Cayman Islands Cadet Corps Hosts 20th Anniversary Camp | Loop Cayman Islands

The Cayman Islands Cadet Corps (CICC) welcomed just over 35 cadets from contingents around the region for its 20th Anniversary Cadet Camp.

Representatives from the Jamaica Combined Cadet Force (JCCF), Turks and Caicos Islands Cadet Corps (TCICC), and Barbados Cadet Corps (BCC) are attending the camp which will run from 2-16 July 2022 at the Clifton Hunter High School, with scheduled rotations through East End Civic Centre and the Agricultural Grounds.

The two-week camp forms part of CICC’s yearlong 20th Anniversary Celebrations of the Cayman Islands Cadet Corps. Local cadets came from both Grand Cayman and Sister Islands. This year’s camp theme is “20 years of youth development, utilising the past to fortify the future.”

Over the next two weeks, cadets from all contingents will engage in activities such as orienteering, field/camp craft, adventurous training, archery, watermanship, culinary arts, first aid, drill, and personal hygiene, among others.

Training will focus on: building team spirit through a set of highly competitive activities. Standardising cadet training across the Caribbean Region will be important through Cayman Cadets working alongside their counterparts.

Speaking at the Opening ceremony on Sunday, 3 July, CICC Acting Commandant Lt. Col. Errol Brathwaite welcomed the Cadets to the 20th Anniversary Camp and noted: “This is an exciting time, as we gather together from across the region for the first time since the start of the COVID-19 pandemic. Our goal over the next two weeks is to learn and build capacity together, sharing various levels of skill while executing various tasks with a high level of precision.”

I would like to take this opportunity to thank all the participating countries for their continued support of CICCs development. As CICC continues to celebrate our 20th anniversary, through this camp we will build on the Corps’ great impact on Cayman Islands’ youth and support for our nation’s wider community.

Cadetting has already proven to be beneficial to the Cayman Islands, and its economy, through “Cadet Tourism.” The CICC hosted the Caribbean Cadet Commandants Conference and Caribbean Cadet Camp in 2012, with groups from individual Caribbean territories and the United Kingdom in attendance.

Minister of Home Affairs, Hon. Sabrina Turner, commented:

The Ministry of Home Affairs is committed through CICC to the development and mentorship of Cayman’s young men and women across all three islands. Programmes like the Cadet Corps align with the Ministry’s priority of building a safer, stronger, inclusive, and resilient community.

“I encourage our young people from ages 11- 17 years to serve our community, and build leadership skills through joining and participating in the Cayman Islands Cadet Corps,” the Minister added.

Now celebrating its 20th Anniversary, the CICC continues to empower youth with the tools and life skills for personal development and growth. The cadets play a key role in the development of the Cayman Islands’ resilience and national security, across all three Islands.

In addition, over the years many young Caymanian cadets have matriculated into employment opportunities in entities such as Cayman Islands Coast Guard, Cayman Islands Fire Service, Royal Cayman Islands Police Service, Customs and Border Control, Cayman Islands Regiment, Department of Public Safety Communications (911) and Hazard Management Cayman Islands. The Ministry of Home Affairs, alongside the Cadet Corps, is also strengthening the process by which Cadets may undertake a career in the uniformed services, as part of a broader strategy of enhancing public safety.

CICC will conclude its 20th Anniversary Camp on 15 July 2022 with a closing and awards ceremony, which will highlight the achievements of an outstanding team and individual performances during the camp.

NOMOREDEALS’ performances against classic runners in his last five races should make him a winner against non-winners of two races in Saturday’s Knutsford Park Cup over six furlongs at Caymanas Park.

Gresford Smith’s NOMOREDEALS finished second in three of his last five races, including sixth and 10th, respectively, in the Kingston Cup and 2000 Guineas, races won by BLUE VINYL, who impressively snapped ATOMICA’s win streak in last Saturday’s 2000 St Leger.

Dick Cardenas has been called in to replace Paul Francis aboard NOMOREDEALS who returns with visor refitted, breaking widest in a big 14-horse field.

NOMOREDEALS now get an ideal distance after being outsped at five furlongs straight two Saturdays ago, just beaten by a short head on a wet track, running without his customary visor.

Smith’s runner should enjoy the trip, having failed by a short head to catch imported LUKSOL at six furlongs on April 23, beating BLUE VINYL into third.

Speedsters such as A GIFT FROM BEN, BUZZ CITY LIGHT, SUGAR DADDY, BUGATTI, MAGGIE’S BOY, KP CHOICE and JOSH could cause a collapsing pace at the maximum sprint distance.

