-est en septembre.

Signe des difficultés des Russes sur le terrain, les autorités d’occupation dans la région de Kherson, dont Moscou revendique l’annexion, ont dû abandonner une nouvelle ville, Nova Kakhovka. 

Cette ville est située sur la rive gauche (orientale) du Dniepr, où les forces russes s’étaient repliées la semaine dernière faute de pouvoir tenir la rive droite (occidentale). 

L’administration d’occupation russe n’indique pas cependant si l’armée russe reste déployée dans la cité ou si elle se replie également. 

Après le retrait russe le 11 novembre de la rive droite du Dniepr, “Nova Kakhovka s’est retrouvé sous le feu direct de l’artillerie lourde et des mortiers des forces armées ukrainiennes”, a déclaré l’administration d’occupation. 

“La vie dans la ville est devenue dangereuse”, a-t-elle ajouté, affirmant que des “milliers” d’habitants l’avaient quittée.

Cette ville est située à proximité du barrage hydroélectrique de Kakhovka, pris par les Russes au début de leur offensive contre l’Ukraine fin février.

Le président ukrainien Volodymyr Zelensky a par le passé accusé les forces de Moscou d’avoir “miné” le barrage et les unités de la centrale, ajoutant que si l’ouvrage explosait, “plus de 80 localités” seraient inondées.

Selon Kiev, une destruction de cette infrastructure aurait aussi un impact sur l’approvisionnement en eau de tout le sud de l’Ukraine et pourrait affecter le refroidissement des réacteurs de la centrale nucléaire de Zaporijjia.

Intransigeance de Moscou au G20

Sur le front diplomatique, les dirigeants de nombreux pays du G20, qui réunit les plus grandes puissances économiques de la planète, ont tenté d’accentuer la pression sur la Russie pour qu’elle mette fin à sa guerre.

Mais Moscou, qui y avait dépêché son chef de la diplomatie Sergueï Lavrov en Indonésie, le président russe Vladimir Poutine n’ayant pas voulu faire le déplacement, n’a donné aucun signe de vouloir cesser ses attaques. 

Le ministre russe a accusé l’Ukraine d’empêcher la tenue de négociations de paix en réclamant que les troupes russes quittent au préalable son territoire. 

“Tous les problèmes proviennent de la partie ukrainienne qui refuse catégoriquement des négociations et avance des revendications manifestement irréalistes”, a-t-il déploré.

M. Lavrov a quitté le sommet dès mardi, “comme prévu” selon l’agence de presse publique russe Ria Novosti, laissant la place au ministre des Finances Anton Silouanov.
