The Project Implementation Unit within the Ministry of Health, Wellness and Elderly Affairs is working to ensure the successful implementation of Performance Based Financing (PBF) at primary health care facilities, following a recent training session on the development of a “Quality of Care” programme for diabetes and hypertension.

Performance Based Financing, which will be piloted in 17 primary health care facilities is expected to improve the management of non-communicable diseases.

Consultant for Health Quality at the World Bank, Dr. Ben Chan, said performance-based financing is an effective approach to ensure that there is more screening and treatment of patients for diabetes and hypertension at the various primary health care facilities.

He added that the training sessions help set a path for better outcomes as it relates to individuals accessing screening and treatment for diabetes and hypertension.

Principal Nursing Supervisor, Julietta Frederick-Cassius, said she is pleased with the training as it provides the opportunity to assess what currently exists, identify gaps, and improve the delivery of diabetes and hypertension-related services to clients at primary health care facilities.

Primary health nursing supervisors and front-line nurses who participated in the design and development of the “Quality of Care” programme are expected to share the information acquired from the training to others members of the primary health care team.

This week’s featured development as Newsmaker of the Week just ended is the matter of mixed reactions to reggae singer Sevana’s fine of $300,000 after she pleaded guilty to a causing death by dangerous driving charge, thus escaping prison time.

In Jamaica, the maximum penalty for causing death by dangerous driving is five years behind bars at at hard labour, but quite often, offenders are not imprisoned in such cases, but instead, are fined significantly.

Thursday’s sentence of a $300,000 fine or two years in prison which was handed down to Sevana by High Court Judge, Justice Courtney Daye, has been met with outrage from some individuals across social media, while others have welcomed the sentence, given that it allows the artiste’s promising career in music to be continued without any major interruption.

Amid it all, the family of 32-year-old Ordia Cordiel, the woman who died as a result of injuries she sustained in the May 2021 crash, remain angered by the sentence for causing the death of their loved one in the traffic collision, to which Sevana pleaded guilty on October 31.

Also displeased with the sentence is the female driver of the car in which Cordiel was a passenger.

That driver has since expressed her desire to take civil action against the entertainer. It is not clear whether the family of the deceased will be taking any similar legal action.

In addition to her sentence in the Westmoreland Circuit Court, the ‘Mango’ singer also had her driver’s licence suspended for two years.

Reports are that in May of last year, Sevana was travelling along the Scott Cove main road in Whitehouse, Westmoreland, when the Honda City motorcar she was driving collided with a Honda Fit car that was travelling in the opposite direction.

Cordiel, who was a passenger in the Honda Fit, sustained severe injuries and was subsequently admitted to the Black River Hospital. She died on May 30, 2021.

The female driver of the Honda Fit was hospitalised after sustaining multiple injuries, including fractured ribs.

The 30-year-old Westmoreland-born singer, whose real name is Anna Blake, wept in court during Thursday’s proceedings, reports stated.

Victim impact statements were read in court for the judge to consider in arriving at an appropriate sentence.

The driver of the Honda Fit, in her statement, said she had to deal with medical bills, months of therapy, and other psychological and financial challenges.

Cordeil’s sister, in her victim impact statement, said the death of her loved one had caused her overwhelming grief.

Before stating the faith of the artiste, the judge said the statements did little to sway his hand towards enforcing a tougher penalty on Sevana, as her risk of repeating such an offence is low.

Further, Justice Daye said the artiste herself suffered injuries, and she has also been emotionally affected by the crash.

Sevana’s attorney, Everton Dewar, said his client is happy that the matter is now behind her.

“Sevana is just glad that she will be able to get on with her life. The case was taking an emotional and mental impact on her,” Dewar said.

Known for singles such as ‘Mango’, ‘If You Only Knew’, and ‘Man Down’, Sevana is on the rise as one of the new wave of reggae singers locally.

Perspectives on the sentencing have generally been mixed, with some persons being critical of the judiciary.

“… Jamaica justice system is a joke…,” posted Camille Bernard, a Facebook user.