NOMOREDEALS should be strong at the finish, beaten by MORIMOTO at seven furlongs, who was fifth in the recent Jamaica St Leger. In the 2000 Guineas, NOMOREDEALS was sixth by three and a half lengths at the half-mile marker, straightening seventh, five lengths behind leader BRINKS.

Garbage truck overturns

A driver escaped serious injuries after the garbage truck he was operating overturned on Mandela High Way on Friday.

Reports are that the driver was traveling along the busy thoroughfare when he reportedly swerved to avoid a collision with another vehicle and the truck overturned.

The driver managed to exit the damaged vehicle and was taken to a medical facility for checks.

The incident caused a traffic pile-up along the busy roadway for several hours.

The incident took place a little over two weeks after a garbage truck with five employees aboard plunged into the Rio Cobre near Flat Bridge, St. Catherine.

The workers were able to free themselves and swim to safety.

Mr. Manabu Ohara, Director General, Latin America and the Caribbean Department, Japan International Cooperation Agency (JICA), visited Saint Lucia from the 3rd to 5th July, 2022 in order to review the present situation of on-going programs and to discuss the possibility of future cooperation with the government and people of Saint Lucia.

The Director General and his team visited Soufriere Special Education & Rehabilitation Center where a Japan Overseas Cooperation Volunteer (JOCV) is currently dispatched, the Choiseul Fishing Port where the new project for its improvement is proposed and the Cul de Sac bridge where new construction is currently on going.

The team also had an on-line meeting with the Caribbean Community (CARICOM) Secretariat and exchanged opinions on future cooperation.

During the team’s courtesy visit to the Ministry of External Affairs and Ministry of Agriculture, Mr. Ohara updated ministry officials of the resumption of face-to-face training programs for public officials to be held in Japan.

Since the onset of the covid-19 pandemic, all training programs were offered using the
online teaching modality; however, JICA is happy to invite new participants to Japan in the near future.

JOCV have already returned to Saint Lucia.

Mr. Ohara expressed his commitment to continue collaborations between the government
of Saint Lucia and JICA.

According to JICA Saint Lucia Office, construction of the Cul de Sac Bridge is scheduled to be completed in November 2022 and more JOCVs are expected to be dispatched within this year.

La Policía investiga un robo a las 12:25 de la madrugada del sábado, en el negocio El Chinchorro, en la carretera PR-184 en el barrio Guavate en Cayey.

Según el reporte preliminar, un empleado se encontraba en la barra, cuando se estacionó un auto, del cual se desmontaron tres individuos portando armas de fuego, y mediante amenaza e intimidación, lo despojaron de aproximadamente 2 mil dólares en efectivo, producto de las ventas del día.

En el incidente, tanto el cliente que se encontraba como el empleado resultaron ilesos.

Agentes adscritos a la división de Robos del Cuerpo de Investigaciones Criminales de Caguas, se hicieron a cargo de la investigación.

Capture of Jamaican murder suspect flags weakness in Cayman’s borders | Loop Cayman Islands

There was excitement on Cayman’s social media on Friday, July 8 as news spread about the Royal Cayman Islands Police Service (RCIPS) making an arrest of 30-year-old Rudolph Almando Shaw, a man wanted for murder in Jamaica. While the RCIPS is to be commended, the real question is how a murder suspect could enter the Cayman Islands freely and without detection. Ultimately, the event raises serious red flags about the weakness of Cayman’s borders and concerns for the safety of residents.

The arrest

According to reports, Firearms Response Unit officers in a marked service vehicle, approached a vehicle with two occupants, one of whom was the wanted man. The occupants of the vehicle attempted to evade the police and rammed into the police vehicle, causing their vehicle to become disabled.

Police captured Shaw, however the other man escaped on foot. The man that escaped is described as approximately 5’9″ in height, of slim build and dark complexion, with short hair, and was wearing blue jeans, and white sleeveless shirt.

Shaw has since been formally processed and will be handed over to CBC.

The border issue

While the Cayman Islands Coast Guard has recruited new members, received training on new equipment and continues to work with the RCIPS and others to patrol Cayman’s borders, suspected murderers and suspected drug traffickers are still making their way through Cayman’s borders, undetected.

Some of these illegal landers are believed to enter Cayman, commit crimes and then leave. The ones that are caught are prosecuted and usually spend time in Northward prison.

For those that commit crimes and leave, this activity has the potential of leaving some crimes unsolved, perpetrators unidentified and victims without opportunity to redress abuses against them.

Those that end up in Northward prison do so at the expense of the public purse at a rate of approximately $5,000 per month per prisoner. At the end of the prison term, the illegal landers are typically deported to their country of origin… but only to return to Cayman in a few weeks on a high-speed canoe, breaching Cayman’s borders once again.

