Home construction for fifteen informal settlers at Annandale North, East Coast Demerara is expected to begin in the coming weeks.

This announcement was made by Minister of Housing and Water, Collin D Croal during a community meeting at the Annandale Primary School on Monday.

Minister of Local Government and Regional Development, Nigel Dharamlall; Commander of Regional Police Division 4 ‘C’, Mr. Khali Pareshram; Director of Community Development at the Central Housing & Planning Authority (CHPA), Mr. Gladwin Charles; and several other senior government officials were also present at the meeting, which was a follow-up to a recent visit by His Excellency Dr. Mohamed Irfaan Ali.

The fifteen families have been occupying fourteen structures on the sea defense reserve. This poses a threat to both the squatters and their community. The government has since offered low-income homes to each family.

Minister Croal noted that the inventory and house lot registration process commenced on Saturday through CHPA and urged the families to be cooperative, as the agency aims to wrap up this process in the next week.

He emphasised that the relocation will ultimately improve the quality of life for the squatters.

“You will be relocated to an environment in which you will be able to benefit from a Title for your land when you’re finished; you will be able to get the water and electricity in a legal manner and you will be able to have an environment that you want your children to be proud to occupy […] and for you to have a safe space for your family,” said the Minister.

Construction of the low-income units is expected to start in October and be completed in approximately three months.

As part of infrastructure development, the Minister stated that all roads in the area will be rehabilitated by the Ministry of Housing & Water – Central Housing and Planning Authority, Ministry of Public Works and the Ministry of Local Government and Regional Development.

Moreover, to improve security in the community, installation of street lights at critical points will commence by Wednesday through CHPA. Commander Pareshram will also be working closely with residents to find a strategic location for a police outpost.

Through collaboration with the Ministry of Local Government and Regional Development and Ministry of Culture Youth and Sport, the community’s playground will also benefit from significant upgrades; and works for the improvement of the drainage and irrigation system are expected to start soon.

El presidente de la Comisión de Hacienda en el Senado, Juan Zaragoza Gómez, advirtió que pudiera ser complicado que la Cámara de Representantes pase por encima del veto del gobernador Pedro Pierluisi al proyecto senatorial 563, que propone aumentar el salario mínimo a los empleados públicos a $10.50 por hora, de forma escalonada, y que fue vetado el pasado 25 de agosto.

El legislador explicó que en su cuerpo legislativo se necesitaron 18 votos que se lograron con la delegaciones popular, del Partido Independentista Puertorriqueño (PIP), del Movimiento Victoria Ciudadana (MVC), de Proyecto Dignidad (PD), el senador independiente José Vargas Vidot y el voto del novoprogresista William Villafañe Ramos. No obstante, la historia no es la misma en la cámara baja, puesto que se necesitan 34 votos para lograr el cometido de pasar por encima del veto. Aunque entre la mayoría popular -en la cual incluyó al ahora legislador independiente Luis Raúl Torres Cruz- y representantes del PIP, MVC y PD, todavía se necesitan cuatro votos del Partido Nuevo Progresistas (PNP).

“Allí ha habido varios comportamientos… No necesariamente se han comportado, en este año y medio que llevamos, en bloque. Ha habido varias circunstancias donde el presidente ‘Tatito’ Hernández ha conseguido personas que cruzan para aprobar medidas, pero sí es más complicado que en el Senado, que era uno nada más”, expresó el legislador.

En respuesta al interés del gobernador Pedro Pierluisi respecto a esperar porque se publique un plan de escalas salariales, además de su afirmación de que es inconsistente con el plan fiscal, Zaragoza Gómez indicó que eso no supondría el fin, sino que habría que justificar de dónde saldrán los fondos para dicho aumento.