Said another user, Paulette Jackson: “That’s very poor choice of words from her attorney.

“She (Sevana) can get on with her life, but… that woman (Ordia Cordiel) has been taken permanently from her family.”

Anneka Chambers shared: “300K fi the ppl dem life; the justice system not fair”.

Another social media user, Leighton Murray, however, disagreed with the criticisms of the sentence, the justice system and of Sevana’s attorney.

“Putting her (Sevana) in jail won’t bring her (the deceased) back. Sorry, she (the victim) is gone, but you can’t be so evil hardened to wanna hurt the girl (Sevana),” he wrote.

“Though Sevana is at fault, she is also a victim of herself and her mistake.

“Remember your sister’s precious moments and keep her legacy, let go and move on,” said Murray in reference to a media report that the victim’s family walked out of court in a show of displeasure at the sentencing.

Cranston Kelly somewhat agreed with Murray.

“I hope all who say she (Sevana) should go to prison, them or a family member doesn’t find themselves in Sevana’s shoes.

“It’s an unfortunate situation all-round. Sending her to prison for a 100 years won’t bring back the deceased person. My God, it’s (it was) an accident,” said Kelly.

Shelline James expressed sympathies to both the grieving loved ones and the artiste.

“Bwoy it rough on both sides. I drive and (if) any such incident should happen to me, God forbid, the trauma would be too much,” she admitted.

“I really wouldn’t like to involuntarily send anyone into eternity. Please Lord, may time and forgiveness heal all wounds,” James posted.

While expressing satisfaction that Sevana was not imprisoned, Facebook user, Kyle Brown, was not impressed by the fine that was imposed by the judge.

“It’s good she (Sevana) wasn’t sent to prison. What is not pleasing is that she should pay more fine, at least three million. That 300,O00 fine is supermarket money for a month,” he suggested.

Shelly Ann Campbell wrote: “Wow! I’m glad you (Sevana) were not jailed, ’cause this could have been anybody as long as you sit behind the wheel.

“I pray you reach out to the family of the deceased, offer them your sincere apology and they find it in their heart to forgive you. I also hope the Lord has provided them with comfort and they do not feel offended/insulted by this fine,” she stated.

Micoud Secondary Gets Smart Classroom From Taiwanese Embassy – St. Lucia Times News

On Thursday, November 10, 2022, Micoud Secondary School received their new multimedia smart classroom, courtesy of the Embassy of the Republic of China (Taiwan) in Saint Lucia.

They now join several schools across the island that have received 65” smart screens and camera equipment that now make learning more interactive and fun.

His Excellency Peter Chia-yen Chen, Taiwan’s Ambassador to Saint Lucia, joined Hon. Jeremiah Norbert, Deputy Speaker of the House of Assembly and Member of Parliament for Micoud North, and school principal, Mrs. Flora Emmanuel-Joseph, for the official opening ceremony held at the school.

Ambassador Chen thanked colleagues from the Taiwan Technical Mission (TTM), Ministry of Education, and Micoud Secondary School for making the project a reality, adding that students’ learning will now be improved through the use of technology.

“The establishment of multimedia smart classroom is a crucial component of the ICT in Education programme cooperated by the Governments of Taiwan and Saint Lucia,” Ambassador Chen said. “It cannot be a success without identifying students’ needs and without differentiating the education and resources gap among each community.”

He added: “We hope teachers and students of Micoud Secondary will make good use of the smart classroom by working together to explore their interests and possibilities, and to prepare themselves to face challenges and opportunities.”

Ambassador Chen noted that Taiwan will continue to provide high-quality, inclusive and accessible digital education in Saint Lucia, and will continue to work jointly with the Government of Saint Lucia to support the adaptation of the education and training systems to the digital age.

Hon. Norbert thanked the Government of Taiwan for seeing the importance in assisting Saint Lucian students. After viewing on television various schools around the island receiving smart classrooms from the Taiwanese Embassy, he said he had hoped Micoud Secondary would also be a beneficiary.