The known breaches suggest that more must be done to strengthen Cayman’s borders, including more resources and funding for the Cayman Islands Coast Guard, the RCIPS and others.

Possible dangers to residents

While the breaches continue, with some going undetected, they pose serious and immediate dangers to visitors and residents, in particular, the potential for murder, robbery and other crimes.

Another risk which is rarely talked about is to the youth of the Cayman Islands. Illegals who are gang members may attempt to influence and recruit young people in the Cayman Islands. Over time, this could lead to increased organised crime in the Cayman Islands and the presence of more guns, drugs and gang-related crimes in the Cayman Islands.

Solutions

In addition to the provision of more resources and funding to the Cayman Islands Coast Guard and others mentioned above, Cayman should consider increasing penalties for illegal entry where legitimate asylum is not being sought. As a deterrent, such penalties should be tripled when drugs or guns are involved.

The harsher penalties for illegal entry should also be enforced against residents who assist illegals where legitimate asylum is not being sought. This may discourage those who try to facilitate illegal entry to help suspected criminals to commit crimes in Cayman.

Notwithstanding the proposed solutions, it must be noted that increasing penalties and sentences for illegals is also a double-edged sword. This is because, while they are spending time in prison in Cayman, the people of the Cayman Islands are taxed for their stay.

Bearing this in mind, a further alternative may be reaching an agreement with neighbouring countries that if persons breach their borders and illegally enter the Cayman Islands, such neighbouring countries will foot the bill and/or house the prisoners themselves. This may place more responsibility on other countries to strengthen their borders and less of a burden on Cayman authorities.

Antigua and Barbuda outlining new plans for cash-strapped LIAT

A statement issued following the weekly Cabinet meeting noted that three officials from the LIAT’s administrative office held discussions with ministers on the future role and expansion plans for the airline.

“In the proposed new LIAT, the salaries, wages and other emoluments will take up a smaller part of its cost of operations. Currently three aircraft are being utilised, as opposed to 10 aircraft before the collapse of LIAT,” the statement noted.

It said that the schedule plan for the new LIAT is intended to reflect the commercial needs and fulfilment of the territories and that “any destination requiring more flights than has been deemed necessary, would make a special payment to realise its ambition.

“A minimum revenue guarantee (MRG) would be applied in order to determine what that cost would be. Every territory to which LIAT flies will be asked to purchase shares, so that the burdens and the benefits can be equitably shared,” the statement outlined.

The statement said that the revenue earned by LIAT over these past 20 months “shows a small operating profit”.

The airline, which entered into court-appointed administration in July last year after a High Court judge granted a petition for the airline’s reorganisation. The Guyana-born chairman of BDO Antigua and Barbuda, Cleveland Seaforth, has been appointed LIAT’s administrator for the duration of proceedings.

The airline is owned by the governments of Antigua and Barbuda, Barbados, Dominica and St Vincent and the Grenadines (SVG). Antigua and Barbuda Prime Minister Gaston Browne said previously that a decision had been taken that would allow Barbados and SVG to turn over their shares in LIAT to St John’s for one EC dollar (One EC dollar=US$0.37 cents) .

Last year, St John’s had put the cost of restructuring LIAT at EC$108 million (One EC dollar=US$0.37 cents) of which 50 per cent will come from the Antiguan government with the remainder expected to come via other shareholder governments or even private investors.

Earlier this year, Prime Minister Browne appealed to Caribbean trade unions to re-think their positions regarding the latest offer made to laid-off workers of the airline.

The Antigua and Barbuda government said it was providing two million dollars “to meet partial satisfaction of the cash component of the compassionate pay-out” to former local employees of the regional airline.

Late last month, the Leeward Islands Airlines Pilots Association (LIALPA) said that terminated workers have been on the breadline since April 2020 and are in dire straits.

The pilots said they hoped the shareholder governments would emulate the “commendable responsible leadership” of the St Lucia Prime Minister Phillip J Pierre, who announced that his administration would be honouring the debt of the St Lucian workers of LIAT.

Meanwhile, Information Minister Melford Nicholas is defending the policy seeking financial assistance from countries wanting LIAT’s services.

“In the past, many states would have required and demanded certain flight schedules that made it uneconomic. I think, in this new arrangement, they will be proposing a minimal number of flight operations.

“And where member states would want to go beyond that, then they will be asked to supplement that operation with minimum rates guaranteed – much like the North American carriers would have done in the Caribbean,” Nicholas told reporters.

“I think, based on those discussions, we are satisfied that LIAT 2020 has a very good potential of rising from the ashes of LIAT 1974 Limited, meeting and going beyond the expectations that currently exist for intra regional travel,” Nicholas said.