Asimismo, informó que, al momento, las tablas propuestas para definir el salario cuentan con 15 categorías las cuales, de alguna u otra forma, fluctuarán entre todas las agencias gubernamentales, y que cuatro de las 15 están por debajo del salario mínimo, por lo cual, al aplicarse, una parte del sector de empleados públicos no contarán con un salario mínimo justo, mientras que otras personas ni siquiera están contempladas en el plan que el gobernador pide que se estudie para recibir dicho aumento.

“Nosotros hicimos un cómputo… Son doscientos y pico mil de empleados públicos, excluyendo a los municipios. Nosotros estimamos que deben ser 10 [o] 12 mil empleados los que se han afectado […] Y estimamos que el efecto en el primer año, ese primer brinco, pueden ser $5, $6, $7 millones para un año completo… […] El segundo brinco, pues, sí, ya tiene un impacto más grande. Pueden ser treinta y pico, $40 millones”, informó el legislador cuando se le preguntó en Dígame la verdad sobre el impacto económico que tendría en el plan fiscal aumentar el salario a los trabajadores, mientras destacó que no sería de gran magnitud.

LETTER: Dissatisfied City East Resident

Unsatisfied City East resident.

Taking this situation back to 2014 to present. I’ve made several complaints to the sitting representative (Melford Nicholas) & also Harold Lovell about my road situation.

I’ve explained to them that the road isn’t a government road (the road was cut by the previous land owner so we can have access to our lands at the back)

Both of them made a commitment to assist.

Harold Lovell made another commitment  about 2 years ago while the other since 2014 & up to this day nothing was done.

Harold said: “I know some people in public Works whom i can contact to possibly lay some stones for you”

Melford said: It seems like a concrete road will best suit this area & all roads in my constituency will be fixed.

Why would you make a commitment when you know that you aren’t going to do anything to help? Typical politicians right? Empty promises/commitments?

This surely can’t be the road they expect me to walk on to go to the polling station because when the day comes & my road is still like this i shall not be leaving my house.

San Juan man murdered

A 28-year-old San Juan man was declared dead at the Eric Williams Medical Sciences Complex on Tuesday morning after he was shot in Barataria.

Police reported that at about 8.54 am Josimar Nero, of Shende Street, Sunshine Avenue, San Juan was sitting in a vehicle at Third Avenue, Barataria when a man walked up to him and shot him several times.

Nero was taken to hospital by a passing driver and was declared dead on arrival.

‘Innovation Village’ within Silica City will connect start-ups with leading companies

The Innovation Village concept within the Silica City was on Monday solidified when the Guyana Innovation Group and representatives of Dar Consultants made a presentation of the masterplan to President Dr Irfaan Ali and Cabinet.

The masterplan was presented by the team at State House. During the presentation, they explained what the Innovation Village will accomplish. For one, it will connect start-ups and business incubators to established companies, maximising their opportunities.

“According to the group, the Innovation Village will be a geographic area, located within Silica City, where digital and innovative leading-edge anchor institutions and companies cluster and connect with start-ups, business incubators and accelerators.”

“It will be physically compact, transit-accessible, technically-wired and will offer a mix use of housing, office and retail spaces,” a statement from the Office of the President explained.

Meanwhile, President Ali, in his remarks during the presentation, emphasised on the impact of the “catalytical investment”. According to the President, “the aim is to create opportunities for 2030 and beyond.”

Meanwhile, during the presentation, the President was accompanied by Senior Minister within the Office of the President with responsibility for Finance, Dr Ashni Singh; Housing and Water Minister Collin Croal, Public Works Minister Juan Edghill and Tourism, Industry and Commerce Minister, Oneidge Walrond.

Also present were Minister within the Housing and Water Ministry Susan Rodrigues, as well as representatives from the Guyana Lands and Surveys Commission and the Guyana Office for Investment (GO-Invest).

Last month, Rodrigues had visited the site earmarked for Silica City’s first phase development within the vicinity of Kuru Kururu on the Linden-Soesdyke Highway. On her visit, the Minister was accompanied by Permanent Secretary of the Ministry, Andre Ally, CHPA Chief Development Planner Germene Stewart, Director of Projects Omar Narine, Deputy Director Intakab Indarjeet, Deputy Commissioner of the Guyana Lands and Surveys Commission (GLSC) Michael Hutson, and other technical staff.