“Today it gives me great joy to be part of this ceremony, and I want to say a big ‘thank you’ to you and your team,” he told Ambassador Chen. “As we all know, there are competing demands for the limited resources that we have. So for you to choose Micoud Secondary, we feel very blessed to be part of this initiative.”

He added: “I know that this smart classroom will go a long way in improving the experience of both teachers and students at the school. It is my hope that this smart classroom will create an even more engaging environment. I’m happy to know that students can now be at home and still follow what happens in the classroom.”

School principal, Emmanuel-Joseph thanked Ambassador Chen for the donation, noting that the cutting-edge technology will augment the students’ learning.

“Micoud Secondary School says ‘thank you’ for this awesome classroom, this awesome gift that you’ve given to us, because we definitely need it to boost the learning environment that exists here, and to ensure that, through its use, our students’ performance will definitely increase.”

She added: “Ambassador Chen, I want to assure you and your team that you have not made an error in selecting Micoud Secondary to be part of this wonderful learning experience that the world is embracing and for which we are lagging behind.”

As part of its mandate to assist the socio-development of Saint Lucia, the Government of Taiwan has pledged to equip primary and secondary schools in Saint Lucia with smart technology.

Résistera-t-il, en pleine campagne pour 2024, à l’attrait de cette gigantesque caisse de résonance qu’est Twitter, à ce réseau avec lequel il est, au fond, si intimement lié? Donald Trump, dont le compte a été rétabli par Elon Musk, dit pour l’instant préférer son réseau Truth Social.

Au terme d’un sondage qui a vu se dégager une majorité en faveur du rétablissement du compte de l’ancien président républicain – 51,8% sur quelque 15 millions de votes – le nouveau patron de Twitter, qui se présente en défenseur de la liberté d’expression, est passé à l’acte samedi.

Tous les yeux sont rivés depuis sur le compte @realDonaldTrump, à l’affût de la moindre activité. Ce compte attribué au “45ème président des Etats-Unis d’Amérique” est doté de la désormais fameuse vignette sur fond bleu censée garantir qu’il a été vérifié. 

Il n’affichait pas de nouvelle publication, du moins dimanche autour de 16h00 GMT. Le dernier message date du 8 janvier 2021, le milliardaire y fait savoir qu’il n’ira pas à la cérémonie d’investiture du président Joe Biden, dont il ne reconnaît pas l’élection. 

Le même jour, Twitter avait fermé de manière permanente le compte de l’ancien président, comptant alors 88,8 millions d’abonnés, face au “risque de nouvelles incitations à la violence”. 

La plate-forme l’avait déjà suspendu le 6 janvier, après l’envahissement du Capitole par ses partisans.

Fluctuations

On observait dimanche des fluctuations importantes dans le nombre d’abonnées, qui a fortement augmenté jusqu’à atteindre 83 millions vers 15h30 GMT, tandis que le nombre de comptes suivis est passé de zéro à 49. 

Mais impossible de savoir ce que veut dire cette augmentation du nombre d’abonnés, impossible aussi de savoir si quelqu’un agit réellement sur le compte: Twitter, en pleines convulsions depuis son acquisition fracassante par Elon Musk, n’a plus de service de communication.

Par ailleurs le compte attribué à l’ancien président renvoie désormais vers un site proposant de contribuer financièrement à la campagne tout juste lancée par Donald Trump pour 2024. 

Impossible là aussi de savoir comment ce lien a été mis en place, et par qui.

Samedi, alors que le sondage sur Twitter était toujours en cours – et qu’une majorité se dégageait déjà en faveur de son retour – Donald Trump avait appelé sur Truth Social ses partisans à voter en sa faveur. 

Mais il avait aussi écrit: “Nous n’allons nulle part. Truth Social est spécial”

Candidature

Donald Trump, qui avait comme personne su utiliser Twitter pendant sa présidence pour dicter l’agenda médiatique, en bombardant la plate-forme de déclarations virulentes et d’annonces choc du matin au soir, pourra-t-il résister au gazouillis de l’oiseau bleu?

Surtout après une annonce de candidature qui n’a pas, loin de là, créé l’élan escompté. 