In a subsequent release, she had said that the inland city, which will complement Georgetown, is designed to address growing climate change risks.

“We are aggressively pursuing plans for the construction of Silica City [and] we are here today to advance the planning and designs for the area, so that we can bring this city to an early realisation,” the Minister had stated.She added, “Silica City will have in its first phase about 3000 acres of land, but we are starting to do the land-clearing for the first 185 acres, which will feature the ‘Innovation Village’ and the first 400 young professional homes.”

The Minister had stated that the Ministry has already begun shortlisting persons for the homes. First phase development of the city is also expected to feature a number of commercial and industrial developments, as well as hospitals. While these plans are in motion, land acquisition for phase two is also in progress through collaborative efforts with GLSC.

The establishment of Silica City was proposed in 2013 by Dr Irfaan Ali during his tenure as Minister of Housing and Water. It is in keeping with the Sustainable Development Goals (SDGs), the New Urban Agenda, the Housing Act 36:20, and other guidelines.

In his first year in office in 2020, President Ali had revealed that Government had begun discussions on Silica City as a secondary city. He had explained that the Government was looking at an area on the Linden-Soesdyke Highway that would be connected to the new four-lane bypass road.

It had previously been explained that the city will initially cater to just over 3000 households in the first five years and eventually grow to house more than 12,500 households.

‘Leave the politics out, let the people work with us’ – Pres Ali tells Mocha NDC Chair

Attempts by the Chair of Mocha Arcadia Neighbourhood Democratic Council (NDC) Rudolph Adams to politicise the apparent non-allocation of a $4 million grant for priority activities in the community was on Sunday dismissed by President Dr Irfaan Ali, who reminded that almost $200 million in road works along with other transformative projects are being done for residents there.

President Ali on Sunday led a high-level delegation to the community where he officially opened the $59 million newly-rehabilitated Burnham Boulevard roadway – an initiative which was embarked upon after he received a letter of complaint from a resident.

During the commissioning ceremony, President Ali announced that some $192 million will be expended on road works within the community.

Following the commissioning ceremony, the Head of State and his team of Ministers hosted a community meeting whereby residents had an opportunity to raise their respective concerns with the President.

When his turn came around, the NDC Chair raised a number of issues with President Ali, who diligently provided answers and explanations to the community leader’s concerns.

However, the NDC Chair continued to raise the matter of Central Government’s allocation of $4 million to various NDCs and Mocha Arcadia’s exclusion from this initiative.

In June 2021, the Local Government and Regional Development Ministry distributed grants valued at $4 million to several NDCs in Region Four (Demerara-Mahaica) to assist with issues in the respective neighbourhoods.

President Ali pointed out, however, that though Mocha Arcadia did not receive that allocation, the community has been benefitting in different ways.

“There are many NDCs that can tell you we did not invest $192 million in their community, we can be very idealistic and very selective about the type of arguments we want to make, I am working with everyone, the NDC but more importantly the people are coming along with me on this journey, because the people of this country require leadership.”

In this regard, President Ali highlighted that, “we are going to be working with the villagers in this NDC because they have been asking us to work with them to have them involved in the small contracts for the cleaning up of the community. What this NDC Chairman is not telling the community is that the Ministry of Agriculture is working with farmers to create drainage for over 100 acres of land…”

Though this was pointed out by the President, the NDC Chair made continuous attempts to discuss the matter of the $4 million allocation – trying to insinuate the an ‘APNU/AFC-controlled area’ was neglected for political reasons.

However, President Ali immediately interjected and there was a verbal exchange with the NDC Chairman.

“It is an insult for you to tell these people that their lives are controlled by the coalition. No one life is controlled by anyone but God, take that and take it to the bank and bank it!”

“I am here as the President of Guyana and I dare not take my eyes and pass these people and tell them their lives are controlled by the PPP Government.”

“Leave the politics out of this, the people of this country want us to lead, let the people work with us on the development of the people.”

Moreover, the NDC Chair had also asked for a bobcat to be presented to the community to assist with the booming housing drive. But President Ali indicated that this request seemed unnecessary.

“We’re presenting you with roads, drainage, agriculture land, recreational facilities, all of those things, after providing the bobcat, we might need to provide fuel…so let’s deal with the issues that are priority issues,” the Head of State asserted.

Meanwhile, earlier in his address to the residents, President Ali reiterated his message of building a “One Guyana” and encouraged residents to be independent thinkers and not be swayed by political persuasions.

“We can give everything you want, and still you will not be satisfied because someone is messing with you internally, mentally, psychologically…let us think for ourselves, let us advance our community first, our families first, our country first,” President Ali said.

“Let us not be bogged down with a narrative that tries to influence us mentally and psychologically,” he added.

ECCB Recognises RICS Qualification To Ensure High Standards For Appraisers Across ECCU Region – St. Lucia Times News

The Royal Institute of Chartered Surveyors (RICS), the global professional body for high standards in land and the environment, has announced that the Eastern Caribbean Central Bank (ECCB) now includes RICS membership as one of the qualifications to be used by ECCB member banks to engage appraisers in the loan approval process.

To build trust in the valuation and appraisal process across the eight ECCB member countries, RICS is working with the respective ECCU banking associations and valuation and appraisal organizations to train, qualify and regulate local practitioners in the region.

The Boards of Directors of all licensed financial institutions under the ECCB are responsible for adopting and reviewing policies and procedures that establish effective real estate valuation policies.

At least once per year, member banks must review real estate valuation policies and procedures to ensure that they are adequately aligned with international best practices.

Additionally, licensed financial institutions are required to monitor the performance of appraisers, and qualification with RICS will now be a key accepted qualification for these professionals.

RICS will help ensure that practitioners are unbiased, possess the appropriate appraisal or collateral valuation education, expertise and experience for the types of properties being valued and continually update their knowledge through a process of continuing education, among other requirements.

Inicia instalación de cámaras de seguridad en complejos correccionales

La secretaria del Departamento de Corrección y Rehabilitación (DCR), Ana Escobar Pabón, confirmó en Pega’os en la mañana que inició el proceso de instalación de cámaras de seguridad en las instituciones correccionales del país, tema presente en la discusión pública durante los pasados meses tras registrarse incidentes de contrabando de sustancias controladas y muertes de confinados.

“Ya estamos trabajando con la instalación de cámaras en todas las instituciones del área sur y vamos a comenzar con el área norte. Eso incluye los tres almacenes centrales del Departamento de Corrección y Rehabilitación, que fue en uno de ellos, específicamente, el que está ubicado fuera de las instituciones del complejo correccional de Ponce donde […] hubo este hallazgo de, lamentablemente, sustancias controladas. Así que sí, estamos en ese proceso de instalación, estamos comprando más cámaras. Ya las subastas están en proceso, así que esperamos que lo antes posible las estemos instalando”, expresó Escobar Pabón.

Asimismo, informó que tras participar de una convención con sus homólogos federales, identificó que hay otros sistemas tecnológicos que reforzarán la vigilancia para evitar el contrabando en las cárceles, por lo que ya se encuentra en conversaciones para allegar dichos recursos, los cuales pudieran sobrepasar los $2 millones, costo que, indicó, no debe ser una limitación para cumplir con el proceso.

En curso investigación por cocaína encontrada en Las Cucharas

Por otra parte, la líder de la agencia informó que continúa la investigación respecto a un cargamento de 50 kilos de cocaína hallados en el complejo Sargento Pedro Joel Rodríguez Matos, conocido como Las Cucharas, en Ponce, el pasado 19 de julio.