Dimanche, son compte Twitter comptait donc quelque 83 millions d’abonnés vers 15h30 GMT – impossible de savoir combien sont des humains et combien des “bots”, des comptes automatisés – contre 4,48 millions sur Truth Social.

L’ancien président s’est lancé dans la course juste après les élections de mi-mandat, qui n’ont pas tourné pour les républicains à la “vague” escomptée, et qui ont conduit nombre de conservateurs à prendre leurs distances avec Donald Trump.

Parmi eux l’ancien vice-président Mike Pence, considéré comme un concurrent potentiel pour l’investiture républicaine, a dit dimanche sur CBS qu’il y “aura de meilleurs choix” que l’ancien président. Il a appelé de ses voeux une candidature conservatrice susceptible “d’unifier” le pays, porteuse de “respect et de courtoisie.”

Dans une étude publiée le 18 novembre, l’institut de recherches Pew Research Center conclut que 27% des Américains disent avoir entendu parler de Truth Social, mais que seulement 2% l’utilisent pour s’informer – contre 14% pour Twitter et 31% pour Facebook, dont Donald Trump est à l’heure actuelle écarté.

Les chercheurs expliquent aussi que sur 200 comptes de Truth Social particulièrement en vue, 49% expriment soit une orientation politique de droite soit un soutien à Donald Trump. En clair, une chambre d’écho pour des partisans déjà acquis aux idées de l’ancien président.

Masked men, one armed with an axe, commit robbery on N Church St Loop Cayman Islands

The Royal Cayman Islands Police Service (RCIPS) reported that, shortly after 10:00pm on November 18, the 9-1-1 Communications Centre dispatched officers to a report of a robbery at a restaurant on North Church Street.

According to the RCIPS, it was reported that two masked men, one brandishing an axe, entered the establishment and attempted to gain entry to the cash registers.

Police confirmed that the men were unable to access the registers but robbed two persons at the location of cash and personal items. No one was injured during the incident.

Police said that the men then fled the location on foot in the direction of Seafarers Way.

Both men were dressed in black with their faces fully covered.

The matter is currently under investigation and anyone with information is asked to contact George Town CID at 949-4222.

The Jamaica Labour Party’s 79th conference is now underway at the National Arena in Kingston, and if the sound of vuvuzelas, bells ringing and cheers from the Labourites are anything to go by, they are in a festive mood.

After two years without an in-person conference, Labourites are still descending on the venue Sunday.

JLP Leader Andrew Holness, the country’s prime minister, is expected to touch on a crime plan, among other issues as Labourites gather to hear the message of the party.

A taxi operator who was charged in connection with the mob killing of a beloved Manchester resident, was last week freed of murder relative to the incident.

Orlando Powell appeared in the Manchester Parish Court to learn whether there was enough evidence for him to stand trial in the Circuit Court for the murder of 61-year-old Chieftin Campbell.

Following submissions by the prosecution and the defence, Parish Judge Monique Harrison ruled that a prima facie case had not been made against the defendant and, as such, the matter would not be committed to the High Court.

In criminal law, the term prima facie is used to denote that upon initial examination, a legal claim has sufficient evidence to proceed to trial.

Consequently, after the ruling by the judge, Powell was freed of the murder charge.

However, the case file has been sent to the Coroner’s Court, where an inquest will be held, commencing on February 2, 2023.

During those proceedings, a coroner and/or jury will sit to establish the type of death that was involved in the case, such as a natural death or murder. If any culpability is shown to have contributed to the individual’s death, a criminal prosecution can arise from the conclusion of the inquest.

It was alleged that on May 6, Campbell was beaten by a group of persons, including Powell, who had mistaken the senior citizen for a thief in Mandeville.

Campbell, a resident of Victoria Town in Manchester, was transported to the hospital, where he succumbed to his injuries.

The police launched a probe and it was determined that Campbell was, in fact, not a thief, but a well-respected member of the Victoria Town community.