“Todavía no ha finalizado la investigación administrativa que está realizando la Oficina de Investigaciones del sistema correccional. No obstante, la DEA (Drug Enforcement Administration o, en español, Administración de Control de Drogas) asumió jurisdicción […] en este caso y ellos, pues, están trabajando con lo fue la investigación administrativa y criminal de ellos como agencia. Nosotros no hemos finalizado la nuestra administrativa pero una vez finalicemos la misma, estaremos proveyendo la información a los medios de comunicación”, indicó la secretaria.

Nuevos oficiales correccionales en la plantilla laboral

Además, en el día de ayer se graduaron 238 oficiales correccionales para integrarse a la fuerza trabajadora, mientras se espera que para enero del 2023 inicie una nueva clase de 250 nuevos agentes. La líder lamentó los últimos incidentes que ha habido con dicho personal dentro de las instituciones, que ha resultado en 10 arrestos de oficiales que, presuntamente, colaboraron con alguna ilegalidad dentro de las cárceles. Asimismo, indicó que han arrestado a 15 familiares de confinados.

“Lo que estamos buscando desde que estas personas son reclutadas y, finalmente, se convierten en oficiales correccionales, es que jamás se presten a la posible manipulación de la población correccional para la entrada de contrabando porque, lamentablemente, nosotros no vamos a permitir que tengamos compañeros de trabajo que manchen el uniforme que con mucho orgullo lo cargan […] No pueden, bajo ninguna circunstancia, permitir cambiar ese uniforme de oficial correccional a uno de confinado”, finalizó Escobar Pabón.

Para la Naturaleza anuncia entrega gratuita de árboles nativos para siembra

La organización Para la Naturaleza anunció la repartición de hasta 25 mil árboles nativos, endémicos y frutales, de unas 65 especies, de forma gratuita para el próximo 23 y 24 de septiembre de 9:00 a.m. a 3:00 p.m., en seis lugares alrededor de la isla.

La actividad es parte de la iniciativa #LaSiembra2022, que nace en la Unidad de Reforestación de la entidad “para promover un movimiento ecológico con el propósito de integrar y educar a la ciudadanía acerca de la reforestación. Además, es una oportunidad para que las comunidades formen parte de la reforestación de las islas de Puerto Rico”, indica el comunicado. 

La modalidad de entrega será mediante servicarro en los siguientes espacios: Vivero de Para la Naturaleza en el Jardín Botánico Norte, en Río Piedras; Reserva Natural Hacienda La Esperanza, en Manatí; Reserva Natural La Parguera, en Lajas; Centro de Visitantes de Medio Mundo y Daguao, en Ceiba (antigua base Roosevelt Roads); Antiguo Club de Leones, en Barranquitas; y en el Parque Isidro García, en Mayagüez.

Asimismo, informaron que las especies a repartir incluyen el roble nativo, retama san josé, acerola, guayaba, mangle botón, guanábana, café, grosella, maga, mamey, uva playera, entre otros. 

La reservación de hasta cuatro árboles e indicaciones de siembra y cuidado están disponibles en la página web de la organización pln.org/lasiembra.

Pasos a seguir para obtener tu árbol nativo:

    Reserva tus árboles en pln.org/lasiembra, aquí podrás ver toda la información de localizaciones, especies, recomendaciones de qué especie debes sembrar para tu lugar y espacio, así como videos tutoriales para sembrar tus árboles. 
    Busca tus árboles en el lugar, fecha y hora seleccionada. 
    Siembra tu árbol en un lugar adecuado. 
    Registra tu siembra en la aplicación Hábitat PLN. Al registrar tus siembras, aseguras que se sumen a la meta de reforestación de Para la Naturaleza. En la aplicación, también podrás monitorear el crecimiento y mantenimiento de los árboles sembrados y los avances de reforestación a través de un mapa de las islas de Puerto Rico.