Qatar opens the World Cup with a message of inclusion Loop Jamaica

Oscar-winning actor Morgan Freeman extended one yellow-gloved hand to a FIFA World Cup ambassador suffering from a rare spinal disorder in an image meant to represent inclusion in a country facing international criticism over its human rights record.

It wasn’t the biggest moment of Sunday’s seven-act World Cup opening ceremony ahead of the match between host country Qatar and Ecuador. The largest cheers were reserved for the Mideast and African leaders watching from their luxury suites in Bedouin-tent inspired Al Bayt Stadium.

In fact, it was Sheikh Tamim bin Hamad Al Thani who drew a thunderous applause in a short speech delivered in Arabic from the suite. He was seated between FIFA president Gianni Infantino and his father, Sheikh Hamad bin Khalifa Al Thani, who secured the World Cup for the tiny gulf nation 12 years ago.

“How beautiful it is for people to put aside what divides them in order to celebrate their diversity and what brings them together at the same time,” Sheikh Tamim said, his words translated into English on a video screen inside the stadium.

“I wish all the participating teams a magnificent football performance, high sportsmanship, and a time full of joy, excitement and delight for you all,” he continued. “And let there be days that are inspiring with goodness and hope.”

He then said, “I welcome you and good luck to all,” in his only words spoken in English.

Sheikh Hamad, viewed as the modernizer of Qatar during his 18 years as ruler, further delighted the crowd by autographing an official World Cup shirt handed to him by his son. He then held the shirt up to the crowd.

Qatar, home to 3 million people, most of them migrant workers, has spent more than $200 billion on preparation for the World Cup. Seven new stadiums were built, including the 60,000-seat Al Bayt Stadium north of Doha.

The opening ceremony was meant to introduce Qatar to the world through its culture with a theme of “bridging distances.” Creative director Ahmad Al Baker wanted the ceremony to signify “a gathering for all mankind, an invitation to come together as one, bridging all differences with humanity, respect and inclusion.”

It hit the mark when Sheikh Tamim was joined in the stadium suite by Saudi Crown Prince Mohammed bin Salman and Egyptian President Abdel Fattah el-Sissi, two leaders who had boycotted Qatar for years. Not present were the leaders of Bahrain and the United Arab Emirates, the two other nations involved in the boycott.

There were no major Western leaders in attendance, as Qatar is under intense scrutiny for its treatment of the migrant workers who prepped the nation for the World Cup, as well as the LGBTQ community. Gay and lesbian sex is criminalized in Qatar.

But among those who did attend the opening match were U.N. Secretary-General Ant?nio Guterres, Algerian President Abdelmadjid Tebboune, Senegalese President Macky Sall, Palestinian President Mahmoud Abbas and Rwandan President Paul Kagame.

Kuwait’s crown prince came, along with the director-general of the World Health Organization and Djibouti’s president. Also present was Jordan’s King Abdullah II.

They listened as BTS’ Jung Kook, while Qatari singer and producer Fahad Al Kubaisi debuted the single “Dreamers,” produced specifically for the World Cup.

Then came remarks from Infantino, who spoke in Arabic, Spanish and finally English to officially open the tournament.

“Dear friends, welcome, welcome, to the FIFA World Cup Qatar 2022,” Infantino said in English. “Welcome to celebrate football because football unites the world. And now let’s welcome the teams and let the show begin.”

As “The Business” by Tiesto blasted over the speakers, Qatar and Ecuador took to the field and the World Cup officially began.

The Jamaica Labour Party Conference is now underway with thousands of supporters from all across the island descending on the National Arena.
Members of the island security forces are out in their numbers as all roads leading to the public session of the party’s 79th annual conference have been transformed into a sea of green.
Jammed pack buses, with supporters waving their flags and shouting chants of showa is the order of the day as the supporters anticipate hearing from the JLP Leader and Prime Minister Andrew Holness
The prime minister is expected to use the conference to outline to the country the government’s economic plans going forward following the COVID-19 pandemic among other things.
But as the clock tick towards that moment supporters say they are just basking in the moment as it has been a while since they have been able to gather in such a fashion.
